The whole world is making a variety of efforts to cope with the revolutionary changes in the economy and society that are emerging from intelligent information technology. Therefore, this study defined national public officials' intelligence information competency in the intelligent information society, and tried to derive competency clusters and sub-elements. To achieve this objective, this study explores literature research about bloom's digital taxonomy, information competency, and national ICT policies and national public officials' intelligence information competency was defined based on bloom's digital taxonomy perspective was modified and supplemented with this study and provisional constituent elements of competency were derived. In addition, 5 experts verified the content validity. As a result, 7 competency clusters and 22 sub-elements are finally derived. The findings of this study are expected to be useful as the basis for the national intelligence information human resource development.

This study is intended to analyze the actual condition of operating the full-text information disclosure system of government and Officials' Perceptions. According to the results of analysis, the public servant group's level of full-text information disclosure system was high. With regard to the positive and negative function of full-text information disclosure, an expectation for positive function was high in the aspect of assuring the transparency of administration. And public servants were worried about an increase in the burden of administrative duties. With regard to factors in hindering the development of full-text information disclosure, it was shown that the percentage of clients' abuse and misuse of full-text information was the highest. For the activation of full-text information disclosure system, it is necessary to prepare measures for preventing the abuse and misuse of full-text information.

After the COVID-19 pandemic, hand hygiene has become more important to prevent and reduce infection. To manage and provide water to ensure safe handwashing, water governance and the role of public servants are also getting critical. Many organizations have given their priority to capacity building of public servants. In the Strategic Plan for the ninth phase of the Intergovernmental Hydrological Programme (2022-2029), 'Water education in the Fourth Industrial Revolution' is included as a priority. In Korea, ODA in the field of water and sanitation is emphasized in Korea's 3rd Mid-term Strategy for Development Cooperation (2021-2025). Also, KOICA and various water-related organizations have been organizing water education programs for developing countries. This study presents the direction for water education for public servants in developing countries in the post COVID-19 through the education program cases of the International Centre for Water Security and Sustainable Management established by the agreement between the Korean government and UNESCO in 2017. The study suggests that water-related organizations should cooperate with each other to prevent duplication of water education contents. It also suggests that blended learning should be actively utilized for the improvement of education program effectiveness. Lastly, the study emphasizes that education demand for the water technologies related to the fourth industrial revolution and smart water management is increasing, which should be considered when water-related organizations create online content or design education programs.

This study aimed to examine safety consciousness and practice of safety behaviors in new police officers and investigate the relationship between them. The subjects were 81 new police officers who understood the purpose of this study and agreed to participate. The collected data were analyzed by frequency, descriptive statistics, t-test, ANOVA, and Pearson's correlation using the SPSS 22.0 program. The results of the study show that the safety consciousness of subjects was as high as 4.29 points. On the other hand, practice of safety behavior was moderate at 48.71 points. Fire safety consciousness was found to be different according to age and education level, and environmental safety action was significantly different according to gender and residence. Safety consciousness showed a significant correlation with practice of safety behavior. Based on the results, it is necessary to develop and apply more effective and practical safety related education for police officers in addition to technical and institutional aspects in order to promote safety awareness and safety behavior practice.

It is not seen as discrimination based on reasonable grounds for the National Public Officials Act to discriminate between public officials entering general graduate schools and public officials entering law schools. The degree of discrimination cannot be said to be appropriate. Therefore, it is judged that it violates the principle of equality under Article 11 of the Constitution for the relevant laws and regulations to treat them differently by excluding those public officials who went to law schools from the application of the State Public Officials Act because the criteria for discrimination cannot be said to have a substantial relationship to realize its purpose. The degree of discrimination is not appropriate, so related laws and regulations are arbitrary legislation that discriminates against public officials entering law schools without reasonable reasons. Articles 71(2)3 and 72(6) of the National Public Officials Act and Article 90 of the Rules on the Appointment of Public Officials stipulate that public officials who want to go to "research institutions or educational institutions designated by the head of the central personnel agency" can use the training leave system. However, it is reasonable to assume that there is no reasonable basis for discrimination because it does not allow such benefits to public officials who wish to enter law schools. I think it is desirable to utilize a special admission system that allows students to enter night law school or to enter while working for a living.

일본 온라인 정보검색 그룹회는 1979년 10월에 설립된 정보검색 이용자 단체로 온라인상에서 제공되고 있는 정보를 어떻게 효율적으로 사용할 수 있는가를 연구하는 모임으로 정보검색에 관심이 있는 회사원과 공무원 등 대부분 연구, 조사 분야의 사람들이 회원으로 가입돼 있다. 특별히 검색교육을 위한 교사가 따로 구성되어 있는 것은 아니고 오랜 경험을 통해 터득한 관련 지식을 다른 회원들에게 가르쳐 주는 연구회의 성격을 가지고 있다.
