In order to effectively promote a smart city, various urban information must be opened and linked, and the information system that each member can share is required. In addition, it is necessary to establish a cooperative system in which citizens and citizen's organizations can participate. In this study, the components and conceptual model of a smart city platform were proposed to create a smart city that enables citizen participation. Its components include sensors for collecting data from the real world, information storage and management, information sharing and standard system, citizens' personal information protection and management system, utilization and service, etc. For the conceptual model, roles of smart city members were defined, so that citizen-centered participation and services could be made. It also includes data collection, information linkage and sharing, and service configuration system. Citizens can perform various roles such as data collector and provider, service planner or requestor, service beneficiary, etc. Ultimately, free communication and exchange of opinions with citizens is a key factor in the success of smart cities.

지구 온난화와 같은 환경 문제와 에너지 소비 증가에 따른 에너지 확보의 어려움에 많은 국가들이 어려움을 격고 있다. 이러한 에너지 확보 문제와 지구 온난화라는 문제를 해결할 수 있는 방법으로 제안된 것이 스마트 그리드 (Smart Grid) 이다. 스마트 그리드란 기존 전력망에 IT기술을 접목하여 공급자와 소비자가 양방향으로 실시간 전력정보를 교환함으로써 에너지 효율을 최적화하는 전력망이다. 기존의 폐쇄이던 전력망이 다양한 이해당사자가 참여하는 상호운용성이 보장되는 개방형 구조를 가지게 됨으로써 이에 대한 보안 기술 개발이 시급한 상태이다. 따라서 본고에서는 이러한 스마트 그리드 환경에 대해 설명하고 이러한 환경에서의 안전한 키 관리 기술에 대한 동향을 살펴본다.

정부는 현재 직면한 교통문제 해결의 필요성을 인식한 후 1993년부터 대통령 직속 SOC 투자기획단에서 ITS 도입문제를 검토하기 시작하여 1997년 「국가 ITS 기본계획」을 수립히였다. 이를 토대로 정부 및 산·학·연등이 능동적으로 참여하여 ITS 사업이 추진되어 왔다. 그러나 1998년 외환위기에 직면하면서 ITS 사업에 대한 투자 감소등의 환경변화와 동시에 ITS 전문가들은 공급자 중심에서 최종 사용자 중심의 기본계획의 필요성을 제기하면서 ITS 기본계획 개정 필요성이 제기되어 더 현실적이고 융통성이 있는 기본계획을 수립하게 되었다. 이러한 배경을 기본으로 본 논문은 개정된 국가 ITS 기본계획의 내용 즉, 제공서비스, 단계별 구축계획, 단계별 예산 등을 살펴본다.

미국의 ADL(Advance Distributed Learning)에서 제안한 스콤(SCORM; Sharable Content Object Reference Model)은 2000년 미국 국방부에서 발주한 6억달러에 이르는 e-러닝(e-Learning) 구축 입찰 계약에서 가이드라인으로 쓰여졌다. 용역 입찰 제안서에 스콤을 기초로 해 e-러닝 시스템을 구축하겠다는 내용이 명시돼야만 입찰에 참여할 수 있었던 것이다. 현재 제안된 e- 러닝 기술표준안들에 대한 국제인증 여부와 관계없이 e-러닝 실수요자 및 공급자의 움직임에 따라 이러한 추세는 향후 더욱 확대될 전망이다. 이 글에서는 실질적인 국제 표준으로 가장 근접해 있는 스콤의 내용 및 기술적 특징에 대해 설명하고자 한다.

The regional supply and demand for labor are different among the regions because of the regional disparity of the human capital and the industrial structure. Honam, Kangwon and Jeju province in particular has a more rapid change of the job search(labor supply), the job offer(labor supply) and the employed person according to the business fluctuations. The employed person of the capital region, Seoul in particular increased: though diminished the job offer and the job search grew. But the employed person of Youngnam and Honam province in particular decreased: though grew the job offer and the job search diminished. The employment rate and employment opportunity of all population group except the high-educated person are higher in the capital region than the province. The province has a low employment rate even in the managerial work and the professional work that the employment opportunity is high because of the lack of human capital.

The provision of welfare services to the disabled in Korea are still insufficient to meet the demand and the delivery system of the service is organized largely from the viewpoint of the suppliers. In order to guarantee the user right to choice, the shift of the policy paradigm supporting autonomy, self-directedness and the right to control of the users appears to be important. The present study explores the theoretical discussion in the field of the welfare of the disabled about user involvement. Then it investigates the German case of 'personal budgets' aimed to strengthen the user involvement and draws some policy implications for Korea. The study confirms that the introduction of 'personal budgets' aimed to realization of the self-determination of the disabled has contributed for the reinforcement of user involvement in welfare policies for the disabled. This new policy program 'personal budgets' based on the idea of the realization of the right to self-determination appears to transform the general nature of the welfare system for the disabled in Germany by transforming the payment methods.

스마트 폰 사용자의 증가와 개발자들의 참여가 확대되면서, 다양한 스마트 폰 어플리케이션들이 배포되고 있다. 스마트 폰의 운영체제 공급자들은 개발된 어플리케이션을 직접 또는 개발자에게 위임하여 테스트하고 어플리케이션 설치파일의 코드를 서명하여 사용자에게 배포한다. 여기서 코드 서명은 개발자의 확인과 동시에 어플리케이션이 배포과정에서 수정되지 않았음을 보장한다. 사용자 측면에서는 이런 서명이 어플리케이션의 안전성을 판단 할 수 있는 유일한 기준이 된다. 하지만, 코드 서명을 우회하거나 어플리케이션의 설치파일 코드를 수정할 수 있는 방법이 나타나게 되었고, 이것은 사용자가 악성 프로그램을 설치하는 보안 문제로 이어질 수 있다. 본 논문에서는 각 스마트 폰 운영체제별, 어플리케이션의 안전하지 못한 코드 서명으로 발생하는 보안문제를 서술하고, 스마트 폰 어플리케이션의 안전한 코드 서명을 위해 필요한 요구사항에 대해서 논의한다.

공급자와 사업자가 참여하는 소프트웨어 사업의 발주 및 공급 프로세스에서 다양한 형태로 이루어져 온 관행들을 파악하고 이에 대한 개선의견을 제시한다. 이를 위하여 먼저 소프트웨어사업 발주 및 공급 프로세스를 간략히 소개하고, 현재 산업계에서 이루어지고 있는 다양한 발주관행들을 각각 현상, 배경, 문제점 등을 분석하고 개선과제를 도출한다. 끝으로 도출된 발주관행 개선과제를 추진하기 위한 로드맵을 제시한다.

지금까지의 교통사업 평가 및 대안선정을 위한 평가 방법은 주고 경제성 평가에 치중하여 왔다. 또한 정부 및 공급자 외에 지역주민이나 이용자 등의 의견은 공청회등을 통한 의견 수렴을 제의하고는 계획 및 평가단계에서의 참여는 제도적으로 없는 실정이다. 이에 따라 적지 않은 수의 교통계획 및 대안 선정 사업들이 제반 평가요인에 대한 불충분한 고려와 또한 지역주민들의 반대에 부딪혀 취소 또는 재고되고 있다. 따라서 교통 계획 및 평가 단계에서의 관련 의사결정자의 제도적 참여를 가능케 하고 사업과 관련된 제반 평가 요인을 평가틀 내에서 고려할 수 있는 다 판단 기준분석 평가방법 (Multiple Criteria Decision Making Methods: MCDM)이 대두, 요구되고 있으며, 본 연구에서는 제 방법 중 순위 선정 및 제반 평가요인의 고려에 장점을 가지고 있는 계층 분석법을 이용하여 교통사업의 대안선정에 있어 최적노선을 평가 선정하고자 한다. 본 사례를 통하여 다판단 기준 분석 평가방법의 도입 필요성 및 교통사업평가에의 유용성 및 적용성을 제시하고자한다.

This paper proposes a new concept of inter-organizational systems (IOS) visibility, considering the key role of IOS in IT-enabled supply chain (SC) cooperation. Further, antecedents and consequences IOS visibility have been studied. Antecedents of IOS visibility are identified from the two conflicting theories of inter-organizational relationships, i.e., RDT(resource dependence theory) and RV(relational view). Investigating SC cooperation from the perspectives of both partners (buyers and suppliers) is important, especially when channel partners depend on each other and when asymmetries in IOS visibility can exist. Hence, this study attempts to accommodate both partners' perspectives in IOS visibility and to look into the consequences of IOS visibility from each participant's perspective.
