본 고에서는, 공공 안전망의 진화에 기반이 되는 임무 수행 중심의 그룹 통신 기술들을 살펴본다. 구체적으로는, PS-LTE 표준화 흐름에 대해서 다루고, PS-LTE를 이루는 그룹 통신 기술의 핵심적인 것들을 살펴본다. PS-LTE의 핵심이라고 할 수 있는 MCPTT 서비스는 기존의 PTT 기술과의 차별되는 흥미로운 특징을 가지고 있는데 이를 통해 MCPTT 기술의 진보성 및 주요 기술적인 이슈들에 대해서 짚어본다. 결과적으로, 현재 표준화로 진행되고 있는 MCPTT 서비스와 국가적으로 진행되고 있는 공공 안전망 구축 사업에서 요구하는 그룹 통신 기술 사이의 상관관계를 따져봄으로써 PS-LTE에서 지원하는 그룹 통신 기술이 신뢰도 및 효율성 측면에서 충분한 정도의 기술적인 완성도를 갖추고 있음을 보인다.

우리나라 정치, 경제, 문화, 교통의 중심지인 수도 서울. 그 별칭에 걸맞게 서울에는 각종 공공기관을 비롯해 금융 언론 제조 통신 등의 대기업 본사가 소재하고 있다. 또 도시지하철, 전력 등 국가의 중추적인 역할을 담당하는 기관들도 다수 들어서 있는 상황이다. 이는 다시 말하면 서울에서 대형 인명피해가 발생할 경우 그 여파가 우리나라 국민 전체에까지 미친다는 것을 의미한다. 이렇게 중요한 곳이기 때문에 이 지역의 산업안전을 담당하고 있는 고용노동부 서울지방고용노동청은 더욱 각별한 의미를 갖고 있다. 정부의 정책을 현장에서 추진하는 최일선 기관인 동시에 수도 서울의 산업안전을 위해 맞춤형 사업을 수립 시행하는 등 그야말로 야전사령관의 역할을 맡고 있기 때문이다. 이와 같은 업무를 총괄 지휘하고 있는 임무송 서울지방고용노동청장을 만나 재해예방을 위한 정책 등에 대한 이야기를 나눠봤다.

이 보고서에 명시되어야 할 주요 문제점 및 이슈를 파악하기 위한 연구의 일환으로, NAESO는 1999년 8월에 2일간의 워크숍을 실시했다. 이 워크숍에서 NAESCO는 에너지절약 전문기업(ESCOs) 및 공공사업체(utilities)의 대표자들과 캘리포니아 에너지 효율 위원회(CBEE)의 회원들을 초대하여, 업체 참가자 및 주요정책입안자들의 SPC 프로그램과 관련된 시장 경험을 검토하면서 SPC 프로그램에 관한 이들의 특정 우려사항 및 관심사항을 주제로 하여 논의하도록 하였다. 워크숍의 목적은 ''시장 전환(marekt transformation)''과 ''자원 획득(resource acquisition)''이라는 조정 목표의 관점에서 SPC 프로그램 이행에 관련된 우려사항을 주요 쟁점으로 하여 이에 집중하는 것이었다. 이 워크숍은 비 거주시설의 SPC 프로그램에 관련된 특정 우려사항을 주제로 설정하였으며, 토론을 통하여, 프로젝트 스폰서의 임무, SPC 운영자의 임무, 가격 설정, 적격 프로젝트, 및 측정 및 검증에 걸친 5가지 부분의 주요 우려사항에 관하여 결론을 돌출하였다. 다음은 이 5가지 부분의 우려사항 각각에 관한 워크숍 참가자들의 결론을 기술한 내용이다.

500kg급 차세대중형위성은 공공분야 위성 수요에 효과적으로 대응하고, 국내 위성산업 저변 확대 및 산업체 육성을 위한 사업으로 개발되고 있다. 국내 산업체에서 개발되는 표준 위성 플랫폼이 적용될 예정인 차세대중형위성3호는 우주과학/기술검증용 위성으로, 특히 한국형발사체에 의해 2023년 발사된다는 점이 특별하다. 본 발표에서는 차세대 중형위성 3호에 제안한 우주망원경 UVOMPIS (UV-Optical Multiband Polarizing Imager System)에 대한 개념 설계 결과 및 과학 임무에 대한 소개를 통해 국내 학계와 산업계의 협력과 관심을 유도하고자 한다.

공공분야에서의 지식생산이라는 국가 R&D사업의 본연의 임무에 사회문제해결이라는 보다 구체적인 요구가 커지고 있다. 취약계층, 노인, 장애인과 같은 사회적 약자들의 삶의 질 개선에 더불어 조류 인플루엔자, 미세먼지오염 등 국민생활에 영향을 주는 사회문제의 해결에 과학기술지식이 기여하라는 사회적 요청이 커지고 있다. 그동안 산업 지원과 학문 발전을 중심으로 발전해오던 국가R&D시스템이 이제는 공공분야에서의 지식생산시스템 격상이라는 과제를 안게 되었다. 정부는 2012년 '신과학기술 프로그램 추진전략(안)'을 통해서 이러한 요구를 수용하기 시작했으며 2014년에 다(多)부처 기획을 통해 11개 사업 분야를 선정하고 사회문제해결을 위한 R&D를 다(多)부처 사업으로서 2015년부터 시작하였다. 또한 과학기술정보통신부(구 미래부)는 단일 부처사업으로서 '사회문제해결형 사업' 을 2104년부터 추진하였다. 논문이나 특허보다는 현장문제의 해결책, 솔루션 생산을 목표로 제시하였으며 현장의 사용자나 시민이 연구개발의 전 과정에 참여하는 리빙랩이라는 새로운 방법론의 적용을 사회문제해결형 R&D사업의 성격으로 제안하였다. 본 연구는 사회문제해결형 R&D라는 이 새로운 시도가 국가R&D 시스템 안에서 어떻게 시행되었는지 NTIS data를 통해서 분석해보고자 한다. 먼저 다부처 기획으로 선정되어 추진된 과제들의 특성, 즉 연구적용분야, 연구 단계 등을 분석하고 단일부처 사업으로 수행된 '사회문제해결형 사업' 및 유사 단일부처 사업 과제들의 특성을 알아본다. 연구수행주체, 연구방법론 등 사회문제해결형 R&D 기획에서 제시한 새로운 방법들의 수행 여부를 알아보고 이를 통해 공공분야 국가R&D 시스템의 발전 및 사회문제해결형 R&D 사업의 향후 발전 방안을 제안한다.

최근 드론 및 ICT 융·복합기술은 산업 전반에 걸쳐 새로운 대안을 제시하고 있으며, 종전의 산업은 데이터 생성·가공·활용의 효율성, 경제성, 안전성 등의 장점을 들어 빠른 속도로 관련 ICT와 의 접목을 시도해 왔다. 이를 통해 과거의 기술과 방식에서는 찾아보기 힘들었던 다양한 형태의 결과물을 제시하는 등 데이터 기반의 4차산업혁명이 선도하는 변화가 곳곳에서 일어나고 있다. 국토교통부에서는 2018년부터 중앙·지자체·공공기관 소속직원을 대상으로 드론 조종인력 양성사업을 시작으로 2019년 국방·치안·환경·안전·측량 등 10개 분야에 드론 활용 임무특화교육을 진행해왔으며, 2020년도에는 시설물 점검, 불법행위 추적 감시, 수자원 관리 등으로 교육 분야 추가하는 등 활용범위를 확대해나가고 있다. 경기도 안전관리실(안전특별점검단)에서는 이러한 국가정책의 방향에 맞춰 새로운 기술과 융합을 시도하고자 2020년부터 '드론 등을 활용한 시설물 안전점검 고도화 연구'를 시작으로 절토사면 및 옹벽 등 시설물 안전점검과 하천 및 우수저류지의 유지관리에 ICT 융·복합 기술 및 분석용 S/W 등을 적용하고자 하였다. 본 연구에서는 드론 및 LiDAR 등을 활용하여 하천, 배수로, 우수저류지 등에 대해 공공관리주체가 실시할 수 있는 유지관리점검 및 현황분석 방법에 관한 것으로서 「하천법」, 「자연재해대책법」, 「시설물의 안전 및 유지관리 실시 세부지침」, 「우수유출저감시설의 종류·구조·설치 및 유지관리 기준」 등에서 정한 사항에 대해 적용하였다. 이를 통해 하천, 우수저류지 등 수공구조물의 홍수위 변동성 평가, 홍수조절부 용량검토 등 홍수방어 능력에 대한 유지관리 차원의 공공관리주체 역할을 강화하는 제도적 측면을 검토하고, 드론, LiDAR 등의 ICT 융·복합 기술 활용 확대를 통해 예산절감 및 공공안전 강화에 기여할 수 있을 것으로 판단된다.

Along with the development of the fourth industry, the public sector has increasingly paid more attention to search using drones and real-time monitoring, for various goals. The drones are used and researched to complete a variety of searching and monitoring missions, including search for missing persons, security, coastal patrol and monitoring, speed enforcement, highway and urban traffic monitoring, fire and wildfire monitoring, monitoring of illegal fishing in reservoirs and protest rally monitoring. Police stations, fire departments and military authorities, however, concentrate on the hardware part, so there are little research on efficient communication systems for the real-time monitoring of data collected from high-performance resolution and infrared thermal imagining cameras, and analysis programs suitable for special missions. In order to increase the efficiency of drones with the searching mission, this paper, therefore, attempts to propose an image analysis technique to increase the precision of search by producing image data suitable for searching missions, based on images obtained from drones and provide the foundation for improving relevant policies and establishing proper platforms, based on actual field cases and experiments.

Illegal and harmful information on the Internet have been a great concern not only for regulatory authorities, but also all the public institutes, such as public libraries and schools, that provide Internet access service. In particular, for public libraries which play an important role in organizing, opening and providing information resources in the information society, providing Internet access service are indispensible. Therefore, any changes of Internet content regulatory system may have direct effects on services of public libraries. Due to unique characteristics of the Internet, content refutation on the Internet has made a best use of various regulatory methods, ranging from governmental regulation to self-refutation and technical regulatory methods. However, nation by nation. technical regulatory methods on the Internet have been developed in quite different ways. Applying them on public library has been strongly criticised for violating freedom of expression and rights of access to information. This article begins with a theoretical discussion about free speech rights and refutation on Internet. Then it examines filtering software which is one of the most popular technical regulatory methods based on both technical and socio-humanities' prospects and analyses several governments' regulatory approaches to Internet filtering. As a conclusion, issues concerning Internet filtering at public institutes are critically apprised.

This paper analyzes the strategic planning process of NASA (National Aeronautics and Space Administration) including its center, GSFC (Goddard Space Flight Center) in the framework of strategic planning in publicly funded R&D organizations. To construct this framework, theories have been considered mainly focused on strategic management and planning, its application on public sector, and characteristics of R&D activities. As a result, the framework could be set up in accordance with the process of strategic planning. Also, as a case study, we explored the practice of strategic planning process and organizational implementation of NASA and GSFC. During the analysis on the strategic process of NASA and GSFC, we could draw some lessons out as follows: First, we should consider the differences between private and public sectors when we establish strategic planning in public sector. Second, the stakeholder analysis should be involved in setting the mission, goals, and strategies of an organization. Third, it is necessary to identify and assess the socio-economic effects or public benefits by R&D programs of the organization and use the feedback on its goal. Fourth, to implement strategic planning effectively, planning process should be closely integrated with the management process such as setting goals, securing budgets, and evaluating the organization. Conclusively, the analysis on NASA and GSFC contribute to implementing strategic planning in publicly funded R&D organizations by providing the appropriately modified framework. As an extension of this study, more deliberate analysis on various practices of strategic planning and performance indicators should be followed.

Since 1980 the Korea Land Development Coporation has played a major role in land development by means of a Public Initiated Land Development Scheme. This strategy has attempted to correct the market failure of the generation of large sum of windfall profits. In accordance with reimplementation of the local autonomous ruling system since 1991, the demend for local government initiated land development have increased rapidly as local governments attempt to math the influence of national local development policy. In this regards, it is very useful for urban planners to analyze the merits and dismerits of the local government initiated land development schemes in view of national agency's development. This paper recommends several mitigation measures to improve the settlement of the local government initiated land development scheme.
