In the age of digital innovation based on the Internet, Information and Communication and Artificial Intelligence technologies, huge amounts of datasets are being generated, collected, accumulated, and opened on the web by various public institutions providing useful and public information. In order to analyse, gain useful insights and information from data, Formal Concept Analysis(FCA) has been successfully used for analyzing, classifying, clustering and visualizing data based on the binary relation between objects and attributes in the dataset. In this paper, we present an approach for enhancing the analysis of relational attributes of data within the extended framework of FCA, which is designed to classify, conceptualize and visualize sets of objects described not only by attributes but also by relations between these objects. By using the proposed tool, RCA wizard, several experiments carried out on some public open datasets demonstrate the validity and usability of our approach on generating and visualizing conceptual hierarchies for extracting more useful knowledge from datasets. The proposed approach can be used as an useful tool for effective data analysis, classifying, clustering, visualization and exploration.

E-mail became the universal communication means today that is widely used socially. It is being used as an important communication means in a problem about interchange and commerce with foreign countries as well as exchange of opinions within public agency and in relationship with other institution, corporation or organization. Also, in the trend of pointing to digital government, e-mail is becoming the primary means of contacting with the people. However, our country is not recognizing e-mail as official record yet, and is not offering any guideline for managing e-mail. E-mail is one form in electronic record, and needs to be acquired and managed as record given having been used for public service. It is essential to prescribe meta-data elements necessary for acquisition and management. Accordingly, the final purpose of this study is to offer the foundation in the e-mail record management of our country, by suggesting meta-data elements that will need to be secured when acquiring e-mail record.

As public data opened its doors in line with the era of the 4th Industrial Revolution, agricultural public data also increased. Currently, the majority of farmers are writing farming diaries due to eco-friendly certification and basic public interest direct payment projects. However, it is a difficult task for busy farmhouses in the aging agricultural community to write farming diaries. Therefore, there have been cases where farming diaries have been filled out on behalf of the farmhouses. However, one may get disadvantaged in terms of receiving eco-friendly certification and public interest direct payment projects. In succession, this paper proposes a system to conveniently write farming diaries by checking the farming diary data stored in the server via categories of crops and dates and finding farming diary public data suitable for the user to automatically fill out the diary.

As data utilization becomes increasingly important, not only private companies but also public institutions are making great efforts to promote data utilization. The chief data officer is a key element of data governance, a driving system that achieves policy goals by adjusting the functions of each department in the organization responsible for data policy. With the enforcement of the Data-based Administration Law, all public institutions, including the Ministry of National Defense, have designated data officers, but it is not enough to play a practical role as it is still in the early stages of introduction. In this study, the current status of the operation of the defense data officer system is checked, and development strategy to play a practical role are presented.

Since April last year when "the disability discrimination act" became effective in Korea, public libraries in Korea have been obligated to provide library service to the disabled. But most of public libraries in Korea do not and are not ready to service them. After finding out the characteristics of Korean disabled people and investigating current state of services for them in the public libraries of Korea by analyzing related statistics and laws, suggestions for the enhancement of public library service for disabled people in Korea were proposed.

최근 기업에 적용하고 있는 CRM을 공공부문에 도입하고 있어 그 필요성과 효과에 대한 검증이 필요하다. 이를 위해 기존 서비스 품질과 고객관계관리를 연구하여 공공행정 서비스 품질 차원을 도출한 다음, 공공부문 근무자를 대상으로 설문을 실시하였다. 요인분석결과 9개 요인이 추출 되었으며, 이를 독립변수로 하고 행정업무 효율화를 종속변수로 하여 회귀분석한 결과 고객관계관리 영역에서 공감성은 유의하게 나타났으나, 의사소통, 고객세분화와 맞춤서비스는 유의하지 않는 것으로 나타났다. 이는 고객관계관리가 고객만족에는 영향을 미치지만, 공공부문 근무자들에게는 부담으로 작용하고 있음을 알 수 있으며, CRM이 고객만족에 영향을 미치고 있음을 고려하여 고객만족과 업무효율화가 절충될 수 있도록 공공 고객관계관리 개념의 정립과 공공CRM을 위한 데이터 및 시스템 구축이 요구된다.

This study aims to conduct a big data analysis of public library operations and uses of 16 metropolitan local government of Korea by using the Chernoff face method. This study is the first to use the Chernoff face method for big data analysis of library services in library and information research. The association of variables and human facial features was decided by survey. The study reveals that in general the provincial governments in Korea operate more libraries, invest more budgets, allocate more staff and hold more collections than metropolitan cities. This administration resulted in more use of libraries in provincial governments than metropolitan cities.

In this study, in order to understand the characteristics of the users' information needs for each public library unit, the user needs were analyzed based on the various attribute information of the books loaned to 11 public libraries in 8 districts in Seoul. As a result, the prominent book use patterns of the libraries were revealed, specifically related to the target user groups, purpose/motivation, interests/preferences, book genre, and subject. In addition, there was a preference for authors, and a difference in the role of the preferred authors in each library was also revealed. The results of this study will help to provide guidelines for the development of differentiated collections and service programs based on user needs.
