최근 인공지능의 급부상과 함께 서비스 로봇은 물론 산업용 로봇에 이르기까지 ICT 융합을 통한 HRI(Human Robot Interaction) 지능화가 가속화되고 있다. 제조, 물류, 공공장소, 가정 등 다양한 환경에서 인간과 가까이 공존하며 상호작용하는 지능로봇의 안전과 성능에 기반한 신뢰성 확보는 성장하는 로봇 시장에 중요한 이슈로 떠오르고 있다. 2014년 실내외에서 운용되는 개인지원로봇에 대한 기본 안전 요구 표준인 ISO 13482가 공표되고 유럽, 일본을 비롯한 세계시장은 국제 표준 에 기반한 서비스 로봇의 인증을 요구하고 있다. 이에 최근 국내 로봇 기업의 해외 시장 진출에 있어 가장 우선적으로 요구받고 있는 안전 요구조건과 검증에 필요한 위험 평가 프로세스를 소개하고 서비스 로봇의 안전 및 성능 평가 기술과 표준에 대하여 살펴본다.

지난 2011년 3월에 출범한 제8대 집행부는 정해돈 회장을 비롯한 회원사 모두가 한마음으로 노력한 결과 괄목할 만한 사업성과를 거두었다. 특히 설비건설업계의 오랜 숙원사업인 공공공사 분리발주 확대 법제화를 위해 각고의 노력을 기울인 끝에 국가계약법 시행령이 개정되어 올해 1월 1일부터 시행에 들어간 성과는 1994년 법 제정 이후 20년 만에 일구어낸 아주 값진 성과로 평가되고 있다. 또한 녹색건축물조성지원법 시행령에 '국토부 장관이 5년마다 기계설비 발전정책을 수립하도록 의무화'한 조문 신설로 향후 기계설비 발전계획을 정부 차원에서 수립할 수 있게 되었다. 이와 함께 건설산업 공생발전위원회를 통한 주계약자 공동도급 확대와 저가하도급 심사제도 개선 등 불공정하도급 거래 관행 개선으로 회원사의 경영환경을 크게 개선시켰다. 본지는 2011년 3월부터 2014년 2월까지 제8대 집행부의 사업실적을 점검해 본다.

지난 3월 권영걸 위원장이 국가건축정책위원장으로 취임하며 국가건축정책위원회(이하 국건위)가 새롭게 거듭났다. 제7기 국건위는 자연친화적인 국토환경, 건강한 생태도시 구현을 목적으로 '공원같은 나라, 정원같은 도시'를 슬로건으로 내걸고, 스마트 기술을 기반으로 도시의 쾌적성을 높여 국민 삶의 질을 높이고자 한다. 국가와 사회의 과제를 건축공간적 해법으로 풀겠다는 목표다. 이를 위해 국가상징공간 조성, ESG+Art 기반 선진 생태도시 모델 제시, ICT 융·복합 기반 '한국형 건축도시' 개발, 지방소멸에 대응한 도시건축 사업 추진 등 네 가지 중핵과제를 설정, 불철주야 노력하고 있다. 지난 7월 28일 권영걸 위원장을 직접 만나 정책 방향을 물어봤다. 한편 권영걸 위원장은 이날 인터뷰에서 "8월 3일부터 협회 의무가입제도가 도입된 것을 축하드린다. 이를 계기로 건축계 의견을 하나로 모으고, 건축사들의 직업윤리를 강화할 수 있게 됐다는 점에서 건축산업 발전에 크게 기여하게 될 것으로 기대한다"고 말했다. 그러면서 "건축사들의 직업적 권위가 보호되고 스스로 국가 디자이너이자 신문명 디자이너라는 시각을 갖고 일할 수 있도록 제반환경이 조성돼야 한다"며 "협회가 그런 길을 인도할 수 있는 역할을 해주시길 바란다. 국건위도 열심히 돕겠다"고 밝혔다.

The government set up a comprehensive plan for EC vitalizations in February 2000 and has begun implementing it. They hope to introduce EC into the economy at large and invoke reconsideration of its efficiency and transparency in the public sector. To accomplish this, the government has built EC utilization system within the industry and trade. However, the overall EC in the construction industry is below expectation. With the aid of the government, larger construction companies are building E-marketplace by increasing the investment in IT and organizing a consortium. On the other hand, small and medium construction companies have difficulties in investing in EC. On the basis of a field research, this study investigates problems that small and medium construction industry confronts in a domestic environment and EC system. It also analyzes the limitations of the tax reduction law for EC. Therefore, this study suggests a counterplan that defines the importance of a government guided plan and necessity of providing incentives to encourage EC Utilization degree.

The importance of the security management system for the aviation infrastructure cannot be overemphasized. What is especially important on the security management system for it is the assessment that is detaild and systematic. This article presents a framework based on a Hanulcha-type security management system model for a Information security of the Aviation infrastructure. This system checks, estimates and analyzes the goal of security with effect, especially in case of the security-accident on the aviation infrastructure because this system model gives the integrated security assessment method.

The purpose of this study is to select a specialized topic that meets the needs of the local contents and the local people, based on this, the study develops practical guidelines for operating specialized libraries. For this purpose, forty-three libraries in domestic and foreign were selected to derive their implications by surveying the specialized libraries building process, regional characteristics, specialized books, budget, personnel, network, facilities, environment, programs, and publicity. Based on the suggestions reached, we proposed four stages of operation guidelines: the preparation stage for establishing a system to support specialized services and selecting regional specific topics, the stage for the establishment of the library environment in order to serve the selected specialized subjects, the operational stage of planning and providing information complex cultural services related to specialized subjects, and the diffusion stage that communicates with external institutions of the library for upgrading and expanding services.

Many countries, especially ICT powers, are supporting IoT-based technology at a national level and this technology is actively being researched in the businesses and research institutes in an aim to develop technology and create an ecosystem. Roads in the Seoul city are building public facilities based on IoT to provide various services and conveniences for the users. However, for the full-fledged introduction and development of IoT, there are many cases where infringement on security and privacy and threat for life and safety happen. Also, as the IoT environment includes various environment technologies such as the existing sensor network, heterogeneous communication network, and devices optimized for the IoT environment, it inherits the existing security threat and various attack techniques. This paper researches the attribute based encryption technology for safe communication in the IoT environment. The data collected from the device is transmitted utilizing the attribute based encryption and by designing the key generation protocol, grades and authorities for the device and users are identified to transmit safe messages.

For a public library. which is a regional information service agency. to acquire high competitiveness, preparation for uncertainties of future through understanding its own internal strengths and weaknesses. and external opportunities and threats based on assessments regarding knowledge information environment and characteristics of regional community. current status of the library, etc. Therefore. in this study, through SWOT analysis. one of competitive strategy analysis methods, the status of competitive strategy of C library was analyzed. In order to carry out the study interview and survey were performed with professional librarians, then through final consultations from management consulting experts, a plan to strengthen competitiveness for C library was devised. Conclusions from this study were as below. In order to strengthen competitiveness of C library offering distinguished high quality services through active cooperations with external institutions, efforts to improve library's position and stand following being selected as a library to visit for 2006 World Library and Information Congress, and revitalization of library usage through providing user oriented differentiated services are needed.

This study aimed to evaluate the applicability of "food and nutrition standards for child care setting in the Seoul Metropolitan Government" using quantitative and qualitative surveys and lay the groundwork for future expansion. To evaluate the understanding and applicability of each item of the standards and utilize goodness of fit as an evaluation item to improve practicality of the child care center's health foodservice, we surveyed 82 child care centers, kindergartens, and community children centers in Seoul by e-mail through the Seoul Metropolitan Government in November 2015. Using focus group interviews with directors of child care centers and kindergartens as well as dieticians of child care support centers who had conducted public foodservice in Seoul, the appropriateness of each standard was finally reviewed, and amendments to extend this standard were derived. Results of the survey show an understanding of 86.9% and an applicability of 80.7%. Moreover, the applicability of the evaluation items for assessing improvement of health foodservice practices at the child care center was 82.6%. Qualitative evaluation of the applicability of standards through focus group interviews identified four factors for extended application: necessity of a guideline for separate food ingredient suppliers, conformity of the basis and purpose of the item, consideration of contextual situations, and necessity of establishing a Seoul-level foundation. Therefore, guidelines for the standards should be suggested for those providing public food services for children. Furthermore, separate guidelines categorized by items that food ingredient suppliers need to provide should be mandatory or recommended. Evaluation of the applicability of the standards suggests that revising and supplementing the guidelines in order to extend the standards can contribute to health promotion and a sustainable environment for children using public foodservice. Follow-up studies and supports are needed for sustainable food and nutrition management programs.

As artificial intelligence (AI) technology is recognized as a key technology that will determine future national competitiveness, competition for AI technology and industry promotion policies in major countries is intensifying. This study aims to present implications for domestic policy making by analyzing the policies of major countries on the start-up of AI companies, which are the basis of the AI industry ecosystem. The top four countries and the EU for the number of new investment attraction companies in the 2023 AI Index announced by the HAI Research Institute at Stanford University in the United States were selected, The United States enacted the National AI Initiative Act (NAIIA) in 2021. Through this law, The US Government is promoting continued leadership in the United States in AI R&D, developing reliable AI systems in the public and private sectors, building an AI system ecosystem across society, and strengthening DB management and access to AI policies conducted by all federal agencies. In the 14th Five-Year (2021-2025) Plan and 2035 Long-term Goals held in 2021, China has specified AI as the first of the seven strategic high-tech technologies, and is developing policies aimed at becoming the No. 1 AI global powerhouse by 2030. The UK is investing in innovative R&D companies through the 'Future Fund Breakthrough' in 2021, and is expanding related investments by preparing national strategies to leap forward as AI leaders, such as the implementation plan of the national AI strategy in 2022. Israel is supporting technology investment in start-up companies centered on the Innovation Agency, and the Innovation Agency is leading mid- to long-term investments of 2 to 15 years and regulatory reforms for new technologies. The EU is strengthening its digital innovation hub network and creating the InvestEU (European Strategic Investment Fund) and AI investment fund to support the use of AI by SMEs. This study aims to contribute to analyzing the policies of major foreign countries in making AI company start-up policies and providing a basis for Korea's strategy search. The limitations of the study are the limitations of the countries to be analyzed and the failure to attempt comparative analysis of the policy environments of the countries under the same conditions.
