The aim of this study is to develop a Diagnosis Model of Landscape(DML), which is a kind of Public Participation GIS(PPGIS) under web environment in the landscape planning field. Following the nature of public participation, DML was intended for ordinary people as well as for professional group. Therefore, DML, which is equipped with Survey Map to provide a participant with information in advance, Diagnosis Map to encourage public participation, and Image-base Map module to make a comparative study of photo-images by time series and to save photo-images, furnishes intuitive interfaces easy to use as possible. DML induces the public to participate actively in a debate on landscape problems and gathers data on diverse opinions as well. The experimental running of this DML on Uiryeong-Eup and Hamyang-Eup, Gyeongnam as case study areas, showed that it had great flexibility of use as a diagnosis model of landscape.

Recently many of earlier GIS services are changing to the form of user-participated dynamic geoweb service like many new impressive web 2.0 services substitute for earlier old-fashioned web 1.0 services. Many relevant technologies are necessary to be developed so as to integrate a number of geospatial data and functions all around into the useful geoweb services. It is also necessary to make the integration easy and to cope with the rapid changes in geoweb environment. In this study, the trend of relevant geoweb technologies were reviewed before, and the development of open geospatial service platform were carried out. As a result, open 2D/3D map service engine, user-participated mashup engine, Open API search engine and so on were im plemented as the core components of that platform. The platform will be able to be used as the common platform among a number of applications in the fields such as public/private GIS integration, u-city projects and GIS/LBS services etc.

최근 이상적인 계획안 수립을 위한 주요 요건은 대상지역의 물리적 비물리적 현황에 대한 충분한 이해와 검토에서 출발한다고 해도 과언이 아니다. 차별화된 계획 혹은 아이디어는 지역이 지닌 특성과 문제점에 대한 분석을 통하여 가능하기 때문이다. 다시 말해 현재 상황에 대한 철저한 인식을 바탕으로 미래에 대한 구체적인 계획안은 도출될 수 있기 때문이다. 이 과정에서 해당 지역의 구성원이자 대표적인 이해당사자인 거주민들은 해당지역의 주요 속성정보 제공자로서 중요한 역할을 담당한다. 기존 계획수립과정에서 활용되어 왔던 자료는 주로 지자체 등 공공기관에서 제공하는 공공데이터를 기반으로 하고 있지만, 이러한 공공데이터의 활용은 최신정보의 제공 및 디테일한 지역의 특성을 포괄적으로 반영하는 데 일정부분 한계를 지니고 있다. 이러한 한계를 극복할 수 있는 대안으로, GIS 기법과 양방향 인터넷 등 다양한 첨단 IT기술을 활용한 주민참여형 계획수립에 주목하고 있다. 본 연구는 GIS를 활용한 해외사례를 고찰하고 이를 통하여 도출된 지역분석기법을 예산군에 적용함으로서 향후 주민참여형 지역기본 계획수립에 대한 활용방안을 제시하였다.

Despite of a huge amount of GIS data were distributed in the private sectors, they were gradually decayed due to lack of the legal preparation or civilian data distribution channels. In order to solve these problems this study was mainly focused on the civilian GIS data distribution and demonstrated a proposed direction through the requested questionnaire and analysis of the civilian enterprises and public sectors for the favorable civilian GIS distribution flow. The implementation of the civilian GIS data distribution center(provisional name) was proposed fir the civilian GIS distribution flow because of the fact that civilian sectors were seriously requested to build and to operate the civilian GIS distribution organization through the result of the requested questionnaire. The requested questionnaire items were selected as the civilian enterprises distribution, data implementation and management, low and regulations, NGIS distribution network business, and civilian GIS distribution renter build to activate and to participate civilian GIS distribution. Therefore, three implementation models and three implementation operation were proposed to guide a roll of the civilian GIS data distribution center and the distribution boundaries.

현재 서울시 내에는 수많은 공공조형예술품들이 있다. 하지만 시민들은 그것들이 어디에 위치하고 있는지 쉽게 파악 할 수 없는 실정이며, 그에 따라 공공조형예술품들을 즐길 기회 또한 잃고 있다. 그래서 Web2.0 및 Mash-Up을 활용한 Web Portal Site를 구축하여 그것들에 대한 위치정보를 제공해 줄 뿐만 아니라, 시인들의 의견을 수렴하여 관리 및 유지보수 측면 등의 의사결정에 직접적으로 참여할 수 있는 Web 공간을 구축하였다. 기본적으로 서울시에서 파악하고 있는 공공조형예술품들에 대한 DB를 제공하고 또한 사용자가 정보를 입력하는 인터페이스를 통하여 기존 DB에 없는 정보를 추가함으로써 관리자 및 사용자가 쌍방향으로 DB를 구축하게 된다. DB를 바탕으로 Naver Map 및 Google Map 을 활용한 공공조형예술품들의 위치를 나타내는 지도를 제공한다. 그리고 입력된 DB를 바탕으로 예술품들의 행정구역별 수량 및 각 예술품 종류별 수량 등의 통계적 자료를 추출하여 제시하고, 사용자는 입력되어 있는 예술품들에 대한 평가 및 관리 보수 등의 의견을 제시하여 서울시 내의 공공조형예술품에 관한 의사결정에 의견을 제시할 수 있다. 본 연구물의 결과로 기대 할 수 있는 효과는 도시 재생 및 도시 계획 재정립에 있어 사용자 참여 유도 및 참고적 역할을 할 수 있고, 도시 내 조형예술품들에 대한 정보 제공의 기점 역할을 하여, 관광객 유치 및 도시 문화사업의 도움이 될 수 있다.

The u-GIS national land information providing technology is the technology which maximizes the application of u- GIS data through the national land information platform technique of the next generation web and provides a user with the on-demand national land information in the ubiquitous environment. Recently, as the environment emphasizing the web as a platform 'Web 2.0' emerges, the where 2.0 which is paradigm is diffused in the spatial information area. And the Geo-spatial Web technology develops in a center. Moreover, it is changed to the open platform of the user participation trend. And the consumer of the geo-spatial information is changed to the end-user center from the public institution. The geo-spatial technique is technologically faced with the new challenge. In this paper, we analyze the technical tendency about a paradigm, And we present the u-GIS national land information platform technique, the u-GIS national land information visualization technology, the u-GIS national land information GeoDRM integrative technique, and the u-GIS national land information mobile application technology as the essential elemental technology for overcoming this.

This study is to innovate policy service development by utilizing beneficiary - centered service design to public information and public data and services that citizens can experience. The Gov 3.0 Design Group operated by the Dongbuk Regional Bureau of Statistics in Daegu in 2015, proposed a 'start-up decision support service' for pre-founders, using data mining on the GIS spatial information held by the Statistical Office and real-time settlement information of credit card companies. For this, service design process and methodology were adopted and participation of various stakeholders. This study suggests that national design activity based on service design is effective in transforming public service based on government information disclosure. It is also worthwhile as an approach that can be considered when the government wants to release or open information or public data in useful form to the public.

본 연구의 목적은 한국에서 시도된 국가지리정보체계(NGIS)구축의 1단계사업에 대한 정책적인 측면에서 해외의 NGIS와 비교하여 2, 3단계 사업의 성공화를 도출하는데 있다. 본 연구의 첫 장에서는 Masser(1999)에 의한 세계 NGIS 추진 10개국의 정책과 핵심분야를 한국의 NGIS와 비교 분석하여 장단점을 제시하였다. 2장에서는 한국의 NGIS정책에 대하여 구체적으로 분석하여 3장에서 한국 NGIS의 핵심5대 분야와 연계한 결과 및 평가의 구체성과 4장에서 한국의 미래 NGIS의 방향을 동시에 제시하였다. 세계적으로 90년대 후반에 시작된 국가지리정보체계의 구축사업 중에서 11개국에 대한 선행정책연구 분석에서 볼 때 한국이 포함된 7개 국가에서 정부주도형의 하향식(Top-down)형식으로 수행하였으며, 3개 국가는 기존 수행체계를 발전시킨 상향식(Bottom-up) 형식이었고 나머지 한 국가는 절충형의 후발주자에 속하여, 한국의 NGIS 1단계사업은 국가주도형의 정책이 주종을 이루는 하향식 정책의 국책사업으로 밝혀졌다. 한국의 1단계 NGIS사업의 정책과 분야는 1995년부터 정부주도 정책에 따라서 2억 $(중앙정부: 64%, 지방정부: 36%)의 예산으로 2000년까지 11개 중앙부처가 참여하고 5개 분과위원회(총괄분과, 지리정보분과, 토지정보분과, 기술개발분과, 표준화분과)에서 10개 사업(지형도전산화사업, 주제도 전산화사업, 지적도전산화사업, 지하시설물도전산화사업, 지하시설물 관리체계개발시범사업, 공공GIS활용체계개발사업, GIS기술개발, GIS전문인력육성, GIS표준화사업, 국가GIS지원연구사업)을 수행한 대규모 국책연구개발사업이었다. 따라서 한국의 미래 NGIS 정책방향은 국가공간정보기반조성을 통한 디지털국토구축으로 국가 Agenda인 'u코리아'를 실현시키고 선진형 대민서비스를 제공하는 것으로 정해질 것이다.

These days open source softwares are being introduced and applied in many countries in the world. Especially, both government and private companies tend to become an spearhead in vitalizing the open source software. In this paper we try to check the degree of vitalizations in open source GIS software and to draw implications in vitalizing ecosystem of open source GIS software. Key players of open source GIS software ecosystem are government, private companies, academic and research institutes, and nonprofit foundations. Government does not have very little policies related to the investment and the support of open source GIS software. Private companies related to the open source GIS software are very few in the number and do not have any clear business model to make a profit. Academic and research institutes are weak in using the open source GIS software, which can be an major obstacle to cultivate software developers. OSGeo Korean branch, established in 2009, is the only nonprofit foundation in Korea which makes an effort to vitalize the open source GIS software, but its results are not very strong up to now in view of both quality and invigoration. In order to vitalize the open source GIS software ecosystem, lots of efforts of key players are needed. Especially, government efforts are very important because it can provide a trigger in vitalizing the open source GIS software ecosystem. The tasks that government should propel are R&D investment, test bed projects in the area of public sector, professional manpower training, and international cooperation and marketing.

This study aims to review what geographers have contributed to GIS industries and national needs. To-be-geographers and geographers are expected to meet the gap between what we have teamed in school and what we have to do after graduation. The characteristics of GIS industry in the 1990 are summarized with approximate evaluation of the contribution of geographers in each stage. Author introduced the requirement for the licenses of geomatics and geospatial engineering experts and the other licenses, which are important to get a job in GIS industry from 2003 to 2004. A set of questionnaire on the user's requirements was given to GIS people in private companies and public GIS research centers and analyzed. Author found that they put an emphasis on hands-on experiences and programming skills. no advantages or geography such as capability or integration and inter-disciplinary collaboration were not appreciated. The prospects for the GIS tend to be positive but the reflectance of the prospect was not accompanied by at the same degree of preference for geography. Most government strategies for the next ten years' GIS focus on new-growth leading industries. SWOT(strength, weakness, opportunity, threat) analysis of geography for GIS industry will give some directions such as telematics, regional marketing strategies with web-based GIS technology, location based service. That means intra-disciplinary study in geography will evoke the potentiality of GIS, compared with interdisciplinary studies.
