Analysis of Housing Welfare Service Situation and Demands for Improvement in Cheongju through Interviews of Housing Welfare Field Specialists in Public and Private Sectors (공공과 민간 주거복지 현장전문가 인터뷰를 통한 청주시 주거복지서비스 실태 및 개선요구 분석)

  • This study aimed to explore housing welfare service situation in City of Cheongju, Chungbuk, and assess demands for the service improvement through interviews of public and private field specialists in order to seek practical implications for enhancement of housing welfare policy and system in Cheongju. In December 2016, a series of personal and focus group interviews using semi-structured questionnaires were conducted to total 10 specialists who were currently providing and housing services. Major findings and implications are as follow. (1) City's own housing survey and database construction are in need for development and implementation of housing welfare service programs serving local needs effectively and efficiently. (2) The field specialists perceived importance of realignment of service system and to establishment of the Cheongju housing welfare center as a control tower of the services. (3) It is required to provide various opportunities to strengthen the specialists' competence through education, training and networking and to arrange persons in charge of housing programs in every community-level self-government. (4) The specialists showed their strong interests in introduction of diverse housing welfare services and programs.

The Analysis and Forecasting Model for Maintenance Costs Considering Elapsed Years of Old Long-Term Public Rental Housing (노후 장기공공임대주택의 경과 연수별 유지관리비 분석 및 예측 모형)

  • The number of public rental housing has increased according to the government's 「Housing Welfare Roadmap (2017)」, and facility maintenance costs for the demand of improvement of performance and residential standards due to the aging of long-term public housing are significantly increasing. Consequently, the financial burden of public housing rental business for maintaining stocked housing is aggravated. However, there is a lack of objective data to analyze the size of the maintenance costs that are executed by the type of repair work, and the elapsed years of the aged long-term public rental housing. This study analyzes the execution status of 33 long-term public rental housing complexes located in Seoul for 14 to 28 years of elapsed years based on the data of maintenance costs. In addition, this study proposes a model to predict the maintenance costs by elapsed years by dividing 'Long-term Repair Plan Work and Government-Funded Project [Y1]', 'Planned Repair Work and General & Unplanned Repair Work [Y2]', and 'Total maintenance costs [Y3]'. It is intended to be used as basic data for the establishment of the maintenance plan at the stage of setting up the budget and the establishment of the sustainable operation plan for public rental housing

The Analysis of the Importance of Influencing Factors in the Planning Stage of the Long-Term Public Rental Housing of Remodeling Project (장기공공임대주택 리모델링 사업의 기획단계 영향요인 중요도 분석)

  • The government announced the Housing Welfare Roadmap (November 2017), to expand the supply of public rental housing by reconstructing aged long-term public rental complexes. Also, remodeling projects for complexes with low business feasibility of reconstruction projects are recognized as an alternative to supplying public rental housing in urban area. This study analyzed influence factors by dividing them into project feasibility, architectural plan, urban & residential environment plan, and legal system groups in order to establish a plan for long-term public rental housing remodeling project. Futhermore, this work conducted the principal component analysis to get the principal component factors among the influence factors of each group, and the weight analysis to calculate weighting of them. In addition, major influence factors were derived by calculating the relative importance score (RIS) of each factor. Lastly this paper validated the major influence factors and applicability of the procedure to select 3 complexes that can be reviewed for remolding project among 33 long-term public rental housing complexes located in Seoul. The results of this study are expected to be useful when establishing a remodeling project plan for long-term public rental housing.

  • 도시의 발전으로 인해 시 도를 비롯한 시가 및 건조지역의 토지이용은 매우 복잡하게 변화되었다. 과거 농경이 주된 경제활동인 경우 주거지역은 매우 단순한 형태로 구성되었고 논, 밭, 산림 지역 등이 주를 이루었지만, 도시로 산업이 집중, 발달하고 인구가 밀집되며 주거지역, 상업, 공업, 교통지역 등 시가지역은 매우 다양하고 복잡하게 변화되었다. 도시가 발달하며 주거지의 건물가치와 상업 및 공업지역의 자산, 교통 및 공공시설의 공공적 가치가 상승하였고, 침수 발생시 사유재산 및 사회적 피해가 증대되고 있다. 시가 및 건조지역은 대부분 불투수율이 높은 지역으로 구성되어있으며, 이러한 도시에서 침수가 발생할 경우 지표수의 이동, 매설된 관거의 형상과 통수능에 의한 월류가 주된 원인으로 작용하여, 도로 및 건물의 형태에 의해 매우 복잡한 형태로 침수현상이 나타난다. 이러한 도시의 침수피해를 분석하기 위해 복잡하고 고 가치화된 도시의 토지이용 특성을 잘 반영한 침수 피해분석이 필요하고, 피해를 줄이고 재산을 보호하기 위한 치수시설의 도입에 따른 피해액 감소 및 경제성 분석이 우선시 되어 효율성과 타당성을 판단할 수 있어야 한다. 토지이용 특성이 반영되지 않을 경우 피해액을 다소 과소, 과대하게 산정할 수 있다. 홍수피해의 경제성을 분석하기 위한 방법에는 다차원 홍수피해 산정방법이 있으며, 경제성 분석은 하천의 정비상태, 하도 및 관거, 제방 및 유수지 등 홍수 방지시설 등 구조적, 비구조적 대책을 모두 대상으로 하여야 하며, 인명과 재산이 집중된 도시의 경우 보다 정확한 피해액을 산정할 필요가 있다. 본 연구는 과거 침수피해가 있었던 도림천 유역을 대상으로 도시지역의 유출모의에 적합하다고 알려진 SWMM 모형을 활용하여 도시유출 해석 및 침수현상을 분석하였으며, 다차원 홍수피해 산정방법을 활용하여 주거, 상업 및 공업자산을 반영하기 우해 토지이용 특성에 따른 침수피해액을 분석하였다.

Resident Evaluation on Housing and Demand on Residential Service according to Type of Public Rental Housing (공공임대주택의 유형에 따른 거주자 평가와 주거서비스 조사)

  • There is a growing demand for public rental housing since housing price increased rapidly and socially vulnerable people need more stable housing. The purpose of this study is to investigate housing evaluation (satisfaction), moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident, and to suggest the development direction for comprehensive housing services including the community level. Data used for analysis in this study are from 2016 Seoul panel survey of public rental housing residents. A total of 3009 questionnaire from public rental households were collected in 2016 Seoul panel survey. In order to investigate housing requirements, we analyzed household characteristics, housing satisfaction, moving plans, welfare services, residential activities and community facilities, social environment. In this study, the difference of residential satisfaction, moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident is analyzed to identify their housing demands. As a result, there were differences in residential satisfaction, moving plan, and residential service depending on type of public rental housing and characteristics of residents. Residents in public rental housing modified from the multi-family housing after purchase showed lower residential satisfaction, and higher intention for moving plan compared to residents living in other type of public rental housing. In the residential service, residents in permanent lease type have higher experience of housing service as well as demand on housing service. Especially single household, elderly household, female household, or household with handicapped person indicated higher demand for housing services.

Determinants of Housing Cost Burden among Public Housing Residents in Seoul: A Comparative Study between Purchased Rental Housing and Permanent Rental Housing (서울시 공공임대주택 거주자의 주거비 부담수준과 결정요인 - 영구임대주택과 다가구 매입임대주택 비교연구 -)

  • This study aims to examine the difference in the level of housing cost burden and the factors affecting housing cost burden between permanent rental housing and purchased rental housing residents in Seoul. We used the 2017 SH Public Housing Resident Survey and employed t-test and multiple regression analyses. The empirical analysis shows that the level of housing cost burden is greater for permanent rental housing residents than purchased rental housing residents. Also, income level, age, and whether receiving housing benefits are the factors affecting housing cost burden among permanent rental housing residents while income level and housing size are the factors affecting housing cost burden among purchased rental housing residents. The findings suggest that there should be a more systematic review regarding housing affordability among those living in different types of public housing toward housing welfare. In addition, there should be differential approach to enhance housing affordability between permanent and purchased rental housing residents.

Housing Management Behavior of the Elderly : Focus on the Causal Effects of Housing Satisfaction and Housing Selections (노인의 주거관리행동에 관한 연구 : 주거만족과 주거선택의 인과관계를 중심으로)

  • Housing selections of the elderly depends on various changing factors as they get old. Among those factors, housing satisfaction might be one of the most predictable and crucial factor. This study is focused on the casual effect of housing satisfaction on the elderly's likelihood of selection among three alternatives of housing type. The sample was selected from 349 elderly aged above 65 who were living in Jeonju area, and was analyzed from multiple regressions and casual analysis. The results could be summarized as follows; First, the elderly preferred 'their own house living at present (aging in place)' among three housing type. Second, factors that influenced on housing satisfaction of the elderly were condition of health, economic status, living with spouse or not, level of social activities, and family supports. Third, the elderly who were male, without spouse living in single-family houses, in better health condition and with lower educational level were having more likelihood of selection of present housing. The elderly who were having more likelihood to select reverse mortgage payment were male, with spouse, living in apartment houses, the older, in worse health conditions and economic status. And the elderly who were male, with spouse, living in apartment houses, and in worse health conditions were having more likelihood to select national rental housing.

Satisfaction of Residents on the Publicly Purchased Property Program with Residential Environment and Housing Management (매입임대주택 거주자의 주거환경 및 주택관리 만족도 분석)

  • The Publicly Purchased Property (PPP) Program since 2004 has allowed low-income households to reside in decent housing at a reasonable expense and to live in a community they choose. With an increasing number of the housing stock, management of the properties becomes a growing concern. The purpose of this research is to find out the satisfaction of the tenants with residential environment and housing management. To collect data, a face-to-face interview survey was conducted for 310 households living in the designated properties of 8 cities in and outside the Seoul Metropolitan Area (SMA). Most of the households were a family of three headed by late middle-aged man and lived in physically sound, small-sized units at an affordable cost. Overall satisfaction with living environment was higher in non-SMA than in SMA, and influenced by building deterioration and unit size. Further, most of the respondents were in favor of housing management services provided by a nearby public housing estate. Building deterioration and regular onsite visits of management staff were determinants in the satisfaction with housing management. The results indicate that proper housing management delays building deterioration and assures decent living for low-income people, leading to high levels of residential satisfaction.

A Study on Public Rental Housing for Young Generation Utilizing an Alternative Investment of National Pension Fund: Using Apartment Trading Data on Seoul Metropolitan Area from 2011 to 2016 (국민연금기금의 대체투자를 통한 청년층 공공임대주택 공급 후보지 분석: 2011-2016년 수도권 아파트 거래 자료를 토대로)

  • Recently, Korea suffered serious social conflicts between generations due to population aging. Anxiety about depletion of the National Pension Fund is one of the social problem to young generation, because of the uncertainty that they will not able to receive the pension they paid. At the same time, due to the high housing rent in Seoul metropolitan area, the demand for housing welfare and supply of public rental housing for young generation was increased. There are some opinions about using National Pension Fund to supplying public rental houses in the society. In this research, we were concentrated on finding the suitable areas for the public rental house using National Pension Fund. First, verifying the validity of the investment using National Pension Fund for the public rental housing was done. And spatial statistical methods were applied to explore the suitable areas for the public rental housing in Seoul metro area. Finally, this study divided young people into three groups and analyzed ways to supply public rental housing for each group in proper areas by their demand. This research's ultimate goals are mitigating the conflicts between the generations and achieving both profitability and publicness of National Pension Fund.

A Study on Characteristic Factors of Demanders Influencing the Intention to Move in Public Rental Housing of Seoul Citizens (서울시민 공공임대주택 입주의사에 영향을 미치는 수요자 특성 요소에 관한 연구)

  • The research study conducted logistics regression analysis through HLM (Hierarchical Linear Modeling) and presented the value of the outcome in order to investigate characteristic factors of demanders which influence the intention to move into public rental housing. (1) The results of the regression analysis of characteristic factors of household and housing were analyzed as having the significant effect on the intention to move in public rental housing, according to residents moving in monthly rent housing, residents' occupations, rental housing, the number of household, the location of surrounding public rental housing, monthly average income, children's educational level, the number of children, the types of housing and one's own house, in order, out of the types of housing tenure. (2) The results of the regression analysis of characteristic factors of the conditions of location were analyzed that out of the conditions of location of the top five areas in public rental rates, what influences significant effects on the intention to move in public rental housing is the location of surrounding rental housing, income, the number of household and children, children's educational level, job state, housing types, ones' own house, rent housing, monthly rent housing, in order. (3) In case of Seoul, Expanding public rental housing is inevitable in order to stabilize ordinary people's housing stability, owing to the high and rental prices of private housing. Nevertheless, an accurate analysis of the intention to move in public rental housing has not been conducted. Eventually, the research was, thus, conducted, based on the fact that the preference on public housing is low. According to the analytic results of the study, it is required for the government institutions and agencies should consider individual and local characteristics and provide an alternative that meets the real situation, in order to help ordinary citizens with low incomes stabilize housing.
