Spatial Analysis on the Cooperation Patterns of Public Research Institutes (공공연구기관 산학연 협력의 공간적 특성 분석)

  • This paper examines the intra-and inter-regional linkages of public research institutes (PRIs) with various innovation actors in Korea. In spite of the general consensus on the role of PRIs as innovation facilitators as well as creators, the attributes of regional spillover effect of knowledge created by PRIs have not been understood completely. Some argue that PRIs play pivotal role in encouraging intra-regional innovation networks through collective learning process. Others argue that PRIs are not necessarily related to intra-regional knowledge transfer, but play more important role in establishing national and international innovation linkages. This study attempts to figure out the current status of innovation linkages of Korean PRIs and to prove how the internal and external attributes of PRIs influence the development of spatial innovation linkages. Furthermore, it also tries to draw policy implication from empirical analysis results.

R&D Application Reinforcement Strategy and System for Public R&D Institute in Geoscience and Mineral Resource Area (지질자원분야 공공 연구기관 연구개발의 실용화 전략 및 시스템 연구)

  • To meet needs of R&D application reinforcement on geoscience and mineral resources area, we suggest public R&D institute's strategies and system for the application including supplement of technology licensing office (TLO). We review the former studies on technology transfer successfulness criteria and difficulties from the viewpoint of korean small&medium size firms and public R&D researchers, and then benchmark a japanese public R&D institute of industrial science and technology, which was newly integrated and developed with Geological Survey of Japan (GSJ). Application analysis index and the reinforcement strategy hierarchy for R&D project are established on geoscience and mineral resources area, and applied on the prioritized research projects of KIGAM. Empirical investigation was carried out on KIGAM researchers with practical studied analysis on questionnaire and intensive interview. Result of the analysis is identified and compared with the case in Japan. It is shown that KIGAM researchers feel their technology transfer activities are not yet integrated with TLO and commercialized R&D are not cooperated with them. This study proposes industrial cooperation coordinators in the categorized R&D divisions of public R&D institute based on the different R&D characteristics and needs in R&D application strategies.

Social Value Revisited for Public Organizations Towards Public Value and Co-Production (공공기관 정책의 새로운 지향: 사회적 가치를 넘어 공공가치와 공동생산으로)

  • The aim of this study is to explore an advanced version of value orientation for public organizations by re-examining the orientation of Social Value, which was radically pursued by the Moon Jae-in government. This study finds that the approach was problematic by the Big Society agenda that was a starting point for social value discussions. For this purpose, this study analyzed the Big Society agenda, and then, suggested alternative values and tools in terms of public value and co-production for social value followed by policy implications to make them happen. This study, therefore, acknowledges that current policies and approaches to the social value of public organizations should be changed drastically.

Influencing Factors on the Likelihood of Start-up Success of Researchers in Public Research Institutes: Using PLS and fsQCA (공공연구기관 연구자의 창업성공가능성에 미치는 영향 요인: PLS와 fsQCA 활용)

  • The purpose of this study is to analyze the net effect and the combined effect of the determinants of the likelihood of start-up success of researchers at public research institutes. Based on the existing literature, the determinants of the researcher's likelihood of start-up success were reviewed, and a conceptual relationship between the determinants of the likelihood of start-up success was established. Data collection was conducted through a survey targeting researchers at public research institutes, and a total of 114 data were collected. The partial least squares (PLS) analysis method was used to analyze the net effect of the likelihood of start-up success determinant, and the fuzzy-set qualitative comparative analysis (fsQCA) was used to analyze the combined effect of the likelihood of start-up success determinant. In the PLS analysis results, it was found that technology commercialization probability and creative self-efficacy had a significant positive effect independently on the likelihood of start-up success. In the fsQCA results, we found a combined effect of increasing the likelihood of start-up success when the technology commercialization probability, technology commercialization capability, and creative self-efficacy were high. These research results provide academic implications for understanding the determinants of the likelihood of start-up success of researchers in public research institutes.

A Comparative Study of Cultural Programs Offered by Public Libraries and Other Regional Public Service Institutions (공공도서관과 지역사회기관의 문화프로그램 비교 연구)

  • This study generated the suggestions to minimize the duplicated cultural programs offered by various regional public service institutions via promoting effective collaboration among the institutions with the limited local resources while making the public libraries as the center of the partnership. We measured the level of program duplicability; conducted statistical analysis of the cultural program offering; and analyzed program participation status as well as the participation surveys. This led to the following results: 1) public libraries focused on offering humanities general education related programs; 2) participants had high expectations on the reading and writing programs; and 3) social welfare organizations offered programs, which targeted the older population, and the corresponding participants had high satisfaction rate. According to the results, the institutions including the public libraries should take into account of the ages and preferences of the potential participants when offering various programs. In addition, the public libraries should continue to offer humanities general education as well as information use programs.

  • 최근 평생교육기관으로서의 공공도서관의 기능이 확대되면서 몇몇 공공도서관이 평생학습관으로 바뀌었다. 이에 공공도서관과 평생학습관의 서비스기능 차이를 비교 분석하여 공공도서관의 정보제공기능 역할재정립, 공공도서관에서의 평생학습프로그램의 변화, 도서관행정체계의 단일화를 통한 지역사회에서의 공공도서관의 정체성을 확립하고자 하였다.

Study on the Environment of Collaboration on Private Enterprises: Focusing on the Implications for Public Organization (민간기업사례분석을 통한 협업환경에 대한 연구: 공공부문에의 시사점을 중심으로)

  • In recent years, the importance of collaboration has been emphasized in the public sector as well as private companies. In a study for private enterprises, individual enterprises stressed the innovation through collaboration with other organization such as enterprise, university, and other agencies. Other companies and agencies have the technology they need, so that they share skill or knowledge, and they do to create more new developments. This implies a collaborative system can be a win-win collaboration with all partners. It also requires collaboration in the public sector. Because they have many problems that can not be solved at the level of individual institutions. However, public institutions lie ecologically unfavorable in a collaborative environment than the private sector. The organizational structure is hierarchical. In addition, relationships between collaboration partners not recognize horizontally. Of course, communication is not smooth. This study examines successful collaboration case in private sector and we want to draw implications for public organizations. Finally, we discussed ways to promote collaboration in the public sector.

A Study on the Interface Design of the Public library for the Elderly (공공도서관의 노인용 인터페이스 디자인에 관한 연구)

  • The number of elderly people is increasing rapidly in Korea. A large part of their information seeking behaviors are changed form a few conventional types of media such as letters to computers and Internet. Their use of computers and Internet, however, was difficult due to various problems including the interface especially. This work has examined and analysed the basic elements and components of interface design for the elderly people into the previous papers. The result of the study would be applied to the public libraries for the elderly and the interface design within the institution.

Evolution of the Demand for Human Resources in the Food Industry (식품관련 기업 수요 인력에 대한 연구)

  • 본 연구는 식품 관련 기업과 공공기관에서 요구되는 인력의 역량 항목과 전공과목의 업무 관련 중요도를 조사하고, 여러 종류의 식품 관련 자격증에 대한 가치를 추정하여 식품 관련 인력의 수요를 예측하고자 하였다. 또한 설문조사 결과의 신뢰성을 높이기 위해 식품 기업과 공공 기관의 업무 경험이 적어도 3년 이상된 실무자들을 대상으로 설문 조사를 실시하였다. 기업 및 공공기간에서 신입사원 채용 판단 기준 분석에 있어서 가장 중요하게 보는 것은 인성 및 성격, 식품전문지식 및 컴퓨터 능력의 순으로 나타났다. 기업별 및 공공기관으로 나누어 볼 때, 공공기관에서는 식품전문지식, 출신학교 및 학력이 기업군에 비해 중요하게 여기고 있으며, 자격증은 위탁급식업체에서 가장 중요하게 판단하는 것으로 나타났다. 업무와 전문과목 관련 중요도 분석 결과, 법규 및 위생 관련 과목이 중요하게 판단되는 것으로 나타났다.
