This paper is to analyse statutes and execution system on 'plain language policy' of the U.S. in the process of policy was instituted, and to suggest the meaningful implications for Korean easy public language improvement project based on the conclusions drawn. The summarized conclusion is as follows. First, the continuous interests of Presidents and taking the lead of federal agencies played important roles until the U.S. plain language policy has been established as a system. Second, in executing the U.S. plain language policy, laws legislated by period contributed to elicit mandatory compliances from the federal agencies. Third, a propelling agent of plain language policy, PLAIN, is not an administrative department but a community consisted of federal employees and experts. Fourth, plain language policy was unexpectedly given wholehearted support and assistance by Presidents and their administrations from the reform-minded Democratic party. Fifth, during the 2000s most federal departments and agencies held self-managed websites and programs related to plain language. To conclude the current U.S. plain language policy surely performs a mechanism to improve communication and a role as a ladder of trust between the public and government.

This study conducted a spatial characterization of the public space using the pattern language of Christopher Alexander. It is the place which the city offers the human various experience. Urban public space has played an important role in flourishing public life through history. It has been a place for communication, cultural events, commercial exchange recreation, etc. among people in the city. But today, various behavior in public space and public life are declined. One of the reason in neglecting the user's need when urban space are planned and managed. This study examined the role and types of urban public space through literature survey and found the reason for its decline. For this public space spatial characteristics and indicators by FGI(Focus Group Interview) derived through. After those, case study was examined Jongro in Seoul and analyzed the spatial characteristics of the urban public space in a pattern language. Consequently, this study presents suitable a space structure direction of the public space and do for rather abundant a city space furtherance.

This study investigated the potential contribution of ChatGPT, a massive language and information model, in the decision-making process of public design policies, focusing on the characteristics inherent to public design. Public design utilizes the principles and approaches of design to address societal issues and aims to improve public services. In order to formulate public design policies and plans, it is essential to base them on extensive data, including the general status of the area, population demographics, infrastructure, resources, safety, existing policies, legal regulations, landscape, spatial conditions, current state of public design, and regional issues. Therefore, public design is a field of design research that encompasses a vast amount of data and language. Considering the rapid advancements in artificial intelligence technology and the significance of public design, this study aims to explore how massive language and information models like ChatGPT can contribute to public design policies. Alongside, we reviewed the concepts and principles of public design, its role in policy development and implementation, and examined the overview and features of ChatGPT, including its application cases and preceding research to determine its utility in the decision-making process of public design policies. The study found that ChatGPT could offer substantial language information during the formulation of public design policies and assist in decision-making. In particular, ChatGPT proved useful in providing various perspectives and swiftly supplying information necessary for policy decisions. Additionally, the trend of utilizing artificial intelligence in government policy development was confirmed through various studies. However, the usage of ChatGPT also unveiled ethical, legal, and personal privacy issues. Notably, ethical dilemmas were raised, along with issues related to bias and fairness. To practically apply ChatGPT in the decision-making process of public design policies, first, it is necessary to enhance the capacities of policy developers and public design experts to a certain extent. Second, it is advisable to create a provisional regulation named 'Ordinance on the Use of AI in Policy' to continuously refine the utilization until legal adjustments are made. Currently, implementing these two strategies is deemed necessary. Consequently, employing massive language and information models like ChatGPT in the public design field, which harbors a vast amount of language, holds substantial value.

This study investigated the contents of twitters of metropolitans by year and city using language network analysis. The possibility of twitter as a medium of information provision was also explored. This study employed KrKwic, Ucinet6, and Netdraw programs to conduct language network analysis. As the results, the network was mainly formed with information about civic administration (citizen, management, opening service, participation) and information about citizens living (cultural events, parks, way to work) in 2014. However, information about civic service and announcement (citizen, civic opinion, opening service, civic service, events) occupied a central role in the network of 2015. The results showed that different keywords were derived by year and city in network analysis by city.

This study analyzes the Pattern Language of Insadong-gil in street environmental design analysis for street vitalization. The urban public spaces, such as pedestrian streets, parks and plazas, have been increased with rapid urbanization and industrialization. But the fact is the satisfied spaces with the behavior patterns of users is little. This is because of the too much slanted thought toward formal supply and management of spaces without enough consideration for people and spatial quality of public spaces. The purpose of this study is to find out the factors to make the street more vital and diverse and to give the characteristic of region through the research on Insadong street with the pattern language of Christopher Alexander. So, throughout the value recognition of the changing urban street environment that has been changed by age selected spatial characteristic of public spaces. By selecting a suitable pattern language for each spatial characteristics provide the basis for street environmental design analysis. For this study, look at the relationship between pattern language focused on Insadong street, pattern language as the vitalization factor of street were analyzed 16 elements, including Pedestrian Street(100), Building Fronts(122), Activity Nodes(30) etc. This study focuses on street environmental design analysis of Insadong-gil through the Pattern Language, it propose the criteria and guidelines that will help enable street vitalization.

다양한 언어로 소통하고 있는 우리는 다른 언어와 교류하기 위해 번역, 통역의 존재가 필수가 되기도 한다. 하지만 음성언어를 사용하지 않는 즉, 손으로 언어를 표현하는 수어를 번역하는 통역의 존재는 아직 실현되지 않았다. 이에 본 논문에서는 MediaPipe와 OpenCV 라이브러리를 이용하여 손의 형태를 인식하고 CNN 알고리즘을 통한 텍스트 데이터화 하여 수어 동작을 학습시켜 이를 번역시켜주는 시스템을 연구한다. 이를 통해 공공기관을 이용함에 불편함을 줄이고, 농인의 의사를 보다 빠르게 파악할 수 있도록 도와주는 번역 시스템 제작하는 것에 목적이 있다.

This study identities various types of subjective perception of hearing-impaired persons on sign language interpretation using Q-methodology in an attempt to explore ways for developing more useful sign language interpretation services for them. For this purpose, 35 statements are extracted based on literatures and in-depth interviews and Q-classification is conducted for 20 interviewees. The results identify a common perception on the provision of sign language interpreter to frequently used institutions of hearing-impaired persons. They also derive three distinguished types of perception: seeking specialization of sign language interpretation, seeking traditional sign language interpretation services and seeking expansion and improvement of sign language interpretation services. Based on the results, the study suggests residence of sign language interpreters in public facilities, improvements of qualification system and education and training courses, specialization by field and improvement of the practice of sign language interpretation services, provision of customized services to the elderly and use of sign language interpreters reflecting the needs of the users.

휴대전화 메시지로는 결제, 인증번호, 택배, 광고 등의 다양한 문자들이 수신된다. 이 문자들은 서로 섞여 있어 이용자가 찾고자 하는 문자를 찾는 데 어려움이 있다. 본 논문에서는 기계학습과 단어 임베딩을 통해 메시지들을 카테고리로 분류하는 방법을 제안하고, 이를 구현한 안드로이드 앱을 소개한다. 앱에서는 택배, 카드, 인증, 공공기관, 통신사, 대화, 기타의 7개의 분류로 메시지를 분류하며, 자동 분류에서는 수동 태깅한 5802건의 문자메시지를 사용한다. 앱에서는 저장된 문자메시지간 유사도에 기반한 오프라인에 서의 자동 분류를 지원하여 개인정보 노출에 대한 거부감이 있는 사용자의 요구를 반영한다.

대화형 독해 튜터링 시스템을 위한 학생주도 대화 데이터셋 생성 및 확장에 ChatGPT 의 활용 가능성을 평가하였다. 단순히 수동으로만 구축한 기존의 데이터셋과 ChatGPT 에 의해 반자동으로 확장된 데이터셋을 비교한 결과, 구축량, 소요 시간, 비용 및 반복 작업 측면에서 ChatGPT 가 가진 유용성을 알 수 있었다. 그러나, 유형별 배분의 편중과, 부적절한 데이터 생성 등의 한계도 나타났다. Chat GPT 의 빠른 발전이 예상됨에 따라 대화형 튜터링 분야에 ChatGPT 에 의한 반자동 데이터 확장 방법이 널리 활용될 것으로 기대된다.

With changes of global environment, a growing number of people has entered America in recent decades, including immigrants, refugees, exchange students, and visitors. The influx of newcomers has brought great challenges to American public libraries to meet the needs and desires of diverse groups in the community. This paper discusses how public libraries can improve their services and programs for the ethnic, cultural, and linguistic diversities of community members. Especially, this paper comprehensively discusses that the public library's atmosphere for newcomers, community need assessment, library services and programs, multicultural collections, multicultural staff, collaboration with other organizations and groups, information and communication technology, and future challenges for public libraries.
