This paper draws new guidelines on the current method in Land Suitability Assessment (LSA), enforced to identify potential of parcels .elated to agricultural productivity, preservable value, and economic viability. In order to make recommendations of current LSA methodology, this study analyzes the issues related to the parcel-based LSA and addresses its inappropriateness f3r incorporating characteristics of each parcel. Through case studies and sensitivity analyses using GIS, the results show that (1) the $10\times10m$ grid-based LSA is much better assessment method than parcel-based one, because it gives detailed informations on attributes of each parcel; (2) more than one-distance factor should be taken into account to calculate the appropriate potential measure; and (3) the characteristics of public facilities or urbanized areas including size, density, and land use should be incorporated into the attraction variable of ny Potential model. Finally future research areas are outlined.

The purposes of this research are to grasp the actual conditions regarding management of Korean public libraries and to develop the rationalized guidelines for future-oriented policy which should be realized by the government authorities. According to the result of evaluation, it is analyzed that the regional differences of evaluation scores has grown worse, and a chronic problems such as staff shortage, old facilities, lack of budget has been continued repeatedly for 6-years. Moreover the result of evaluation was utilized as a guideline of the policy development on public libraries in the knowledge-based society, based in the evaluation for the management of public libraries in general.

공공도서관은 환경과 유기적인 상관관계가 큰 조직으로 기준설정이 필요하고 따라서 효율적인 봉사를 할수있다. 본 연구는 기준이 가지는 특성과 설정과정을 분석하고 질적인 수준을 위한 이용도 조사와 봉사정신에 입각한 시스템기준 설정을 시도한 논문이다. 본 연구의 결론은 설치기준: 일인당 면적기준보다 시스템 단위의 지역기준, 장서기준: 참고서적 우선의 장서구성과 최신성을 위한 정간물 구입, 직원기준: 업무분석을 통해 전문직과 비전문직의 구별과 전문성 향상, 시설기준: 일인당 좌석, 면적기준보다 봉사형태에 따른 다양한 시설, 봉사기준: 이용행태분석을 통해 봉사정신에 입각한 프로그램 설정.

As people are highly interested in health, the number of people who participate in various sports programs is getting increased. But there is no web service which integrates all the information of the public sports facilities in Seoul and it's convenient to use the public sport facilities. So we propose an integrated information system whoever can find the public sports facilities in Seoul. The public APIs for the Seoul public sports facilities provided by Seoul city are used to integrate the information. Also, our web page provides various graphic function using pictures and videos of the facilities on the environment of HTML5. And it is the responsive webpage which can be provided on both desktop and mobile environment. By implementing the wizard page, the managers of the facilities who are not specialized can renew the information about their facilities easily. And for the easier searching, we provides three options of searching: local, subjects, themes.

국가기반시설의 기능 상실은 신속한 재난 대응 및 복구를 불가능하게 할 뿐만 아니라 국가안보의 심각한 위협요인으로 작용한다. 본고에서는 국가주요시설의 체계적 위험도 관리를 위한 DB 현황 조사 및 분석을 수행하였으며 국내외 국가기반시설의 취약성 평가 절차를 조사 분석하였다. 조사에 따르면 선진국의 경우 다양한 기반시설 분야에 적합한 재난관리 방법론을 연구하고 그에 적용할 수 있는 시스템을 구축하여 재난 예방, 관리, 분석 등의 서비스를 제공하고 있다. 우리나라의 경우 국가에서 관리되는 시스템의 활용범위와 같이 시스템의 대부분이 상황전파 및 재난신고접수와 사후 피해 상황 보고 등의 복구진도관리 위주로 운용되고 있으며 취약성 분석 및 시설체계관리의 효율성을 증대하는 기능은 미비하여 복합적인 재난 유형에 적합한 관리체계가 마련되어 있지 못하고 있다. 이에 본고에서는 다양한 국내외 체계 및 사례를 조사하여 국가기반시설 간 상호의존성을 고려한 복합재난 관리 체계를 소개하였다.

최근 경제수준 향상과 소자녀 가치관의 확립, 그리고 전국민 의료보험 실시 등으로 인하여 모자보건 대상자의 대부분은 민간 의료시설의 전문인력으로부터 서비스를 제공받게 되었고, 모자보건 수준도 급격히 향상, 1992년 시설분만율의 경우, 99%에 도달하였다. 이렇듯 의료시설 이용의 증가와 의료기술의 발전에도 불구하고, 영아사망율 및 모성사망율이 최근 몇년동안 같은 수준에 머무르고 있음은, 보다 질적인 관리측면으로 사업의 방향이 전환되어야 함을 의미하는데 이는 곧 공공성을 띠고 있는 모자보건사업을 국가가 관리하여야 할 필요성을 더욱 크게 한다. 공공부문에서는 취약대상을 위하여 민간 전문인력과의 유기적인 연계체계를 마련하여 계속적인 관리를 제공할 수 있도록 하고, 보건교육 강화를 위한 관련 홍보물(모자보건수첩 활용, 모유수유 권장, 제왕절개수술 지양 등)을 제작하며 신경아세포종 검사 등과 같은 새로운 예방사업 개발에 중점을 두어야 할 것이다. 또한 영유아관리는 저체중아 및 장애아에 대한 추구관리서비스까지 확대되어야 할 것이다. 현 우리나라 주산기구급이송체계는 응급의료체계내에서 이루어지고 있다고 볼 수 있는데 주산기관리를 위한 의료여건이 성숙되어 있지 못하고 있는데다(이 시기의 집중관리를 통하여 사망 및 장애아 예방이 가능) 관련 제도마저 취약하여 민간의료부문에서는 영아사망 및 모성사망을 낮추기 위해서는 이 부문에 대한 노력이 집중되어야 할 것이다. 첫째, 주산기학, 신생아학 전문인력의 훈련제도 확립파 주산기 관리시설의 지역적 적정분배(분만 2,000건에 1개 시설마련), 둘째, 집중적인 인력과 고가장비가 투입되는 주산기 의료활동 강화를 위한 관련 의료제도의 수정 및 보완, 세째, 질적관리가 매우 중시되는 고위험 신생아의 집중관리를 위한 '표준 의료관리지침서' 마련, 네째, 동 시설 및 관리에 준하여 주산기 의료시설에 대한 감독 및 감시기능 강화를 위한 제도적 장치가 마련되어야 할 것이다.

2020년은 급격한 인구감소, 고령화, 대도시 인구집중 등 우리나라의 인구구조변화가 급격하게 진행되는 것을 보여주는 해였다. 2020년 주민등록인구수가 처음으로 감소하였으며, 2020년을 기점으로 수도권 인구가 비수도권 인구를 추월할 것으로 전망되었다(통계청, 2020.6). 인구감소, 도시인구 집중화 외에도 1-2인의 소규모 가구 증가 등의 인구구조변화도 진행되고 있다. 이러한 인구구조 변화는 우리나라의 잠재적 경제성장률 등 국가경제뿐만 아니라, 지역별 물이용 변화 등 다양한 공공서비스 수요패턴 및 관련 재정 등에도 영향을 미친다. 이는 공공서비스 공급 및 관련 인프라 유지·관리에도 영향을 미치게 된다. 특히 중소지역의 공공서비스 사업의 경우, 인구감소로 인한 공공서비스 수요 및 관련 재정수입의 감소로 사업의 지속가능성이 크게 약화 될 수 있다. 따라서 인구구조변화가 공공서비스 수요에 미치는 영향을 분석하여, 관련 인프라시설의 유지·관리에 미칠 영향을 진단해 볼 필요가 있다. 이에 본 연구에서는 인구구조 변화가 공공서비스 중 물관리에 어떠한 영향을 미치는지 정량적으로 분석해보고자 하였다. 이를 위해 160개 지방자치단체의 2006~2018년까지의 패널 자료를 구성하여 인구구조 변화 특성 중 인구 규모 변화, 소규모 가구 수의 변화, 인구 연령대 변화(고령화)가 물이용 변화에 미치는 영향을 회귀분석을 통해 중점적으로 분석해보았다. 본 연구의 인구구조 변화에 따른 공공서비스 이용변화에 대한 정량적 분석결과는 공공서비스 운영·관리 시 참고할 수 있을 것이다.

Background: In modern society, the importance of Public Design has become increasingly significant in contributing to the enhancement of urban functionality and the quality of life of citizens. Smart Public Facilities have played a pivotal role in enriching user experience by improving accessibility, convenience, and safety, and in elevating the value of the city. This research recognizes the importance of Public Facilities and explores the potential of Smart Public Facilities in solving urban challenges and progressing towards sustainable and Inclusive cities. Method: The literature review comprehensively examines existing theories and research results on Smart Public Facilities. The case study analyzes actual examples of Smart Public Facilities implemented in cities both domestically and internationally, drawing out effects, user satisfaction, and areas for improvement. Through analysis and discussion, the results of the case studies are evaluated, discussing the potential development of Smart Public Facilities. Results: Smart Public Facilities have been found to bring positive changes in various aspects such as urban management, energy efficiency, safety, and information accessibility. In terms of urban management, they play a crucial role in optimization, social Inclusiveness, environmental protection, fostering citizen participation, and promoting technological innovation. These changes create a new form of urban space, combining physical space and digital technology, enhancing the quality of life in the city. Conclusion: This research explores the implications, current status, and functions of Smart Public Facilities in service and design aspects, and their impact on the urban environment and the lives of citizens. In conclusion, Smart Public Facilities have brought about positive changes in the optimization of urban management, enhancement of energy efficiency, increased information accessibility, User-Centric design, increased interaction, and social Inclusiveness. Technological innovation and the integration of Public Facilities have made cities more efficient and proactive, enabling data-based decision-making and optimized service delivery. Such developments enable the creation of new urban environments through the combination of physical space and digital technology. The advancement of Smart Public Facilities indicates the direction of urban development, where future cities can become more intelligent, proactive, and User-Centric. Therefore, they will play a central role in Public Design and greatly contribute to improving the urban environment and the quality of life of citizens.

The construction field is implementing cost savings and business process improvements by adopting and applying various information technologies to secure the construction sector's technological competitiveness amid the economic recessions inside and outside South Korea. Therefore, affiliated agencies of the Ministry of Land, Infrastructure, and Transport are reinforcing transparency and efficiency in construction project management through informatization. These agencies are also performing construction project management and maintenance and management businesses by constructing various information systems to create higher added values and secure competitiveness. However, as the application of the constructed information system is limited to a portion of public construction projects, it is not yet possible to understand the whole status of the national infrastructures. Therefore, this paper aims to propose a construction information service plan, its future promotion method and procedure of application on the entire national infrastructures. This plan would be carried out by collecting, linking and fabricating the main construction information from the information systems of the affiliated agencies around the construction project information system(Construction CALS System) being applied at the organizations under the Ministry of Land, Infrastructure, and Transport. Such a plan is expected to facilitate effective project management and maintenance of public construction projects and serve as a useful tool for major decision making endeavors such as future policy planning. The proposed plan is also expected to facilitate the management and application of construction information from the construction up to the maintenance management of the national infrastructures.
