공공부문의 정보화 사업의 중요성에도 불구하고, 공공기관의 정보시스템을 효율적으로 발주 ${\cdot}$ 관리할 수 있는 체계가 정립되어 있지 못할 뿐만 아니라, 정보화사업은 계획 ${\cdot}$ 심의 ${\cdot}$ 사업기획 ${\cdot}$ 사업발주 ${\cdot}$ 사업관리 ${\cdot}$ 성과평가 동의 일련의 발주체계의 전문성 미흡으로 발주자의 사업수행상의 어려움뿐만 아니라 이를 실질적으로 수행하는 수주업체에도 커다란 영향을 미치고 있어 발주기관과 수주업체간의 절차상의 문제발생 사업결과에 대한 책임 한계 불분명 둥으로 법적인 문제가 발생되고 있다. 또한, 국가, 공공기관 등은 모든 사업의 절차가 법과 제도에 근거하여 수행되고 있는데 소프트웨어 등 지식기반사업의 경우에는 법과 제도가 사업의 특성을 반영하지 않아 S/W사업 수행에 어려움이 상존하고 있어, 기술적인 발주 ${\cdot}$ 체계 개선과 더불어 법 ${\cdot}$ 제도의 개선이 요청되고 있다.

Since construction management(CM) was recognized as a formal procurement route by law in 1995, it is interesting to observe the trend of its increasing adoption. Particularly in the public sector, local government clients more adopted the CM Procurement route than central government clients. The objective of this paper is to investigate and analyse the motivation of local government clients in selecting the CM procurement route. It is important to understand such motivation for achieving a better understanding of public client's CM needs and for promoting CM business in the public sector.

Occasionally an owner of public construction work pays financial costs in addition to progress payments. However, the overall scale of financial costs are not known. This research examines, based on a case study, the financial cost incurred in public construction works and the following issues: the overall scale of financial costs, the impact on financial costs on the owner, and the impact of timing on the overall sum of the financial costs. Annually, more than 2.3 trillion KRW are paid as progress payments for public construction work; yet, there is no research data showing the scale of financial costs thus incurred. The purpose of this research is to illustrate the scale of financial costs incurred due to progress payments for public construction works, and to suggest alternatives that would improve relevant regulations.

공공부분 S/W사업은 분리발주가 원칙이고 일괄발주가 예외지만 현재 많은 공공부분 S/W사업은 일괄 발주 사업으로 진행되고 있다. 일괄발주는 SI업체가 S/W업체도 선택하여 입찰 및 개발하기 때문에 발주자가 원하는 품질 좋은 S/W를 선택할 수 없고, 발주자가 S/W를 업그레이드 및 확장할 때 SI업체에 의존하게 되는 단점이 있다. 이런 단점을 보완하고, S/W분리발주를 활성화시키기 위해 지식경제부(구 정보통신부)에서는 S/W분리발주 매뉴얼을 작성하여 보급 및 교육을 하고 있으며, 발주처에서는 품질이 우수한 S/W를 선택하기 위한 S/W분리발주 BMT를 공인된 시험기관인 한국정보통신기술협회(TTA) SW 시험인증센터에서 BMT를 실시하고 있다. 본 논문은 위협관리시스템(TMS) S/W분리발주 BMT를 공인된 국가 시험인증기관인 한국정보통신기술협회(TTA) SW시험인증센터에서 수행한 사례를 기술하였다

국내 공공 하드웨어 분야 유지보수 발주에 있어 2013년도 이후 정확한 비용 측정 방식이 정해져 있지 않기에 국내·외 하드웨어 유지보수 관련 비용 측정 방식을 재조사하고 개선해 공공사업 부문 발주자 및 수주자 모두에게 적합한 가이드라인을 제시하고자 한다.

The procurement of public construction, which has been selected mainly on the basis of the work experience of a department of public agencies that award construction contracts or those in charge of ordering, has not been executed through an objective selection process considering the construction types or characteristics. Thus, as a preliminary study on developing a model for the selection of contract methods, this study intends to analyze and present the key factors affecting the selection of procurement methods in public construction. Through a literature review on the existing methods, foundational factors were first presented, based on the analysis of these factors, the final influence factors were proposed. As a result, 6 factors contractor's characteristics, the environment of the construction market, relevant organization, the characteristics of a project, costs, and responsibility factors were determined, and 14 sub-factors were selected. The factors presented in this study will be used as base data for developing a decision making support model for the selection of contract methods in public construction.

일본 일본공조위생공사업협회는 지난 5월 288일 창립 70주년을 기념하는 제60회 통상총회를 열고 2008년도 사업계획을 발표했다. 이 중 우리의 관심을 끄는 것은 기획총무부문의 설비공사의 직접발주(분리발주)에 대한 주장이다. 일본 공조위생공사업협회는 국가, 지방자치단체, 독립행정법인, 민간발주자 등에 대하여 설비업계의 적극적인 홍보활동을 전개하면서 특히 민간발주자에게 "설비는, 전문가인 설비공사업자에게 직접 발주하여 주십시오!"라는 주장을 펼치기로 했다. 또한 건설업계에 "직접발주(분리발주)"라는 용어의 정착을 추진키로 했다. 우리에게 원 하도급 간에 계열화가 정착된 것으로 알려진 일본은 공공공사에서는 분리발주가 정착되었으나 민간발주 부문에서는 아직도 분리발주가 완전히 실현되지 않고 있어서 이같은 사업을 추진하고 있는 것으로 보여진다. 따라서 일본 공조위생공사업협회는 민간공사에서도 절대적으로 분리발주 해 줄 것을 요구하는 슬로건을 내세우고 있으며, 더 나아가 100% 분리발주 확대 추진을 목표로 하고 있다. 다음은 일본공조위생공사협회가 총회에서 채택한 슬로건이다.

국토해양부는 공공공사 건설근로자에 대한 임금체불을 방지하기 위해 '건설근로자 노무비 구분관리 및 지급확인 지침'을 마련하고 지난 1월 1일부터 시행에 들어갔다. 이에 따라 공공건설공사 현장의 원수급인은 매월 하수급인이 고용한 근로자를 포함한 모든 건설근로자의 실제 근무내역을 작성해 발주자에게 노무비를 청구해야 한다. 또한 발주자는 원 하수급인이 건설근로자에게 실제 지급한 임금 지급내역을 확인한 뒤 같은 달 청구된 노무비를 지급하고, 이어 원수급인은 하수급인의 노무비 전용통장으로 이를 지급해야 한다. 아울러 발주자와 원수급인은 '노무비 알리미 서비스'를 통해 노무비 지급 사실을 해당 건설근로자에게 문자 메시지로 통보함으로써 임금지급 절차가 진행되고 있음을 사전에 근로자들에게 알려줘야 한다.

Project delivery systems determine the relationship, responsibility, authority and the scope of works of those involved in project, hence, optimum project delivery system should be selected to so that construction project would be executed successfully, Until now, the traditional design-bid-build mainly has been used for public projects, but the government is making efforts actively to introduce other methods such as design-build, alternative bidding by its policy. However, delivery systems should be determined through considering physical projects characteristics, owner's goals, external factors, etc, rather than government' policy. Therefore, the purpose of this research is to propose objective delivery system selection criteria and delivery system selection model, which help owners to select the suitable delivery system through quantitative and reasonable manner.
