도시주민들은 경제, 문화생활 및 의식수준이 향상됨에 따라 보다 다양하고 양질의 공공서비스를 요구하게 되었다. 주민들의 이러한 요구는 공공서비스 시설의 입지문제와 직결되는 것으로 도시의 입지결정 시 가장 중요한 고려사항 중의 하나는 공공서비스를 보다 저렴하고 편리하게 시민들이 이용할 수 있게 제공함으로써 이용주민들의 복지를 극대화 시켜야한다는 점이다. 이러한 기본 목적을 충족시키기 위해서는 공공시설의 위치결정이 중요한 문제가 된다. 본 논문에서는 접근성 이론과 GIS 공간분석 기법을 접목하여 입지분석을 시행하였으며 연도별 최적입지를 산출하고, 각 구청의 연도별 최적 입지점의 지도화를 통해 그들의 이동 추이를 추적하며 각 구청의 연도별 최적값의 변화 추이를 살펴보았다. 또한 비교분석을 통하여 연도별 현구청의 입지 혹은 이전할 입지의 적합성을 평가하였다. 이를 위해서 입지분석을 위한 이론적 검토로서 공공서비스 시설의 입지이론에 대해 살펴보고 구청사의 입지 적정성을 객관적인 기준에 따라 평가할 수 있는 계량적인 입지분석 방법을 검토 정립하였다. 본 연구에서는 이론적인 근거를 실제 공공시설적용을 위하여 금천구를 선정하였고, 구청의 도시현황을 분석하고, 도로망, 인구추정을 통하여 관련자료를 수집하였다. 이를 토대로 정성적, 정량적 분석 및 효율성과 형평성을 고려하여 구청사 위치의 적정성에 대한 결론을 도출하였다.

The purpose of the present study Is to suggest strategies for Improving cultural services provided by public libraries. First of all. it reviews missions of public Itbraries as well as meanings of these services for both the libraries and the communities they serve. It also reviews the current status of cultural services with the example of Kyonggi-Do. finally, five strategies for Improving cultural services are presented' differentiating library services from those provided by other types of cultural institutions such as museums and performing centers, as well as specifying the services In response to characteristics of the community they belong; utilizing community analysis and National Cultural Enjoyment Survey data; establishing national and regional support system; creating and Implementing library staff development programs in regards of cultural services; and finally, adopting marketing techniques in designing library cultural services.

문화자원으로서의가치를내재하고, 접근성이양호한 등대 중일부를 문화교육시설, 공공편의시설 등을 확충하여 등대해양문화공간으로 지정(운영)하고 있으나, 지역(등대)별 해양문화 공연 프로그램의 획일화 등에 따른 집객효과 저조로 다양한 문화컨텐츠 도입이 필요하며, 지자체 등 유관기관과의 협업을 통한 해양관광 개발 등 시너지 효과를 극대화 하기 위한 방안을 연구하였다.

The purpose of this research is to establish location models for public service facilities considering efficiency as well as equity. And it suggests the method of spatial evaluation reflected the real world. Finally, this research is applied to the analysis on the optimum location of cultural facilities in Geumsan. This research adopts the expert survey for site selection factors and applys AHP for the relative weights. Secondly, it assorts the urban area by satellite image for the spatial analysis on the real world. Next, it adopts the Location-Allocation Model for the location evaluation and embodies the unequal population distribution according to the location model establishment. Finally, it conducts the more specific spatial analysis reflected the real world through the two methods applications; both spatial analysis(Grid analysis) and Network analysis.

Recently, public libraries as complex cultural spaces are becoming a trend, and public libraries as complex facilities that are built in one building or one site are being highlighted. This can be seen as part of a policy to expand public libraries as part of the government's Living SOC project. The establishment of libraries in government office is also included in this movement. Therefore, this study presented excellent cases by investigating the current state of government office in Korea and investigated citizens' perception on the establishment of public libraries in Busan Metropolitan City Hall. Based on this, a basic plan for the operation of public libraries in Busan Metropolitan City Hall, including basic directions, organization and manpower, collection development, and service programs (including specialization program), was proposed.

국민복지에 대한 사회적 관심과 복지실현의 핵심 요소로 도서관이 인식되면서 공공도서관의 수가 2000년대 들어 급격히 증가하고 있다. 1980년에 79개관에 불과했던 전국 공공도서관이 2013년 말 기준으로 885개관에 이르고 있으며, 공공도서관의 효율적 공간구성에 대한 이용자 요구가 증대되고 있다. 특히 이용자의 요구에 부응하기 위한 디지털열람실과 문화교육실의 증가는 2000년 전 후의 변화에 따른 시사점으로 나타나고 있으며, 기존 공간구성 비율에서 벗어나 시대에 적합한 도서관 공간계획이 필요한 시점이다. 이 연구는 1980~1990년대 준공된 공공도서관과 2000년 이후 설립된 공공도서관을 중심으로 시대별 공공도서관의 공간구성 형태를 상호 비교분석하였다. 장서보존과 열람 기능이 강조되었던 1980~1990년대와 이용자의 측면을 고려하여 문화영역 기능이 확대된 2000년대 이후 공공도서관의 소요시설별 면적비율의 차이를 살펴봄으로써 시대요구와 부합할 수 있는 면적기준을 제시하였다.

The purposes of this research are to grasp the actual conditions regarding management of Korean public libraries and to develop the rationalized guidelines for future-oriented policy which should be realized by the government authorities. According to the result of evaluation, it is analyzed that the regional differences of evaluation scores has grown worse, and a chronic problems such as staff shortage, old facilities, lack of budget has been continued repeatedly for 6-years. Moreover the result of evaluation was utilized as a guideline of the policy development on public libraries in the knowledge-based society, based in the evaluation for the management of public libraries in general.
