Contracting out became popular in the public library sector since the early of 2000s. It is expected to lower cost of service provision, improve the quality of service provision, better timeliness of service through the discipline of the market and open competition. In practice the expectation was questionable. The numerous failures indicate either poor contract specification or unsuitability of the chosen contractor. The study analyzed 3 case studies of local governments where the entire entity of the public libraries service were decided contracting out and developed 5 criteria and 18 specific evaluation items as alternative evaluation structure. This evaluation model is expected to help to choose a suitable contractor in pubic library management.

This paper analyzed the contents of librarians' proclamations, recommendations and official letters stated on the library issues. Library issues included contracting out, outsourcing and name changes of public library, The background information on these issues was also analyzed and the research papers were studied to find out solutions of the issues.

1997년 1월 22일을 전후하여 전국의 주요 언론매체들은 정부의 ‘경쟁력 10% 이상 높이기’추진 방안을 일제히 보도하였다. 그에 의하면 정부 기능의 민간위탁 가능분야로 상하수도, 청사건물 경비.관리, 공공차량 운영 등과 함께 도서관경영을 예시하였다. 우리 도서관계에서는 이같은 정부의 느닷없는 발표를 보고 놀라움과 함께 비사한 관심을 갖게 되었다. 그러나 정부가 구상하고 있는 이른바 ‘도서관의 민간위탁’에 관하여 정부 구상의 내용은 아직 아무것도 밝혀진 것이 없고, 따라서 도서관을 민간에 위탁한다는 것은 도대체 무엇을 어떻게 한다는 뜻인지, 궁금증과 의구심맞 증폭되고 있는 형편이다. 다만, 일본의 도서관계가 이와 유사한 것을 경험한 것으로 보이는 자료들이 여럿 있다. 이에 ‘도서관문화’는 그 자료 가운데 하나인 ‘도서관의 자료와 해설’(도서관문제연구회 위탁문제연구회 편집, 도서관문제연구회 발행 1996)중에서 우선 두 건의 기사를 번역하여 이번 호에 싣는다. ‘도서관문화’는 앞으로도 관련 자료를 이 지면에 게재할 예정이다. 참고가 되기를 바란다. (이 기사의 번역 게재는 발행자의 동의를 얻었으며, 번역 작업에는 이번에도 국립중앙도서관 조재순 사서의 협력이 있었다.)

This study purported to evaluate the usefulness and feasibility of "Guidelines for contracting-out of public library services (2011)." The Guidelines have been developed by the Culture and Library Forum to provide principles and standards for local governments considering the contracting-out of public library services in their district. The research data were collected by conducting in-depth interviews with 17 local government officers who are responsible for the contracting-out of public library operations and two focus group interviews with eight directors of public libraries contracted out. It was found that the interview participants in both government and library sides generally perceived the Guidelines useful, yet their perceptions of feasibility in outsourcing were largely pessimistic due to local politics and many other hindrances in society. The study suggested specific directions to further improve the Guidelines' usefulness and feasibility.

지난해에는 문화관광부의 '도서관정보화추진계획'에 따른 전국 공공도서관과 학교도서관의 디지털자료실 설치, 공공도서관 자료구입비 증액 지원, 3개 도교육청의 사서교사 채용 시험 실시, 각 종 언론과 방송에서의 독서 프로그램 편성 확대 등 도서관 발전을 위한 각계 각층의 관심이 활발한 한 해였다. 하지만 여전히 진행되고 있는 도서관 명칭변경, 민간위탁의 문제와 날로 심화되어 가고 있는 사서직 고용불안정 현상 등은 우리 도서관계가 올 한 해도 피할 수 없는 숙제로 남아 있다. 바야흐로 21세기가 본 궤도에 오른 2002년 새해를 맞아, 그 어느 때보다도 도서관의 사회적 역할이 증대되고 있는 지금, 우리 도서관계 각 단체의 올 한해 각오와 사업방향 등을 알아보았다.

1999년도에는 지난해에 이어서 우리 도서관계에 여러 해결해야 할 당면 문제점들이 많이 남아있다. 우리 도서관계는 올 한해 공공도서관의 명칭변경 및 민간위탁 문제, 대학도서관의 전자계산소와의 명칭 및 기능 통폐합, 전문ㆍ특수 도서관의 조직 및 기능 축소 등 여러 가지 어려움을 해결해나가는 일 뿐만이 아니라, 정보화 사회에서 지식사회에로의 전환을 앞둔 시기에 도서관 스스로의 부가가치를 창출하기 위한 많은 노력을 기울여야 할 것으로 생각된다. 이에 우리 협회에서는 본 지면을 통하여 도서관계 각 단체의 올 한해 각오와 사업방향 등을 알아보았다.

지난 연말의‘도서관계 10대뉴스’에서 보았듯이 2005년에는 도서관법 전면개정 추진, 도서관에 개인정보인권 보호조치 권고, 저작권법 개정, 사서교사 임용, 주40시간 근무제, 독서문화 확산 등 여러가지 큼직한 일들이 있었다. 2006년도에는 그 어느 해보다 많은 변화가 예상된다. 특히 세계도서관인들의 축제인 <2006서울세계도서관정보대회>가 서울에서 열린다. 세계에 한국의 도서관문화와 사서들의 활동을 알릴 수 있는 좋은 기회가 될 수 있도록 도서관인 모두의 적극적인 관심과 홍보, 참여가 매우 중요하다. 이외에도 도서관법, 저작권법, 학교도서관진흥법 등 도서관 관련법의 제도 정비, 여전히 풀어야할 과제로 남아있는 공공도서관 민간위탁 등이 주요 이슈로 부각 될 전망이다. 프랑스의 석학 자크 아탈리는“변화를 받아들일 줄 모르면 그 존재가 사라진다.”“변화를 수용할 줄 알아야 살아남을 수 있다.”고 강조한바 있다. 변화는 21세기를 살아가는 우리들에게 매우 중요한 메시지를 남긴다. 그“변화”의 중심에 도서관계가 자리잡아 사회 속에 더 큰 부분으로 자리 매김 할 수 있는 한 해가 되기를 바란다. ■ 편집자 주

Today, the state of libraries in cur country is behind the times and the consdousness of people who use l i e s falls behind, too. Meanwhile, the workout and unlimited competitions have resulted in the crisis on the state of our libraries. The crisis on the state of cur libraries has led to that of our discipline. In this paper, I study the causes of crises in our discipline and libmies. I suggest some methods to cure the illnesses.
