Investigating Library Cooperative Systems for Acquisition of Multi-cultural Materials (협력기반의 다문화자료 입수 체계에 관한 연구)

  • Today's S. Korean society has become more multicultural, so many libraries in S. Korea have been working hard to serve their "new customers". In this regard, this study intends to investigate library cooperative systems for acquisition of multicutural materials in Western countries to relieve difficulties of libraries in S. Korea in acquiring multicutural materials. the study analyzed 23 national libraries, state libraries, public libraries and library systems in North America, Australia and Northern European Countries. The research found categorization schemes. First, library cooperative systems are divided into two groups according to cooperative methods: cooperative acquisition and bulk loan method. Second, the systems are categorized according to the territorial scope of the service: country, state or province, borough or city and inter-library. The study also analyzed and synthesized the characteristics of these systems. It finally provides recommendations to apply the methods used by the library cooperative systems in Western countries to Korean's situation.

A Comparative Study on the Operational Status of the Reading Marathon Competition in Public Libraries (공공도서관의 독서마라톤 대회 운영 현황 비교 연구)

  • The purpose of this study was to explore tasks for improving performance skills by comparing and analyzing the current status of reading marathon competitions operated in public libraries, and to provide guidelines for institutions to operating of this competition in the future. In order to achieve the research purpose, the competition status information collected in 2021 for five public libraries operating reading marathon competitions from before the COVID-19 pandemic were collected and the contents were compared and analyzed. As a result, the average period for five public libraries running a reading marathon was 10 years, and the average period for each year was 5.87 months. In addition, children had the highest rate of completion, and as compensation for completion, certificates were issued and the number of loans increased the most. However, the competition managers complained of difficulties in securing and increasing applicants and calculating the distance reached, so based on the analysis, they developed tasks to improve the performance of the reading marathon from several different solution suggestions.

  • There are many systematic approaches to manage Interlibrary loan (ILL) efficiently. In this paper, we propose an operating method reducing user-waiting in ILL. Users are usually informed to wait around two to three days in a regional ILL service. The reason of the waiting is that there is inefficiency in running material-delivery vehicles. A mixed integer programming is employed to resolve this issue. It provides an optimal vehicle-route maximizing material-deliveries subject to time availability. We used an actual data of a regional ILL system to provide optimal vehicle routes under different time settings.

A Study on the Characteristics of Integrated Search Services in Public Libraries in Korea: Focusing on the Integrated Libraries of Local Autonomous Entities of Seoul City (우리나라 공공도서관의 통합검색 서비스 특성에 관한 연구: 서울시 자치구 통합도서관을 중심으로)

  • The purpose of this study is to analyze the characteristics of the integrated search services for integrated libraries operated by local governments in Korea. The target of analysis was integrated libraries operated by 25 local governments in Seoul, and the analysis elements were selected from service functions in 12 areas related to integrated search. The results of the study are as follows. First, the integrated library is an association of public libraries and small libraries in autonomous districts and provides integrated search services. The provided integrated search service function, types of bibliographic information, and facets are not diverse. Second, the records in the search results were mostly item types, not title types. Third, enrichment information supplementing book information consists of book introductions, related information, book-related keywords, and loan-related information. Fourth, integrated search shows the form of integrated OPAC based on integrated catalog DB rather than discovery-type search. It concentrates on providing an integrated search for catalog DBs distributed in public libraries or small libraries in the autonomous district. Fifth, most integrated libraries provide similar service types. Based on these results, improvement plans were proposed for domestic public libraries to expect discovery-type integrated search services.

A Study on the Limitation on the Right of Public Performance in the Individual Watching Cinematographic Works in Public Libraries (공공도서관 영상저작물 관내열람의 공연권 제한에 관한 연구)

  • Article 29 in the copyright law of Korea, public performance and broadcasting for non-profit purposes will be revised. The copyright agency has tried to impose copyright fees on the use of cinematographic works such as DVDs in public libraries. The paper studied that the individual watching cinematographic works in public libraries is included in the concept of public performance in the copyright law. Also, the study conducted a survey on the situation of use of cinematographic works in public libraries. As a result of the study, watching DVDs in facilities for 1~3 persons in public libraries could be included in the concept of public performance. But the main purpose of most of DVD users was for circulation or reading. The library service for individual DVD watching will therefore not affect the commercial income of the copyright holders. Finally the study suggested that if the service for the individual watching of cinematographic works in libraries is included in the concept of public performance, the copyright law needs to be revised so that the service is included in the exception to the right of public performance.

A Study on the Gap Analysis of Public Libraries in Gyeongbuk Region (경북지역 공공도서관 격차분석 연구)

  • In most countries, public libraries are knowledge information centers, complex cultural spaces, lifelong learning facilities, and third places for local residents. The social homage spoken on the premise of this identity and socio-cultural role is the knowledge and information agora, cultural infrastructure, living room in the city, and the university of the people. However, if there is a significant gap between public libraries regardless of country or region, it will inevitably lead to information gaps, regional gaps, and cultural inequality and cultural welfare gaps among local residents. This study is regarded as the essence of regional cultural facilities and premised that the regional gap in public libraries is a factor of regional cultural gaps. Based on this premise, the gap between the location quotient, input indicators, and output indicators of public libraries of regional governments in Korea and basic local governments in the Gyeongbuk region was analyzed. And this study derived core elements through correlation and regression analysis of input and output indicators of all public libraries nationwide, developed a management model for each indicator, and suggested a plan to resolve the relative gap for public libraries by city and county in Gyeongbuk.

A Study on Exploring the Services of Libraries for Babies and Toddlers and the Possibilities of Service Expansion through Bookstart (공공도서관의 영아 대상 서비스 실태 및 북스타트를 통한 서비스 확대 가능성 연구)

  • This study explored the services of libraries for babies and toddlers and the possibilities of service expansion through Bookstart as a cooperation system for libraries. This study presented the problems of the services of libraries for toddlers by implementing the questionnaire method and the in-depth interviews. In addition, this study showed the impact of carrying-out this program and why libraries should manage the Bookstart program. Results indicated that: (1) even though the membership enrollment standard of children's libraries is usually from babies and toddlers up to the elementary school students, that of a few libraries is still over elementary school students. This will work on restraining the services of libraries for users, especially toddlers, only 54.8% of libraries services are for the toddlers; (2) by analyzing the perception of librarians, we get to know that librarians think that the age of the first use of a library is more appropriate for kindergarten-agers than toddlers; (3) librarians think positively about the Bookstart and that libraries are more suitable for Bookstart than any other institutions; (4) after the introduction of Bookstart to libraries, many changes happened in respect of the function of libraries and the types of users. For examples, there was an expansion of users to babies and toddlers and their parents, an increase in users, focusing on early-childhood reading education and the strengthening of the role of librarians as program planners in particular. This study suggests that the introduction of Bookstart would bring changes to the concept of traditional libraries and the inflexible attitudes of librarians.

A Study on the Influence of Economic Factors on Library Use (경제요인이 도서관 이용에 미치는 영향에 관한 연구)

  • Changes in demographic and economic conditions affect corporate strategy, labor market and social welfare. The purpose of this study is to examine the effects of changes in population and economic situation on library use and to examine the income effect of library use. In order to achieve the purpose of this study, we analyzed the 10 year fixed library of public library statistics and statistical census data from 2008 to 2017 using the panel fixed effect model using the data of regional gross production and unemployment rate. And the changes in the economic and demographic characteristics of the region are used to confirm the regularity of the relationship between the changes in the usage situation of the libraries belonging to a certain region and the changes in the economic and demographic conditions in the respective regions. As a result of the analysis, the changes in the economic environment did not significantly affect the number of visitors to the library and the number of library users, but it was an important factor in the number of borrowers. This study is significant in that it shows how the economic environment changes affect the library. The result of this study is expected to be a theoretical basis for establishing the service policy of public libraries.

A Study on the Activation Measures of Library's Online Services to Overcome COVID-19 (코로나 19 극복을 위한 도서관 온라인서비스 활성화 방안에 관한 연구)

  • The library faced an unexpected crisis of COVID-19, and as a countermeasure strategy, non-face-to-face online service has been reinforced. Therefore, this study attempted to present a plan to overcome the challenges arising from rapidly changing external environment and current crisis. To this end, data search, electronic library, library service, cultural event and open space management status of 288 public libraries serviced as an integrated site were investigated. Based on this, the meaning of online services in the post-COVID-19 era and the implication of it were examined. As a result, first, the increase in the use rate of online data search services with the spread of non-face-to-face culture, second, the expansion of the services of the electronic library, third, the diversification of non-face-to-face, online services, fourth, expansion of online cultural event services, fifth, the diversification of open space services were proposed, sixth, Introduced an artificial intelligence system for unattended loan return based on access and the Seventh, expansion of experiential cultural support services and educational contents through VR, AR and MR. It is deemed necessary for the research on the future direction of the library's non-face-to-face services to be conducted by investigating the current status of online services in various types of libraries and the types and case studies of library services in the era of COVID-19.

An Analysis on the Copyright Issues Using Cinematographic Works in Libraries (영상저작물 활용에 관한 도서관의 저작권 쟁점 분석)

  • This study investigated the present situation of the use of cinematographic works and the problems of copyright. Surveys were conducted in public and university libraries for these. Also, content analyses were conducted to make sense of copyright problems in libraries. As a result, this study found that problems of copyright had occurred in various aspects related to public performance, lending, digitization and internet services according to the diversity of facilities for watching cinematographic works and library services. Also, the librarians' questions to the copyright were very various from the primary level to specific level. This study suggested that regular courses of study in library schools need to be opened to primitive understanding to copyright law and occupational training programs for librarians need to be opened to complementary education as revisions of copyright law. This study also suggested that the online Q&A services need to be started for librarians who have detailed copyright problems.
