The recent diversification of society surrounding libraries is influencing the services of libraries. This study suggested the directions of public library services from the aspect of the universal design based on the analysis of related systems and cases to provide all users with universal services in accord with the nature of public libraries amid rapidly changing social environment. This study suggests four directions: the "universal design" which is the keyword for pursuing universality of public library services; the pursuit of economic value of public library services based on the universal design; the universal design for the improvement of perception of public library services; change in policies and systems related to public library services through the application of the universal design.

As the citizens have the high level of knowledge and information in this society, they tend to participate the local government adminstration in various methods. The purpose of this study is to review the citizen participation programs which have been applied in local government administration, to determine the appropriate citizen participation programs for public libraries, to survey the Korean public libraries' citizen participation programs through the questionaries which have been developed and analyze the data, and to propose the success strategy of citizen participation programs in the public libraries. Also, tips for the efficient and dynamic public library administration by the citizen participation programs were provided based on inadequacies and other findings revealed through this study.

To get social recognition and the basis of development of public libraries in the 21st century, the knowledge information age, Public libraries must recognize their social role clearly and perform it effectively. For performance of advisable social role of public libraries, this study proposed that 1) establishment Library's Bill of Rights, 2) abolition of the function of‘reading room’of libraries, 3) reform of the assessment system and introduction of certification system for improvement in service quality, 4) an epoch-making improvement of library collections.

European Union has recently encouraged its member states to enforce the Public Lending right that is a remuneration system for free lending service in public libraries. This study reviews the problem and the actual conditions of Public Lending Right System which is systematized in European Union and a few advanced countries. By analyzing the present state of many states which is running the public lending right system, this study also explores a reasonable compensation system which remunerate a copyrighter for his rending right md ensure the fair use tradition in libraries.

Recently, interest in Public Lending Right has increased in Korea. This study aims to collect valuable data necessary for the discussion of the introduction of Public Lending Right by analyzing the loan statistics of 820 public libraries nationwide for five years from 2014 to 2018. In order to analyze the loan statistics of Korean public libraries, 1,178,300,000 big data provided by 'Data for Library' operated by the National Library of Korea were used. Through the analysis of loan statistics, 125 books were identified, which have been lent the most in the last five years. The study examined the 125 books to find out who are authors and Japanese authors and authors' nationality. The study also analyzed publishers and number of lending of cartoons.

This study attempt to suggest a policy for the effect of using in the public libraries by the verification that are different between groups by their using patterns and types of book collections. by using patterns and system of desired-book for user. by using patterns and system of desired-book for user. The questionnaire is distributed to the delivery lending library's user and librarian in public libraries. The summary of results are as follows 1 The Circulation period of public library is one month per every delivery lending library. 2. The Circulation volume of public library is '100-200' books per every times. 3. There are significant differences by their using patterns and types of book collections. 4. There are significant differences by their using patterns and system of desired-book for user. 5. There are significant differences by their using patterns and placement of book collections. Their results show that library is most effective place of book collection services. 6. Circulation services must carry out only in the sphere of jurisdiction 7. A Lost books must set up treatment basis of natural reduction ratio 8. The Interference factors of delivery lending library are lacks of human power, lost books and negative attitute of user in order 9. The Effects of using a delivery lending library are a positive attitute and specialty of top management, the optimum of budget and the effect of deposit system 10. Natural reduction ratio of lost books appropriates 0.5-0.6% of total loaned books

Acquisition processes in public libraries, especially as influenced by policies and regulations both in national and regional levels have not been in the main area of concerns in the research of library and information science. While the area of collection management has yet been one of the major issues in this filed, public library book-purchasing in the major factor to achieve effective library collections. This study concentrated on the policies and regulations that attempts to normalize and control the acquisition process in public libraries. This research analyzed and investigated (1) various policies and regulations regarding the library collection as public procurement, (2) legitimacy of decision between normal price procurement and discounted price contract under the current policy on normal retail price of books, (3) budget allocation, (4) policies on library acquisition processes. Suggestions are also added for the efficient collection building in public libraries.

This study aimed to develop self-diagnosis tools to evaluate the common competence level of public library librarians, apply them to actual public library librarians, and analyze the factors of competency value evaluation through empirical research methods. To this end, the study modify the existing capacity value evaluation indicators of librarians from a public library perspective and conducted a survey to self-diagnose the common capabilities of public library librarians. As the results of analysis showed that librarians of public libraries themselves think that the level of core competence that professional librarians should acquire is relatively higher than the average. Among the overall capabilities of librarians, the average of the 'librarians' behavior and attitude' area was the highest, followed by the 'librarians' skill' and 'librarian's knowledge' areas. The study suggested to strengthen the capacity of public library librarians for various duties, the re-education system for librarians should be established, and a systematic system for promoting librarians' duties as professionals, and a personnel system for professional development.
