Improving the Quality of Bibliographic Data in Public Libraries: Focusing on Public Libraries in Busan Metropolitan City (공공도서관 서지데이터의 품질 제고 방안)

  • In 2020, the Busan metropolitan library took the lead in establishing an integrated library system (ILS) that integrates bibliographic data from 49 public libraries and 103 small public libraries. However, each library still builds bibliographic data individually and repeatedly, and the bibliographic data built by each library is only physically stored in an integrated DB. Therefore the improvement in work efficiency or data quality has not been achieved. This study aimed to analyze the construction processes and quality of bibliographic data in Busan public libraries and to suggest a new implementation strategy for an integrated environment. To this end, (1) the construction process of bibliographic data was investigated, (2) the quality of the constructed bibliographic data was objectively analyzed, and (3) four implementation strategies were suggested based on critical problems. The implementation strategy aims not only to improve the quality of bibliographic data, but also to increase work efficiency and build an infrastructure for data sharing.

  • This study explores and conducts an in-depth comparison of the epistemic characteristics in different data types utilized in the science inquiries of preservice teachers regarding noise as a risk in everyday life. Focusing on primary and secondary data in the context of science inquiries about noise, we examined how these data types differ in science inquires in terms of inquiry design, data collection, and analyses. The findings reveal that sensor-based primary data enable direct measurement and observation of key phenomena. Conversely, secondary data rely on predetermined measurement methods within a public data system. These differences require different epistemic considerations during the inquiry process. Based on these findings, we discuss the educational implications concerning teaching approaches for science inquiries, teacher education for inquiry teaching, and the development of risk response competencies in preparation for the VUCA (Volatility, Uncertainty, Complexity, and Ambiguity) era.

Writing System for Farming Diary using Public Data (공공데이터를 활용한 영농일지 작성 시스템)

  • As public data opened its doors in line with the era of the 4th Industrial Revolution, agricultural public data also increased. Currently, the majority of farmers are writing farming diaries due to eco-friendly certification and basic public interest direct payment projects. However, it is a difficult task for busy farmhouses in the aging agricultural community to write farming diaries. Therefore, there have been cases where farming diaries have been filled out on behalf of the farmhouses. However, one may get disadvantaged in terms of receiving eco-friendly certification and public interest direct payment projects. In succession, this paper proposes a system to conveniently write farming diaries by checking the farming diary data stored in the server via categories of crops and dates and finding farming diary public data suitable for the user to automatically fill out the diary.

  • As data utilization becomes increasingly important, not only private companies but also public institutions are making great efforts to promote data utilization. The chief data officer is a key element of data governance, a driving system that achieves policy goals by adjusting the functions of each department in the organization responsible for data policy. With the enforcement of the Data-based Administration Law, all public institutions, including the Ministry of National Defense, have designated data officers, but it is not enough to play a practical role as it is still in the early stages of introduction. In this study, the current status of the operation of the defense data officer system is checked, and development strategy to play a practical role are presented.

  • 본 논문에서는 지도 앱이 제공하는 식당의 시간별 평균 방문자 수 데이터와 공공 DB의 면적 데이터를 활용하여 식당의 대기 시간을 예측하여 출력해주는 모델을 제안한다. 요식업에 관련된 통계 데이터를 활용해 식당 홀이 차지하는 면적을 추정한 뒤, 식당의 예상 수용 인원을 추정하여 여기에 평균 테이블 회전율을 적용하여, 식당의 시간 당 수용 인원을 추정식당의 대기 시간을 계산한다. 거기에 사용자 리뷰와 식당 별점 데이터 등의 외부 요인을 통해 대기 시간을 보정, 예상 대기 시간의 정확도 상승을 꾀한다. 이 모델이 상용화 될시, 이용자는 식당 선택에 의해 야기되는 스트레스를 완화시킬 수 있고, 식당 이용자들의 분산효과를 낳을 수 있을 것이다.

  • Big data technology has been rising as a leading technology in the healthcare paradigm. As a world-class big data nation including National Health Insurance data, Korea has been focused on health policies and sustainability through database forecasting and policy establishment. So the need for education of big data by public officials in healthcare sector is increasing. However, there has not yet been National Competency Standards(NCS) or education modules, in this study, healthcare big data education module and content have been developed for the public servants with confidence.

  • 최근 기후변화로 인한 태풍과 폭우로 인한 피해가 증가하고 있다. 또한 대피소에 대한 시각화된 정보를 제공하는 애플리케이션이 부족한 실정이다. 본 논문에서는 대피소 정보를 제공하는 애플리케이션을 제안하였다. 제안 애플리케이션은 공공 데이터 포털에서 제공하는 데이터를 활용해 React-Native-Maps 에서 제공하는 마커 기능을 사용하고 구글에서 제공하는 지도 서비스와 결합해 대피소의 위치를 표시한다. 부가적인 특징으로 과거 재난 정보를 시각화 하여 제공하여 피해가 예상되는 지역의 대피소 정보를 동시에 제공하였다. 프로토 타입으로 제작된 애플리케이션을 통해 이후 피해 예상지역을 예측하는데 도움을 줄 수 있을 것으로 사료된다.

  • 본 논문에서는 초등학생을 위한 데이터 분석 대회를 활용한 데이터 분석 프로그램을 개발하였다. 데이터 분석 프로그램은 ADDIE 모형에 개발하였다. 분석 단계에서 G초등학교 학생들의 데이터 분석 도구인 스프레드 시트를 학습한 경험이 적고 배우고자 하는 동기가 없었다. 하지만 교육과정에서 공학도구로 활용하도록 제시되어 있다. 이를 바탕으로 디자인 학생들이 스프레드 시트를 학습할 수 있는 프로그램과 이를 실습할 수 있는 데이터 분석 대회를 디자인 하였다. 개발 단계에서는 LMS를 활용하여 학생들에게 학습을 위한 데이터를 제공하고 학습하며, 데이터 분석 대회에서는 학습한 데이터와 문제만 제공하여 대회에 참여하면서 실습할 수 있는 기회를 제공하였다. 평가 도구로는 데이터 리터러시 평가 도구를 선정하였다.

A Study on the Perception and Experience of Daejeon Public Library Users Using Text Mining: Focusing on SNS and Online News Articles (텍스트마이닝을 활용한 대전시 공공도서관 이용자의 인식과 경험 연구 - SNS와 온라인 뉴스 기사를 중심으로 -)

  • This study was conducted to examine the user's experiences with the public library in Daejeon using big data analysis, focusing on the text mining technique. To know this, first, the overall evaluation and perception of users about the public library in Daejeon were explored by collecting data on social media. Second, through analysis using online news articles, the pending issues that are being discussed socially were identified. As a result of the analysis, the proportion of users with children was first high. Next, it was found that topics through LDA analysis appeared in four categories: 'cultural event/program', 'data use', 'physical environment and facilities', and 'library service'. Finally, it was confirmed that keywords for the additional construction of libraries and complex cultural spaces and the establishment of a library cooperation system appeared at the core in the news article data. Based on this, it was proposed to build a library in consideration of regional balance and to create a social parenting community network through business agreements with childcare and childcare institutions. This will contribute to identifying the policy and social trends of public libraries in Daejeon and implementing data-based public library operations that reflect local community demands.

  • Big data refers to dataset whose size is beyond the ability of typical database software tools to capture, store, manage, and analyze. And now it is considered to create the new opportunity in every industry. The purpose of this study is to develop of big data services in public library for improved library services. To this end, analysed the type of library big data and needs of stockholders through the various methods such as deep interview, focus group interview, questionnaire. At first step, we defined the 16 big data service models from interview with librarians, and LIS professions. Second step, it was considered necessity, timeliness, possibility of development. We developed the final two services called on 'Decision Support Services for Public Librarians' and 'Book Recommendation Services for Users.'
