정부는 공공데이터의 품질 관리를 위하여 공공데이터 품질관리 수준평가를 진행하여 공공데이터 품질을 관리하고 있다. 파일 형식의 공공데이터를 진단 시 품질진단 담당자가 대량의 파일데이터를 필드명과 필드 내 데이터에 의존하여 수작업으로 도메인을 판단하여 진단한다. 때문에 품질진단의 정확성을 신뢰하기 어렵고 진단에 많은 시간이 소요된다. 본 논문은 파일형식의 공공데이터 품질진단의 정확성을 확보하고 진단 소요시간을 단축하기 위해 데이터 분포 통계를 이용한 CSV 형식의 공공데이터 도메인 판별 모델을 제안하였다. 제안된 모델을 적용하면 공공데이터 품질의 정확성을 향상하고 진단 소비 시간을 단축시킬 것으로 기대된다.

이 연구는 우리나라 정부의 공공데이터 공개 제도에 따른 공공데이터 품질관리체계를 이해하고, 공공기관이 신뢰성 있는 데이터를 위해 품질 점검을 시행하면서도 효과적인 관리를 하기 위한 방안에 관한 것이다. 공공데이터법과 공공데이터 품질관리체계를 이해하고, 저품질 공공데이터의 오류와 발생원인에 대해 알아본다. 오류 데이터 분석을 통한 보안위협에 따른 위험 분류를 통해 효과적인 대응방안을 도출하는 것을 목표로 한다. 이를 위해 공공데이터를 데이터 품질 점검하여 도메인별 오류데이터를 살펴보고, 오류데이터 발생원인에 대한 분석을 통해 보안위협과 공공데이터를 사용하는 사용자 측면과 기관 측면의 보안 문제를 분류하였다. 분류된 오류 발생원인별 보안문제를 기준으로 데이터 품질관리를 통한 개선방향을 제시하고, 품질관리 오류 개선방향별 데이터보안 정책별 보안기술을 비교 정리하여, 데이터 보안기술을 통한 품질관리 오류 개선 연계 대응방안을 제안하였다.

This study proposes a way to timely forecast open government data (OGD) demand(i.e., OGD requests, search queries, etc.) by using keyword network analysis. According to the analysis results, most of the OGD belonging to the high-demand topics are provided by the domestic OGD portal(data.go.kr), while the OGD related to users' actual needs predicted through topic association analysis are rarely provided. This is because, when providing(or selecting) OGD, relevance to OGD topics takes precedence over relevance to users' OGD requests. The proposed keyword network analysis framework is expected to contribute to the establishment of OGD policies for public institutions in the future as it can quickly and easily forecast users' demand based on actual OGD requests.

정부는 공공데이터 개방을 통해 신산업, 일자리 창출 등 경제 활성화를 위한 도구로 활용하는 것을 목표로 한다. 정부는 고품질의 공공데이터 보유를 위하여 품질 개선 활동을 통해 공공데이터 품질 향상을 진행하고 있다. 그러나 공공데이터 품질관리 수준 진단을 진행하는 담당자의 데이터에 대한 전문성과 이해도에 따라 품질진단 결과에 격차가 발생하여 진단 결과의 신뢰성을 보장하기 어렵다. 본 논문은 공공데이터의 원활한 품질진단 지원을 위해 품질진단규칙 매핑 모델을 제안하여 공공데이터 품질진단의 안정성과 신뢰성을 높인다.

본 연구에서는 자연재해 발생 시 신속하고 효율적인 재난 대응 의사결정을 지원하기 위하여 재난 재해 정보와 시설물 정보, 공간정보 등이 융합된 통합 인벤토리를 구축하고자 한다. 재난대응 의사결정 지원을 위하여 시설물의 중요도, 위험도, 피해액 산정에 필요한 원천 데이터를 공공데이터포털(data.go.kr)에서 제공하는 공공데이터를 활용하였다. 공공데이터포털의 데이터셋은 파일데이터와 오픈 API, 표준데이터와 국가중점데이터를 제공하고 있다. 파일데이터는 22,306건, 오픈 API는 2,505건, 표준데이터는 58건의 정보를 제공하고 있으며, 국민, 기업 등 수요 중심으로 개방의 효과성과 시급성 등이 높은 41개 분야의 국가중점데이터를 제공하고 있다. 또한 공공데이터를 활용하여 개발된 국내외 다양한 사례와 가공데이터를 공공데이터 활용사례를 통하여 공유하고 있다. 인벤토리 구축을 위하여 국가중점데이터와 데이터카테고리의 국토관리, 재난안전, 산업고용, 공공행정 등 다양한 공공데이터를 검토하여, SOC 시설물과 건축물의 정보를 수집하여 시설물의 중요도와 위험도, 피해액 평가 등 필요 목적에 맞게 최적화 하여 구축하였다. 또한 구축된 다양한 정보와 시설물 평가 모듈간의 원활한 데이터 수급을 위한 연계 모듈과 관리 모듈을 개발하여 구축된 데이터 정보를 표준화하여 유지 관리 할 수 있도록 인벤토리를 구축하였다. 이러한 재난대응 의사결정 지원 통합 인벤토리는 재난대응 의사결정을 신속하고도 효율적으로 가능하게 함으로써 방재업무 지원 및 대국민 서비스를 가능하게 할 것으로 판단된다.

Recently many countries have established open government data platforms to disclose government or government controlled entities-owned data that can be freely used, reused and redistributed by anyone. Open government data can help you to make better decisions in your own life, or enable you to be more active in society. Open data is also making government more effective and transparent, which ultimately also reduces costs. This paper explains the open data concepts and circumstances in Korea, and also suggests detailed invigorating strategies such as data quality policy, data unification and standardization policy, open data service platform, and integrated support plan of big data and open government data.

Public data open is one of the important tasks of Korea Government 3.0. By making open data available to the private sector, the goal is to create jobs, increase innovation and improve quality of life. Public data open is a policy that emphasized its importance worldwide. Open data should have adequate quality in order to achieve the object of the public. However, there are open data's quality problems due to the lack of data quality management and standardization. The purpose of this study is to derive data characteristics of public open data from existing researches. In addition, the model was modified and verified through a survey targeting the experts on public open data. The study indicates that public open data's quality characteristics as publicity, usability, reliability, suitability. This study is significant in that it suggests quality characteristics to improve the data quality and promote utilization of the open data.

Public data refers to all data or information created by public institutions, and public information that leads to communication and cooperation among all people. Public data is an important method to lead the next generation of new industries such as artificial intelligence and smart cities, Korea is continuously ranked high in the international evaluation related to public data. However, despite the continuous efforts, the use of public data or industrial influence is insufficient. Quality issues are continuously discussed in the use of public data, but the criteria for quantitatively evaluating data are insufficient. This paper reviews indicators for public data quality evaluation and performs quantitative evaluation on selected public data. In particular, the quality of open standard data constructed and opened based on public data management guidelines is examined to determine whether government guidelines are appropriate. The data quality assessment includes the metadata and data values of open standard data, and is reviewed based on completeness and accuracy indicators. Based on the data analysis results, this paper proposes policy and technical measures for quality improvement.

Big data, an important element of the 4th industrial revolution, is actively opening public data in public institutions and local governments. In the public data portal, everyone can conveniently search for data and check related data, but only those in ICT-related fields are using public data. Although data held by public institutions is open to citizens, it is difficult for anyone to easily utilize public data to develop applications. In this paper, data provided in open API format from public data portals has XML and JSON formats. In this study, we are a method of modularizing public data in XML format into a part that can be easily developed by linking it to a GUI interface. Based on the necessary public data, we propose a way to easily develop mobile programs and promote the use of public data.

정부의 공공데이터 활성화 전략에 의해 행정기관과 공공기관의 정보공개 및 재이용이 활발해 지고 있다. 이러한 분위기와 함께 민간에서의 공공데이터 활용이 점점 늘어나고 있다. 하지만 당초 기대치에 못 미치는 성과와 공공데이터 개방하는 기관에는 정보화시스템을 운영하는 비용은 증가하였다. 따라서 상대적으로 민간에서 선호하는 문화관광 공공데이터를 통해 공공데이터의 효율성을 분석한 후 시사점을 도출한다.
