Legislative stability of the production and management of electronic records and the enhancement of infrastructure have reached significant levels through relentless efforts of academic and public institutions in the field. In addition, appraisal and disposal of records also have to be done by retention periods, business functions, administrational and historical values, and certain procedures. The law specifies that public institutions must assign record managers. The underlying reason is for record managers to arbitrate the review process when records are to be evaluated and discarded and to prevent unauthorized disuses. It is also for just evaluations with the professionalism. Evaluation and discard of records have significant meanings in record management. Thus, these processes need to be handled properly in the standard record management system. Evaluation should be proceeded by the law enacted under the task functional and social agreement. Since, the record discard is decided through the technical and logical process, the support for evaluation and discard works are important above all things. In this paper, I deducted functional requirements of standard record management system by analyzing methods including the analysis of legislation and standard related to electronic records and the examination of the user's manual of record management system. I researched through the interviews of the record managers in public institutions. Based on this research, I deducted the implications for the evaluation of standard record management system and the estimation of functional requirements for discard. I also discussed future directions of improvements and follow-up studies.

This study focuses on the management of the news production system in broadcasting companies. This paper concentrates on the process of data registration and metadata management in order to examine whether the currently produced news can have value as a 'public record' in the long term, and whether reliable and accurate information is preserved. In addition, the user experience in the current system is analyzed through in-depth interviews with Ingest Managers, Editors, and Archive Managers, who are closely related to metadata creation compared to other members of the its News Department. Finally, a sustainable metadata quality management method is sought to increase the value of news footage as a 'public record'. In this study, these points can be found out: the metadata of the news agency footage is input manually according to the user's will or working style, that is, the user-friendly metadata input system is insufficient. Accordingly, it can be seen that the quality of the metadata of the news video continues to deteriorate. As an alternative to overcome this, it is found that work flow improvement, system improvement, classification system and metadata improvement plan, etc. are definitely necessary in the short and long term.

YouTube videos of public institutions are digital public records that need to be managed and preserved. As such, the video and the metadata describing the video should also be preserved. This study aims to select the key metadata elements necessary for archiving videos published on YouTube by public institutions. To this end, five high-level areas, namely the description, structure, management, preservation, and user participation, and the metadata elements of 10 subareas, were designed by referring to NAK 8, PREMIS, ISAD(G), and YouTube metadata. Afterward, the metadata elements designed by 14 experts were verified. Lastly, the validity and reliability of the evaluation results were verified. Of the 63 elements, 33 satisfied the validity and reliability criteria. Thus, these elements were selected as the core metadata for archiving YouTube videos in public institutions.

In this study, we focused on creating plans to manage the administrative information dataset of public records in closed universities. In particular, according to various reference materials and internal materials of the institution, we studied the theoretical discussion about the dataset and figured out the management status of the closed university's dataset. Therefore, as a measure for the data management of the Comprehensive Information Management System, recording targets are selected, retention periods are determined, administrative information dataset management standards are prepared, administrative information dataset evaluation and deletion are implemented, and comprehensive management systems of closed universities are established.

After establishment of Records Act in 1999, we issued the all-out revision Act because of too much changing of records management environment. Even though the new Records Act has much reformed clauses, classified records management itself is not much improved. Under this present situation, this study analyze both Records Act and related Act to get an improved plan which would be applied at Records Center. Simultaneously, the case study of National Archives of Korea's ISP and Army Archives' can be useful research data. Finally, the study suggest that an improvement plan of classified records management process which is consist of three sub-process that are 'transfer step'-'retention and management step'-'service step'.

The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control.

By the law, "Public Records Act", all public agencies should have at least one record manager. However, education support offices and military related agencies currently have a low recruitment rate than other agencies. To overcome the absence of records manager, several education support offices ran the 'CoP(Community of Practice)s of Records Management'. To determine the current state of operation of the CoPs, a preliminary analysis was conducted on all national education support offices by information disclosures. And then the detail survey was performed by dividing the institutions with/without the CoPs, At the results, the CoPs of record managements help to perform practical task and improve individuals'skills. Meanwhile, even if the CoPs temporarily substitutes record management tasks, the record manager specialist must be recruited. In addition, we proposed an activation plan to identify and solve the obstacles in the operation of the CoPs of records management.

In the digital information environment records have an even closer relationship with business processes and become a core element of organizations' managerial activities. In practice, management is represented as congregation of business outcomes. The importance of records management is increasingly emphasized in terms of organizations' compliance, knowledge-management and risk management. However, there is currently no academic discussion on a between records management and managerial activities. In this context, the study has the notion that this should be defined and acknowledged for public institutions' effective records management. Based on the Malcolm Baldrige Model and ISO 15489, the study discusses a close between records management and management quality. The records management elements of the Malcolm Baldrige model and the managerial quality elements of ISO 15489 were analyzed. Based on the analysis, both common and neglected elements were explored in terms of records management.

This study aims at the fundamental factors needed to make the policy for internet reference service of public records were presented, considering the methods for improvement of internet reference service of national assembly records. For this purpose, reference service theory of recorded informations and examples of foreign congress reference services were analyzed. From the result of analysis, three tasks were proposed as an improvement plan for internet reference services of national assembly records: establishment of access policy, improvement of reference service programs, and activation of communication with users.
