A Case Study on the Functions of a Business Management System for Public Organizations (정부산하공공기관의 업무관리시스템 기능 사례 연구)

  • This study aims to propose the adoption of a business management system, as well as suggest the functions and development directions for public organizations, which are required to establish the record management and information disclosure system under Government 3.0, rapidly respond to the needs for strengthening the responsibilities for explanation, and improve work efficiency. Recently, some of the public organizations that introduced the record management and information disclosure system adopted the Electronic Document System, which focuses on the function of electronic approval, and developed a records classification scheme for the system. This study aims to review the case of A organization, which recently developed an in-house records management system and established information strategy planning to adopt a customized business management system after establishing a business reference model throughout the organization, and suggests the directions of the electronic record production system for public organizations.

A Study on the Survived Records Related to Building Cheongnamdae (청남대 건립 관련 잔존 기록물 조사 연구)

  • Cheongnamdae is public building which was built in 1983. Cheongnamda had been used for the exclusive villa for Presidents of Korea from then until 2003 when it opened to the public. Because of public building, public records would have been produced during the construction process. The records of public institutions are generally managed and destroyed according to retention schedule. Considering the retention schedule of those days, it is more likely that most of records which would show the accountability about building Cheongnamdae do not remain. But regardless of retention period, those records may be left, so we need to confirm existence of the records. The purpose of this study is to examine whether the records related to the construction remain or not. For the examination, I make a list of the records which are supposed to be created during the construction process. Then I identify whether those records are preserved in records-creating institutions or national archives or not. And I suggest the selection strategy of the records of existing public buildings and show the direction for managing the records of public buildings to be built.

  • Korean archival community had continuously dealt with attempts at weakening the core of records and archives principles in the name of deregulation. In 2015, Korean government announced revisions of the Archives Law in order to boost uses of commercial records facilities by public institutions. As key concepts were unclear and understandings among stake-holders varied, a considerable degree of chaos and anxiety aroused. The amendment itself was held at National Assembly. The unresolved disputes rested, however, waiting for another attempt of similar nature. As the recognition propelled this paper, it aimed at reviewing major contending arguments and proposing future actions.

Managing Information as Records Asset : Public Records Policies in the Digital Transformation Era (디지털 전환 시대의 공공기록정책 기록자산으로서 정보의 관리)

  • The E-government Act is in the complete revision process to promote the digital information preservation of the administrative information systems although the preservation of digital information in public sectors is now being regulated by the Public Records Act. In this challenging situation reconstruction of the public records policies has become a task that can no longer be delayed. The current public records policies are insufficient to manage various forms of digital information. The purpose of this study is to suggest the directions of the public records policies in digital transformation era. To this end, it analyze the recent changes in public records policies in the U.K. and Australia as leading models. The analysis derives four trends such as; i) extending management policies from declared records to all information, ii) adopting digital continuity policy, iii) managing information as records asset, and iv) establishment of information governance systems at national level.

A Study on the Establishment of a Local Archive in Daegu Metropolitan City (대구광역시 지방기록물관리기관 설립 방안에 관한 고찰)

  • In the 1990s, the Korean government enacted the Act on the Management of Records in Public Institutions to produce and register records. Since then, through the revision of the act in 2006, it was wholly amended into the "Public Records Management Act," which presented significant changes with regard to the functions and roles from the former act. According to the new act, there are 17 metropolitan governments subject to the legal obligation of a local archive installation, but most of them are not planning for the establishment of local archives except Seoul and Gyeongsangnam-do in 2018. Therefore, this study surveyed 12 among the 14 record centers, which are the institutes that Daegu local archive will have managed, The current status of records management was analyzed, and records more than 30 years in the institutes were investigated.

  • This study aims to propose a lifecycle cost model for electronic records & archival management. For this purpose, the study identified cost elements based on analysing public records & archival management activities and proposed cost factors for management by applying data gathered from records centers & archives. The study employed various methods: desk research, activity analysis, a cost information survey and interviews with experts in digital preservation, and records/archival management. The study made the first step to the cost studies in electronic records management in Korea. It is expected to update the CoMMPER model and redefine activities of electronic records management. Further case studies based on the model is required.

  • In South Korea the records management system nationwide has been developed based on 'the Act on public agencies' records management' which was first enacted in 1999. Furthermore, 'the Act on public records management 2006' has shifted a paradigm of records management to the digital records world. In this context, the records management standard, KS X ISO 15489 has a profound significance. Based on the principle of that there should not be any conflict between nationwide records management laws and standard, this study explores a meaning of the standard and discusses contradictive elements between the laws and standard. On the basis of the main contents of the standard's five categories, the study analyzes the laws in comparison with the standard. As a result, the study provides remedies for the current records management law and discusses a prospect of records management strategies in the 21st Century.

A Case Study on the Improvement of Nonelectronic Records Management System for University Archive (대학기록관의 비전자기록관리시스템 개선사례 연구)

  • With the enactment of the "Public Records Management Act" in 1999 and its revision in 2020, a records management system was established in the domestic public institutions. However, as the focus is on the management of public records, there are difficulties in managing the historical records of the university archives controlled by the nonelectronic records management system. To overcome these difficulties, this study looked at the case of Pusan National University Archives, which attempted to improve the function of the nonelectronic records management system using the "University Innovation Support Project." In particular, it is a case in which the function of the nonelectronic records management system was improved, catalogs reflecting the characteristics of resources were produced, and then the shelves were organized. It is hoped that the improvement of the nonelectronic records management system in Busan National University Archives will provide a positive direction for related organizations facing similar difficulties in the future.

A Study on the Management of Copyright Information for Increasing the Free Use of Government Publications as Public Works (공공저작물로서 정부간행물 자유이용 촉진을 위한 저작권정보 관리에 관한 연구)

  • This study aims to suggest measures for handling copyright information on government publications during records and archives management to use them freely as public works according to Article 24-2 of the Copyright Act in Korea. Through email interviews with 17 records managers, persons in charge of government publication management, and government staff with experience in production from April 4 to June 13, 2022, this study determined the current situations and problems related to producing and managing copyright information on government publications. Based on the interview findings, this research suggested the following. First, Article 24-2 of the Copyright Act must be revised to apply the Korea Open Government License (KOGL) type 1 mandatorily to all public works. Second, a cooperative system for managing copyright information on government publications should be established to improve their production and management effectiveness. Third, copyright information, such as authors, copyright holders, copyright duration, information on the copyright property transfer, public works status, and reasons for nonpublic works, must be managed through records and archives management systems. Fourth and last, information on public works must be provided during the registration number application for government publication so that everyone can access the full texts of the publications on the National Archives of Korea website.

  • A public enterprise is part of the public sector, and public enterprises possess entrepreneurship. However, the characteristics of a public enterprise have not been reflected in the public records management system. In 2011, the ISO 30300 Series, a records management system, was developed. This indicates a more comprehensive management approach with regard to records management. Moreover, an introduction of the certification system of the ISO 30300 Series is expected. Therefore, this study reviews the characteristics of public enterprises and the necessity of introducing a records management system as well as analyzes the factors for its introduction. It also suggests an improved evaluation index and the requirements for public records management.
