인공지능(Artificial Intelligence: AI)이 사물인터넷, 빅데이터, 엄청나게 빠른 컴퓨팅 파워와 결합하고 있다. 이에 따라 인공지능이 인간과 같은 수준의 인지능력을 갖추게 되어 가까운 장래에 개인비서 기능뿐만 아니라 기업의 의사결정이나 고객관리를 비롯한 모든 비즈니스 부문에서 큰 역할을 할 것으로 기대된다. 해외의 주요 기술업체들은 AI를 핵심 R&D 분야로 삼고 각기 Application Programming Interface(APIs) 및 클라우드 서비스를 통한 인공지능 기술의 대중화에 힘쓰고 있으며, 개발자들은 이들 도구를 각자의 애플리케이션에 통합함으로써 수익기회를 창출하고 있다. 국내에서도 대기업 및 공공 R&D를 중심으로 인공지능 기술개발이 추진되고 있으나 관련 시장참여자 전체를 견인할 수 있는 기본 생태계 조성을 위한 정부의 지원이 필요한 상황이다. 본 연구는 인공지능 시장동향과 IBM 인공지능 생태계에 대해 개관하였으며, AI 산업체 의견을 반영한 국내 인공지능 산업 활성화 생태계 조성을 위한 제언으로 AI 플랫폼 지원, 인력문제 해결 그리고 공유의 장 마련이 필요하다는 점을 제시하였다.

시스템 엔지니어링은 현대사회에서 성공적인 프로젝트의 실현을 가능케 하는 하나의 개발 방법론으로 선진국에서는 정부, 공공기관, 방위산업체, 민수산업체 등에서 도입하여 시스템 개발 프로젝트를 전수명주기에 걸쳐 효율적이고 체계적으로 관리하고 있다. 시스템 검증 및 확인 프로세스는 시스템 엔지니어링의 핵심 요소 중의 하나로서 고객이 요구하는 시스템 요구사항들이 프로젝트 전수명주기에 걸쳐 올바르게 충족이 되었는가를 입증하고 확인하는 일련의 활동으로 구성된다. 본 논문에서는 국외의 연구 사례들을 조사하여 이러한 검증 및 확인 활동의 독립성이 시스템 개발 사업에 어떠한 긍정적인 효과를 발생시키는지를 분석하였다.

한국건설품질협회가 지난 7월 18일 건설회관에서 CS9001품질경영시스템과 AQUA품질평가시스템 제도 도입을 위한 공청회를 개최하고 국제수준의 품질기준 마련에 들어갔다. 최근 들어 건설시장 개방에 따라 국제수준의 품질기준으로 국내 고객을 보호하고, 기능인력의 품질확보 능력을 배양 시켜 해외와 국내공사의 품질격차를 해소, 국가 경쟁력을 강화하고 하자보수 비용 감소로 건설업체의 질적 향상은 물론, 재무 건전성을 향상시키기 위한 시스템이 요구됨에 따라 한국건설품질협회가 CS9001 및 AQUA품질평가시스템 제도 도입에 들어간 것. 이 시스템이 도입될 경우 발주자는 품질의 공신력 확보, 품질확보 계약적 근거 유지가 가능하고 시공자는 실패비용의 최소화, 협력업체 기능품질 강화 등이 기대된다. CS9001, AQUA시스템의 적용범위는 중급품질관리 대상공사로 총공사비 100억원이상 건축 시설물로 초기에는 주거시설만 우선 적용하고 공공 및 민간공동주택 중 공사비 100억원이상에 적용할 예정이다.CS9001품질경영시스템, AQUA품질평가시스템에 대해 알아본다.

최근 들어, 정보 광고 디스플레이 (Digital Signage)는 영상 재현 및 IT 기술 발전으로 비약적 성장을 거듭하고 있다. 기업들의 마케팅이나 광고, 트레이닝 효과 및 고객 경험을 유도할 수 있는 커뮤니케이션 도구로써 공항이나 호텔, 병원 등 공공 장소에서 방송 프로그램뿐 아니라 특정한 정보를 함께 제공하는 디지털 영상 장치로써 다양하게 사용되고 있다. 현재는 기존 상업용 디지털 정보 디스플레이(DID)에 주요 기능을 제어할 수 있는 소프트웨어나 관리 플랫폼까지 종합적으로 공급하는 형태로 시장에 공급되고 있다. 현재 거의 대부분의 프로그램은 플래시를 이용하여 정보를 일방적으로 전달하는 모습을 하고 있어 사용자의 요구나 다양한 정보의 표현에 제약이 많았다. 본 논문에서는 사용자와의 쌍방향 통신을 유도를 통하여 광고의 예술성뿐 아니라 정보제공의 기능까지도 동시에 만족시킬 수 있는 은닉형 광고 디스플레이 제품 정보 표현 기법을 제안한다. 구체적으로 예로써 Histogram shifting 을 이용한 QR 코드 은닉을 통해 영상에서 사용자가 원하는 제품에 대한 QR 코드를 숨기고 표출하는 방법을 보인다.

The National Research and Development(R&D) has put a greater emphasis on development of a market- and customer-oriented technology and its commercialization in the market. To promote commercialization of technologies invented through the national R&D, many governmental and public organizations have been offering various assistance programs. In spite of these assistance programs, the commercialization rate of the Korean national R&D outcomes is relatively lower than other advanced countries including the United States and European countries. Thus, this paper analyzed 24 R&D commercialization assistance programs which are provided by several institutions in the four different nations. As a result of analysis, we recommended the areas for improvement in the Korean R&D commercialization assistance programs. Also we suggested a framework driving an effective collaboration among the institutions assisting commercialization, the institutions funding and managing R&D, and the people performing R&D.

최근 지식정보 사회는 IT가 핵심 구성요소인 스마트 사회로 변모하고 있으며, 인간과 사물 간 의사소통에서 사물과 사물 간 의사소통까지 확장하고, IT간 융합에서 나아가 타 산업과 융합하는 지능형 사회로 나아가고 있다. '공간'에 대한 정보는 '시간'과 함께 인간이 생활하는데 있어 반드시 알아야 하는 가장 근본적인 정보로써, 공간에서 발생하는 정보를 기반으로 다른 사람들과 소통을 하고 목적을 충족함으로써 삶의 질을 향상시킨다. 현대 사회에서 공간정보는 중요한 인프라 가치를 증대시키므로 새로운 사회 패러다임 전환을 위한 필수적인 요소라 할 수 있다. 따라서 본 연구에서는 수재해 정보 플랫폼 구현에 앞서 사용자의 니즈를 만족시키고 효용가치 증대가 가능하도록 공간정보서비스 활용 방안 연구를 하고자 한다. 공간정보는 시대의 흐름에 따라 형태 및 생산?활용방법이 달라졌으나 항상 중요한 정보로 인식되어 왔으며, 미래 공간정보는 단순 콘텐츠 영역을 뛰어넘어 상황(Context)정보까지 범위를 확장하였다. (1)미국의 공간정보는 시설, 기록관리 및 지도와 같은 공공분야에서 현재는 업무통합관리, 의사결정지원 등에서 데이터 웨어하우스(Data Warehouse)로서의 역할 담당한다. (2)일본은 아시아 최고의 원천기술력을 보유하고 있으며, 높은 수준의 GIS, RS(위성항측), ITS(지능형 교통 시스템) 기술을 기반으로 하고 있다. (3)영국은 지리정보시스템과 공공서비스를 접목하여 시민의 요구에 부응하는 고객맞춤형서비스 제공을 국가정보화의 우선과제로 선정하고 있다. (4)우리나라는 초고속통신망과 모바일 기술 등 세계 최고 수준의 인프라를 확보하고 있어, 이러한 인프라 기반융 복합 공간정보서비스를 이용하는데 안정적인 기반을 확보하고 있다. 본 연구는 국내외 공간정보서비스의 패러다임 변화 및 추진 동향 등을 제시하였으며, 수재해정보 플랫폼 활용에 능동적 적극적으로 접근할 수 있는 기반을 마련하였다. 공간정보서비스를 활용하여 커뮤니케이션 강화, 수재해 정보 서비스의 효율성 증진, 재해부문 선진화 측면에서 발전적 영향을 미칠 수 있으며, 특히 각종 현안에 대한 미래 예측 및 대응에 기여할 것으로 판단된다.

The purpose of this study is to classify the quality attributes of service quality for the elderly in public libraries, derive satisfaction coefficients and dissatisfaction coefficients, and present the priority improvement of service quality. To this end, a survey was organized with 22 questions from LibQUAL+ for elderly users who use library in uiseong-gun, gyeongsangbuk-do. Quality factors for service were classified into three areas of LibQUAL+ based on the kano model, and the satisfaction index and dissatisfaction index felt by users for each service quality were calculated through timko's customer satisfaction coefficient. Based on this, a Potential Customer Satisfaction Improvement index (PCSI index) was obtained to determine how much user satisfaction can be improved when actual requirements are met. As a result of classification of quality attributes of service quality, it was classified into 9 attractive quality, 7 one-dimensional quality, 1 indifference quality, and 5 must-be quality. In the improvement ranking for service, the first place was 'making electronic resources accessible from my home or office', the second place was 'print and/or electronic journal collections I require for my work' and the third place was 'a library web site enabling me to locate information on my'. It is expected that the study results can be used to present quality factors that should be managed and improved first when providing services for the elderly.

As a new form of the public procurement method, that is BTL(Build-Transfer-Lease) was introduced in 2005, it has consequently created a new form of emerging business, so called BTL Project Management firms. As a key participant of BTL projects, PM firms play an important role in securing the projects. But due to the short history of BTL, the identity of BTL PM firms has not been widely understood. The objective of this paper is to investigate major characteristics of BLT PM firms for better understanding of the emerging business.

With the rapid development of the Internet, public agencies and private companies introduced 'IT outsourcing in order to maintain and repair the information systems. Also they have utilized the SLA in order to manage it. Although IT outsourcing as a way to promote effective SLA are being introduced, the introduction of service level agreements or those introduced universal effectiveness did not demonstrate in the public agencies. The importance of outsourcing in the information systems is growing, but the increase in size of the business information, IT technology diversification, expansion of information between systems interconnection, information system operating and maintenance costs with the increase of information systems to streamline operations, increase the need for versatility is growing gradually. In this paper we investigates IT outsourcing in public agencies as a way to promote effective service level agreement(SLA) with the introduction and consideration, and through the application of SLA mutual customers and IT service organizations make a clear point of management and IT service levels and IT services for improved mind and strengthen the effectiveness of preventive activities can be seen.

Recently large amounts of customer information has leaked ranging from public institutions to the large-scale of portals, and similar information leakage incidents owing to the absence of personal information management have subsequently occurred. Therefore, the security infrastructure in which leakage of internal data can be blocked fundamentally is emerging as a key issue. An integrated identity and access management architecture which performs user access and its rights management, authentication and audit of the business systems is more important to improve the efficiency of business. In addition, this approach is emerging as a safe and effective ways for identity and access rights management. In this paper, we analyze how an integrated approach for identity and access management to improve the efficiency of the computational work and to strengthen the security in local government administration should be constructed, and proposed the preferred solution.
