정부는 중소건설업체의 공공공사 입찰참여를 확대하기 위해 주계약자 공동도급제도를 확대 시행하고 혁신도시건설사업에 지역의무공동도급을 확대하기로 했다. 대형건설사의 입찰참여 하한액을 상향하고 최저가공사의 저가투찰을 막기 위한 보완방안도 마련했다. 정부는 지난해 12월 8일 이명박 대통령 주재로 개최된 '제76차 국민경제대책회의'를 열고 이같은 내용의 공공부문 동반성장 추진대책을 확정했다.

Since construction management(CM) was recognized as a formal procurement route by law in 1995, it is interesting to observe the trend of its increasing adoption. Particularly in the public sector, local government clients more adopted the CM Procurement route than central government clients. The objective of this paper is to investigate and analyse the motivation of local government clients in selecting the CM procurement route. It is important to understand such motivation for achieving a better understanding of public client's CM needs and for promoting CM business in the public sector.

정부는 '건설부문 투자 지원방안'을 마련하고 지난 6월 13일 발표 했다. 이 지원 방안은 건설산업 경쟁력 제고를 위한 제도개선과 함께 공공 및 민간부문의 SOC 투자 확대를 통해 건설투자 활성화를 뒷받침하는 내용을 담고 있다. 또한 하도급업체에 저가수주 부담 전가를 방지하고 원·하도급자간 상생협력을 위한 하도급업자의 보호를 제도적으로 보완하는 방안 마련이 있다.

This study was aimed to suggest a management strategy of GHG emissions for the public organizations in land and housing costruction sector. As public organizations' businesses are characterized as 'public' and 'comprehensive', these characteristics should be considered in scoping emissions, setting-up reduction target, building GHG inventory, and establishing management system. Since public organizations' activities in construction sector involve a wide range of social infrastructure construction projects, it is not easy to account their actions to reduce GHG emissions quantitatively. Therefore, this study suggested that a twofold approach is suitable for public organizations in construction area, classifying the measurable reductions and the immeasurable actions according to the their business characteristics. To give a concrete example, a GHG emission management system for the Korea Land and Housing Corporation (LH) was proposed.

제조업과 유통업 등을 대상으로 했던 '한국서비스품질우수기업 인증'이 건설업 부문으로 확대되면서 건설업계의 관심이 커지고 있다. 서비스품질우수기업 인증제도는 기업 및 국가 경쟁력 제고와 소비자의 삶의 질 향상 및 권익보호를 위해 서비스 품질에 대해 이뤄지는 유일한 정부 인증으로 재단법인 키캄연구소(KICAM : 한국건설경영연구소)가 절차를 진행하고 지식경제부 기술표준원이 인증서를 발급해 준다. 2001년 시행된 이래 현재까지 800여 개 제조 유통업체 및 공공기업이 인증을 획득했고, 지난 9월부터는 고객서비스를 중시하는 건설산업 구조변화를 반영해 건설부문에도 시행됐다. 건설업 서비스품질 인증은 아파트 분양에서부터 입주, 사후관리까지 모든 단계의 사전 사후서비스 프로세스는 물론 서비스 품질문화 달성을 위한 리더십 등 추진력 부문, 고객만족 추진체계 등 시스템 부문, 서비스 경영성과 부문 등을 평가지표에 따라 종합 심사하게 된다. 특히 현장평가와 고객평가, 그리고 암행평가를 토대로 기술표준원 인증심사위원회에서 1000점 만점에 800점(중소기업은 700점) 이상을 획득한 기업에 한해 우수기업으로 인정해 준다. 건설업 서비스품질 인증제도에 대해 살펴본다.

As the government has enforced recently the policies on the distribution of the housing, the construction cost of multi-family housing projects has increasingly become very sensitive and political issue. However, it is difficult to predict the construction cost in planning and design phase of the project because the Bill of Quantity of the multi-family housing projects was composed of breakdown structure based on each work package. To predict the construction cost in planning and design phase for multi-family housing projects in more effective and reasonable way, this study developed the cost breakdown structure based on spaces using Delphi method. The Cost Breakdown Structure (CBS) based on spaces for multi-family housing projects basically consists of three parts: (i) Building part; (ii) Non-building part; and (iii) Additional part. The characteristics of spaces in multi-family housing projects are fully taken into consideration. Then these three parts were subdivided into work packages in terms of work tasks. Additionally, the usefulness and effectiveness of Space CBS in this paper were validated by analyzing the BOQs of several collected sample projects and matching with Space CBS afterwards.

우리나라 전체 온실가스 배출량을 2020년까지 배출 전망치(BAU) 대비 30% 줄이기로 한 것에 맞춰 각 부문과 업종이 분담해야 할 감축 목표량이 정해 졌다. 수송 부문이 34.3%로 감축률이 가장 높고 다음은 건물 26.9%, 발전 26.7%, 공공 기타 25% 순이다. 관심을 끌었던 산업 부문 온실가스 배출량 감축률은 18.2%로 정해졌다. 폐기물은 12.3%이고, 농림어업은 상대적으로 부담이 덜하도록 5.2% 감축률을 배정받았다. 정부는 이같은 내용의 '부문별 업종별 연도별 국가 온실가스 감축목표'를 지난 7월 12일 국무회의에서 확정했다.

This study is intended to examine the types of U-public service that can be introduced to the public sector by making an empirical analysis on Chungju City public officials. Specially, to analyze the public officials' recognition of the types of ubiquitous public service that can be introduced to the public sector, this study investigates the utility and necessity of ubiquitous information technology when making use of it in terms of administrative concepts. To achieve study purpose, this study examines what type of U-public service is highly likely to be applied and basically has to be applied when ubiquitous information technology is applied to the current environment of Chungju City in stages.

국토해양부(장관 정종환)는 한국토지주택공사(LH)의 노후 영구임대주택 중 7개 단지, 8,808세대를 대상으로 지난 4월 23일부터 그린홈 시범사업(120억)에 들어갔다. 2025년까지 제로에너지 주택건설을 목표로 한 저탄소 녹색성장을 위한 그린홈 건설추진 사업의 일환으로 지난 해 10월 신규 공동주택(20세대 이상)에 대해 그린홈 건설을 의무화[("친환경 주택 건설기준 및 성능"('09.10월 국토해양부 고시)] 하는 건설기준이 마련되었다. 이에 따라 국토부는 기존주택의 그린홈화를 위해 금년부터 우선적으로 공공부문의 노후화된 영구임대주택을 그린홈 개선 시범사업으로 개보수 시행에 들어간다고 밝혔다.
