A Study on the Evaluation System for NGIS (국가GIS사업 평가체계 구축방안 연구)

  • National Geographic Information Systems(NGIS) started from 1995 has greatly contributed to building GIS infrastructures and developing GIS industries. To evaluate effectiveness and achievement of NGIS, it is required to build a policy evaluation model for NGIS. This study examined prior research works on GIS policy evaluation system and analyzed limitations of them. Then, it established a model for NGIS evaluation system. The study will contribute to removing unnecessary and duplicate efforts in NGIS project by providing an efficient mean for relict evaluation. It will also heir successful implementations of NGIS.

  • Overseas Expansion is essential to expand domestic geospatial industries in a state of saturation. But current overseas expansion method has be limited to expand global market. Inter-industries convergence strategies may be most resonable alternative to expand global market through raising expansion possibility to developing countries with ODA funds and to developed countries with converging global competitive industries. This research analyzed the industry to develop a suitable way fusion between these industries. As a result, easiness of convergence, confidentiality of information, complementarity of poor infrastructure, responsiveness of various demands and sustainability of system are needed to successful convergence on multiple industries. This convergence framework is consists of geospatial convergence common framework based on cloud computing, inter-industries convergence model and institutional supporting system for overseas expansion.

Line Matching Method for Linking Wayfinding Process with the Road Name Address System (길찾기 과정의 도로명주소 체계 연계를 위한 선형 객체 매칭 방법)

  • The road name address system has been in effect in Korea since 2012. However, the existing address system is still being used in many fields because of the difference between the spatial awareness of people and the road name address system. For the spatial awareness based on the road name address system, various spatial datasets in daily life should be referenced by the road names. The goal of this paper is to link the road name address system with the wayfinding process, which is closely related to the spatial awareness. To achieve our goal, we designed and implemented a geometric matching method for spatial data sets. This method generates network neighborhoods from road objects in the 'road name address map' and the 'pedestrian network data'. Then it computes the geometric similarities between the neighborhoods to identify corresponding road name for each object in the network data. The performance by F0.5 was assessed at 0.936 and it was improved to 0.978 by the manual check for 10% of the test data selected by the similarity. By help of our method, the road name address system can be utilized in the wayfinding services, and further in the spatial awareness of people.

A study on the Open System Environment and NGIS Standards (개방형 환경과 국가지리정보체계(NGIS) 표준화)

  • The standardization of NGIS emerges as an important subject because of the needs for sharing information and assuring of information inter-operability. The standardization could be developed by refering OSE/RM, which is promoted internationally, that the corresponding national standards are required. The standardization of NGIS, that has been promoting, consists of standardization of national electronic base-map and common data exchange format. The process for standardization of base-map has been taken in the area of feature-attribute code and data modeling. In the area of common data exchange format, we have been accepted the accommodation of international standards as the national standard.

Effects of categorization on linguistic spatial representation and non-linguistic spatial representation (언어적 공간표상과 비언어적 공간표상에서의 범주화의 효과)

  • 공간적 관계정보(spatial relation)가 언어적 표상시스템과 비언어적 표상시스템에서 어떻게달라지는가를 범주화 모델의 원형이론 모델을 적용하여 알아보고자 하였다. 이전의 연구들에 따르면 공간적 관계정보에 대한 프로토타입이 언어적 범주와 비언어적 범주에서 다르다는 연구 결과(Crawford 등 2000, Huttenlocher 등 1991)와 동일하다. (Hayward & Tarr 1995)는 상반된 연구 결과가 제기되고 있다. 하지만 이전 연구들에서의 문제점은 언어/비언어 표상체계 간의 편향을 통제하지 못했기 때문에 과제에 따라 서로 다른 결과가 나온 것이라고 볼 수 있다 본 연구에서는 두 대상간의 관계정보를 문장으로 제시한 조건, 그림으로 제시한 조건, 그리고 두 조건을 혼합한 조건을 사용하여 편향에 의한 효과를 제거하고자 하였다. 실험은 각 조건에 따라 짝으로 구성된 자극을 학습한 후 검사자극을 공간적 관계정보를 다양하게 하여 학습자극과 동일한지 아닌지를 판단하게 하였다. 실험결과 관계정보를 언어적으로 제시한 조건과 비언어적으로 제시한 조건간에 대상의 위치에 따른 반응시간의 경향성에서 차이가 없었으며, 대상이 단어인지 그림인지에 따라서 반응시간에서 통계적으로 차이가 나타났다. 그리고 두 표상체계에서 공간적 관계에 대한 프로토타입을 분석한 결과 수직축을 중심으로 전형성 효과가 나타나는 것을 알 수 있었다.

  • The purpose of this study is to measure of importancy on functional technologies of 4S. This study is significant to both developer and users, since there is little research pertaining functional technologies for 4S. In this paper, we classify functional technologies for 4S with due regard to standards of ISO. Then we analysis the frequency of importance each technologies in the view of developer and users. This research can improve the usability of 4S' products with stable and reliable.

The Establishment of Service Cloud Based Expansion and Developing Plan for National Spatial Data Infrastructure (서비스 클라우드 기반 국가공간정보통합체계 확대발전방안 수립)

  • The construction of National Spatial Data Infrastructure (NSDI) started from 2008 and was completed at 2012, with the aim of co-utilizing public agencies' national spatial information by integrating and linking. Despite the existence of the NSDI, an update of spatial data is not fully reflected because the spatial information has not been updated simultaneously by NSDI and public agencies. By examining the public agencies' services using the spatial information, a national budget is wasted because the re-usable similar services are duplicated. These issues could be solved by adopting a cloud system, whose concept is co-utilizing IT resources, to the NSDI. This study examined the service cloud based expansion and development plan for NSDI. The plan included an implementation strategy for a spatial information service cloud system and an establishment plan for a governance system. The service scenarios, concept diagram, and service functions for the system were derived in a system implementation plan. For the service functions, the unit functions of two modules were proposed and specific functions were derived. In the establishment of a governance system, the business roles and business processes were defined for organizations managing service cloud based NSDI. The business role and process were defined and derived by each service life-cycle step. With the proposed system implementation plan, a detail system design and composition of the organization could be possible, and a service cloud-based NSDI system could be implemented.

An Open Source GIS Based Planning Support System for Abandoned, Vacant, and Underutilized Land (유휴공간 분석을 위한 오픈소스 GIS 기반의 계획지원체계)

  • After entering a more stable growth phase since the 2000s, new urban development has become smaller and fragmented and interiors of existing cities are aging and becoming underutilized. Therefore, using vacant and underutilized land in urban area has high value in national urban policies in terms of compact urban development and circular land use management. To do so, it is necessary to develop scientific research methods and tools to better understand the characteristics and potential of vacant and underutilized land. The main goals of the study are as follows. First, this research aims to develop a pilot system for analysis and assessment of abandoned, vacant, and underutilized space. The pilot system will act as a scientific policy support measure to systematically identify vacant and underutilized space. Busan Metropolitan City, with a variety of vacant and underutilized space, was selected as the case study area. The second goal is to develop a planning support system for abandoned, vacant and underutilized Land using open source GIS software, uDig. GIS based decision support systems or planning support systems to resolve spatial problem is not a new innovation, but using open source GIS provides new opportunities and potential. To conclude, the research will derive implications for future work.

웹 저장공간 임대서비스의 사용자 만족 결정요인 연구

  • 인터넷과 정보기술의 발전은 디지털 자료에 대한 저장방식에 변화를 가져왔으며 이것은 인터넷 웹 저장공간 임대서비스라는 새로운 비즈니스 유형을 창출시켰다. 사이버 저장 공간 및 자료를 상호 공유 할 수 있는 점과 고가의 저장 매체를 소유할 필요가 없다는 장점으로 웹 저장공간 임대서비스 서비스의 수요가 급증하고 있으며, 이러한 서비스에 대한 체계적인 연구가 필요한 시점이다. 본 연구에서는 인터넷 웹 저장공간 임대서비스가 사용자에게 정보 저장 공간을 대여해주는 서비스라는 개념하에, 사용자 만족을 이끌 수 있는 웹 저장공간 임대서비스 특성에 대해 실증연구를 수행하였다. 연구의 결과는 사용자의 만족에 영향을 미치는 웹 저장공간 임대서비스의 서비스 품질은 유형성과 신뢰성, 대응성 요인으로 나타났다. 따라서 웹 저장공간 임대서비스를 제공하는 기업은 서비스에 대한 시각적인 디자인과 사이트의 기술수준을 높이고, 사이트 구조에 대해 사용자 측면에서 편리하게 이용할 수 있도록 구성하여야 할 필요가 있다. 또한 사용자가 신뢰할 수 있도록 개인 정보 및 공유 자료의 보안성 및 보유정보의 체계화에 비중을 두어야 한다. 마지막으로 사용자들의 요구사항에 즉각 대응할 수 있도록 정보전달 채널을 강화할 필요가 있음을 지적하였다.
