Control Policy for the Land Remote Sensing Industry (미국(美國)의 지상원격탐사(地上遠隔探査) 통제제탁(統制制度))

  • Land Remote Sensing' is defined as the science (and to some extent, art) of acquiring information about the Earth's surface without actually being in contact with it. Narrowly speaking, this is done by sensing and recording reflected or emitted energy and processing, analyzing, and applying that information. Remote sensing technology was initially developed with certain purposes in mind ie. military and environmental observation. However, after 1970s, as these high-technologies were taught to private industries, remote sensing began to be more commercialized. Recently, we are witnessing a 0.61-meter high-resolution satellite image on a free market. While privatization of land remote sensing has enabled one to use this information for disaster prevention, map creation, resource exploration and more, it can also create serious threat to a sensed nation's national security, if such high resolution images fall into a hostile group ie. terrorists. The United States, a leading nation for land remote sensing technology, has been preparing and developing legislative control measures against the remote sensing industry, and has successfully created various policies to do so. Through the National Oceanic and Atmospheric Administration's authority under the Land Remote Sensing Policy Act, the US can restrict sensing and recording of resolution of 0.5 meter or better, and prohibit distributing/circulating any images for the first 24 hours. In 1994, Presidential Decision Directive 23 ordered a 'Shutter Control' policy that details heightened level of restriction from sensing to commercializing such sensitive data. The Directive 23 was even more strengthened in 2003 when the Congress passed US Commercial Remote Sensing Policy. These policies allow Secretary of Defense and Secretary of State to set up guidelines in authorizing land remote sensing, and to limit sensing and distributing satellite images in the name of the national security - US government can use the civilian remote sensing systems when needed for the national security purpose. The fact that the world's leading aerospace technology country acknowledged the magnitude of land remote sensing in the context of national security, and it has made and is making much effort to create necessary legislative measures to control the powerful technology gives much suggestions to our divided Korean peninsula. We, too, must continue working on the Korea National Space Development Act and laws to develop the necessary policies to ensure not only the development of space industry, but also to ensure the national security.

Intertidal DEM Generation Using Satellite Radar Interferometry (인공위성 레이더 간섭기술을 이용한 조간대 지형도 작성에 관한 연구)

  • High resolution intertidal DEM is a basic material for science research like sedimentation/erosion by ocean current, and is invaluable in a monitoring of environmental changes and practical management of coastal wetland. Since the intertidal zone changes rapidly by the inflow of fluvial debris and tide condition, remote sensing is an effective tool for observing large areas in short time. Although radar interferometry is one of the well-known techniques for generating high resolution DEM, conventional repeat-pass interferometry has difficulty on acquiring enough coherence over tidal flat due to the limited exposure time and the rapid changes in surface condition. In order to overcome these constraints, we tested the feasibility of radar interferometry using Cosmo-SkyMed tandem-like one-day data and ERS-ENVISAT cross tandem data with very short revisit period compared to the conventional repeat pass data. Small temporal baseline combined with long perpendicular baseline allowed high coherence over most of the exposed tidal flat surface in both observations. However the interferometric phases acquired from Cosmo-SkyMed data suffer from atmospheric delay and changes in soil moisture contents. The ERS-ENVISAT pair, on the other hand, provides nice phase which agree well with the real topography, because the atmospheric effect in 30-minute gap is almost same to both images so that they are cancelled out in the interferometric process. Thus, the cross interferometry with very small temporal baseline and large perpendicular baseline is one of the most reliable solutions for the intertidal DEM construction which requires very accurate mapping of the elevation.

Region Growing Method for Calculating Unmeasured Rate of Aerial LiDAR Data (항공라이다의 결측률 산출을 위한 영역확장 기법)

  • The airborne LiDAR which was introduced in the early 2000's provides the point data. The new methods for the verification of LiDAR materials with high accuracy which is different from the existing airborne survey are needed. In accordance with the rules of airborne laser survey which were enacted in 2009, the verifications by three methods of Unmeasured Rate and point accuracy, point density have been executed, and Unmeasured Rate is to evaluate the rate for the presence of points within uniform grids except non-reflective areas such as watershed areas. For the calculation of Unmeasured Rate, non-reflective areas should be removed by all means, and in case of normal LiDAR materials, as there are scant points for watershed areas, watershed areas should be divided by additional spatial information. So, in this study, the watershed areas were extracted using domain extension technique from the high resolution CIR images of 0.3m grade. In addition, in order to compare the accuracy of Unmeasured Rate calculated, the comparative analysis of the Unmeasured Rate calculated by digital maps has been done. In conclusion, we found that 1I1e accuracy of Unmeasured Rate extracted by domain extension technique is similar to the value extracted by digitizing technique.

Restoration of Missing Data in Satellite-Observed Sea Surface Temperature using Deep Learning Techniques (딥러닝 기법을 활용한 위성 관측 해수면 온도 자료의 결측부 복원에 관한 연구)

  • Satellites represent cutting-edge technology, of ering significant advantages in spatial and temporal observations. National agencies worldwide harness satellite data to respond to marine accidents and analyze ocean fluctuations effectively. However, challenges arise with high-resolution satellite-based sea surface temperature data (Operational Sea Surface Temperature and Sea Ice Analysis, OSTIA), where gaps or empty areas may occur due to satellite instrumentation, geographical errors, and cloud cover. These issues can take several hours to rectify. This study addressed the issue of missing OSTIA data by employing LaMa, the latest deep learning-based algorithm. We evaluated its performance by comparing it to three existing image processing techniques. The results of this evaluation, using the coefficient of determination (R2) and mean absolute error (MAE) values, demonstrated the superior performance of the LaMa algorithm. It consistently achieved R2 values of 0.9 or higher and kept MAE values under 0.5 ℃ or less. This outperformed the traditional methods, including bilinear interpolation, bicubic interpolation, and DeepFill v1 techniques. We plan to evaluate the feasibility of integrating the LaMa technique into an operational satellite data provision system.

  • 요즘 측량분야에서 Geomatics 또는 Geoinformatics라는 새로운 용어가 대두되고 있다. 해외의 유수 기관 및 대학교에서도 측량이라는 학과명 또는 기관명을 Geomatics라는 용어로 교체하고 있으며, 이는 측량분야의 다양화와 학제간 연구수행의 필요성을 반영하는 것이다. 최근 45로 일컬어지는 GPS, 원격탐사(RS), GIS, ITS의 경우 각기 독자적인 영역을 구축하기보다는 상호 보완적인 역할을 하며 통합되어 가는 추세이다. 1950년대에 기본적인 위성관측기술 및 계산 기술의 개발을 시작으로 1980년대에 이르러서는 위성 기술은 측지학 및 측량 분야에 적용되기 시작했다. 그 대표적인 것이 GPS(Global Positioning System)로 기존의 천체측정학 방식을 대체하는 유용한 위치결정 수단으로 사용되기 시작했다. DNSS로부터 시작된 GPS는 측지 측량분야, 지구물리학분야, 항법 및 교통, GIS Mapping, 기상 및 해양, 재난 및 레저, 인공위성 궤도결정 등 다양한 분야에 적용되었으며, 특히 2000년 5월 1일 SA가 해제되면서 그 활용도는 더욱 증가하고 있다. 위성원격탐사의 경우 초창기에 중ㆍ저해상도의 다중분광영상에서 시작하여 그 해상도가 꾸준히 향상되어 오늘날 0.61 미터급 고해상도 위성인 QuickBird 위성이 발사되어 운용 중에 있다. 위성영상의 공간해상도, 분광해상도, 방사해상도는 향후 계속 향상될 것이며 이에 따른 방대한 데이터의 처리 문제 및 하드웨어/소프트웨어 지원에 대한 연구가 수반되어야 할 것이다. GPS 및 원격탐사(RS)는 더 이상 독자적인 영역으로서가 아니라 Geomatics를 이루는 중요한 분야로서 타 시스템과의 보완적인 관계로서 통합되어 나갈 것이다. 이를 위해서는 공간정보에 대한 표준화 및 데이터 처리, 통합, 시스템 구축을 위한 기술적 연구가 계속 진행되어야 할 것이다.분 공부상면적보다 늘어났다. 2. 좌표의 이동량이 일률적이지 못하므로 기초점에 대한 문제라고 생각되며, 따라서 도해지적을 수치지적으로 전환함에 있어서 가장 우선되어야 할 사항이 기초점 정비라 하겠다.승이 뚜렷하였다. 따라서 비파 착즙액 첨가 기능성 yoghurt 제조시 비파 착즙액을 10% 첨가하여 혼합 starter로 Str. thermophilus와 Lac. acidophilus 혼합균주를 사용하는 것이 이들 유산균의 증식에 가장 적합한 것으로 나타났다.타났다..297, 0.293, 0.205에서 50일 경과 후 0.612, 0.472, 0.898로 비살균에서 높은 값을 보였다. 따라서 비살균의 경우 저장말기에 TBA값이 높아지는 경향을 보였다. 5. L값은 살균처리의 경우 저장 30일 이후 약간 어두워지는 경향을 보였고, 121$^{\circ}C$ 살균처리에서 높은 값을 보였다. 대체로 저장온도가 높고 저장기간이 길어질수록 약간 밝아지는 경향을 보였다. 적색도는 인삼 첨가구의 경우 상온 및 냉장저장에서 10$0^{\circ}C$ 살균이 121$^{\circ}C$ 처리구 보다 약간 높은 값을 보였다. 저장기간에 따른 적색도의 변화는 인삼과 송이 첨가구에서 비교적 안정적이었다. 황색도는 상온 및 냉장저장에서 저장기간에 따라 약간 감소하는 경향을 보인 후 상온저장 50일 째, 냉장 60일 째 가장 높게 나타났다. 121$^{\circ}C$ 살균처리구가 10$0^{\circ}C$ 처리구보다 약간 높은 경향을 보였다.^{\circ}C$$,에서는 20시간 가열시 0.706$\mu\textrm{g}$/kg으로 가장 높게 생성된 후 서서히 감소하였다. 그러나 산값과 공액이중산값은 계속 증가하는 양상을 나타냈다. 즉 B(a)

The Design of Transform and Quantization Hardware for High-Performance HEVC Encoder (고성능 HEVC 부호기를 위한 변환양자화기 하드웨어 설계)

  • In this paper, we propose a hardware architecture of transform and quantization for high-perfornamce HEVC(High Efficiency VIdeo Coding) encoder. HEVC transform decides the transform mode by comparing RDCost to search for the best mode of them. But, RDCost is computed using the bit-rate and distortion which is computed by transform, quantization, de-quantization, and inverse transform. Due to the many calculations and encoding time, it is hard to process high resolution and high definition image in real-time. This paper proposes the method of transform mode decision by comparing sum of coefficient after transform only. We use BD-PSNR and BD-Bitrate which is performance indicator. Based on the experimental result, We confirmed that the decision of transform mode can process images with no significant change in the image quality. We reduced hardware area by assigning different values at the same output according to the transform mode and overlapping coefficient multiplied as much as possible. Also, we raise performance by implementing sequential pipeline operation. In view of the larger process that we used compared with the process of reference paper, Our design has reduced by half the hardware area and has increased performance 2.3 times.

Detection of Urban Trees Using YOLOv5 from Aerial Images (항공영상으로부터 YOLOv5를 이용한 도심수목 탐지)

  • Urban population concentration and indiscriminate development are causing various environmental problems such as air pollution and heat island phenomena, and causing human resources to deteriorate the damage caused by natural disasters. Urban trees have been proposed as a solution to these urban problems, and actually play an important role, such as providing environmental improvement functions. Accordingly, quantitative measurement and analysis of individual trees in urban trees are required to understand the effect of trees on the urban environment. However, the complexity and diversity of urban trees have a problem of lowering the accuracy of single tree detection. Therefore, we conducted a study to effectively detect trees in Dongjak-gu using high-resolution aerial images that enable effective detection of tree objects and You Only Look Once Version 5 (YOLOv5), which showed excellent performance in object detection. Labeling guidelines for the construction of tree AI learning datasets were generated, and box annotation was performed on Dongjak-gu trees based on this. We tested various scale YOLOv5 models from the constructed dataset and adopted the optimal model to perform more efficient urban tree detection, resulting in significant results of mean Average Precision (mAP) 0.663.

NDVI Based on UAVs Mapping to Calculate the Damaged Areas of Chemical Accidents (화학물질사고 피해영역 산출을 위한 드론맵핑 기반의 정규식생지수 활용방안 연구)

  • The annual increase in chemical accidents is causing damage to life and the environment due to the spread and residual of substances. Environmental damage investigation is more difficult to determine the geographical scope and timing than human damage investigation. Considering the reality that there is a lack of professional investigation personnel, it is urgent to develop an efficient quantitative evaluation method. In order to improve this situation, this paper conducted a chemical accidents investigation using unmanned aerial vehicles(UAV) equipped with various sensors. The damaged area was calculated by Ortho-image and strength of agreement was calculated using the normalized difference vegetation index image. As a result, the Cohen's Kappa coefficient was 0.649 (threshold 0.7). However, there is a limitation in that analysis has been performed based on the pixel of the normalized difference vegetation index. Therefore, there is a need for a chemical accident investigation plan that overcomes the limitations.

  • Real-time target signal processing techniques for FMCW LiDAR are described in this paper. FMCW LiDAR is gaining attention as the next-generation LiDAR for self-driving cars because of its detection robustness even in adverse environmental conditions such as rain, snow and fog etc. in addition to its long range measurement capability. The hardware architecture which is required for high-speed data acquisition, data transfer, and parallel signal processing for frequency-domain signal processing is described in this article. Fourier transformation of the acquired time-domain signal is implemented on FPGA in real time. The paper also details the C-FAR algorithm for ensuring robust target detection from the transformed target spectrum. This paper elaborates on enhancing frequency measurement resolution from the target spectrum and converting them into range and velocity data. The 3D image was generated and displayed using the 2D scanner position and target distance data. Real-time target signal processing and high-resolution image acquisition capability of FMCW LiDAR by using the proposed parallel signal processing algorithms based on FPGA architecture are verified in this paper.

National Disaster Management, Investigation, and Analysis Using RS/GIS Data Fusion (RS/GIS 자료융합을 통한 국가 재난관리 및 조사·분석)

  • The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.
