한국의 사회적금융지원제도에 관한 탐색적 연구

  • 정부는 2018.2.8일 국정현안점검조정회의를 통해 국무조정실, 금융위원회, 기획재정부, 고용노동부, 중소벤처기업부 등 관계부처 합동으로 "사회적금융 활성화 방안"을 최종 확정하였다. 한국의 사회적금융은 보조 기부행위가 아닌 투자 융자 보증 등 회수를 전제로 사회적기업, 협동조합, 자활기업, 마을기업 등 사회적경제기업에게 다양한 자금을 지원하는 금융활동 전반을 말한다. 현재 민간의 자발적인 금융지원활동도 일부 있으나, 정부 공공재원 중심으로 기존의 서민금융진흥원의 사회적기업 신용대출, 중진공의 정책자금 대출, 신보 지신보 특례보증, 사회적기업 모태펀드 등 중기 서민 정책금융체계내의 사업이 대다수를 차지하고 있는 실정이다. 한국의 사회적금융은 미국과 일본, 영국 등의 선진국에 비하면 이제 태동기로서, 사회적경제기업은 자금 공급부족, 제도 금융권에서의 소외 등 자금조달에 큰 애로를 겪고 있다. 따라서, 공공부문 주도로 자금공급을 확대하고 있으나, 사회적경제기업의 자금수요에는 아직도 크게 미치지 못하는 상황이다. 특히, 지원방식이 짧은 만기, 대출 보증에 편중되는 등 사회적경제의 특수성에 대한 고려가 미흡하여 수요-공급 간 미스매치도 큰 상황과 자금수요자와 투자자를 이어주는 사회적금융 중개기관, 사회적성과 평가 등 시장 인프라도 전반적으로 크게 미비 되어 있어 민간의 참여를 제약하는 것도 그 이유이다. 본 연구에서는 한국의 시회적금융지원제도의 전반적인 현장의 실태를 중심으로 실무적인 측면에서 분석 및 향후과제를 도출하여 관계기관 등에 정책적인 시사점을 제공하고자 한다.

  • The goal of the construction work in the past was to improve the efficiency through cost reduction and shortening the construction period. However, the importance of safety management has recently been emphasized, and the Ministry of Employment and Labor has set a goal of reducing the number of deaths caused by industrial accidents by half. As a result, institutional and legal improvements are pursued and the need for safety is emphasized. However, most construction companies, except for some large construction companies, are lacking in safety management. So, In this paper, we design and implement a safety management system for construction site using smart helmets and beacons.

  • Before the delivery platform was established, when consumers ordered by phone to the store, a rider hired by the store directly delivered it or delivered it through a delivery agency. However, as the food service culture develops, delivery platforms grow and more people seek convenience, making it difficult to see orders without delivery platforms now. When ordering using the delivery platform in this way, there is a shortage of riders and a negative effect of increasing delivery costs for supply. Therefore, we propose a joint delivery chat app to solve the problems of the current delivery system and reduce delivery costs.

  • 한국통합 물류협회에 따르면 총 택배 물량은 2020년은 약34억 개, 2021년은 약36억 만 개로 매년 꾸준히 성장하였다. 택배 물류센터에서 택배를 고객에게 전달시키기 위해서는 포장, 검수, 진열, 파지, 상차, 하차 등 많은 공정이 필요하다. 고용 인력의 부족, 인건비 상승, 부상의 위험, 높은 노동의 강도 등의 문제가 발생하였고, 소비자들의 입장에서도 제품 손상 또는 배송 지연 등의 여러 가지 문제를 야기해왔다. 본 논문은 로봇과 자율주행 기술을 활용하여 상품의 분류 및 배송과정을 자동화 하는 '스마트 물류창고 시스템'을 제안한다. 컨베이어 벨트를 이용해 택배물품의 분류를 자동화하고 자율주행 차량을 통해 배송을 하게 되고 DB를 통해 물품을 관리하게 되어 효율적인 운영을 가능하게 하고 경제적 손실을 줄인다. 적외선 센서, 바코드 센서를 이용해 컨베이어 벨트 구동 및 물품의 정보를 알 수 있으며 서보모터로 물품을 분류한다. 또한 입출고 차량이 명령을 통해 물품을 자동으로 입고 및 출고하여 DB에게 물품의 정보를 전송한다. 스마트 물류창고 시스템을 통해 인건비 절감, 오 배송, 물품 파손 등이 사라지게 되고 물류창고 뿐만 아니라 다양한 분야에서 적용 할 수 있을 것이다.

Systemic Analysis on Hygiene of Food Catering in Korea (2005-2014) (Systemic analysis 방법을 활용한 국내 학교급식 위생의 주요 영향 인자 분석 연구(2005-2014))

  • A systemic review on the factors affecting food catering hygiene was conducted to provide information for risk management of food catering in Korea. In total 47 keywords relating to food catering and food hygiene were searched for published journals in the DBpia for the last decade (2005-2014). As a result, 1,178 published papers were searched and 142 articles were collected by the expert review. To find the major factors affecting food catering and microbial safety, an analysis based on organization and stakeholder were conducted. School catering (64 papers) was a major target rather than industry (5 pagers) or hospitals (3 papers) in the selected articles. The factors affecting school catering were "system/facility/equipment (15 papers)", "hygiene education (12 papers)", "production/delivery company (6 papers)", food materials (4 papers)" and "any combination of the above factors (9 papers)". The major problems are follow. 1) The problems of "system/facility/equipment" were improper space division/separation, lack of mass cooking utensil, lack of hygiene control equipment, difficulty in temperature and humidity control, and lack of cooperation in the HACCP team (dietitian's position), poor hygienic classroom in the case of class dining (students'), hard workload/intensity of labor, poor condition of cook's safety (cook's) and lack of parents' monitoring activity (parents'). 2) The problem of "hygiene education' were related to formal and perfunctory hygiene education, lack of HACCP education, lack of compliance of hygiene practice (cook's), lack of personal hygiene education and little effect of education (students'). 3) The problems of "production/delivery company" were related to hygiene of delivery truck and temperature control, hygiene of employee in the supplying company and control of non-accredited HACCP company. 4) The area of "food materials" cited were distrust of safety regarding to raw materials, fresh cut produces, and pre-treated food materials. 5) In addition, job stability/the salary can affect the occupational satisfaction and job commitment. And job stress can affect the performance and the hygiene practice. It is necessary for the government to allocate budget for facility and equipment, conduct field survey, improve hygiene training program and inspection, prepare certification system, improve working condition of employees, and introducing hygiene and layout consulting by experts. The results from this study can be used to prepare education programs and develop technology for improving food catering hygiene and providing information.

Socio-Economic Factors Affecting the Health and Nutritional Status of the Aged (노인의 건강과 영양상태에 영향을 미치는 사회경제적 요인분석)

  • Various kinds of living circumstances are making population structure of Korean changed. That is, number of the children is decreased and that of the aged is increased. It is predicted that population of the children and the aged will be almost same until 2020. With above, as the expectation of the aged on healthy living might be increased, some special programs for the aged will be needed strongly. At this point, Korean aged population might be economically poor, comparing with other generation. In general, economic factor affects the subjective living-satisfaction and health status of them. Moreover, educational status, household shape and family tieing also affect their health status. According to the foreign articles, health status of the aged might be related to income, educational status, job, employed or/not, marital status, family structure, sex, and childhood condition. decrease of the income or unemployment could make the death rate of the aged higher. During childhood, discordance among the family might affect their health status after. IGUR is also important factor to affect the adulthood health. Positive life style of the aged would lessen their unequality of the health among them. Nutritional status of the Korean aged population might be indicated under the nutritional recommendation.   • As the capital of knowledge becomes more important than traditional capital like land or labor in the 21st century, the most competitive resource for corporations is knowledge. Furthermore, corporations may evaluate and improve latent knowledge of 'intellectual capital(IC)' within organizations, which will enhance their performance in the future. However, most Korea Distribution Companies have evaluated only tangible assets, ignoring latent capital. Since enterpreneurs have recognized that they cannot explain the difference between maret value and book value, the major advanced states lead to more sophisticated techniques to evaluate IC value. Although it is extremely important and urgent to evaluate IC value, the indexes of evaluating IC have never been examined and have been adopted by many corporations. Therfore, this study intends to develop a index for IC valuation. This study hopes to give some insights into the practical use of intellectual capital for the Korea Distribution Companies and help them develop a strategic perspective to enhance their competitiveness.

Factors that Explain the Lag in Building High-growth Firms in Women (여성의 고성장기업 창업이 저조한 원인)

  • Research on OECD and Korea have shown that high-growth startups are the keys to job creation and that these companies are very important for economic growth. Given that the large-scale entry of women into the labor force accelerates economic growth and women have far lower levels of participation in growth-oriented entrepreneurship than men do, accelerating female entrepreneurship could have positive effects on the Korean economy. This paper uses data from several databases to do a comparison analysis between women's and men's start-ups to explore the factors that explain the lag in building high-growth firms among women. Women startups make up nearly 34% of startups(defined as less than 7 years of establishment), but only 6% of high-growth startups. Women rarely own large businesses, reflecting their low levels of initial capital and outside financing. Regardless of gender, entrepreneurs face many of the same challenges in starting businesses, but this study shows three primary factors for female entrepreneurs that lead to a less high-growth startup: a greater financing gap than for men(this gap is more apparent for high-growth firms), a lack of ideas, knowledge, and experience(related to the lack of mentorship), and lastly the difficulty maintaining a work-life balance. The findings are very similar with those found in studie's in the US(financing gap, work-life balance, and lack of mentorship). Further studies are required to identify more specific factors behind the gender gap in ideas, knowledge, and experience.

Promoting College Graduate Students Motivating Entering on Small and Medium Sized Company : Based on the Expectation Value Theory (대학졸업생들의 중소기업 취업촉진 방안에 관한 연구 : 기대가치이론을 중심으로)

  • While small and medium-sized companies are suffering from a shortage of workers as a result of social tendency to avoid those companies, college graduates still prefer large companies or governmental positions, which consequently results in inconsistencies in the demand and supply of work forces. The gap between them is getting so bad that employment difficulties are exacerbating. Accordingly this study tries to search for potential employee's expected value factors which make people select small and medium companies not big companies. A survey was conducted from October 1 to october 30, 2012 with university students in the Seoul metropolitan area. a total of 350 questionnaires were distributed and 335 were collected. of these, 332 questionnaires were used for data analyses excluding questionnaires with missing values. Data was analyzed by frequency, descriptive factor, reliability, and regression with SPSS win 18.0 program The result of this study were as follows. A factor analysis extracted four factors comprising small and medium companies, which we named career(factor 1), working environment(factor 2), working achievement(factor 3), job security (factor 4). This study showed that small and medium companies' preference were affected by the career, working environment, job security, corporate reputation, salary.

Radiologic Equipment and Technicians according to the Distribution of the Population (인구 분포에 따른 방사선 장비 및 종사자에 관한 고찰)

  • Purpose: The purpose of this paper is to provide basic data in order to systemize the management of demand and supply of radiologic technicians, to pursue a fair regional distribution of educational institutions, and furthermore to keep reasonable medical treatment and fee. This research was carried out through the investigation of radiologic equipments and technicians according to the distribution of the population. Materials and Methods: We compared and analyzed the correlation between regional population, the number of clinics and hospitals, the number of medical imaging devices, and the number of radiologists and radiologic technicians in 5 cities without "Gu" administrative units in 2008. Results: 27,317 radiologic technicians have been produced since the administration of the national qualifying exam for radiologic technicians. About 18,000 radiologic technicians are currently working. There are 39 colleges or universities with Departments of Radiology and the admission quota is 2,120 students excluding one college. The ratio of radiologic equipments to radiologic technicians is 2.6 to 1. Conclusion: There is a dilemma in which some radiologic technicians fail to find appropriate jobs while some clinics or hospitals are in need of radiologic technicians. This dilemma is due to unreasonable regional discrepancies in pay system and welfare situation, and excessive profit-oriented recruiting system of clinics and hospitals. The increase of students of Radiologic Departments and approval of additional departments will end up with producing superfluous high academic degree holders, which is on the contrary to the government policy to produce more job opportunities. So the policy of increasing Radiologic Departments should be reconsidered.
