A Trend Analysis and Policy proposal for the Work Permit System through Text Mining: Focusing on Text Mining and Social Network analysis (텍스트마이닝을 통한 고용허가제 트렌드 분석과 정책 제안 : 텍스트마이닝과 소셜네트워크 분석을 중심으로)

  • The aim of this research was to identify the issue of the work permit system and consciousness of the people on the system, and to suggest some ideas on the government policies on it. To achieve the aim of research, this research used text mining based on social data. This research collected 1,453,272 texts from 6,217 units of online documents which contained 'work permit system' from January to December, 2020 using Textom, and did text-mining and social network analysis. This research extracted 100 key words frequently mentioned from the analyses of data top-level key word frequency, and degree centrality analysis, and constituted job problem, importance of policy process, competitiveness in the respect of industries, and improvement of living conditions of foreign workers as major key words. In addition, through semantic network analysis, this research figured out major awareness like 'employment policy', and various kinds of ambient awareness like 'international cooperation', 'workers' human rights', 'law', 'recruitment of foreigners', 'corporate competitiveness', 'immigrant culture' and 'foreign workforce management'. Finally, this research suggested some ideas worth considering in establishing government policies on the work permit system and doing related researches.

An Improvement Plan and Analysis on Employment Realities of Foreign Construction Workers under the Employment Permit System (고용허가제 도입에 따른 외국인근로자의 고용실태 분석 및 개선방안)

  • Recently there has been a trend of hiring more foreign labors in the Korean construction sites after the introduction of the government policy for foreign workers since 2007, called Employment Permit System(EPS). With the trend in the sites, the skilled and unskilled foreign workers would have become a main resource in the construction site workforce. This study aims to analyzing the effectiveness and the reality of working status for the foreign workforce. In doing so, both mail questionnaire survey and face to face interview with site managers and foreign labors in 38 apartment construction sites around Seoul region have been performed. The results of survey has been compared to the former research, which has been done for foreign labors hired under the old government policy, called Industrial Trainee System. This study found that there still exist many problems in reality of utilizing foreign workers in the sites, and proposed various recommendations for the effective use of foreign labors in the Korean construction industry.

Organizational Citizenship Behaviors of Low-Skilled Immigrant Workers under Employment Permit System: Integrating Cultural Adjustment and Social Support Perspectives (일반 고용허가제 저숙련 이주근로자들의 조직시민행동: 사회적 지원과 문화적 적응 시각의 적용)

  • The Employment Permit System (EPS), a system of bringing in low-skilled foreign workers, has been implemented since 2004 to relieve labor shortages in SMEs. Despite the increasing number of foreign workers under this system, due to lack of research we have very limited managerial understanding. Moreover, previous studies focused on economic or legal perspectives, which calls for a different perspective of business and management. In this study, we examined how to foster organizational citizenship behaviors (OCB) of low-skilled immigrant workers at the workplace by integrating two analytical frames-social support from management studies and cultural adjustment from immigrant literature. We tested our model using a sample of 661 immigrant workers from 11 countries working in Korea. Our results indicated that, social support perception triggered not only a direct effect on organizational citizenship behaviors of immigrant workers but also indirect effects via the level of cultural adaptation. Our findings indicated that two views are all meaningful in explaining OCB of immigrants, and provided practical implications to SMEs using EPS.

  • 최장 3년 동안 내국인과 동일한 수준의 대우를 외국인 근로자에게 보장하는 '외국인근로자의고용등에관한법률'안이 지난 7월 31일 임시국회 본 회의에서 통과됐다. 이에 따라 지난 10년 동안 이주근로자 인권문제와 국내 인력과의 동일 대우에 따른 경영비용의 증가 논란도 마침표를 찍게 됐으며, 불법으로 외국인 근로자를 고용하며 가슴을 졸이면서 산업연수생 제도의 변두리를 맴돌던 사업주들은 합법적으로 외국인 근로자를 고용할 수 있는 틀이 마련됐다.

  • The wages of migrant workers about the rational discrimination and equal treatment have been treated partially. Foreign workers are also discussed in terms of the productivity and rational discrimination, but it is very limited. The Business community has been persisting that the minimum wage system for foreign workers should be excluded. Unlike local workers, migrant workers are relatively in that position with limited work place, a limited period of time to provide labor for the purpose of wage, in that points, the gap of the reality and the laws surrounding wages can be identified. This is expressed the conflicts and distress between employers and workers. Meanwhile, wages and equal treatment on the part of the study have been discussed, but it is hard to be organized clearly. Be related to this study, it will have a limitation. In this paper, since the employment permit system was enforced, the status of wages and distress and the factor of conflicts between the employer and the foreign worker examine and suggest the improvement plan for the law regarding wage.

A Study on the Institutional Improvement for the Employment Stability of Foreign Workers in the Construction Industry (건설업의 외국인 근로자 고용안정을 위한 제도적 개선방안 도출 연구)

  • Purpose: This study was designed to provide necessary institutional improvements for job security for foreign workers in the domestic construction sector. Method: I analyzed the National Statistical Office and related reports to investigate the status of foreign workers. Based on this, the government came up with measures to improve the system. Results: Based on the current comparative advantage index (RCA) analysis, the technology standard of foreign workers compared to Korean workers was evaluated, and the results were analyzed in order of moldwork, rebar, concrete work, stone work, and waterproof work. Conclusion: A foreign worker's work system was introduced to solve the problem of local Lunar New Year's Day field manpower. To ensure stable implementation of the system, there is a need to improve the operation of the employment permit system at construction sites and limit the size of the construction industry that introduces the employment permit system.

성산업에 유입된 이주여성 인권실태

  • 한국의 성산업에 외국에서 이주해온 여성들이 유입되기 시작한 것은 1990년대 중반부터이다. ‘한국외국인관광시설업협회’는 1996년부터 예술흥행사증 발급을 편법적으로 활용하여 필리핀 여성들과 구 소련계 여성들을 성매매 목적으로 도입하였다. 그 후 한국정부는 외국인 공연허가제 규제를 완화의 일환으로 폐지하고, 외국인 연예인을 수입하는 절차를 대폭 간소화하여 인력수입업자들은 일정한 시설요건만 갖추면 쉽게 근로자파견사업허가를 받도록 하였다. 즉, 국내에서 일하는 외국인 연예인은 국내공연 기획사에 고용된 근로자로서 공연업소에 파견되는 근로자로 자리매김한 것이다. 그러나 그들은 실상 공연을 하는 것보다 성적 서비스를 하도록 강요당하며 인권의 사각지대에 놓여 있다.
