An Analysis on the Effect of Industrial Technology R&D Investment on Employment (산업기술 R&D 투자의 고용창출효과 분석)

  • Under the diagnosis of low employment rate and low growth, the government regards the creation of new jobs through the creative and innovative R&D as an important national plans. This study attempts to measure the employment creation effect of R&D investment of industrial technology by using input-output analysis used in domestic and international broadly. The employment effect can be divided into employment inducement effect and direct employment effect. As a result of the analysis, The employment creation effect of R&D investment of government industrial technology is measured to be 8-12 peoples per 1 billion KRW investment. This results mean that government R&D investment is a effective policy for employment creation. And it is necessary to establish R&D policies that reflect the technical characteristics of the employment creation effect. In short term, it is important that the government invest the superior technology of total employment and direct employment as essential means of employment creation by selection and concentration strategy. In mid-long term, the government should focus on technology spread as technology transfer and opening innovation strategy for employment creation to support superior technology of employment inducement. The results of this study can be used in analysis on the employment creation effect related to industrial technology R&D.

An Analysis on Employment Multiplier Effects of Conglomerate and Small-to-Medium Enterprises within An Information & Communication Activity-Commodity Model (정보통신 활동.상품모형을 통한 대기업과 중소기업의 고용창출효과 분석)

  • 이글은 한국은행 산업분류 세분류 404 부문 중 정보통신부문에 해당하는 (1) 유선통신기기, (2) 무선통신 및 방송기기, (3) 컴퓨터 및 주변기기, (4) 통신시설, (5) 초고속망서비스, (6) 부가통신, (7) 소프트웨어 개발 공급, (8) 컴퓨터관련 서비스 분야를 중심으로 대기업과 중소기업의 고용창출 효과를 활동 상품 틀이라는 분석도구를 이용해 파악해 보는데 있다. 분석결과, 정보통신 분야별 산업활동에 대응하는 대기업의 고용승수는 컴퓨터 관련 서비스업 (0.0196), 소프트웨어 개발공급업 (0.0186), 유선통신기기업 (0.0152), 통신시설업 (0.0146), 컴퓨터 및 주변기기업 (0.0132) 등의 순으로 높게 나타났다. 그리고 정보통신 분야별 산업활동에 대응하는 중소기업의 고용승수는 통신시설업 (0.0165), 컴퓨터 빛 주변기기업 (0.0151), 유선 통신기기업 (0.0143), 컴퓨터관련서비스업 (0.0126) 등의 순으로 높게 나타났다. 이와 같이 분석된 정보 통신 분야별로 대기업과 중소기업의 고용창출효과는 현실적으로 직면해 있는 IT 분야의 고용창출 문제를 해결하는데 중요한 정보로 활용될 수 있을 것으로 판단된다.

Regional Characteristics of Job Creation by Gazelle-firms (지역별 가젤형 기업의 고용창출 특성 분석)

  • Interest in gazelle-firms, which contribute to sustained job creation, is increasing. This study aims to analyze the regional characteristics of employment by gazelle-firms in terms of job quality as well as job quantity. Furthermore, the characteristics by industry for each type are compared. The major results are as follows. First, the regional characteristics of job creation are varied in terms of the quantitative and qualitative aspects. Second, it is found that the characteristics by industry for each type are different. Therefore, each type should have discriminative strategy. These results provide policy implications that gazelle-firms' policies should be tailed to regional characteristics in order to foster gazelle-firms more effectively.

Tax Incentives for Job Creation and Employment Retention (고용창출과 고용유지를 위한 조세지원제도의 개선방안에 관한 연구)

  • This study is aimed at suggesting the establishment strategy of human resource development through the tax support system under the "Tax incentive limitation law" provided for job creation and employment retention, by which the improvement measurements for utility maximization. The study results are briefly summarized as follows: At first, It's necessary to permit overlapping deduction of the tax favor for encouragement of job creation and employment retention, i.e. tax exemption and tax credit, and to exclude a company from the object for the alternative minimum tax application for maximization of the effect on employment inducement. Secondly, It's necessary to establish tax exemption and a tax credit on the surplus of the minimum wage standard. At last, It's also necessary to abolish, or expand the sunset period of tax support on a large scale to enhance the predictability of human resources management. These discussion are made through the convergence both employment policies and tax laws.

Effects of Knowledge-based Startups on Employment Growth (지식기반산업 창업기업의 고용창출 효과)

  • As unemployment rises and economic growth slows, interest in startups, which is considered to be the driving force of job creation, is increasing. This study aimed to analyze the employment effects of knowledge-based startups in South Korea. In particular, startups were divided into three categories (knowledge-based manufacturing, knowledge-based service, and other industries) and the region were divided into the capital region and the other regions. The result of the analysis, which used census on Establishments Data from Statistics Korea(KOSIS), showed that the employment effects of startups change in three steps over time. When new firms were created, employment increases instantly. However, as the competition among firms increases, some firms exit the market and employment decreases. In the long-term, some firms will survive the market competition and increase their firm size and the number of jobs they offer. The total employment effect was greater for knowledge-based startups than the other industries startups. The total employment effect of knowledge-based startups are 2.84%p for the period of 6 years. Startups in the Capital region showed higher employment effect than startups in other regions. This implies that in the capital region, employment increases more after the startups are created, but due to fierce competition, employment also decreases relatively more than it does in other regions. However, companies that survive competition create more employment. This study may give some policy implications that startup policies should be tailored to the startup's type and regional characteristics in order to achieve more effective job creation performance.

The Achievement of The Employment-oriented Welfare State (고용중심 복지국가의 고용과 재정 성과)

  • This study explores the effectiveness of employment-oriented welfare state by analyzing the mediating role of employment rate on the relationship between public welfare effort and fiscal soundness. Notably, this study considers the quality of employment into the analysis: part-time work, involuntary part-time work and low-wage work in analysis. The data sample consists of 18 OECD countries which initiated employment-oriented welfare strategy after the crisis of welfare state. An analysis was conduct based on Baron & Kenny(1986)'s method and panel two-stage model to handle the endogeneity problem. The results show that while the high level of public welfare effort negatively affects the fiscal soundness if it contributes to boosting employment rates, it has positive effects on the fiscal soundness. However, when the incidence of involuntary part-time employment and low-wage employment is high, the mediating impact of employment rate on the fiscal soundness disappears. This study argues that unless the quality of employment is taken into consideration, the positive effect of employment-oriented welfare state strategy to improve the fiscal soundness is not fully guaranteed.

A Comparative Study on the Employment Creation Effect of FinTech Industry in Korea and USA (한국·미국 핀테크(FinTech) 산업의 고용창출효과 비교 연구)

  • This study aims to explore the development of FinTech industry in Korea by comparing and analyzing the effect of job creation in the FinTech industry in Korea and the US. The industry Input-Output table used in the analysis used WIOD, which is composed of the same industrial classification and monetary unit in both Korea and the US. For the analysis, the FinTech industry is composed of ICT sector and financial sector as one industry. This study also compares the employment creation effect in the ICT sector and the financial sector, in addition to the FinTech industry, in order to distinguish the FinTech industry characteristics of the two countries. As a result of the analysis, when the investment or production of 1 million US dollars was made in the FinTech industry in Korea, the employment inducement effect was 11.33 and the employment inducement effect was 9.47, indicating a total employment creation effect of 20.8 persons. In the United States, the Direct employment effect was 8.07 and the indirect employment effect was 7.72, indicating that the employment creation effect was 15.79. However, as a result of classification by the average employment creation effect of the national economy, Korea 's FinTech industry is classified as indirect employment advantage with a high indirect employment inducement effect and the United States is classified as an employment creation advantage with high both direct and indirect employment inducement effect.

The Job Creation Effect of Government R&D Expenditures in Korean Manufacturing Sector (정부연구개발투자의 제조업 고용창출효과에 관한 실증분석)

  • The objectives of this paper are to analyze the effect of government R&D expenditure on employment in the Korean manufacturing sector in which employment is rapidly declining. According to the results of our empirical analysis, government R&D expenditure decreases the level of employment in Korean manufacturing sector in short term period, but it has positive effect on employment by compensation effect in the middle and long term period. Second, the effect of private R&D expenditure on job creation is three times larger than that of government R&D expenditure. Third, costs of labor and capital has negative effect on employment. This study is believed to help understanding the relation between R&D expenditure and employment, and providing policy implications of how to plan and manage government R&D expenditure as a tool of job creation.
