Social Consensus among Two sides of Industry and the Government and its Implication for Disability Policy (노.사.정 사회적 합의가 장애인 복지정책에 주는 함의)

  • This research is based on the assumption that Korea's social consensus among two sides of industry and government on Feb. 2 '98 was not just temporary response to the economic crisis caused by International Monetary Fund financial fund. Some arguments on the applicability of social democracy and corporatism and D. Donnison's perspective on Democratic Socialism are employed in search of an appropriate social consensus model for Korean situation. In the process of analyzing Korean situation in historical context it becomes apparent that there is embryo of stable social consensus beyond the level of tentative social cooperation to overcome the economic crisis. The next step applying the social consensus model to the employment policy for people with disability levels up empirical and theoretical validity of this research. It casts some implications for disability labour market which demands another kind of social consensus among people with disability, employers and the government. These implications include a desirable solution for hard lives of unemployed people with disability in economic difficulties and current policy issues facing Korean government.

  • 정부는 지난 10월 12일 "성장 고용 복지"의 선순환을 통해 우리 경제가 2020년까지 선진국으로의 도약 및 선진국 수준의 고용률 70% 목표 달성을 위한 국가고용전략을 발표하고, 이에 따른 5대 과제를 선정했다. 정부가 마련한 일자리 희망 5대 과제는 (1) "지역 기업"이 주도하는 일자리 창출 (2) 공정하고 역동적인 노동시장 구축 (3) 일 가정 양립 상용형 일자리 확대 (4) 생애 이모작 촉진 (5) 일을 통한 빈곤탈출 지원 등이다. 이번 국가고용전략에는 건설업 맞춤형 대책이 포함돼 건설업계도 적지 않은 변화를 가져올 전망이다. 고용노동부는"건설업에서 고질적 문제로 지적돼 온 과도한 노무비 삭감, 유보임금, 숙련기능인력 부족, 불법 외국인 근로자 사용 등에 대한 근본적인 개선방안을 마련할 방침"이며 특히 정부 발주 공사의 경우 근로자 노무비를 사전에 공사원가에 반영하는 방안을 협의 중에 있다.

Regional Characteristics of Job Creation by Gazelle-firms (지역별 가젤형 기업의 고용창출 특성 분석)

  • Interest in gazelle-firms, which contribute to sustained job creation, is increasing. This study aims to analyze the regional characteristics of employment by gazelle-firms in terms of job quality as well as job quantity. Furthermore, the characteristics by industry for each type are compared. The major results are as follows. First, the regional characteristics of job creation are varied in terms of the quantitative and qualitative aspects. Second, it is found that the characteristics by industry for each type are different. Therefore, each type should have discriminative strategy. These results provide policy implications that gazelle-firms' policies should be tailed to regional characteristics in order to foster gazelle-firms more effectively.

Policy Options for Minimizing the Dead Zone of the Korean Employment Insurance System (고용보험제도 사각지대 해소를 위한 정책대안의 검토)

  • This paper reviews the uncovered people of the Korean Employment Insurance System (EIS) and analyzes policy options for minimizing the dead zone of the EIS. There are several policy options such as subsidizing insurance premium to employers and employees of small companies, extending coverage of excluded groups, relaxing qualifications of unemployment benefits and increasing benefit period and level, introducing the unemployment assistance system, introducing the unemployment insurance savings account system, extending coverage to non-wage workers and individualizing package services. According to the survey to the specialists and comparative evaluation criteria, the best policy option to minimize the dead zone of the EIS was to activate individualizing package services of intensive consultation, job place services, tailored vocational training, income support, daycare services, etc. to cure complex employment barriers of job seekers.

The employment duration at first return-to-work of injured workers (산재근로자의 재해 이후 첫 복귀직장에서의 고용지속기간)

  • This study aims to investigate the employment duration and the probability of quitting the job at first return-to-work of injured workers. This study collected data with structured questionnaires and finally included 515 injured workers. The Kaplan-Meier method is used for describing the employment duration, and the Cox regression is used to identify significant factors on the probability of quitting the job at first return-to-work. The results show that among the all respondents, the 5.65% quitted the job within 1 month, 14.14% within 3 months, 23.7% within 6 months, and 32.81% within 1 years. The Cox regression results show that the probability of quitting the job at first return-to-work is significantly affected by age, marital status, education, employment period when happened the accident, job retention, income change, and classification of diseases. As a result, some implication and policies are suggested for the return-to-work and employment durability of injured workers.

Status in Employment in the Agricultural Sector and Analysis Demand Factors : Evidence from Gangwon, South Korea (강원도 농업부문 고용인력 실태 및 수요 결정요인 분석)

  • 계획적이고 안정적인 영농을 위해 영농작업 인력을 확보하는 것은 매우 중요하다. 하지만 농가인구의 감소로 인한 농업인력 확보의 어려움과 농업노동 임금의 지속적인 증가는 경영주에게 이중의 고통이 되고 있다. 따라서 본 연구에서는 농가처분가능소득이 전국에서 가장 높은 강원도를 지역 표집으로 선정하여 Bivariate Probit 모형을 이용해 내국인과 외국인 고용의 상호 관계를 고려한 고용인력 수요 결정요인을 살펴보았다. 분석결과, 첫째, 3개월 이상 노동력을 고용하는 농가들의 경우 내국인 고용수요와 외국인 고용수요 간에는 양(+)의 상관관계가 있는 것으로 나타났다. 둘째, 전형적인 도시근교 농업의 특징을 나타내는 춘천시에 비해 강원도내 타 지역 농가들은 다른 변수들이 일정할 경우 내국인과 외국인의 고용수요가 증가하는 것으로 나타났다. 셋째, 젊은 경영주일수록 내국인 상시 고용에 대한 수요가 높고, 농가조직에 참여하고 있는 농가일수록 자가노동 확률은 0.13% 감소하고, 상시 농업 노동력에 대한 수요가 증가하는 것으로 나타났다. 이러한 분석결과를 종합한 농업 노동력 확보를 위한 정책적 시사점으로는 첫째, 상시고용된 농업인력들을 대상으로 국내외 문화 차이를 인지하고, 내국인 노동자와 외국인 노동자간의 협력 네트워크 구축을 위한 영농교육 확대가 필요하다. 둘째, 각 지역별로 내국인 또는 외국인 노동자의 상시고용 수요가 상이한 것으로 나타나 강원도내 지역별 농산업 현황을 기반으로 "(가칭)강원도 농업 인력 수급 플랫폼" 구축이 필요하다. 셋째, 청년창업농과 농가조직 참여 농가들을 대상으로 농작업 상시고용 인력을 우선적으로 매칭해 주는 것이 필요하다.

The Effects of Active Labor Market Policy on Unemployment (적극적노동시장정책이 실업에 미치는 영향)

  • This study examines the effects of active labor market policy on unemployment by pooled cross-section time series analysis utilizing panel data of 18 OECD countries, and seeks implications for improvements of the Korean active labor market policy. The results of the analysis are summarized as follows. First, active labor market policy negatively affects unemployment rates. Second, vacational training program among three major active labor market programs has a negative effect on unemployment rates. Third, employment service program and employment subsidy program have partially negative effects on unemployment rates. The implications for the Korean active labor market policy are as follows. First, it is necessary to expand and systematize active labor market policies. Second, vocational training programs should be systematized and professionalized according to labor demand. Third, employment subsidy programs need to be planned and carried out under the condition of minimizing a substitution effect, a displacement effect and a deadweight loss effect. Fourth, employment service programs need to be developed and carried out under the consideration of not only the reduction of unemployment rates but also the prevention of re-unemployment, mitigation of income inequality and improvement of productivity.

Mass Unemployment and Local Labour Market Policy in Germany (독일의 실업문제와 지역노동시장정책)

  • The aim of this paper is to explore the trend and structural features of unemployment in Germany and to review the local and regional labour market policy against the unemployment. Unemployment has been one of the major issues in Germany since the oil shocks oi 1973-74 and 1978-80. The unemployment rate in western Germany was low at the time of reunification in 1990 and the next consecutive two years. Since then, the unemployment rate has sharply risen due to the restructuring of industries. In an effort to reduce the unemployment and to search (or new employment policies, the specific roles and advantages of communal units have been appreciated. The local and/or regional labour market policies are characterized as fellows: the corporative networking of all the agents including local administration, education institutes, regional labour bureau, firms and interest groups; the systematic integration of the various instruments which have been separately installed by different sectors; and the target-oriented adjustment of labour market approaches in the local circumstances.

  • The aim of this article is to analyze the relationship between the change of the diversity of the industrial structure, and regional employmentability and the intensification of regional competitiveness, and consequently, is to present policy implications. As a result of the analysis of the whole industry such as the primary, secondary and tertiary industry in Chungnam Province, the existing strategic implementation on the employmentability and regional competitiveness throughout the policy on the existing specialized industries can be regarded as appropriate. However, under the condition that danger and stability in each industry are fluctuated and the internal and external circumstances are varied, the detailed analysis and rapid policy prescription on the primary and tertiary industry are required. Along with these results, policy implications are as follows; Firstly, in terms of effectiveness, regional policy are simultaneously conducted along with industrial, technological and regional development's policies while consider ing complex and comprehensive characteristics of the regional industry and rapid changing the global market conditions. Secondly, with respect to equity, regional policy is needed to implement by reducing the socio-economic gap across regions and mixing regional and sectoral policies along with regional and local uniqueness.

  • This study takes of youth panel data(2002-2003), there is the purpose to know to youth employed's labor mobility conditions of employment status conversion and examine on factors affecting conversion of employment status. Main analysis result and policy imply, is as following. First, although youth employed's non-standard employment shows some decrease, employment youth hierarchy was construed that youth of our country is consisting very changefully because appear great turnover that is converted by unemployment or Not economically activity population same period. Specially, non-standard employment phenomenon of woman or low in scholarship person appeared notedly, and because phenomenon that is converted by unemployment or Not economically activity population is expose that is deepened, discriminating policy of government dimension is required for employment stabilization of these class. Second, show result that danger to escape to non-standard job risk trap which seeking employment activity of youth class is arranged case or company which is formed by official path is suitable becomes low, must formulate path of employment about youth class and improve qualitative level of employment through suitable job placement education of youth class or function (technology) level. Third, when was construed, but take into account that the although large enterprise have low risk in non-standard job, recently employment of youth class consists very limited, rather small scale business or smaller enterprise's competitive power preferably need to be plan. Finally, danger to non-standard job youth employed's company form is government connection wonder was expose that high, Such result can do that it is difficult by limited research period, but reflect actuality that youth unemployment policy of our country is enforced laying stress on public labor or unregular job employment such as internship system. Therefore, current youth unemployment policy may have to change by employment policy that can secure stable work record by youth class or act as bridge-building that promote conversion by full-time job.
