Analyzing Spatial Patterns of Manufacturing Employment of the Disaster Safety Sector in South Korea (우리나라 재난안전분야의 제조업 고용 공간패턴 분석)

  • Purpose: The objective of this research is to find manufacturing employment clusters of the disaster safety sector in South Korea. Method: The LISA(Local Indicator of Spatial Association) analysis method is applied to the employment data of 229 local governments categorized by the 2019 Korean Standard Industry Classification and Disaster Safety Industry Special Classification. The LISA method identifies the spatial dependency of employment and the spatial cluster of industries. Result: Three research findings are summarized. First, employment of the disaster safety industry in South Korea occupies about six percent of the total manufacturing industry. The annual proportion is in increasing trend. Second, the employment cluster of the disaster safety industry is located in the western side of the Seoul metropolitan region. Third, manufacturing businesses of industrial safety goods preventing industrial accidents are concentrated in regions of Busan, Ulsan, Changwon, Gyeongnam, and Gimhae, where heavy and chemical industries and industrial complexes are formed. Conclusion: Investment and promotion policies are suggested to the manufacturing employment clusters of the disaster safety industry for fostering these regions. Research results can be used to the better policies for industrial development and employment improvement of manufacturing clusters of the disaster safety industry in South Korea.

A Trend Analysis and Policy proposal for the Work Permit System through Text Mining: Focusing on Text Mining and Social Network analysis (텍스트마이닝을 통한 고용허가제 트렌드 분석과 정책 제안 : 텍스트마이닝과 소셜네트워크 분석을 중심으로)

  • The aim of this research was to identify the issue of the work permit system and consciousness of the people on the system, and to suggest some ideas on the government policies on it. To achieve the aim of research, this research used text mining based on social data. This research collected 1,453,272 texts from 6,217 units of online documents which contained 'work permit system' from January to December, 2020 using Textom, and did text-mining and social network analysis. This research extracted 100 key words frequently mentioned from the analyses of data top-level key word frequency, and degree centrality analysis, and constituted job problem, importance of policy process, competitiveness in the respect of industries, and improvement of living conditions of foreign workers as major key words. In addition, through semantic network analysis, this research figured out major awareness like 'employment policy', and various kinds of ambient awareness like 'international cooperation', 'workers' human rights', 'law', 'recruitment of foreigners', 'corporate competitiveness', 'immigrant culture' and 'foreign workforce management'. Finally, this research suggested some ideas worth considering in establishing government policies on the work permit system and doing related researches.

Research on the Employment Instability and Its Causes (고용불안과 그 원인에 관한 연구)

  • This study analyzed employment instability, defining the increase of employment instability as 'a greater possibility of losing a job and a declining possibility of re-employment'. Flow variable measurements showed that the extent of employment instability was higher post 2000 compared to the period of before financial crisis. When considering the status of workers, such an increase in employment instability can be characterized by a greater possibility of unemployment for daily workers. If this is examined in conjunction with job creation and destruction, employment instability is increased not because there are less jobs being created but because there is an actual decline in the number of jobs and also because the jobs that are being created are mostly temporary. On the other hand the increased instability is due to the large-scaled public work policy under the financial crisis.

Is Increasing of Labor Market Policy Expenditure Effective Policy Tool to Lessen the Fiscal Crisis in Welfare State? : The Interaction between Active and Passive Labor Market Policy (노동시장정책의 확대는 복지국가 재정위기 해소에 유효한가? - 소극적·적극적 노동시장정책의 상호작용 효과)

  • The purpose of this study is to investigate the effect of labor market policy on fiscal soundness of welfare state. The analysis was carried out using cross-sectional panel data regression analysis, stepwise mediating effect analysis and system GMM designed by Baron and Kenny(1986) based on the data from 1985 to 2015 for 20 OECD countries. In setting up the analysis model, this study considers the interaction effect between active and passive labor market policies as well as the time sequence of the outcomes which have been overlooked in the previous studies. The result shows that labor market policies have significant impacts on the fiscal condition of welfare states, which is measured as the levels of national debt in this study. Especially the expenditure on active labor market programs has a positive effect on improving the fiscal soundness of welfare states by promoting the employment rate. In contrast, passive labor market programs expenditure is negatively associated with employment rate growth and it exacerbates the burden of national debt in the short-term. However, when active labor market programs and passive labor market programs are combined, the negative impacts by passive pabor market policies on the fiscal soundness of welfare states are off-set. Therefore this study addresses that although the expansion of the labor market policies can be inimical to the fiscal soundness of welfare states in the short-term, in the long run, they can have effective roles in securing and promoting the fiscal soundness of the welfare states by promoting the employment rate.
