A Study on web-based telework.distant education center development for the disabled vocational rehabilitation (장애인 고용을 위한 웹 기반 원격근무.원격교육센터 개발에 관한 연구)

  • Recently, information technology are rapidly diffused throughout the world. A new paradigm, 'telework' and 'distant education' is a product of the tremendous technological changes driving the disabled vocational rehabilitation. In the computer and information communication technology areas related with web-based telework?distant education, the disabled expect vocational rehabilitation. Therefore nowadays, the disabled effort to adapt to the new information era by web-based telework and distant education. This study attempts to suggest developmental framework of web-based telework?distant education center to vitalize the disabled vocational rehabilitation.

Innovation and Employment in Korean Service Sector - A firm Level Analysis (한국의 서비스업에서 기술혁신전략이 고용에 미치는 영향 - 기업수준의 연구)

  • We have analysed the impact of innovation on the employment in the Korean Service sector using KIS 2006 data. Our study is based on Bogliacino and Pianta (2010)'s model, which involves two main innovation strategies, technological competitiveness and cost competitiveness, as the main explanatory innovation variables for the employment dynamics. Empirical results show that an increase in demand was the strongest driver for an increase in employment in all four service sectors, including Science-based, specialized supplier, size and information intensive, and supplier dominated. Innovation strategy appeared to have a significant effect on employment at the firm level; Technological competitiveness showed a positive effect on employment in science based sector while cost competitiveness appeared to give a negative effect in specialized supplier sector. The firms in size and information intensive sector showed that increase in wages gives negative impact on their employment. However, cost competitiveness did not give any significant effect on employment dynamics of firms in size and information intensive sector and supplier dominated sector. This finding is different from the research of Bogliacino and Pianta (2010) on the European countries. One possible explanation would be that innovation strategy does not affect employment of firms in size and information intensive sector and supplier dominated sector since the level of innovativeness of these sectors in Korea fall behind that of European countries.

A Comparative Study on the Employment Creation Effect of FinTech Industry in Korea and USA (한국·미국 핀테크(FinTech) 산업의 고용창출효과 비교 연구)

  • This study aims to explore the development of FinTech industry in Korea by comparing and analyzing the effect of job creation in the FinTech industry in Korea and the US. The industry Input-Output table used in the analysis used WIOD, which is composed of the same industrial classification and monetary unit in both Korea and the US. For the analysis, the FinTech industry is composed of ICT sector and financial sector as one industry. This study also compares the employment creation effect in the ICT sector and the financial sector, in addition to the FinTech industry, in order to distinguish the FinTech industry characteristics of the two countries. As a result of the analysis, when the investment or production of 1 million US dollars was made in the FinTech industry in Korea, the employment inducement effect was 11.33 and the employment inducement effect was 9.47, indicating a total employment creation effect of 20.8 persons. In the United States, the Direct employment effect was 8.07 and the indirect employment effect was 7.72, indicating that the employment creation effect was 15.79. However, as a result of classification by the average employment creation effect of the national economy, Korea 's FinTech industry is classified as indirect employment advantage with a high indirect employment inducement effect and the United States is classified as an employment creation advantage with high both direct and indirect employment inducement effect.

  • As the Korean economy grew, employment expanded steadily, with the number of economically active people increasing and the employment-to-population rate also increasing. However, the working age population started to decline in 2017, and the employment of women and young people has been sluggish. The proportion of non-salaried workers in Korea is much higher than in other OECD countries, and is also excessive, considering Korea's income levels. In addition, the proportion of non-regular workers and the proportion of workers employed at small companies are particularly high among salaried workers. In light of these characteristics of Korean employment, the urgent problems facing the employment structure can be summarized by the deepening dual structure of the labor market, the increase in youth unemployment, sluggish female employment figures, and an excessive share of self-employment. Overall, it is seen that labor market duality is the main structural factor of the employment problems in Korea. Therefore, in order to fundamentally address this employment problem, it is necessary to concentrate policy efforts on alleviating labor market duality.

정책자금정보 - 2014년도 중소기업 정책자금 지원 안내

  • 중소기업청이 '2014년도 중소기업 정책자금 운용계획'을 발표했다. 올해 정책자금 예산규모는 3조 8200억 원으로, 지난해의 예산규모(3조 8500억 원) 대비 소폭 줄었다. 중소기업의 투자촉진을 위한 시설투자 자금인 신성장자금이 전년 대비 2000억 원 확대된 8350억 원이 배정됐다. 청년창업활성화를 위한 청년창업전용자금과 재기 중소기업인을 위한 재창업자금 규모도 각각 1500억 원, 500억 원으로 전년 대비 170억 원, 100억 원 늘었다. 일자리 창출기업에 대한 우대금리도 확대했다. 기존에는 지원업체 중 추가 고용 1인당 0.1%포인트씩 최대 1.0%포인트 금리를 인하했지만, 올해는 금리 인하 한도를 2.0%포인트까지 늘렸다. 10명 이상 고용을 창출한 기업은 개별기업 융자한도(45억원)에 예외를 적용해 70억 원까지 대출 가능하다. 창업촉진을 위해 창업자금 지원기업의 업력을 기존 5년에서 7년으로 확대하고, 청년전용 창업자금의 대출기간을 3년에서 5년으로 연장했다. 창업자금의 가산금리 조건부 연대보증 면제 대상 조건도 기존 기업평가등급 4등급 이상에서 5등급 이상으로 완화했다. 또한 중소기업 성장사다리 구축을 위해 기술 사업성 우수기업의 장기 시설투자지원 전용자금을 신설, 중소기업진흥공단의 기업평가 우수기업에게 만기 15년 이내의 장기대출을 지원한다. 글로벌 성장사다리 선정기업에 대해서는 수출금융지원자금 대출 한도를 기존 10억 원에서 30억 원까지 확대한다. 이밖에도 소상공인을 위한 소공인특화자금의 시설자금 대출기간을 5년에서 8년으로 연장하고, 유턴기업의 사업장 신 증설 등을 위한 융자금을 최대 70억원까지 지원한다. 중기청 소관 R&D사업 성공기업을 위한 전용자금을 500억원 규모로 운용해 R&D 기업의 성공률을 제고하기로 했다. 올해 정책자금 금리는 민간 금융권의 저금리 기조를 고려, 1분기 정책자금 기준금리를 전 분기(3.57%) 보다 낮은 3.29%로 운영하기로 했다. 또 중소기업인들이 정책자금 신청 등에 어려움이 있었다는 지적에 따라, 올해부터 매월 1일부터 20일까지 중진공 홈페이지(www.sbc.or.kr)를 통해 온라인으로 신청받기로 했다. 제3자의 도움 없이도 손쉽게 자금을 이용할 수 있도록 신청서류를 간소화하고, 중진공 각 지역본(지부)에 융자신청 도우미를 배치할 방침이다.

Differences between vocational education and training and vocational competency according to the career movement path of middle-aged Koreans (한국 중·장년층의 직업이동경로에 따른 직업교육훈련 및 직업역량의 차이)

  • The purpose of this study is to grasp the difference in vocational education and training and vocational competency according to the career movement path, targeting middle-aged Koreans (ages 40 to 64) who have experience in vocational mobility. A survey was conducted for a month in February 2020, and among the 1,224 data, 845 middle-aged adults who had moved within the last 5 years were selected. First, 69.0% of them moved to work, and 48.2% of them moved to 'employment→employment'. Second, among all groups, 80.6% did not participate in vocational education and training. Third, the 'employment→employment' group had the highest perception of job basic ability and job competency and job seeking skills compared to other groups. And the job competency of middle-aged workers who moved from 'employment to unemployment and housework (childcare)' appeared to be slightly lower than those of other groups.

Determinants Factors Analysis of Job Retention for Injured Workers after Return-to-Work Using Recurrent Event Survival Analysis (산재근로자의 직업복귀 이후 고용유지 영향 요인 : 재발사건생존분석을 중심으로)

  • This study aims to investigate determinants that affect job retention of injured workers depending upon types of return to work in order to suggest define the intervention priority for those who returned to original works and for those who did not. After constructing explaining variables based on literature reviews, determinants were verified analyzing 1,292 people using Panel Study of Worker's Compensation Insurance(PSWCI) data. The job retention period turned out to be 46.6 months for those who returned to original work and 34.2 month for those who returned to new works. Injured workers who return to new works tend to have more unemployment experiences. As a result of Cox proportional regression analysis, the longer it takes to return to work, the longer both groups tend to retain after the accident. Age, recuperation period, health status, psycho-social rehabilitation, education and occupational training also affect on job retention probability for those who return to new work. Based upon the analyzed result, setting up an adequate duration for return-to-work, intervention for injured workers who experienced vulnerable working condition before the accident and continuous case management after return-to-work are suggested.

  • 산업구조(産業構造)의 고도화과정(高度化過程)에서는 고용흡수력(雇傭吸收力)이 감소(減少)하는 양적측면(量的側面)의 과제(課題)와 기술인력(技術人力)의 수요(需要)가 상대적으로 증가(增加)하는 질적측면(質的側面)의 인력정책과제(人力政策課題)가 동시에 야기(惹起)된다. 본(本) 논문(論文)에서는 이러한 여건변화(與件變化)에 대응(對應)하는 정책과제(政策課題)를 도출(導出)하기 위하여 인력수요(人力需要)의 결정요인(決定要因)을 실증분석(實證分析)하였다. 거시분석(巨視分析)에서는 1970~84년(年) 기간(期間)의 연간(年間) 시계열자료(時系列資料)를 이용(利用)하여 노동수요함수(勞動需要函數)를 추정(推定)하여 산업별(産業別) 결정요인(決定要因)을 비교분석(比較分析)하였으며, 미시분석(微視分析)에서는 섬유(纖維) 자동차(自動車) 전자산업(電子産業)에서 임의추출(任意抽出)한 200개(個) 표본기업(標本企業)에 대한 횡단면자료(橫斷面資料)를 이용(利用)하여 기업(企業)의 인력수요행태(人力需要行態)를 분석(分析)하였다. 산업별(産業別) 노동수요(勞動需要) 분석결과(分析結果)를 보면, 자본비용(資本費用)에 대한 노동비용(勞動費用)의 상대적상승(相對的上昇)이 노동수요(勞動需要)를 감소(減少)시켜 왔으나, 고용(雇傭)은 기본적으로 자본투자(資本投資)로부터 더 큰 영향을 받는 것으로 나타났으며, 또한 자본(資本)의 고용창출효과가(雇傭創出效果), 특히 제조업부문(製造業部門)에서, 시간(時間)의 경과(經過)에 따라 감소(減少)하는 것으로 분석(分析)되었다. 미시분석결과(微視分析結果)를 보면, 전문대졸(專門大卒) 및 고졸학력(高卒學力) 근로자(勤勞者)에 대한 수요(需要)는 중소기업(中小企業)에서, 대졸(大卒) 및 중졸이하학력(中卒以下學歷) 근로자(勤勞者)는 대기업(大企業)에서 흡수(吸收)하려는 것으로 나타났으며, 생산요소중(生産要素中) 노동(勞動)에 대한 투자우선순위(投資優先順位)는 자동차산업(自動車産業)에서 높게 나타났으며, 숙련기능인격(熟練技能人格)에 대한 수요(需要)는 세 산업(産業) 모두 높게 나타났다.
