자동차 운송사업자와 고용운전자간 지입계약의 효율성 분석

  • 우리나라 자동차운송산업에 존재하는 지입제(위탁관리제)는 과거부터 논란의 대상이 되어왔다. 1950년대 말부터 시작된 육문 분야의 직영화 정책은 노선버스나 택시의 경우 비교적 성공적인 결과를 가져왔으나 화물자동차운송과 전세버스분야에서 만큼은 아직도 대다수 사업장에서 지입제가 관행화된 제도로 남아 있다. 지입제도는 비효율적이고 전근대적인 경영기법으로 인식되고 있으며 산업발전의 저해요인 보기도하고 불가피하다고 평가되기도 하였다. 본 논문에서는 지입제를 단순하게 비합리적인 제도라고 보기보다는 나름대로의 장점을 가지고 있어 합법적 또는 비합법적인 형태로 지금까지 유지되고 있다고 본다. 지입제는 정보가 비대칭적인 상황에서 기업조직을 통해 생산과 판매를 하기보다는 시장거래를 통한 계약을 통하여 운송서비스를 생산 및 판매를 함으로써 유인일치를 달성시킬 수 있다는 것을 보여주고 있다. 장거리를 운행하는 운송사업의 경우 사업자와 고용운전자는 노동성과에 대한 비대칭적인 정보를 가질 수밖에 없게 된다. 이는 대리문제를 야기시켜 기업조직에 의한 운송서비스의 공급은 생산비용을 상승시킨다. 반면 자동차운송서비스는 생산단위를 분리하기 위한 비용이 비교적 적어 독립적운영이 가능하다. 따라서 차량을 1대씩 분리하여 사업권을 시장거래하는 지입제를 운송사업자와 운전자는 선택하게 된다는 것이다.

  • 고용량 멀티미디어 데이터의 사용 증가와 인터넷 사용 인구의 폭발적인 증가로 현재의 네트워크 인프라로는 사용자의 요구를 충분히 수용하지 못하고 있는 상황이다. 이러한 문제를 해결하기 위해 제시된 웹캐싱 기술도 캐시 서버에 부하가 집중될 때에 지속적인 서비스를 해 주는 것이 불가능한 경우가 발생한다. 본 논문에서는 여러 대의 캐시 서버를 다양한 형태의 가상 캐시 서버로 구축하여 캐시 서버 한 대에 집중되는 부하를 분산하는 방안에 대해서 연구하였다. 이를 위하여 가상 캐시 서버 시스템을 다양한 구성 방식과 알고리즘에 따라 구축하고 성능을 평가하였다. 이런 과정을 거쳐서 멀티미디어 데이터의 스트리밍 서비스에 가장 적합한 구성 및 알고리즘을 제시하였다.

  • The unemployed graduates who got a higher education aggravate unstable employment in our society. However, the existing College of education in employment guidance course still get the effect of students' direct employment and the stale, simply an information delivery functionality of college students after graduation could not serve the needs of industries.. Thus, this paper suggests a mentoring service, which will be proceeding for career guidance and college life guidance. The expert and field evaluation were frequently executed so that the systematic and continuous mentoring activities to occur. These mentoring service model for work guidance are expected to improve the employment rate of University as well as to decline the rate of jobless.

  • As the influence of service industry into domestic economy is increasing, it also has been influenced more powerfully at the domestic GDP(Gross Domestic Product) relative importance and employment relative importance continuously. By means of these reason, the Korean government announced the synthetic countermeasure for strengthening the competitive power of service industry in December, 2006. After then, it announced phase I of 'service industry advancing plan' which is concrete execution plan in April, 2008. Also, it is announced to announce phase II plans in september, 2008 and phase III plan in December, 2008 additionally. Service quality is the most powerful competitive means at service marketing and a key point for improving service productivity. The improvement of service quality has considerable influence on survival and profitability of service industry. Therefore, the study of objective service quality measurement in service industry is very important issue. The purpose of this study is to suggest a measurement model of service quality using fuzzy theory and AHP which measuring service quality objectively in subjective environment. It is expected that this study will help the improvement of competition power of service industry as well as establishment of effective decision-making.

A Study on Implementation Plan for AI Service Impact Assessment (인공지능 서비스 영향평가 추진방안에 대한 연구)

  • The purpose of this study is to establish policy recommendations for the promotion of AI service impact assessment based on the definition of impact assessment and analysis of domestic and foreign AI service impact assessment cases. The direction of implementation was analyzed based on the case of impact evaluation promoted in various fields at home and abroad and the case of impact evaluation at home and abroad of artificial intelligence services. As a step-by-step implementation plan, in the first stage, quantitative indicators such as AI level survey-based economic effects are developed, and in the second stage, information culture such as safety and reliability and artificial intelligence ethics described in the Framework Act on Intelligence Information, social, economic, information protection, and people's daily lives are prepared. In the third stage, discussion on detailed metrics and methods will be expanded and impact assessment results will be evaluated. This study requires analysis through various participants such as policy designers, artificial intelligence service developers, and civic groups in the future.

A Study of the Employment Condition and Labour Experience of Elementary After-School Care Teachers: A Case of Gwangju Metropolitan City (초등돌봄교사의 고용형태와 노동경험에 관한 연구: 광주광역시 사례를 중심으로)

  • This study examines the employment conditions and labour experience of elementary after-school care teachers in South Korea. Based on the empirical data collected through in-depth interviews with after-school care teachers in Gwangju Metropolitan City, the study considers multifaceted problems faced by after-school care teachers in their workplace. The after-school care class is part of educational policies initiated and rapidly expanded by the Ministry of Education, resulting in the substantial increase of non-regular school workers. The irregularization of after-school care teachers illustrates that the common problems faced by female non-regular workers, such as social discrimination, exclusion and inequality, are also transplanted into the typical public sector. In the case of Gwangju Metropolitan City, during the past two years there have been evident increases both in under 15-hour short time contract care teachers and outsourcing of care classes. Temporary part-time contract care teachers suffer relentless job insecurity and experience poor working conditions, exclusion and discrimination within the workplace and labour alienation. In order to minimize the organized resistance of care teachers, school authorities implicitly individualize and isolate care teachers through hierarchization, the division of labour and the spatial division of classes between indefinite and temporary contract teachers.

The Disparities in Subjective Health by Employment Form and Gender: Focusing on the Interaction Effects with Health Resources (고용형태와 성별에 따른 주관적 건강에서의 격차: 건강자원과의 상호작용 효과를 중심으로)

  • Employment form and gender as stratification factors may generate health disparities in Korea. Previous studies have examined the existence of health disparities by employment form and gender. However, few studies examined how the health disparities can be reduced effectively. This study intends to confirm the existence of health disparities between employment-gender groups and explore the effective health resources which can reduce the possible disparities. Using a national probability sample of Korean adults collected in 2011, we attempts to test the interaction effects between employment-gender groups and health resources on self-rated health. For health resources, 24 variables of five dimensions(social relationship, psychological resource, activity factor, health behavior, and usage of medical service) are taken into account. In results, first, the health levels of the other three employment-gender groups are worse than that of male-regular workers. Second, the effective health resources which can reduce the health disparities are different across the employment-gender groups. An effective health resource for female-nonregular workers is a peaceful relationship with her children. Effective health resources for male-nonregular workers are peaceful relationships with his parents and siblings, low stress, religious activity, and exercise. An effective health resource for female-regular workers is interpersonal trust. These results imply that personal or social interventions for health of specific disadvantaged groups need to focus on specific resources which are more effective for the groups.

  • 유해 위험화학물질로 인한 화재, 폭발, 누출 등의 대형사고가 지난해 연말부터 연이어 발생했다. 이에 따라 안전에 대한 국민적인 관심은 그 어느 때보다 높은 상황이다. 고용노동부, 환경부 등 관련부처에서는 안전관리를 강화하기 위해 관련 제도와 법을 제 개정하는데 박차를 가하고 있고, 안전행정부에서는 전국적인 안전문화운동을 활발하게 전개하기 위해 만반의 준비를 다하고 있는 이유가 바로 여기에 있는 것이다. 이 같은 상황에서 한국화재보험협회(이사장 이기영) 부설 방재시험연구원은 남다른 주목을 받고 있다. 국내에서 손에 꼽히는 화재전문 시험연구기관이기 때문이다. 이곳은 지난 1986년 4월 국내 최초의 민간 방재시험연구기관으로 탄생했다. 그 명성은 지금까지 계속 이어지고 있다. 특히 지난 1995년 국내 최초로 화재안전분야 국제공인시험기관(KOLAS)으로 인정을 받은 것은 물론 현재는 400여 종의 첨단 시험연구 장비를 구축하고 있는 등 그동안 화재안전점검 기술력 향상에 큰 기여를 한 것으로 평가받고 있다. 지난 27년 동안 꾸준하게 대국민 화재안전 서비스를 제공한 방재시험연구원을 찾아가 봤다.

  • According to the economic advancement, the position of service industry in GDP has increased. Development of service industry has solved the employment issue and derived the activation of the internal market. It has contributed to demand creation in health care, education, and culture, enhancing competition of the manufacturing industry and entire economic development. By the development of information communication technologies, improvement of the quality of life from those, and changes in the competitive environment, customers, from businesses and public agencies, or the customer's needs are increasing. In these circumstances, companies are operating non-face-to-face contact call center for the purpose to communicate with customers, handle customer complaints, attract and retain new customers. In this study, to improve the performance of the non-face-to-face contact call center, this study tried to derive the call center's 'Service Process Modeling' and future policy assignment by analyzing the problem from the research of the service and process summary, performance evaluation, call center evaluation and etc.

A Study on the Improvement of In-Home Care Service Quality through Evaluation of Services and Agency by Long-term Care Workers (요양보호사의 기관 및 서비스 평가를 통한 재가노인서비스 품질 향상 방안)

  • The objective of this study is to suggest methods to improve in-home service quality through service evaluation by long-term care workers. To achieve this objective, general characteristics of 223 long-term care workers, evaluation of service and agency, and retraining needs have been surveyed. An assessment of the survey results have resulted in the following conclusions. Though long-term care workers are not uneducated, the majority face unstable employment. And the content of supervision hoped for in producing improved long-term care services has been found to be based on the service-user's relationships. Moreover, among topics needing to be addressed for retraining, much attention has been shown for understanding of the elderly and their families, health care knowledge about geriatric diseases, and counseling techniques directed towards the affected person and their family. Findings from the research are as follow: enhancing the quality of long-term care requires a structural reassessment; upgrading the quality of care agencies requires the improvement of methods used to raise awareness of users and their guardians and the expansion of opportunities for education programs for professionalism.
