Discovery and Development Strategies of High-Growth Industries -Focusing on the Introductory Study of Gazelle Industry- (고성장 산업군의 발굴 및 육성전략 -가젤산업에 대한 시론을 중심으로-)

  • This study was carried out to define gazelle industry through preceded research for gazelle firm & gazelle region, in order to discover high-growth industries. Gazelle industry is 'employees per company is more than ten people, and over the past five years, within top 10% by Birch employment growth index'. According to the definition of gazelle industry, Chungnam gazelle 105 industries were chosen. Then, analyzed whether Chungnam gazelle industries has competitiveness compared with nation and each city of Chungnam. In addition, typology to industrial development stage was devised by developing of business scale quotient(BQ) and industrial growth rate(IG). And development strategies of Chungnam gazelle industries was proposed case by industrial development stage.

A Trend Analysis and Policy proposal for the Work Permit System through Text Mining: Focusing on Text Mining and Social Network analysis (텍스트마이닝을 통한 고용허가제 트렌드 분석과 정책 제안 : 텍스트마이닝과 소셜네트워크 분석을 중심으로)

  • The aim of this research was to identify the issue of the work permit system and consciousness of the people on the system, and to suggest some ideas on the government policies on it. To achieve the aim of research, this research used text mining based on social data. This research collected 1,453,272 texts from 6,217 units of online documents which contained 'work permit system' from January to December, 2020 using Textom, and did text-mining and social network analysis. This research extracted 100 key words frequently mentioned from the analyses of data top-level key word frequency, and degree centrality analysis, and constituted job problem, importance of policy process, competitiveness in the respect of industries, and improvement of living conditions of foreign workers as major key words. In addition, through semantic network analysis, this research figured out major awareness like 'employment policy', and various kinds of ambient awareness like 'international cooperation', 'workers' human rights', 'law', 'recruitment of foreigners', 'corporate competitiveness', 'immigrant culture' and 'foreign workforce management'. Finally, this research suggested some ideas worth considering in establishing government policies on the work permit system and doing related researches.

중소기업 제조공정 스마트화를 위한 로봇의 적용

  • 국가경제 전반의 생산성, 기술혁신, 수출, 고용을 유지함에 있어 제조업의 역할 및 경쟁력 확보는 매우 중요하다. 제조업은 ICT 기기, 자동화기계 등을 공급함으로써 경제 전분야에 걸쳐 생산성 향상과 기술혁신을 견인하고 있다. 무역에서 가장 큰 비중을 차지하고 있는 제조업 분야는 전체 무역의 약 70%를 차지하고 있으며 제조업 경쟁력이 무역수지 흑자에 필수적이며 이를 위해서 로봇기술을 바탕으로 융합 신(新)산업을 창출하여 우리 제조업만의 경쟁우위를 확보해야 한다. 인건비 상승, 고령화 사회 진입, 중국이나 일본 등 경쟁국가 기업들의 위협으로 위기를 맞고 있는 중소제조기업들이 생산공정에 로봇도입을 통해 기업 경쟁력을 회복하는 것이 필요하다. 정부에서는 제조업의 위기 타개책으로 '스마트팩토리'를 제시하고 있다. 그러나 대부분의 중소제조기업이 아직 전산화 단계도 벗어나지 못하고 있는 현시점에서 기존 수공정에 로봇도입을 통한 제조공정의 스마트화가 우선적으로 필요하다. 본 고에서는 국내 중소제조업 현황을 알아보고 중소제조기업의 로봇도입을 통한 제조공정 스마트화에 대해 적용 사례를 중심으로 살펴보도록 한다.

  • 현재 우리나라 경제는 전반적인 후퇴 추세로 인해 위기감이 고조되고 있으며, 2000년대 이후 우리나라 주력 산업이었던 IT산업은 낮은 고용효과 및 성장동력으로서의 한계성을 드러내는 등 IT산업의 위기론이 제기되고 있다. 따라서 본 고에서는 우리 경제의 중장기적 발전방향을 탐색하기 위해서 그 동안 우리나라 경제에 대한 IT산업의 기여도와 현재까지 성공할 수 있게 만든 요소, 그리고 여전해 해결이 필요한 문제점들을 살펴보았다. 새로운 도약을 위해서 우리나라 산업 경쟁력을 분석한 후, 경쟁력 제고를 통해 IT산업이 성장동력으로서의 역할을 다하기 위해서 필요한 IT R&D 추진방향을 제시하였다.

  • Current socioeconomic condition in South Korea is characterized by growing country with highly unemployment rate. Enhancing service industry, therefore, is one of the important government policy issues. In addition to quantitative growth of service industries, OECD comparisons between countries as shown in the competitiveness of the domestic service industry, followed by a very low-level, enhancing the competitiveness of service industries are also important issues of national policy. In particular, finance, education, insurance industry, such as relatively large enterprises have entered the service industry to remain competitive and comparable, but the case of small service industries, has shown a very low level of competitiveness. Thus, the world's leading technology and IT infrastructure can be applied to small and medium-sized service industry in order to improve productivity, customer satisfaction, and service infrastructure, resulting in improving competitiveness. The purpose of this study is to develop government supporting policy issues by analyzing the current usage of IT, problems and requirement analysis, and critical success factors for applying IT to small and medium-sized service industries. For a survey 2,000 samples are collected from service companies. The results show that IT usage is very important to improve competitiveness in small and medium sized service industry. In addition, customized it solutions are needed to satisfy different characteristics of service industry depends on types of business. Finally, government supporting programs of IT has to be improved. The results would be able to provide directions and guide lines of IT utilization in service industries.

The Effect of Real Exchange Rate Depreciation Shock on Productivity and Employment for Manufacturing Firms in Daegu-Gyeongbuk Region (실질환율 충격이 대구·경북지역 제조업체 생산성 및 고용에 미치는 파급효과 분석)

  • This study examines the effects of real exchange rate (RER) depreciation shocks on firm-level productivity and employment in Daegu-Gyeongbuk manufacturing industries during 2006-2012. In particular, the study focuses on a sharp and persistent RER depreciation of the Korean Won from 2007 to 2009, which is a situation akin to a natural experiment in Korea. We find that RER depreciation has positive effects on productivity for firms with high export exposure in foreign markets. However, these effects disappear when RER depreciation persists. In addition, we do not find evidence that RER depreciation affects employment of Daegu-Gyeongbuk firms significantly. Firms in Daegu-Gyeongbuk region should pursue core competency to obtain international competitiveness rather than depending on temporary better price condition driven by RER depreciation. Further, policy makers in a local government should provide firms with financial and investment support to encourage innovation and R&D.

해외직접투자(海外直接投資)의 효과(效果)에 관한 고찰(考察)

  • 해외투자로 인해 수출 및 고용이 감소할 것이라는 우려가 있다. 본고는 이론적, 통계적, 실증적 분석을 통하여 이에 관한 논의를 하고 향후 전망과 함께 정책적 시사점을 도출하는 것을 목적으로 한다. 본고의 분석결과 및 투자제도 개선방향을 요약하면 다음과 같다. 해외투자가 아직까지 수출을 대체하였다는 근거는 없다. 향후 국내부품업체의 현지동반진출 확대, 해외자회사의 역할 증대, 국제분업생산체제의 진전 등 해외투자전략의 변화에 따라 해외투자가 수출을 대체할 가능성을 배제할 수 없으나 해외투자의 제한시에는 수출 및 고용에 더욱 악영향을 줄 수 있다. 해외투자를 제한하는 것은 예상되는 실업을 단지 연기시키는 것에 불과하며, 오히려 향후 실업문제가 훨씬 심각해질 수 있다. 해외투자는 기업의 경쟁력 유지 및 구조조정을 위해서는 타대안보다 고용안정에 기여할 수 있다. 또한 과도한 해외투자가 기업 및 국내경제에 미칠 악영향을 우려하여 해외투자를 규제하는 것도 설득력이 약하다. 정부가 해외투자의 과도성 여부를 판달할 능력이 기업보다 우월하다고 할 수 없다. 설령 해외투자 결정이 비합리적으로 이루어질 가능성이 있다 하더라도, 이 문제는 투자기업 및 여신은행 등의 책임을 분명히 하여 기업은 투자성과의 책임을 지고, 여신은행, 채권자 등은 투자기업의 재무현황 및 투자계획의 성공가능성을 고려하여 자금제공을 하도록 유도해야 한다. 따라서 일부 대규모 해외투자에 대한 사전심의로 대표되는 현행규제는 철폐되어야 한다. 일부 대규모 해외투자의 적정성 여부를 판단하기 위해 운용되고 있는 해외투자 심의는 실효성이 없을 뿐만 아니라 신속한 해외투자결정을 방해할 수 있다. 중장기적인 관점에서 해외투자로 인한 국제분업을 국내고용 및 수출의 증가뿐만 아니라 경제성장으로 연결시키기 위해서는 국내의 입지여건을 혁신활동 및 고부가가치 활동에 적합하도록 개선해 나갈 필요가 있다. 한편 단기적 고용감소에 대비한 정책도 필요한데, 고육훈련제도의 개선, 노동시장의 유연성 제고, 고용서비스 개선은 이런 마찰을 완화하는데 기여할 것이다.

Effects of Knowledge-based Startups on Employment Growth (지식기반산업 창업기업의 고용창출 효과)

  • As unemployment rises and economic growth slows, interest in startups, which is considered to be the driving force of job creation, is increasing. This study aimed to analyze the employment effects of knowledge-based startups in South Korea. In particular, startups were divided into three categories (knowledge-based manufacturing, knowledge-based service, and other industries) and the region were divided into the capital region and the other regions. The result of the analysis, which used census on Establishments Data from Statistics Korea(KOSIS), showed that the employment effects of startups change in three steps over time. When new firms were created, employment increases instantly. However, as the competition among firms increases, some firms exit the market and employment decreases. In the long-term, some firms will survive the market competition and increase their firm size and the number of jobs they offer. The total employment effect was greater for knowledge-based startups than the other industries startups. The total employment effect of knowledge-based startups are 2.84%p for the period of 6 years. Startups in the Capital region showed higher employment effect than startups in other regions. This implies that in the capital region, employment increases more after the startups are created, but due to fierce competition, employment also decreases relatively more than it does in other regions. However, companies that survive competition create more employment. This study may give some policy implications that startup policies should be tailored to the startup's type and regional characteristics in order to achieve more effective job creation performance.

Comparative Analysis on the Effectiveness of Employment Subsidy for R&D Personnel and R&D Subsidy (연구인력 고용보조금 지원과 R&D자금 출연 지원의 효과성 비교 분석)

  • The prinary cause of the decreasing SME's competitiveness in technology is the intensifying human resource shortages. The government supports a part of labor costs for SMEs as a means of policy. There are two ways of supporting labor costs for R&D personnel. One is to hire R&D personnel first then support their partial labor costs. The other is to support labor costs first for R&D personnel in national R&D programs then hire R&D personnel. This study analyzes the effectiveness of two different ways by classifying sales, no. of employees, R&D expenditure, no. of researchers, and no. of MA/Ph.D. researchers. In terms of employing researchers with MA or Ph.D., the effectiveness on employment subsidy is significantly higher than that of R&D subsidy. Its effect has been relatively high in non-metropolitan areas and manufacturing industry.

A Study on the Evaluation of the Work-Net, a Web-based Public Employment Information System (웹 기반 공공고용정보시스템 워크넷(Work-Net)평가에 관한 연구)

  • A public information system is being expanded, along with the advance of information technology, to strengthen national competitiveness and provide people with better services. And there also is a growin need for the better performance of that system, as a tremendous amount of public financial resources is invested in that. To address that need, it's required to make an evaluation of its efficiency on a regular basis to identify its problems and make it work better. The purpose of this study was, accordinglu, to examine the quality of data and services provided by the Work-Net, a Web-based public employment information system. The subjects in this study were 102 users of it, and the system was evaluated in terms of content, accuracy, timeliness, display format, ease of use and customer support. For data analysis, t-test and one-way ANOVA were implemented to find out the general characteristics of the users, and to see Whether or not their view was different according to the type of information they searched for. The findings of this study are expected to lay some foundation for intensifying the efficiency of the public and private employment information systems.
