  • This study aims to provide implications for the realization of the SDG goal for higher education through a comparative analysis of the UK and Australia's inclusive higher education policies. The cases of the UK and Australia were chosen for analysis since both countries have developed various policies to strengthen the inclusiveness of higher education since the early 2000s. The implications for the Korean government are as follows. First, it should approach the concept of underprivileged students by applying various categories such as 'race, region, and etc.,' not just for a category of income level. Second, it should enhance higher education opportunities for underprivileged students not only by expanding admission opportunities for them, but also by assisting them to adapt to college life and develop a student career. Third, it should provide underprivileged students with the customized support in consideration of their characteristics and merits. Finally, it should develop the "Inclusive Higher Education Project" which would help them complete higher education courses through regional partnerships.

  • This thesis compares and analyzes the dynamics between policy, knowledge and power of Myanmar's higher education development. The papers begins by exploring the dynamics during the Socialist Military Regime(1962~1988), the Collapse of Higher Education Era(1988~2010), Thein Sein's Reform Era(2010~2015) and the current Aung San Suu Kyi's Civilian Era(2015~Now). By highlighting recent dramatic policy changes, the article argues that the policy discourse on the subject of internationalization of higher education and the technocratization of education development policy by the current Civilian Government in its new policy discourse, that resulted in the active participation as well as the contributions of international donors has directly impacted on the policy dynamics around the Comprehensive Education Sector Review and the introduction of the National Education Strategic Plan 2016~2020. Further, by examining complex interaction between the current domestic education stakeholders and international donors in education sector in Myanmar, this thesis argues that the new analytical framework on the understanding of policy dynamics in developing countries goes beyond the national level. The paper argues that there needs to be broadening of the analytical framework towards the multidimensional analysis perspective that includes global, national as well as local level policy, knowledge and power dynamics in Myanmar's dynamically changing higher education sector.

  • This study examines internationalization index of higher education to draw implications for South Korea. To this end, this study first introduces the concept of internationalization of higher education, followed by the background of the development of internationalization index. Then examined are two internationalization index of higher education: one developed by American Council Education (ACE) and the other developed by OECD, which is known as IQRP (International Quality Review Process). ACE's international index of higher education is useful to governments when they assess the process of internationalization of universities. IQRP, on the other hand, is useful to universities and colleges when they evaluate their status of internationalization. Drawn implications are (1) it is important for universities to build a clear goal and implement appropriate strategies of internationalization, (2) policies on internationalization of higher education should concentrate on contents rather than forms, and (3) the efforts for internationalizing higher education should be made along with the efforts for improving the quality of education.

  • The purpose of this study is to examine obstacles to progress for 20th century Korean mathematics. In 1945, shortly after Korea was liberated from Japan, there were no Korean mathematics Ph.D. holders, less than ten bachelor degree holders, and only one person with a master's degree in mathematics. We investigate the reasons for this. Korea has to overcome such an unforgiving condition and rebuild quality education programs in higher mathematics over the last several decades. These debilitating circumstances in higher mathematics were considerable obstacles in developing a higher level of mathematical research for the mainstream of 20th century world mathematics. We study policy and curriculums of Korean school mathematics in the late 19th and early 20th century, with some educational and socio-political background.
