This study explored the trend of higher education policy according to the change of productive populations. This study analyzes current problem on higher education policy and suggests direction of higher education policy according to decrease in productive population, focusing on the change in productive populations and related social changes. The major directions of higher education policy are enhancing competitiveness of universities, managing university enrollment quota, and activating education - industry links. This study suggests twelve detailed - policies based on the three major directions of higher education policy.

한국대학교육협의회에서는 제16대 대통령 선거에 즈음하여 주요 정당의 대통령 후보자들을 대상으로 고등교육정책에 대하여 서면질의(별첨 서면질의서 참조)를 하였습니다. 서면 조사기간은 10월 28일부터 11월 15일이었으며, 각 당에서 제출한 답변서는 편집 형태를 통일하여 전문으로 게재하였습니다. 한국대학교육협의회에서 질의한 내용에 대한 각 당의 답변서는 현재 국회 의석 수를 기준으로 하여 '한나라당'. '새천년민주당', '국민통합21', '민주노동당' 순으로 구성하였습니다. 다만, 지면 부족으로 주요 당의 고등교육정책만을 게재함을 양지하여 주시기 바랍니다.

세계화는 정치, 경제, 사회, 문화 전반에서 중요한 시대적 흐름이 된 지 오래이다. 특히 고등교육 영역에서의 세계화는 국가의 경제발전과 과학기술발달 그리고 고급 인력자원 양산을 위한 핵심 사안이다. 세계화의 선도 국가인 미국이 교육 영역의 세계화 진행과정에서 고등교육을 어떻게 국제화하였으며, 어떠한 고등교육 정책과 전략으로 세계화를 추진하였는가를 고찰해 보는 것은 우리나라 고등교육 세계화 정책에 유용한 시사점을 제시해 줄 수 있다.

This study examines the types and characteristics of the policy instruments of Korea's higher education policies since the Lee Myung-bak administration. To this end, McDonnell and Elmore (1987)'s types of policy instruments were adopted and the higher education policy tasks announced by the Ministry of Education were classified by sector and type. As a result of the analysis, Korea's higher education policy showed a tendency to gradually shift from 'mandates' to 'inducements' and 'capacity building'. Despite this trend, however, in policy tasks such as university evaluation, the Lee Myung-bak, Park Geun-hye, and Moon Jae-in administrations all maintained policy instruments that combine 'mandates' and 'inducements'. Third, the 'system change' based on a market-oriented mechanism was used only in the Lee Myung-bak administration, and was not adopted in the higher education policies of the Park Geun-hye and Moon Jae-in administrations. In the field of global and industry-university cooperation at universities, it is encouraging that the Lee Myung-bak administration to the Moon Jae-in administration have steadily introduced policy instrument of 'capacity building', but in the fields of specialization and competitiveness enhancement, policies centered on 'mandates' and 'inducements' was using the policy instrument.

한국대학교육협의회는 11월 8일(목) 홍익대학교에서 대교협, 전국대학기획실(처)장협의회,한국고등교육정책학회의 공동주최로 제23회 대학교육 정책포럼을 개최하였다. 이 포럼은 차기정부의 고등교육경쟁력 제고방안이라는 주제로 서정화 홍익대 교수의 기조발표, 강병운 대교협 고등교육연구소장의 주제발표 및 신승호 강원대 기획처장, 김민구 아주대 기획처장, 신정철 서울대 교수, 서수용 한국대학신문 뉴스본부장, 정일환 대구가톨릭대 교수의 토론으로 진행되었으며 "대학교육"에서는 이 중 기조발표 내용을 게재한다.

일본의 문부과학성에서는"지의 세기를 리드하는 최고 수준의 인재 육성"이라는 21세기 고등교육개혁의 목표를 실현하고자 다양한 개혁정책을 추진하고 있다. 이러한 개혁 추진으로 2007년 현재 1,276개 고등교육기관에 약 300만 명이 재학하고 있으며 대학, 단기대학, 전수학교 등의 고등교육기관 전체 진학률은 70.5%에 달하고 있다. 여기에서는 일본의 고등교육개혁 동향을 살펴봄으로써 우리의 고등교육개혁에 주는 시사점을 얻고자 한다.
