A Study on Pollutant Loading Estimation in Seonakdong Basin (서낙동강 유역에서의 오염부하량 산정기법 연구)

  • 최근 3대강특별법에 의하여 시행되고 있는 환경부의 수질오염총량관리를 위해 서낙동강 유역인 낙본N 단위유역에 대한 해당 지자체의 기본계획과 시행계획이 수립된 바 있다. 낙본N 단위유역은 서낙동강을 중심으로 좌측의 대부분이 경상남도 김해시이고, 우측과 하류부는 부산광역시 강서구이다. 서낙동강은 평상시에는 주요 농업용수 공급원과 철새도래지로서 홍수시에는 거대한 유수지 역할을 하고 있다. 서낙동강 유역내에는 분뇨처리장, 하수처리장, 농업 및 축산활동, 내수면 양식어업, 오염원 배출공장 등의 점, 비점오염원이 있으며 대저수문과 녹산수문에 의해 조절되는 정체수역으로서 오염부하강도가 높은 유입지천들로 인하여 상습적인 녹조 발생수역으로 수질개선의 필요성이 매우 높은 지역이다. 본 연구에서는 대표 유역으로 낙본N유역의 소유역 중 배출부하량이 가장 큰 지류에 해당하는 조만강 유역인 낙본N06 소유역의 오염원 조사결과를 이용하여 오염부하량 산정기법을 검토하였다. 장래 오염부하량 예측은 자연증가, 개발계획, 삭감계획에 의해 산정하는데, 이와 같은 과정에서 과거 오염원조사, 부하량산정, 폐수 배출부하량 모니터링 과정에서의 불확실성이 따르게 된다. 본 연구에서는 이와 같은 오염부하량산정 과정에서의 정확도를 높이고자 오염원 자료의 증감에 따른 오염부하량 산정결과의 민감도 분석을 통하여 신뢰도 평가를 수행하였다. 방대한 오염원자료를 이용한 오염부하량 산정은 한국환경정책평가연구원(KEI)에서 개발한 데이터베이스관리 프로그램(Access Program)을 이용하였으며, 각 오염원별 오염원 현황 및 전망 결과와 환경부의 수계오염총량관리기술지침에서 제시한 각 오염원별 오.폐수발생원단위, 배출원단위, 전환계수, 배출계수 등을 이용하여 각 오염원별 배출부하량을 산정하였다. 본 연구에서는 오염원 조사나 장래 오염원 예측에서 있을 수 있는 오차에 대한 전체 배출부하량의 변화를 살펴봄으로써 방대한 양의 오염원 조사시에 정확성 및 효율성을 높이고자 하였다. 본 연구의 결과를 통해 할당부하량을 개별 오염원별로 할당하고 적정한 개발계획과 실현가능한 삭감계획 및 이행방안을 수립하기 위한 오염원조사를 수행함에 있어 기초자료의 효율적인 관리를 통해 오염부하량 산정의 정확성을 높이고자 한다.

  • Water transmission and distribution systems play a important role to deliver safe and clean water and are responsible for the most direct impacts of water utilities to customers. Although the performance of WDS(Water Distribution Systems) should be evaluated by a certain standards, interests has not been in WDS and developed due to invisible, hard-working and insufficient information in the evaluation process in Korea till now. The investigations and researches were carried out to develop software to assist the evaluation of WDS with respects to hydraulics, water quality and structural analysis methods. The methodologies have been developed which can be used to estimate the performance to water distribution network and software are implemented by the process. Developed systems are consisted with database, analysis techniques, simulation models, decision support systems and other tools. The concepts and functions are introduced in this paper and the performance index are discussed for accurate assessment of water distribution systems.

  • A government agency has been announced to increase 23,663 hundred million wons by cost of design change which occurred in the pre-construction and construction phase. As design change is a phenomenon to occur by means of a characteristic of the building design that standardization is difficult, even if it is said that a perfect design is done in design phase, design change is prevented, and it is going to decrease, and there is a limit. Because there are some causes in all of the construction project, it is change order of client, relative system, unfit design and field condition, etc. In this study, we are suggested logic and basic model of the decision making support process model that it should selecting the optimal alternative through complex and quantitative analyzed: that is cost, performance and constructability as respect Owner or CMr is executing project under the CM delivery system construction project which it occurred design change.

  • Article 31(1) of the Libraries Act(Act No. 18547), which was completely revised on December 7, 2021, stipulates that "the head of a local government or the superintendent of a city/provincial office of education must formulate a plan for the establishment and operation of a public library in advance and obtain the pre-evaluation of the feasibility of establishing a public library from the Minister of Culture, Sports and Tourism." Through the preliminary feasibility evaluation at the construction stage of the public library, it is possible to adjust distribution to improve the adequacy of scale and resolve regional imbalances and gaps. In addition, it is expected to increase service satisfaction and operational enhancement by inducing faithful securing of core infrastructure (librarians, collection, facilities, systems, etc.) in terms of balanced regional development and public library construction. The purpose of this study is to develop and present the basic direction and feasibility evaluation model for establishment of public libraries. The proposed evaluation model is expected to secure the legal basis and institutional legitimacy of the pre-evaluation system for public library establishment and to prevent waste of tax due to poor construction and operation of public libraries.

Street Transit Network Analysis and Evaluation (노면 대중교통노선 평가틀 구축에 관한 연구)

  • If designed properly, street transit systems can provide many useful functions with the flexibility of serving an unlimited range of locations throughout an urban area. Over the last decades urban regions of Korea cities have seen rapidly changing travel patterns and urban conditions. Under this circumstance transit planners need frequent evaluations of its street transit routes so as to restructure or modify them rationally. It should be noted that the changing network influences passengers, operators, as well as the city itself. However, there is no proper framework with which to evaluate the street transit network comprehensively. This paper develops and provides a framework including criteria and indicators for evaluating street transit networks. Five criteria, such as network size, network structure, service requirements, efficiency of operation and the relationship to the city are presented. A number of indicators and measures representing each criteria are then suggested. As a practical example, an analysis and comparison of three minibus networks in Busan are presented, utilizing the developed measures and indicators. The results of this study will be of great use for planners responsible for transit route planning, particularly for planning of new or analysis of existing routes; their comparison with routes/networks of various cities.

  • A quantitative risk assessment method for quantitatively evaluating the fire risk in designing a road tunnel disaster prevention facilities has been introduced to evaluate the appropriateness of a disaster prevention facility in a large tunnel through which all vehicle types pass. However, since the quantitative risk assessment method of the developed can be applied only to the large sectional area tunnels (large tunnels), it is necessary to develop a quantitative risk assessment method for road tunnels passing only small cars which has recently been constructed or planned. In this study, fire accidents scenarios and quantitative risk assesment method for small road tunnels through small cars only which is based on the methods for existing road tunnels (large tunnels). And the risk according to the distance between cross passage is evaluated. As a result, in order to satisfy the societal risk assessment criteria, the distance of the appropriate distance between cross passages was estimated to be 200 m, and the effect of the ventilation system of the large port exhaust ventilation system was quantitatively analyzed by comparing the longitudinal ventilation system.

Application of GIS Based AHP for Route Location (노선 선정에서 계층분석과정을 이용한 GIS의 적용)

  • This study presented the route location method by applying AHP and evaluating quantitatively. This study developed the program that can be easily applied to this kind of road design, and built the decision support system for route location. The study results are summarized as follows ; We could quantitatively evaluate the appropriateness of exiting routes by applying the AHP based on GIS. If we apply this to the roads that will be newly constructed, we can make the objective and reliable route location when making road plans and basic designs. We improved the technique of route location by applying the decision support system with third-dimensional data, which considers even the vertical alignment plan, to the existing decision support system with second-dimensional data. And, since we can set those data such as vertical slope, earth-volume, structure size, location and construction cost to independent variables, we can make road designs more scientifically and reasonably.

  • In domestic mechanical demolition work against RC building, unsuitable selection and loading of heavy equipment have led to occasional accidents such as collapse of structural members during the work. Therefore, proper analysis technique to easily decide allowable equipment load on the structure is needed at the planning stage of mechanical demolition work. In this paper, performing loading test and elastic analysis against 4-story building at full scale, we confirm appropriateness for allowable load of equipment on RC structures, which was suggested in previous study, and suggest structural analysis method that can evaluate safety of RC building during the mechanical demolition. The suggested method can be effectively utilized to improve work efficiency through safety of mechanical demolition work against RC building and proper management of equipments.

  • The existing cost calculation standard for the implementation project to manage total maximum daily loads calculates cost by considering the area scale and the population based on the basic cost. This method renders it difficult to calculate cost when the detailed characteristics of a business are considered. Therefore, in this study, we proposed a costing method that applied the standard fee calculation, reflecting the area scale, a number of human and livestock, wastewater discharge facilities, etc. And, through the review of related order cases, the suitability of factors affecting the implementation project is verified and the appropriateness of the cost calculation method is verified.
