The Strategies for Rail-Oriented Transportation System and Its Priorities (철도중심교통체계 구축을 위한 전략 및 우선순위에 관한 연구)

  • Since Kyoto Protocol to the United Nations Framework Convention on Climate Change in 2005 takes effect, the transportation policies of most countries move toward encouraging the use of the transit mode with energy efficient and low carbon. Korea is 8th country of producing Co2 emissions and will be one of obligation countries decreasing Co2 after year 2013. In order to improve the efficiency of national transport system investment, this study developed the strategies toward rail-oriented transport system by considering operational speed and accessability, rail-oriented development, and introduce of ubiquitous technique in railway. The four major strategies targeted for future year are introduced here such as One-hour rail(connecting major cities within one hour), Seamless 30(accessing major railway stations within 30 minutes, Rail urbanism (railway-based urban planning), and U-rail (railway service with ubiquitous technique). Each strategy includes several action plans and their priorities are investigated using AHP(Analytic Hierarchy Process) to organize them by time scheme as short, mid, and long term perspective.

  • 본 논문에서는 우편사업의 효율적 운영을 위해 추진중인 우편집중국의 건설과 관련하여 기존에 발표된 우편집중국의 건설에 관한 연구보고서 등을 통해서 우편집중국의 운영에 관한 연구 둥을 분석한다. 또한, 우편집중국간의 우편수송경로결정 의사결정지원 시스템을 개발하기 위해 우편물 수송모델을 수송수단에 따른 복수계층 네트워크(Multi layer network)로 구성하여, 이를 다품목네트워크 흐름문제로 수송모델을 정의하고, 정수선형계획문제로 정식화하여 최적화 S/W LINGO를 이용하여 구한 해의 결과를 분석하여 향후 우편수송경로결정을 위한 의사결정지원시스템의 기본으로 활용하고자 한다.

  • CFD 연구를 초고속선 선형개발에 활용한다면 선체주위의 유동장 계산결과로부터 압력 및 속도, 자유표면 파고분포 등 초고속선의 설계 및 기본계획 단계에서 필요한 저항 및 추진성능 자료를 얻을 수 있다. 이러한 기능을 더욱 개선 발전시키면 선형개발에 더 많은 적용이 예상된다. 또한 항주 시간에 따른 초고속선의 운동특성을 고려할 수 있게 된다면 앞으로 항주자세제어 및 내항성능과 승선감의 추정도 CFD 연구를 통해서 가능하리라 믿는다. 이제 국내 조선소를 중심으로, 21세기에 도래할 것으로 예측되는 고속 해상수송 수단에 대한 수요에 대응하고 조선기술의 우위확보를 위해 고부가가치, 고성능이 요구되는 초고속선 기술개발에 연구를 집중해야겠다.

  • 아시아 지역중 물류 선진국이라 할 수 있는 일본은 최근 교토 의정서에 따라 환경오염억제에 많은 노력을 하고 있다. 대기오염의 1/3을 배출하고 있는 $CO_2$의 주범 화물차량의 배기가스를 억제하기 위해 환경친화적 운송수단인 모달시스트를 업계에 적극 권장하고 있다. 그 결과 2010년까지 지금의 $CO_2$량을 1990년 기준으로 6$\%$를 억제한다는 계획을 가지고 있다. 이에 본지는 판장정보 일본 국토 교통성 정책조정관이 일본의 포장기술 2004년 6월호에 발표한 내용을 발췌, 번역 게재하고, 일본이 진행중인 모달시프트 정책의 과정을 소개한다.

  • 세계적으로 환경적으로 건전한 지속가능한 발전을 위한 수단인 환경영향평가는 지역과 국가의 경제사회적 특성과 어울려서 발전하고 있다. 특히 한국에서는 개발과 그로 인한 환경오염을 사전에 저감시키기 위한 수단으로, 환경부, 지속가능발전위원회를 중심으로 법개정, 새로운 제도와 기법의 도입을 지속적으로 추진하고 있다. 환경영향평가는 생태영향평가, 사회영향평가, 누적영향평가, 전략환경평가, 환경위해성평가를 통합하는 방향으로 진행되고 있으며, 한 국가의 문제뿐 아니라 국경간의 문제에 직면하고 있다. 환경영향평가는 사업뿐 아니라 정책을 포함하는, 국가의 공간계획과 자원관리를 환경영향평가 과정에 통합하여야 할 것이다.

A Study on the Improvement of Efficient Execution System for Cadastral Resurvey Project (지적재조사사업의 효율적인 추진체계 개선에 관한 연구)

  • Recently there are growing arguments about the needs to improve Cadastral Resurvey Projects more efficiently and rationally since the projects have realistically started. This study aims to analysis some problems of the projects and finds out the solutions. With this purpose, we have surveyed some literatures related to the demonstration projects, and then have examined some similar domestic urban development projects and international Cadastral Resurvey Projects in order to apply their appropriate tools to the present or future projects. Generally the execution process of Cadastral Resurvey Projects has four steps and this study arranges the main problems in each steps. In the result it suggests that some improvements should change as the followings. (1) It is more effective to take planning-based approach than project-based one. (2) The project boundary needs to be decided with the rectangular patterns not the irregular ones for the efficient project. (3) The adjusting the current baseline of agreement should be reconsidered because too high baseline may make the project difficult to progress. (4) Not only systematical public relations to promote the projects but also a variety of incentives to induce the public participations is very important to solve the problems of involvement. (5) Institutional tools for collaborate planning is also desirable to solve the conflicts among stakeholders rationally and effectively.

Estimation of Area Type for Logistics Planning (물류계획을 위한 지역유형 추정)

  • Area type is often used in freight demand analysis and logistics planning models. For example, in freight transportation planning. area type variable is most often commonly used in freight generation (attraction) model. Yet a reliable, forecastable and measurable definition or area type is generally not documented. In fact, there is little literature on the subject of predicting area type in the context of freight planning models. This can be troublesome when applying models to long-range logistics planning where significant changes in population and employment result in changes in the general character of an area. Through the use of Discriminant Model, GIS (Geographic Information System) analysis and Delphi methods, this paper presents the successful exploration for a quantifiable means of determining area type.

  • Last February, $\ulcorner$The Act on Ubiquitous City Construction and etc.$\lrcorner$ was approved by the National Assembly. The law stipulates the regulations on the planning, construction and management of the Ubiquitous City. As its national-level law system is about to take its effects, future new city developments are expected to have its legal basis to be built to meet ubiquitous city requirements. Also, it is anticipated that such needs would require much more planning techniques and strategies. In reaction to those upcoming needs, this study is to search for new planning approaches to realize the u-City in reality. It is also to supply with the framework to execute the u-City projects in more structuralize and systemize manner. Therefore, with the purpose of the establishment of comprehensive planning system, the theoretical bases were sought in relation to planning u-City, pre-existing u-City development cases and regarding regulations were analyzed, and then basic concepts, features, and constituent factors were set up.

  • In 2007, London Thames Gateway delivery plan was started, and it was in progress to solve climate change, population density, housing problems, green space, regional imbalances, and transportation issues from east London and Kent to Essex. The plan was carried out faithfully local autonomy enlargement of local governments. This case is evaluated as a successful case of waterfront regeneration with well balanced on development and conservation. This study concludes as follows by comparing with this case and a new Han River management foundation plan. First, Seoul's new plan needs to change to diffuse thinking on comprehensively understanding. Second, local and central government, which are adjacent to Han River, need management scheme in cooperation. Third, the countermeasures for solving traffic problems in Seoul are required through the provision of transportation method to take advantage of the waterfront.

  • Energy consumption of building is given a sizable portion in total national energy conservation and if current trends continues, energy conservation level will rise as level of developed country. For this reason, a basic plan is proposed for integrated management system to manage energy conservation of buildings using a link with energy information and building information. Specifically, the questionnaire investigation conducted by building energy expert is performed to determine the projects along with time schedule and demands level of management system. In addition, to investigate study on energy usage information and management situation the management architecture of energy supplier is also studied.
