Bitrate Scalable Video Coder (비트율 계위 비디오 부호기)

  • We pror.a;e a H.263-based video ceder with two-layer ocalability. The bare layer is ceded by using the default H.263 axling algorithms to achieve high compresred video data and the enhanced layer is axied by enhanced axling such as HVS-based quantization updating. The enhanced layer contains only arled refinement data for the OCT coefficients of the bare layer. Bitstream syntax and semantics for enhancement layer are designed and quantizer design using the HVS is pror.ooed. Data from the two layers are combined after inverse quantization and inverse OCT prcx:esses in the deaxier. We show with e~rirrental results that the pror.a;ed layered arlee achieves comparable picture quality with non-layered arlee at bitrates of 30 kbr;s or less. Overhead information for the bitstream layer can 00 limited to less than 0.5 kbits/frame.

  • CBD(Component Based development)가 이미 완성된 소프트웨어 모듈인 컴포넌트들을 특정 목적을 위해 배치하고 조립함으로써 품질 보증된 고생산성의 재사용을 가능하게 됨에 따라, 최근 IT 비즈니스 솔루션 도출을 위한 핵심 적인 기술 전략으로 인식되고 있다. 따라서 영 역에 적절한 컴포넌트의 추출과 개발 및 응용 시스템으로의 전개를 위한 컴포넌트들의 배치와 조립 등을 포함하는 일련의 CBD 프로세스를 실제화 하기 위해서는 아키텍쳐 기반의 접근과 제어가 매우 중요하다. 하지만 대부분의 CBD 연구는 비즈니스 로직들의 기능성을 그룹화한 컴포넌트의 생산에 초점을 두고 있지 컴포넌트간의 상호작용을 명시하는 아키텍쳐 정보의 관리를 간과함으로써 컴포넌트의 조립과 통합을 통한 CBD 시스템으로의 전개는 극히 어려운 실정이다. 따라서, 본 논문에서는 CHD 프로세스 상에서 아키텍쳐 접근의 중요성과 전개 방법을 살펴보고, 컴포넌트 프레임워크(Component Framework)를 위한 아키텍쳐의 계층을 새롭게 재정의 하며 그 의미를 설명한다. 이를 위해 영역 분석 및 설계 정보를 선언적으로 명시하는 수단이며, 도메인 내에서 특정 서비스를 제공하는 컴포넌트간의 일반적 결합 방식의 규정하기 위한 수단으로서 설계 패턴을 이용하여 서비스 아키텍쳐 패턴을 정의하고 실 예로 적용한다.

  • 능동적 객체지향 시스템에서는 객체의 행동을 감시하기 위하여 트리거들의 정의가 필수적이므로 객체지향 데이터 모델과 트리거 모델의 무리없는 통합이 요구된다. 객체지향 개념은 트리거 시스템의 수행 모델과 트리거들의 명세에 영향을 주기 때문에 트리거 시스템도 객체지향 모델의 특성인 캡슐화, 상속, 재정의, 다형성 등을 지원하고 동적으로 생성 및 관리가 가능하여야 한다. 따라서 본 논문에서는 이러한 요구들을 만족하는 트리거 모델과 클래스 계층구조상에서의 트리거를 설계하고 능동적 객체지향 트리거 시스템의 수행 모델을 제시한다.

Citizens' Expectations from Government and Policy Attitude with Regard to Reducing Overlap and Duplicating among Government Programs -Does an Income Class Difference Matter?- (유사중복사업 통폐합 정책에 대한 기대효과와 태도 -소득계층 간의 차이를 중심으로-)

  • The objective of this study is to examine whether citizens' expectations of policy impacts of the government's efforts to reduce overlap and duplication among its programs have any influence on citizens' policy attitude. Furthermore, this study examines whether the influence is differential and dependent on income class differences. The results suggest that 'reducing budget waste' bas a positive impact on policy attitude whereas 'enhancing work performance' bad no significant impact. And the results reveal that middle class bold a more negative view than upper class on the government's efforts. Concerning the moderating effect. income class differences weaken the positive relationship between 'reducing budget waste' and policy attitude as well the negative relationship between 'enhancing work performance' and policy attitude. The policy implication of this study is, to gain support from citizens for its overlap and duplication reduction policies, it is critical that the government should publicize that there exists a more of citizens benefitting from such policies.

  • The collapse of the medical and healthcare system in the pandemic is resulting in the voluntary participation of civil society and a new way of responding. Some of new countermeasure can be immediately utilized at the forefront of the health crisis. Appropriate technology is no longer an intermediate technology, demonstrating its role as a technology capable of overcoming the crisis of not only developing countries but also any countries where the health system has collapsed. In this Part 2, examples of health fields such medical devices as negative pressure chambers and ventilators, diagnostic chips, and diagnostic techniques, are being discussed as a quick response to the collapse of health systems under COVID-19, within the framework of appropriate technologies. Finally, the important role of scientists and engineers is discussed for the prevention of severe impacts on the vulnerable people in terms of socioeconomic status.

Efficient QoS Policy Implementation Using DSCP Redefinition: Towards Network Load Balancing (DSCP 재정의를 통한 효율적인 QoS 정책 구현: 네트워크 부하 분산을 위해)

  • The military is driving innovative changes such as AI, cloud computing, and drone operation through the Fourth Industrial Revolution. It is expected that such changes will lead to a rapid increase in the demand for information exchange requirements, reaching all lower-ranking soldiers, as networking based on IoT occurs. The flow of such information must ensure efficient information distribution through various infrastructures such as ground networks, stationary satellites, and low-earth orbit small communication satellites, and the demand for information exchange that is distributed through them must be appropriately dispersed. In this study, we redefined the DSCP, which is closely related to QoS (Quality of Service) in information dissemination, into 11 categories and performed research to map each cluster group identified by cluster analysis to the defense "information exchange requirement list" on a one-to-one basis. The purpose of the research is to ensure efficient information dissemination within a multi-layer integrated network (ground network, stationary satellite network, low-earth orbit small communication satellite network) with limited bandwidth by re-establishing QoS policies that prioritize important information exchange requirements so that they are routed in priority. In this paper, we evaluated how well the information exchange requirement lists classified by cluster analysis were assigned to DSCP through M&S, and confirmed that reclassifying DSCP can lead to more efficient information distribution in a network environment with limited bandwidth.

A Critical Study on Welfare Decentralization of Roh Government (참여정부 복지분권화에 대한 비판적 고찰)

  • There has been a continuous debate on decentralization of welfare. The proponents of decentralization argue that it will enhance the autonomy of local governments and the efficiency in the provision of service. However, the opponents argue that it will lead to the welfare reduction and the increased inequality among localities. This study attempts to deal with the question, focusing on the evaluation of decentralization reform of Roh Government. The main results are as follows: After the decentralization, local governments has undergone hardships in financing the welfare service, while there is no clear evidence that the local autonomy has enhanced. In respect of fiscal role-sharing, local duties has significantly increased because of the insufficient grants-in-aid for decentralization and inappropriate formula in assessing the grants. In respect of functional role-sharing, the decreased role of central government made it difficult for local governments to provide enough residential institution for the elderly and the disabled. To improve the decentralization reform, deliberate reclassification is needed to decide which item should be transferred to localities. Regarding the characteristic of the projects, social services could be transferred in the long run, while central government should take more responsibilities for the income guarantee and protection for the disadvantaged.

A Case Study on the Linkage of Lifelong Education between Social Enterprises and the Vulnerable (사회적기업과 취약계층의 평생교육 연계에 관한 탐색적 사례연구)

  • Thus study examined the possible the link between social enterprises and lifelong education for the underprivileged. To this end, this study searched for the definition and position of social enterprises emerging from the welfare system under the influence of neoliberalism and overcoming the problems in terms of creating social jobs and providing welfare services. In addition, the lifelong education for the underprivileged was examined according to the subjects, such as the disabled, migrant women, young and adult low-income group, and senior citizens. The plan was as follows. First, the expansion of the proportion of community-affiliated social enterprises was analyzed. Second, it provides a differentiated support and protection market for social enterprise. Third, the development and dissemination of social entrepreneur training programs was examined. The results showed that the entire society should have a sense of responsibility for the support of the underprivileged. This provides implications for the linkage of lifelong education and social enterprise in the expansion possibility to improve the quality of life and expand lifelong education for the underprivileged.

  • The popularity of the web based education has come the need for variety learning methods and for business to exploit the web not only for interoperability but also standardization. This way of standardization has come to researched for environments, contents and practical uses in ISO. The IEEE has special]y established five technical classes for LTSA which provide advanced e-learning environments. Feedback functions would not be supported and specified in standardization for Query Answer on LTSA. In this paper, we describe the query and answer model which we have developed on layer three of LTSA. We develop the redefined model for transforming data flow oriented into object or component based model. We have developed the Query Answer Metadata (QAM) based on Learning Object Metadata (LOM). We design and showed thing a prototyping implementation the Query Answer Learning Tool (QALT). We have used the QALT to address the problem of efficiency of web based education. We also used it to develop the related tools with quality and productivity.

A Study on the Optimization of C++ Program Using the Class Hierarchies Slicing (클래스 계층구조 슬라이싱을 이용한 C++프로그램 최적화에 관한 연구)

  • This paper proposes an algorithm for class hierarchies which can optimize member data and member function. This algorithm considers single/multiple inheritance, static/dynamic binding, overloading/overriding, pure virtual/virtual function, and constructor on the hierarchy of C++ class. We need to eliminate unused function that possesses many component element, because the program uses a limited of function in class hierarchies. Previous works on slicing mainly focused on selecting output data and including the related program statement. It was consists of structured programming language and also centralized on error detection, maintenance, and flexible testing. In this paper, we extend to the object-oriented language, makes a linked-table for objects to raise the efficiency of information management, and proposes necessary algorithm for optimizing system Through this process, we can obtain the simplification of program code and the progress of system performance by eliminating unused member data and member function.
