In general, the seismic intensity deduced from instrumental data has been evaluated from the empirical relation between the intensity and the PGA. From the point of view that the degree of earthquake damage is more closely associated with the seismic intensity than with the observed PGA, JMA developed the instrumental seismic intensity (JMA instrumental intensity) meter that estimate the real-time seismic intensity from the observed strong motion data to obtain a more correct estimate of earthquake damage. The purpose of the present study is to propose a practical application of the JMA instrumental intensity in Korea. Since the occurrence of strong earthquakes is scarce in the Korean Peninsula, there is an insufficiency of strong motion data. As a result, strong motion data were synthesized by a stochastic procedure to satisfy the characteristics of a seismic source and crustal attenuation of the Peninsula. Six engineering ground motion parameters, including the JMA instrumental intensity, were determined from the synthesized strong motion data. The empirical relations between the ground motion parameters were then analyzed. Cluster analysis to classify the parameters into groups was also performed. The result showed that the JMA acceleration ($a_0$) could be classified into similar group with the spectrum intensity and the relatively distant group with the CAV (Cumulative Absolute Velocity). It is thought that the $a_0$ or JMA intensity can be used as an alternative criterion in the evaluation of seismic damage. On the other hand, attenuation relation equations for PGA and $a_0$ to be used in the prediction of seismic hazard were derived as functions of the moment magnitude and hypocentral distance.

A method of instrumentally estimating seismic intensity (MMI) based on the Fourier Acceleration Spectrum of earthquake ground-motion, the so-called 'FAS MMI method' of Sokolov and Wald (2002), was evaluated for its applicability to Korea based on the empirical models of mean (m) and standard deviation (${\sigma}$) for Korea according to individual seismic intensity for MMI ${\leq}$ IV (Yun et al., 2009). This evaluation showed that the error in estimating the seismic intensity using the FAS MMI method is ${\sigma}$ = 0.74 MMI, and was further reduced to ${\sigma}$ = 0.61 MMI if the dependency of the error on earthquake magnitude and distance is additionally corrected. It is also shown that FAS MMI based on the FAS semi-empirically evaluated from small earthquakes for damaging earthquakes in Korea with maximum MMI ${\geq}$ VI could predict the observed MMI with the maximum error of 0.63 by using the combined FAS m-${\sigma}$ models of Korea for MMI ${\leq}$ IV and global region for MMI ${\geq}$ V.

A method of instrumentally estimating the seismic intensity (MMI) based on Fourier Acceleration Spectrum, which is the so-called 'FAS MMI method' of Sokolov and Wald (2002), was considered for its applicability to Korea. In order to implement the FAS MMI method, the empirical models of mean (m) and standard deviation (${\sigma}$) for Korea were derived for MMI ${\leq}$ IV according to individual seismic intensity by using the site-consistent horizontal FAS of 580 records from 65 isoseismal maps prepared based on the reported MMI of Korea Meteorological Administration. The site-consistent FAS at a site were obtained by correcting the observed FAS for the difference of the site amplification function relative to that of the target site of Class D station (Yun and Suh, 2007) which was evaluated to be a representative site for the generic soil profile of Korea. The FAS m model for MMI ${\leq}$ IV follows the overall linear relation in log space according to seismic intensities, featuring the FAS mean model for MMI = IV similar to that of the global model of Sokolov and Wald (2002). The ${\sigma}$-values of the FAS model are found to be greater than those of the global model for MMI ${\geq}$ V, while significantly lower than those of the global model for MMI = IV.

A frequency of earthquake occurrence in the Republic of Korea is increasing over the past few decades. In this situation, an importance of earthquake prevention comes to the fore because the earthquake does damage to structures and causes severe damage of human life. For the earthquake prevention, a real-time vibration measurement for structures is important. As an example, the United States of America and Japan have already been monitoring real-time earthquake acceleration for the important structures and the measured acceleration data has been managed by forming database. This database could be used for revising the seismic design specifications or predicting the damage caused by earthquake. In Korea, Earthquake Recovery Plans Act and Enforcement Regulations are revised and declared lately. Ministry of Public Safety and Security is constructing a integrated management system for the measured earthquake acceleration data. The purpose of this research is to develop a real-time vibration monitoring and analysis system for structures which links to the integrated management system. The developed system contains not only a monitoring function to show real-time acceleration data but also an analysis system to perform fast fourier transform, to obtain natural frequency and earthquake magnitude, to show response spectrum and power spectrum, and to evaluate structural health. Additionally, this system is designed to be able to link to the integrated management system of Ministry of Public Safety and Security. It is concluded that the developed system can be useful to build a safety management network, minimize maintenance cost of structures, and prevention of the structural damage due to earthquake.

Fires that result from the excessive leakage of gas due to earthquakes cause enormous loss of property as well as numerous human casualties. To prevent such disasters, an emergency gas shut-off system is considered to be one of the effective and rational methods. Considering the seismicity, the earthquake frequency and the gas-supply system of Korea, mass gas shut-off by a gas company is determined to be more cost-effective than individual gas shut-off by customers. In this study, an emergency response system was proposed that would shut off the gas supply immediately. Two different reference seismicities were proposed, to specify rapid response according to the measured seismicity. The gas supply area was divided into several gas shut-off blocks in order to facilitate the shut-off of gas supply in damaged blocks. This proposed system was implemented in the actual gas supply area with reference seismicities on the basis of seismic damage analysis.
We installed temporary strong motion seismometers at the ground surface, 1 m, 2 m, and 9 m at an existing seismic station that houses permanent seismometers installed at 20 m and 100 m, to investigate the influence of installation depth on the recorded ambient and anthropogenic noise level and the characteristics of earthquake signals. Analysis of the ambient noise shows that anthropogenic noise dominates where vibration period T < 1 s at the studied site, whereas wind speed appears to be strongly correlated with the noise level at T > 1 s. Frequency-wavenumber analysis of 2D seismometer array suggests that ambient noise in short periods are predominantly body waves, rather than surface waves. The level of ambient noise was low at 9 m and 20 m, but strong amplification of noise level at T < 0.1 s was observed at the shallow seismometers. Both the active-source test result and the recorded earthquake data demonstrated that the signal level is decreased with the increase of depth. Our result also shows that recorded motions at the ground and 1 m are strongly amplified at 20 Hz (T = 0.05 s), likely due to the resonance of the 3 m thick soil layer. This study demonstrates that analysis of ambient and active-source vibration may help find optimal installation depth of strong motion seismometers. We expect that further research considering various noise environments and geological conditions will be helpful in establishing a guideline for optimal installation of strong motion seismometers.

The nuclear power plant(NPP) should be shut down for inspection and tests prior to a return to power if the earthquake exceeds the operating basis earthquake(OBE). The OBE at the plant is considered to have been exceeded if the computed cumulative absolute velocity(CAV) from the earthquake record is greater than 0.16g-sec. However, the CAV criterion should be determined considering the seismic and structural characteristics of the plant. An experimental study using shaking table is conducted in this study to evaluate intensity of CAV criterion. Appropriate level of CAV is evaluated based on the test results using the developed seismic damage indicator(SDI) model. The model consists of stacked acrylic cylinders and is developed to behave consistently for each directional seismic load. The result of the experimental study in dicates that the CAV criterion of 0.16g-sec is conservative enough to be applied to Korean NPPs since the CAV value of the seismic input motion of the Korean standard NPPs ranges from 0.3 to 0.5 g-sec. The developed SDI is expected to be useful not only in easily determining OBE exceedance but also in evaluating earthquake damage quantitatively to provide guidelines for better post-shutdown inspection and test.
This study is to consider applicability of spiral bolt strain gauge as an instrument measuring behavior of soft ground foundation and rock slope. When the instrument was installed on the ground, it can be useful to identify the state of ground behavior because it has the characteristics of flexibility, as well as to apply the ground reinforcement because it has higher pull-out resistance to the ground. From the measurement of behavior to soft ground foundation, the strain shows a stable state in the beginning, then was observed significant change in the upper and the middle of spiral bolt strain gauge after 400 days. This is analyzed that ground loosening, which is due to occurred frequent earthquake of magnitude 1~2 with increased rainfall, lead to the instability of the ground. From the measurement of behavior to rock slope, the strain shows a stable state with very little change in a period of 0~50 days and the biggest strain at 4.2 m (P6) in a period of 50~100 days, then other places except P6 was maintained at a stable state in a period of 100~160 days. The reason is analyzed because that blasting for excavated limestone surrounding was affected to the largest at P6. However, based on the size of strain change by behavior of the soft ground foundation and rock slope, it is considered that the present condition are not effected on stability of retaining structure and rock slope. In conclusion, the proposed spiral bolt strain gauge can be useful to measure behavior of soft ground foundation and rock slope, and also to be measured behavior as well as reinforcement of the target ground.

Recent two moderate earthquakes (2016 $M_w=5.4$ Gyeongju and 2017 $M_w=5.5$ Pohang) in Korea provided the unique chance of developing a set of relations to estimate instrumental seismic intensity in Korea by augmenting the time-history data from MMI seismic intensity regions above V to the insufficient data previously accumulated from the MMI regions limited up to IV. The MMI intensity regions of V and VI was identified by delineating the epicentral distance from the reference intensity statistics in distance derived by using the integrated MMI data obtained by combining the intensity survey results of KMA (Korea Meteorological Administration) and 'DYFI (Did You Feel It)' MMIs of USGS. The time-histories of the seismic stations from the MMI intensity regions above V were then preprocessed by applying the previously developed site-correction filters to be converted to a site-equivalent condition in a manner consistent with the previous study. The average values of the ground-motion parameters for the three ground motion parameters of PGA, PGV and BSPGA (Bracketed Summation of PGA per second for 30 seconds) were calculated for the MMI=V and VI and used to generate the dataset of the average values of the ground-motion parameters for the individual MMIs from I to VI.
