This study is analysis of the existing domestic terrorism factors and suggest countermeasures for political leadership that can occur to the precautionary terror occasion of the presidential election approached 100 days in the future. Political terror caused mainly achieved peak of Ideology or social conflict by Politically alienated class. Common cause is most likely to occur when the party or the government want to attack a target or can not stand disadvantaged and lose that I suppert the party or the government. 21st century political terror is occurred with Misfits of complaints expressed or social conflict more frequency than attack used random people, new weqpon and bomb. It is interpreted that issued as a drastic measure from individual complaint because of increased polarization of wealth by separate into group and fallen law and order but also we are not familiar with the political compromises. Personal safety escort mission is essential condition of political activity that Absolute personal protection and to come up with a large number of voters for best result. Thus security guard ought to professional security activity depend on gathered situation, location and regional feature for perfect protection service.

The purpose of this study is to progress the development plan of safety management on the intelligent robot through safety analysis on the intelligent robot, major present condition of safety management on the intelligent robot, enforcement method of safety management on the intelligent robot. The following is the result of the study. First, we have to establish the provision or the special legislation to regulate the safety management of the intelligent robot substantially in the intelligent robot development and supply promotion law, the enforcement ordinance, the enforcement regulation. And, we should propel to establish the provision on the safety management of the intelligent robot in the laws related on ethics and safety. Second, we should establish the Robot Ethical Charter through the national and international agreement to give a guarantee against the safety management of the intelligent robot. Furthermore, we have to induces people's interest on the safety management of the intelligent robot through offering the public information of the Robot Ethical Charter for coexistence of human and robot and have to understand about rights of the intelligent robot. Third, the security industry and learned circles have to recognize the important effect that the intelligent robot gets in the security industry and try to grope the safety management and the application plan on the intelligent robot. Also, the security industry and learned circles should concern not only using and managing of the intelligent robot including the military robot, the security robot but also protecting human from the intelligent robot.

Although more priority is given to politicians from the aspect that they represent people and decide the future of country, the current situation is that politicians are not free from terrorism because of insufficient guard-concerned law, negative social recognition and increased crime and terrorism. The measure for politician terrorism shall be handled from the aspect of national security rather than public peace. For the purpose, basic legal foundation shall be prepared and specialized guard technique considering specialty of politician shall be established. Basic solution shall be established by reinforcing law against politician terrorism and establishing new law from the national viewpoint. The guard for politician has two faces that both of safety of guard target and voting intention of voter shall be met at the same time. Although special guard technique is required for guarding politician, current situation is that it is not researched professionally. In relation to the measure to develop the system of protection for politician, First, the study suggested legal foundation for politician guard. Although the 17th National Assembly proposed revised legal plan to protect politician from terrorism, it is suspended, expired and abolished now. The legal plan presented by members of the National Assembly was simply restricted to the scope of public guard. The study divided establishment of legal foundation into two things. The first one is the dispatch type of effective public guard and the second one is the transfer to private guard. Second, the study suggested environmental development method of politician guard. in the environment of politician guard, the study suggested improvement and development method by analyzing social recognition, politician's mind and voter's mind psychologically. After the beginning of human society, if human race is continued, political activity won't disappear. It is obvious that the safety of political leader is very important issue for human race because he plays the role to decide the future of human. In the future, more specialized, effective law shall be prepared and deeper study of scholar shall be performed.

As a countermeasure under accidental occurrence situation, First, as application form of martial arts, A security guard foster ability that can protect a target person of guard and own body under accidental occurrence situation through incessant martial arts practice. To achieve this purpose, incessant training mental power and physical strength reinforcement should be kept on to prevent, therefore make a safety control function for such as weapon, small arms, explosive, vehicles terror etc. happened under accidental occurrence situation. Second, according to the contents of training based on the classification category of martial arts for security guard under accidental situation, a security guard must keep safety distance necessarily lest a target person of gurad should be attacked by attacker, therefore, intercept an attack opportunity if a safety distance between a target person of guard and attacker is not kept. Third, It is to practice confrontation techniques based on the type of attack. A security guard must develp situation disposal ability that can cope properly with the attack using empty hands, murderous weapon, small arms, explosive by case or individual or mass of threat that impose danger and injury in a target person's body of guard.

Troublesome problems are being caused by hallucinogenic drugs which come not only from illegal narcotics but also from unprohibited general drug-kinds such as cough-remedy agents of textromerupan, namely, Lamina, Rubi-king and the likes. Abuse and misuse of narcotics permeated into and threatens mental health of socially-known peoples, actor, actress, talents and businessmen as well. This study especially dealt with problems related with Mesampetamin, Rurajaepam, Texstrometropan and Karisofrodol which affects mental behaviour, and considered counter-measures through analysis and developed appropriate system of goods circulation for guidance to be complied by the medicine professionalists. The guidance sought here is recommended to the government ministries for further enforcement of crack-down of the drug crimes. Arquesa in method is recommend as a method of identifying behaviors and facial expressions of abusers and misusers of narcotics at the spot in place. This study is directed to curtailing hallucinogenic drugs use for absolute preventive security by detecting out black dealers of narcotics supplying to the abusers and misusers. There is a need of special education program to cut off the flow of narcotics or drugs crimes into official security force as well as private security personnel. This study introduced a priority and emphasis of real augmentation to theory and practice of the modern scientific security which can protect the mental health of the guarded persons as well especially in the light of security safety curriculum at the school.

Amid intensified global competition, securing high technologies is becoming a prerequisite towards achieving developed nation status. Korea has made tremendous efforts into developing technologies for decades and it has now obtained a leading position in many fields. As a result, however, Korea has become a major target of industrial espionage and not a few Korean businesses have already suffered from it. In order to effectively counter industrial espionage, this research explores the use of polygraph security screening as an internal control method through literature review, and discusses matters which need to be considered before the introduction of it into Korea, focusing on the accuracy of security screening. Since polygraph security screening generates deterrent effect by increasing certainty and celerity of punishment, it makes a valuable contribution to the control of industrial espionage. However, the most important problem with the use of the polygraph in security screening is errors of the examination. Thus, polygraph security screening should be used as a part of comprehensive security management program to reduce the possibility of errors. In addition, because factors such as countermeasures and examiner's experience are known to influence the accuracy of the examination, the issues surrounding them should also be addressed.

But, systematic industry security activity not an unfold. So private investigator collect the evidence and information of business case for prevent danger is efficient. The private investigator system, deal with the matter efficiently, will good system to prevent economic loss of business, state and nation through make a good use in business crime that machinery of law difficult to intervene. This article countermeasure about industry spy through make a good use of private investigator.

본 논문에서는 도로공사를 비롯한 각종 공사현장에서의 안전유도원(신호수 포함)에 대한 국내외 제도 및 현황을 비교분석하여 법·제도의 정비를 통하여 도로 및 공사 경우에 자격증 소지자에 한하여 안전사고 방지를 위한 교통 유도경비를 시행할 수 있도록 하며, 시행 초기에는 여러 영역에서 시행착오가 일어날 수 있을 것에 대응하여 일정교육을 정상적으로 이수하면 자격증을 부여하고, 전문교육기관과 자격제도가 시행되면 자격증 획득과 시험에 의한 검정으로 점차 발전시켜서 안전사고예방을 위한 방안을 마련하고자 하였다.

This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

How will South Korea design well-organized, open, and integrated counterterrorism system? Does this system work well in the emergent situation? These are very significant issues. It is likely that this system would give the solution. A legal basis needs to be established to have a well-organized, open, and integrated counterterrorism system. The core part of a well-organized, open, and integrated counterterrorism system is to minimize and eliminate damage caused by terror through preventiveness, preparation, action, and restoration. For having this system, they need to be divided into two section: an open one and an integration one. In this study, there will be a discussion on a new and appropriate counterterrorism system fit in South Korea a subordinate system: legal, organized, civil aspects need to be provided on the basis of an well-organized, open, and integrated counterterrorism system and an analysis on the current system of the States, England and the following implications.
