현대 경찰활동은 경찰공무원의 개인에 의한 자질과 역량이 중요한 부분이기도 하지만 조직구성원의 상호관계를 통해서 이루어지고 있다. 경찰의 주된 업무는 범죄의 예방과 사회질서를 담당하고 있으며 이는 지역사회 경찰활동이라는 새로운 패러다임의 적용을 통해서 더욱 활발히 추진되고 있다. 그러한 맥락으로 경찰 조직은 일반 국민에 대한 봉사와 서비스를 통하여 고객에 대한 만족을 이루고자 노력하고 있다. 그러나 여기에서에서 간과되어서는 안 될 부분이 조직내부의 구성원이다. 조직구성원인 경찰공무원에 대한 이해 없이는 일반 국민에게 만족스러운 경찰활동은 기대하기가 어렵다. 따라서 본 연구에서는 경찰공무원 중에서 외근 업무를 담당하고 있는 경찰공무원의 조직효과성 인식 차이를 살펴보고자 하였다. 그 결과, 성별, 연령, 근무지역, 경찰서 급지별, 계급, 근무기간에 따라서 외근 경찰공무원의 조직효과성 인식은 유의미한 차이가 있는 것으로 조사되었다.

지역사회경찰활동은 범죄와 무질서, 그리고 범죄에 대한 두려움을 줄이고자 고안되었고, 또한 지역사회의 명백한 요구와 수요를 충족시키기 위해 나타나게 된 하나의 철학이며, 전술이 아니라고 할 수 있다. 지역사회 경찰활동의 기본적 목표를 단순한 범죄의 사후적 통제로부터 더 나아가 범죄예방, 범죄에 대한 시민의 두려움 감소, 공공서비스 강화를 통한 시민생활의 향상으로 확대하여 사전적 예방에 중점을 두고 있다. 우리경찰에서는 현재 지역사회 경찰활동에 관한 여러 가지 정책을 시행해오고 있으며, 이러한 지역 사회경찰활동과 더불어 조현오 경찰청장의 경찰성과주의는 2010년 6월 이후 커다란 이슈가 되어 현재 경찰조직에서 사용되는 평가의 척도로 사용되고 있다. 본 연구에서는 사후적 대처의 성격이 강한 경찰성과주의와 사전적 예방활동의 성격이 강한 지역사회경찰 활동의 주된 내용을 살펴보고, 두 정책의 괴리현상에 대한 문제점을 살펴보도록 한다.

사회환경의 변화에 따라 경찰의 역할과 기능도 전통적인 사회질서의 유지에 머물러 있어서는 안되며 보다 능동적인 변화가 필요한 시점에서, 국가적 위기관리 상황에 효율적 안전확보를 행할 수 있도록 국민에게 신뢰받는 경찰이 되기 위해서는 위기관리 대처능력을 배양해야 한다는 치안서비스 제공에 대한 질적 개선이 요구된다. 최근 북한의 무력도발 및 남북 긴장관계의 조성, IS가 공개한 테러대상국에 우리나라가 포함되는 등 테러 및 안보위협에 더 이상 안전하지 않음을 국민들은 체감하고 있다는 점은 효율적 위기관리가 필요하다는 것을 반증하는 것이다. 따라서 국민의 가장 가까운곳에서 안전확보를 담당하고 있는 경찰의 치안서비스 제공과 안전사회 구현을 위해서는, 국민의 신뢰와 소통이 기반으로 형성된다는 점에 착안하여 경찰조직의 위기관리 커뮤니케이션에 관하여 살펴보도록 하였다.

This article assesses the recent police reform strategy in England and Wales with the Police Reform and Social Responsibility Act 2011. Police and Crime Commissioners have a responsibility not just for the police force but also for reducing crime in their area of responsibility. This ensures that their remit runs much more widely than their predecessor body, the police authority. The article goes on to evaluate the nature and extent of crime by making immediate use of survey of local police commanders. The surveys showed that police commands were swamped with minor crime and anti-social offences. The arrival of Police and Crime Commissioners has meant that now police priorities can be more closely aligned to those of the public and where anti-social behaviour is now recognised as impacting on the lives of many residents more significantly than criminal activity. The article highlights the changes introduced by government following the Winsor Review to police pay, pensions and conditions of service. It reflects on the impact of this on both police morale and professional motivation. It suggests that current government policy is now haemorrhaging the police service as increasing numbers of experienced officers are leaving the police service which could ultimately undermine its long-term resilience as a strategic emergency service.

오늘날 강학상 의미의 형식적 조직의 조건을 충족하고 있는 유기체들이 가장 크게 관심을 갖는 영역의 인사관리 분야는 단연 우수 신임자 확보와 관련된 것이라 할 수 있다. 공무원 조직도 물론 이러한 경향성에 예외가 될 수 없다. 따라서 경찰 역시 이에 대한 많은 관심을 기울여 왔다. 특히 민주화 이후 경찰의 역할에 대한 서비스 지향적인 내외적 욕구를 극대화시키기 위해 경찰관 개인역량의 중요성은 더욱 증대되고에 있다고 할 수있다. 본 연구는 현재까지 경찰조직 내 우수자원 유입을 위한 다양한 논의들 중에서 임용시험의 개선을 통한 접근에 집중하여 소개하고 있다.

2002년 9월 29일부터 제 14회 부산 아시안게임이 개최되며 안전하고 원활한 대회 운영을 위하여 대회 조직위원회, 정부기관 및 경찰에서 노력하고 있지만 실제 관광객이 필요할 때 경찰시설에 대한 정보를 제공할 수 있는 서비스가 부족하다. 이러한 관점에서 본 연구는 GIS를 이용하여 경기장, 숙박시설, 교통시설 등의 편의시설과 인근 경찰서를 쉽게 검색한 수 있고 편의시설간의 경로검색이 가능한 안내시스템을 구현하였다. 향후 GPS 기능을 추가하여 현재 위치에서도 인근 경찰서의 검색 및 경로검색이 가능하도록 하고자 한다.

이 연구는 자치경찰제도 도입에 따른 재난대응 실태를 살펴보고 개선방안을 제시하기 위한 목적의 연구로서 연구의 완성을 위하여 경찰의 재난대응 매뉴얼과 관련 통계자료, 법령 등을 종합적으로 검토하여 개선하는 방안을 제시하고자 한다. 자치경찰제도가 도입됨에 따라 기존의 범죄예방 및 기타 치안서비스 제공 시스템에 많은 변화가 발생하였다. 자치경찰제도는 기존의 중앙통제식 경찰제도에서 벗어나 각 지역의 실정에 맞도록 경찰을 운용하는 방식이다. 이러한 자치경찰제도 도입에 따라 많은 기대와 우려가 공존하고 있는 상황에서 자치경찰제도의 취약점이라고 볼 수 있는 대규모 인력이 동원 상황 발생 시 대응에 대하여 여전히 의문을 가지고 있다. 그 중 대형 대난 발생 시 자치경찰의 역할이 대하여 살펴본 결과, 현재 경찰이 대형재난 발생 시 대형재난 현장에서 2차 피해 예방을 위한 현장 통제 및 추가적인 재난 피해 예방, 요구호자 구조 등의 업무를 수행한다. 그러나, 자치경찰의 경우 대규모 재난에 대응하기가 쉽지 않은 탓에 대형재난에 취약할 수 밖에 없기 때문에 이 연구에서는 대형 재난 발생 시 기본적인 경찰의 재난 현장 통제 및 2차 피해 예방활동과 함께 인근 지역 자치경찰과 협동 재난 대응 활동 및 컨트롤 타워 등 제안과 같은 방안을 제안하였다.

우리나라는 인구의 고령화가 급속하게 진전되어 총인구 중 65세 이상의 비율이 향후 급증할 것으로 전망되고 있다. 따라서 경찰활동과 관련하여 고령화에 따른 노령인구에 대한 치안서비스의 준비가 논의되어야 할 것이다. 이에 본 연구는 노령인구를 주 대상으로 하여 경찰의 치안서비스 강화에 대해 연구하고자 한다. 고령화에 따른 예상되는 문제점으로 첫째, 노인빈곤과 관련된 생계형 범죄의 증가이다. 이는 생계형 범죄뿐만 아니라 노인자살의 문제를 야기할 수 있는 요소가 된다. 둘째, 사회활동의 증가에 따른 교통사고의 증가이다. 셋째, 노인의 인지능력 저하를 이용한 사기와 같은 재산범죄 증가이다. 이와 같은 현상에 경찰의 사전적 적극적인 시급한 대응이 필요하다. 변화하는 사회적 환경의 변화 속에서 노령인구를 대상으로 한 전문적인 치안서비스가 전개되어야 한다. 노령인구의 범죄피해를 차단할 수 있으며, 또한 노령인구가 범죄의 가해자로서 변질되지 않도록 대안이 마련되어야 할 것이다.

In the situation that crime is diversified qualitatively and quantitatively, the mutual cooperation system between police and private security is very important to cope with the change of policing environment properly. The primary purpose of this study is to suggest the method to improve the policing service quality of police and advance sound security industry by analyzing the case of close mutual cooperation system between police and private security of USA, which can be called the best country in the field of private security. When considering the cases of USA synthetically, we can know that as the most basic characteristic, the discussion over actual cooperation method is performed on the basis of positive recognition over mutual existence of police or private security. It means that the mutual relationship is based on the basic recognition over partner relationship to meet citizen's desire for safety. While reviewing the cases of USA, Korea shall refer to the fact that social safety activities of advanced countries display effects because of many factors such as various mutual cooperation programs between police and private security, efforts of local government, high quality of private security, reliance of citizen and general understanding of police, private security and citizen to solve crime problem. As shown in the review of USA cases, when considering the fact that the mutual cooperation between police and private security is performed in the level of autonomous police, Korea shall perform autonomous police system to provide better policing service, which is close to citizen.

In order to provide the tailored maritime administration service for fishermen, the Korea coast guard services related to fishermen are analyzed. The familiarity of fishermen with the services is made up questions and analyzed. The programs to enhance perception, kindness, satisfaction, reliability on the services are proposed.
