Rent Seeking Analysis of IPTV Introduction Process in Korea (IPTV 도입 과정에 대한 지대추구론적 분석)

  • This study analysed the complicated introduction process of IPTV in Korea, based on the rent seeking theory which is one of an useful economic theory for explaining the dynamic interaction between government and entrepreneurs. Rent seeking theory describes the possibility of lobbying for economic regulations or regulatory capture which refers to collusion between firms and the government agencies assigned to regulate them. The introduction of IPTV(Internet Protocol TV) in Korea was the most controversial policy issue since the beginning of new media business of cable TV in 1995. In addition to the ordinary conflict between the old and new entrepreneurs, IPTV caused the bureaucratic conflicts between the Ministry of Information and Communication and the Korean Broadcasting Commission (Two regulation agencies were merged into KCC(Korean Communications Commission) in 2008). Through the process all related policy players, including the government, pursued their own rent, and it caused vicious circle of continuous rent seeking and mutual distrust among players. Finally, all-directional lobby of pre-IPTV companies brought about the successful entrance to IPTV market and the enactment of IPTV special law which includes deregulation compared to the existing Broadcast Act. Considering the convergence trend of media related laws it means going against the times. Until now, the conflict phenomena occurring in broadcast industry were mostly explained based on the sociological conflict theory. However, the result of this study shows the usefulness and necessity of rent seeking theory because it gives an economic explanation of conflict behavior.

  • For a social venture in early stage, it is very difficult to set up a strategy as it has to pursue two contradictory goals; economic value and social value. The platform strategy can be good alternative solution for social ventures as it seeks building-up connections with other businesses to co-create value despite of limited resources. A Korean social venture, JUMP! which adopted platform strategy in the early stage, and successfully applied 4 key factors of platform strategy; core competency, value creation ability, efficiency and network effect, has been able to develop sustainable growth for itself and induce innovation and growth among the participants within the platform. This study was intended to research effect of adoption and successful application of platform strategy for social ventures in the early stage of start-up and draw conclusion through case study that platform strategy works for sustainable growth of social ventures.

  • To support the expansion of diversity for schooling and make a plan for systematic robot education Ministry of Knowledge Economy did Pilot Project of Hands-on Robot at 68 Elementary Schools after building up the supporting system for teachers to practically use robots such as training course with Hands-on Robot. According to this, this paper will be shown about the analysis results of preliminary data about next expansion project of Hands-on Robot through analyzing the current status of Pilot Project of Hands-on Robot at Elementary After-School. For this, status of offered lesson and usage of teaching aids and materials, the number of regular/part-time teachers, students' satisfaction and so on at schools which are listed for the Pilot Project. The results show that at most of elementary schools students' creativity and interests about robots was increased and they tried to take the classes actively with high concentration. In spite of these positives, improvement needs for textbooks were also ascertained, therefore proper textbooks for student and teaching aids to bring on variable activities of students shall be based on additionally for the success.

The Effect, of Korean Women′s Human Capital on the Employments (한국여성의 ′인적자본′이 취업에 미치는 영향에 대한 연구)

  • This research explores the effect of Korean women's human capital on their employments. The first research question is which Korean women's human capital increase the rate of women's employment. And then the second research question is which Korean women's human capital affect the kind of women's job. In general, women's representative human capital indicates the educational attainment, the training of job skill, the certificate of job, and the their health. Human capital theoriests insist that individual's human capital determines the participation into the labor market, the type of job and wage. But in Korea it is well known that highly educated women's rate of employment is very low. The method of this research is logit analysis and regression analysis, using the cross-sectional data. We find in this research that women's human capital does not have a positive effect on women's employment rate. The longer women's schooling period is, the less women's participation rates into the labor market are. Women's training of job skill, certificate of job and health does not also have a statistical significance on their employment rate. Besides women's human capital does not affect the kind of job. So human capital theory is very limited explanation on Korean women's economic activities.

Domestic Tourism Revitalization Policies According to the Satisfaction of Visitation with the Image of Tourist Attraction for Experiential Tourism (체험관광 방문동기가 관광지 이미지의 방문 만족에 따른 국내 관광 활성화 정책 연구)

  • The purpose of this study was to examine whether the motivation for visiting experiential tourism can be maximized by revitalization of domestic tourism according to tourist image and visit satisfaction. In order to achieve this purpose, the four factors of educational motive, experiential motive, cultural motive, and communion motive of experiential tourists who visited domestic experiential tourist destinations, as well as the image of tourist destination, and suggestions for revitalizing domestic tourism through visit satisfaction were proposed. Therefore, the implications of this study are as follows. First, theoretical significance can be found by establishing the concept of domestic experience tourists' visit motives, image of tourist destinations and results related to visit satisfaction in the COVID-19 according to this study. It suggests that it is an essential condition for promoting a new change in which tourists participate in experiential tourism motives in the era of the pandemic by providing experiential tourism programs that are tailored to the level of tourists through research on the image of tourist destinations and their satisfaction with their visit motives. are giving Second, in terms of experiential tourism programs operated by domestic experiential tourism companies, it should be possible to promote the image of a safe tourist destination utilizing the characteristics of untact services that can provide non-face-to-face services. In addition, in an environment where visits to experiential tourism activities are somewhat limited in the era of the pandemic corona, it will help to revitalize domestic tourism and the local economy by expanding the non-face-to-face service to discover and develop direct experience programs in the region.

Exploring Countries Eligible for Official Development Assistance Towards Global Forest Conservation Focusing on Green ODA Criteria (Green ODA 요건에 따른 산림 분야 공적개발원조 대상국 탐색)

  • While deforestation and forest degradation has continued globally, global society has been making efforts to prevent deforestation towards sustainable development. Reforestation in developing countries is linked to Sustainable Development Goals (SDGs) such as climate change mitigation, conservation of biodiversity, eradication of poverty and upholding of human rights. Forest official development assistance (ODA) restores the global forest land, and increases the public benefit. Bilateral forest ODA projects of the Republic of Korea have gradually increased and most of those projects have currently been concentrated in Asian countries. Selecting recipient countries for forest ODA requires more comprehensive approach since the global goals for sustainable development has been widely adapted to ODA strategic plans. We proposed potentially promising countries that are eligible for receiving 'Green ODA' in perspective of economic, social and environment to implement reducing emissions from deforestation and degradation (REDD+), conserving biodiversity, and combating desertification. As a result, the study suggests that forestry cooperation could be expanded from Asian countries more toward South America and African countries. In addition, we emphasized the need to promote convergence and integration with green technology to fundamentally solve the negative impacts of deforestation such as food, energy, water resource shortages, and forest fires. We advocated expanding bilateral ODA in the forestry sector through diversification of project activities, financial sources, and participants. Our study can contribute to the provision of basic information for establishing long-term strategies to expand bilateral cooperation in the forestry sector.

  • 통합물관리는 2000년 이전부터 필요성이 논의되다가 2019년 물관리기본법이 제정·시행되면서 수량, 수질, 수생태, 방재 등 분야의 물관리 통합이 단계적으로 추진되고 있다. 수자원장기종합계획, 물환경관리 기본계획, 국가물관리기본계획, 4대강별 유역물관리종합계획 등이 수립되거나 수립중에 있다. 2021년 6월에 수립된 국가물관리기본계획에서는 통합물관리 정량지표들을 물환경, 물이용, 물안전, 물산업, 거버넌스의 5개 분야로 구분하여 제시하였고, 4대강 유역물관리종합계획(안)에서는 국가기본계획의 지표들을 근간으로 유역별 특성을 고려한 정량지표를 설정하고 있다. 수자원장기종합계획부터 유역물관리종합계획까지 통합물관리 정량지표들의 변천 내용과 현황을 검토하였다. 수자원장기종합계획(2016~2020)의 전략과 목표는 "①맑은 물 공급: 급수보급율, 관망 복선화율, 댐 부족량 공급기준, 비상급수 피해인구, 스마트시티 음용률, 누수율 저감, 물 기본법 제정, ②홍수안전 기반구축: 하천기본계획, 하천정비, 수해금액, 도시하천 종합치수대책 수립, 국가하천 홍수예보 지점, 홍수예보시간 단축지점 비율, ③친수환경 조성: 하천유지유량, 하천 이용객, 어류종 및 철새종 증가, ④수자원산업 및 기술개발: 일자리, 수자원산업 육성제도, 해외수주액, 외국 MOU, 국제회의, 남북공유하천 협의"이었다. 물환경관리 기본계획(2016~2025)의 전략과 목표는 "①물순환 체계: 불투수면적률 25% 초과지역, ②깨끗한 물 확보: 상수원 수질달성, ③생태계 서비스 증진: 수생태계 건강성 달성, ④물환경 기반 조성: 산업폐수 유해물질 배출저감, 상수원 4대강 보의 총인 농도와 남조류 세포수, ⑤경제·문화적 가치 창출: 국민체감 만족도"이었다. 국가물관리기본계획에서는 "①물환경: 하천·호소 목표수질 달성률, 수생태계 건강성 B등급 이상 비율, ②물이용: 수돗물 만족률-직·간접 음용률, 노후 상수관로-하수관로 개량, ③물안전: 가뭄피해 인구, 홍수피해 인구-피해액, 댐안전성 강화율, ④물산업: 물관리 R&D 예산, 수량·수질·수생태 통합측정 중권역 비율, 물산업 매출액의 수출액 비중, 한국 주도 국제협력 의제, ⑤거버넌스: 미정"을 계획지표로 하였다. 유역종합계획에서는 4대강별로 거버넌스를 포함하여, "①물환경: 국가계획지표, 주요 상수원 수질, ②물이용: 노후 상하수관로 개량, 지방상수도 유수율, ③물안전: 한해 인구, 수해 인구-피해액, 하천정비율, ④물산업: 물산업 일자리 창출, ⑤거버넌스: 물포럼, 시민참여활동"을 정량지표로 고려하고 있다.

Women University Students' Supporting Awareness, Knowledge and Attitude toward the Elderly (여대생의 노인부양의식과 노인에 대한 지식 및 태도)

  • The purpose of this study is to explore Women University students' supporting awareness, knowledge and attitude toward the elderly. After obtaining the participants' consent form, survey was performed with structured questionnaire about characteristics, supporting awareness, knowledge and attitude toward the elderly. Collected data were analyzed with SPSS 13.0 program, which was used for frequency, percentage, mean, standard deviation, t-test, ANOVA and Pearson correlation coefficients. The result of this study were as follows. 1) Supporting awareness of participants was 115.50±13.19. Participants' knowledge was 10.21±2.90 and attitude was 84.19±12.19. 2) More knowledge and more positive attitude toward elderly were significant related to higher supporting awareness. 3) Supporting awareness of participants was significantly different by religion, monthly pocket money, religious service, supporting parents in the future, living with parents-in-law, though of ideal support system, father-grandmother(paternal) relationship, mother-grandfather(paternal) relationship, mother-grandmother(paternal) relationship and mother-grandfather(maternal). The finding of this study gives useful information for developing an educational management program for women.

The Effect of Team Characteristics of Technology-based Startup Programs on Patent Performance: Focusing on Team Diversity (기술기반 창업 프로그램의 팀 특성이 특허 성과에 미치는 효과 분석: 팀 다양성을 중심으로)

  • The global Industry has been shaped by start-ups that originated with knowledge-based innovative strategies or technologies in the 21st century. Specifically, laboratory start-ups that rely on research papers or patents for new technology development are recognized for their high survival rate and the creation of employment opportunities. Our study concentrated on 'I-Corps', which also introduced in Korea, standing for innovation corps is a laboratory startup program launched in 2011 by the NSF(National Research Foundation) to commercialize R&D results and foster entrepreneurship as part of the policy to build a start-up system at the national innovation level. In this study, we proposed and empirically tested a research model focusing on teams participating in the I-Corps program to determine how startup team diversity, among the team characteristics of laboratory startups, affected patent performance. As a result of the analysis, among the proposed variables, age diversity, educational background diversity, and value diversity had a significant impact on patent performance. The results of this study are expected to further strengthen the theoretical and practical foundations of researchers or practitioners of the I-Corps program, as well as related areas involving technology & laboratory startups, intellectual property and knowledge management fields in the future.

Effects of Nutritional Status, Activities Daily Living, Instruments Activities Daily Living, and Social Network on the Life Satisfaction of the Elderly in Home (재가노인의 영양상태, 일상생활 수행능력, 도구적 일상생활 수행능력 및 사회적 연결망이 삶의 만족도에 미치는 영향)

  • This study aimed to verify the effects of nutritional status, K-ADL, K-IADL, and social network on the life satisfaction of the elderly in home. Total 213 research subjects participated in this study, and their average age was 71.38±5.59. As the methods of analysis, using the SPSS 21.0, this study examined the differences between variables in accordance with the general characteristics, and then verified the correlations between independent variables of nutritional status, K-ADL, K-IADL, social network(family networks, friends networks), and life satisfaction. In order to verify the factors having effects on the life satisfaction of the elderly in home, the stepwise multiple regression analysis was conducted. In the results of this study, in the general characteristics, the life satisfaction showed statistically significant differences in accordance with education(F=5.280, p=.002), economic condition(F=22.407, p<.001), monthly income(F=3.181, p=.015), and subjective health status(F=14.933, p<.001). In the results of verifying the correlation between independent variables, the life satisfaction showed positive correlations with family networks(r=268, p<.001) and friends networks(r=.286, p<.001) while the nutritional status(r=-.222, p=.001), K-IADL(r=-.235, p=.001), and interdependent social support(r=-.283, p<.001) showed negative correlations. The predictive factors on the life satisfaction of the elderly in home included the economic condition(β=.358, p<.001), subjective health status(β=.245, p<.001), interdependent social support(β=-.158, p=.009), and K-IADL(β=-.153, p=.012), and the explanatory power was 30.1%. The regression model was statistically significant(F=23.778, p<.001). Based on such results of this study, it would be necessary to develop programs that could maintain and improve the health of the elderly, and also provide financial support to the elderly suffering from economic hardship, in order to improve the life satisfaction of the elderly in home. Moreover, there should be the concrete measures for vitalizing the community-connected activities for interdependent social support.
