This study examined the interactive effects between social service use and economic hardship on the family conflicts among low-income families. We analyzed data from about 2,000 low-income families who participated in both the first and the second waves of the Korean Welfare Panel Study using a hierarchical logistic regression model. The main results are as follows. First, take-up rates of social services among low-income families were very low. Second, among the low-income families who did not use any social service, families who experienced more economic hardship were more likely to experience family conflicts. Third, the higher levels of economic hardship increased the positive effects of social service of reducing family conflicts. These findings suggest that the resource for the social services be concentrated on the low-income families who tend to experience more economic hardship and thereby family conflicts and that comprehensive social services be provided in the programs which aim to promote family relationships.

1970년대 이래로 노인들의 평균적인 경제상태가 향상되어 왔지만, 상당한 수의 노인들이 여전히 빈곤할 뿐만 아니라 노인들 각자가 경험하는 경제복지는 다르다. 본 연구는 노인들이 경험하는 경제복지를 조사하고 이를 바탕으로 상이한 노인가계들간의 복지상태를 비교하였다. 경제복지는 주거비가 차지하는 가계소득에 대한 비로 측정하였다. 노인가계는 노부부가계, 노인남성가계, 노인여성가계로 구분하였다. 미국의 3,449 노인가계들이 연구분석에 사용되었다. 노인가계들간의 경제복지를 비교하기 위해 다중회귀분석이 사용되어졌다. 분석결과에 의하면 상이한 노인가계들간에 경제복지는 상당한 차이가 있었다. 특히 노인여성인 경우 경제복지가 가장 낮은 것으로 나타났다.

Productive welfare is a form of welfare policy that helps welfare recipients move beyond being mere objects of support and develop into members who can actively contribute to society and the economy. This aims to improve individual self-reliance, including education, vocational training, and employment support services, ultimately reducing the economic burden on society as a whole and promoting economic growth. By examining whether productive welfare is possible in Korea, this study emphasizes the role and importance of productive welfare as a solution to social and economic problems. The Republic of Korea has experienced various social problems along with rapid economic growth. The entry into an aging society, increased youth unemployment, and widening social gaps have created complex and diverse social welfare needs. In this situation, productive welfare is attracting attention as a method that goes beyond simple financial support and provides a foundation for beneficiaries to become self-reliant. This study seeks to present a new horizon for social welfare policy by examining the possibility of implementing productive welfare in Korea and exploring ways to achieve it.

세계화가 사회적 불평등을 심화시키고 있지만 이에 대처하는 개별 국가의 능력은 오히려 약화되고 있으며, 그 결과 노인인구층의 복지여건이 악화되고 있다는 것이 종래의 일반적인 인식이다. 본 논문은 이러한 일반적 인식을 재검토하는데 목적이 있다. 검토작업은 다음 네가지 영역에서 이뤄진다. 첫째, 세계화에 대한 상이한 개념정의와 시각을 검토한다. 여기에는 노령층에 대한 복지급여를 잔여적 급여로 전환시키는데 있어 핵심적 역할을 행하고 있는 주요 국제기구의 활동을 중점 논의한다. 둘째, 세계화가 개별 국가에 미치는 영향이 일률적이라는 시각을 재검토하기 위해 세계화에 대해 서로 다르게 반응한 미국과 유럽방식을 비교한다. 셋째, 세계화가 노령화 정책에 미치는 영향에 대해 논의한다. 넷째, '사회적 삶의질'이란 개념을 통해 노인계층의 복지수준은 경제적 성장보다 사회적 급여에 더 큰 영향을 받게 됨을 보여 주고자 한다.

I constructed the 2003 Korean 'social accounting matrix'(SAM) to analyze the multipliers of total demand for each economic activity. I find that the relative magnitude of the influence of the welfare policy to the national economy measured by input-output production multipliers tends to be underestimated compared to SAM multipliers. This is because the total demand multipliers of SAM include the private sector effects, which is not considered in the input-output model. The result also support that income inflows in public service areas including education, health and social work, generate gains in the relative income of households.

이 글은 2010년 이후 복지가 정치의 중요한 쟁점이 된 사회경제의 구조와 정치과정에 관한 연구이다. 2010년 이후 갑자기 활발해진 복지정치를 선거와 정당을 중심으로 살펴보고자 하며, 그 내용은 다음과 같다. 첫째, 복지에 대한 국민의 관심이 다른 경제정책이나 안보문제를 능가할 정도로 커진 원인을 1998년 외환위기 이후 사회경제의 거시구조적 변화를 통해 살펴보았다. 둘째, 2010년 중반이후 정당들의 복지확대 경쟁을 선거승리를 위한 정치적 동학의 측면에서 정리하였다. 셋째, 만약 선거와 정당을 중심으로 하는 복지정치가 복지정책과 정당체계의 수렴을 수반한다면 한국의 복지모형에 어떤 변화가 있을 수 있는지를 짚어 보았다.

The social welfare service is expanding to different field as the social welfare budget is increasing. By this opportunity, it needs to make clear of the basis of argument that the necessity of development of Korean government's support and aid by social policy should be worked. This research dealt with the national economic effect in relation to welfare for the disabled in terms of welfare economics. Budget spending for the achievement of welfare for the disabled makes an enterprise or a person spend money continually either in a direct or indirect way. This study shows by the use of analysing the related production effects, as an economical influence of welfare for the disabled budget assuming by means of measuring. The results are analyzed that the production of one trillion and three hundred billon won is annually caused and 8,015.9 hundred million won of the direct and indirect added value is caused by the welfare of the disabled budget expenditure of three local governments of capital area. And it is also assumed it creates employment cause personnel (17.673.2 person) and job cause members (26.825.2). The result of the study anticipates the role of basic research material for the necessity of intervention, support, and aid by the government and local government revised policy for the disabled welfare field at this point in time where the welfare budget policy in terms of universal social service is reinforced, rather than the trend, until recently, of realizing the social welfare budget as consumption expenditure and the function of performing the effect and evaluation in tentative action of social conflict.

This study aims to fathom the relationship between socio-economic security and social cohesion which are two sub-domains of Social Quality, on the institutional context of welfare state. In order to grasp the institutional context of welfare state, the study adopted welfare status theory and measured socio-economic resources of individuals via the status as welfare beneficiary and welfare taxpayer. The study postulates a theoretical model that the socio-economic security domain affects the social cohesion domain. In order to verity the theoretical hypothesis, this study utilized structural equations analysis(SEM) using social survey data conducted in year 2008. Recognition of social trust was included as the core index of social cohesion, and welfare statuses, socio-economic security and social trust were inserted in the sequence. Results revealed that the amount of resource in regards to welfare status of rights had significant influence on the socio-economic security, whereas it had no significant relations in regards to welfare status of duties. The recognition of socio-economic security derived from status of welfare rights and duties were positively associated with recognition of social trust. Also, the recognition of socio-eocnomic security turned out to have significant influence on social trust. Conclusively, among the two sub-domains of Social Quality, the study found that the socio-economic domain has influence on social cohesion domain. Such results suggest that in order to enhance the overall social cohesion in Korea, more delicate arrangement of welfare institutions are required.

Due to the recent aging population, the need for development and use of welfare technology is increasing in society, but the debate on the evaluation of the personal, social and economic effects of newly developed welfare technology is insufficient. The purpose of this study is to analyze the concept of welfare technology and the theoretical contents of technology assessment, and to discuss the development of indicators applicable to welfare technology assessment for older adults. For this purpose, the characteristics of welfare technologists, who are distinguished from the general technology, were examined and tried to establish the concept of welfare technology and to examine theoretically. In addition, welfare technology Assessment indicators reflect the characteristics of older adults and are presented in six areas, including personal, economic, social, technological, environmental and ethical aspects. For the case study, two welfare technology products for older adults were selected and applied to the welfare technology evaluation indicators. This study suggests that older adults and their caregivers need to be participating as an important stakeholder to increase the effectiveness of the welfare technology assessment.
