해마다 12월이면 정부나 각 기업연구소에서는 내년 경제성장률을 예측하고 산업전망을 발표한다. 그렇지만 올해는 세계 경제의 변화가 하루하루 다른 현재진행형이라는 점에서 최근의 경제불안이 언제 마무리 될 지 감을 잡기조차 쉽지 않다고 입을 모은다. 국가나 대기업도 이럴진대 중소벤처기업들은 더욱 앞날을 예측하기 어려운 게 현실이다. 다사다난多事多難이란 말이 실감나는 2008년. 내년엔 중소벤처기업인들이 좀 더 희망적이고 신바람나는 경제상황이 되기를 기원하며 2008년 중소벤처기업 이슈를 정리한다.

농촌생활 전반에 대한 생활수준 진단과 농촌주민들의 의식과 욕구를 정확하게 파악하여 미래 농촌생활의 모습을 예측하는데 있어서 종합적인 지표 및 표준화된 실태에 관한 통계자료는 필수적이라 할 수 있다 그러나 우리 나라에서 생산되고 있는 공식통계 중 농촌생활을 종합적으로 다루고 있는 자료는 미흡한 실정이다. 이러한 필요성에 의해 농촌생활연구소에서는 1994년 농촌생활지표를 인구 및 사회, 식생활, 건강생활, 주거 및 환경, 가정경제, 교육 및 교양, 여가생활, 가족생활 등 8개 부문을 기본틀로 하여 1994년, 1999년 두 차례에 걸쳐 $\boxDr$농촌생활지표$\boxUl$ 집을 발간한 바 있고, 2000년부터는 이들 지표 중 기존 통계자료 이용이 불가능한 82종의 지표항목에 대해 3년 주기로 직접조사를 통해서 자료를 생산하게 되었다. 여기서는 2002년에 조사한 주거 및 환경. 가정경제, 교육 및 교양부문 중, 교육 및 교양부문의 조사결과를 제시 하고자 한다.

Bioplastics are attracting attention as a substitute for conventional petroleum-based plastics because they are carbon neutral and can be biodegradable. This study estimated economic and environmental impact of regulating the petroleum-based plastics industry and fostering the bioplastics industry using a Recursive Dynamic CGE Model of the Korean Economy. Results show that the regulation of the conventional plastics industry exhibits a positive environmental impact by reducing greenhouse gases and plastic waste and a negative economic impact with a decrease in GDP. Meanwhile, fostering the bioplastics industry with regulation on conventional plastics industry has similar levels of greenhouse gas and waste reduction effects when there is only regulation on the conventional plastics industry. It is also shown that expanding the production of bioplastics industry offsets existing economic losses as a form of increased GDP. If petroleum-based plastics are replaced through the expansion of bioplastics production, it can contribute to the decoupling of greenhouse gas emissions and plastic waste from economic growth.

전 세계적으로 기후변화의 영향이 심화되면서, 예상치 못한 가뭄 지속에 따른 물부족 문제 역시 심각해지고 있으며, 국제사회 및 국내외 기업들은 기후변화 심화에 따른 물 리스크를 관리하기 위한 Water Positive 시스템의 도입, ESG 경영, 환경공시 강화 등을 추진하고 있다. 우리나라의 경우 최근 광주·전라남도 지역에서 가뭄이 발생하여, 기업과 지역주민들이 물절약 캠페인을 벌이고, 공장 정비 일정을 변경하는 등의 대응을 하고 있으며, 중앙 정부 및 지방 정부 역시 물 부족대응을 위한 다양한 정책을 추진하고 있다. 본 연구는 이와 같이 기후변화로 인해 심화되는 가뭄대응에 대한 경제적 가치를 추정하는 것을 목적으로 수행되었다. 특히 최근 지속되는 가뭄으로 물부족이 심각한 광주 및 전라남도 지역 주민을 대상으로 물부족 문제 대응에 대한 경제적 가치를 산정해보았다. 다양한 시나리오 하에서 분석이 가능하도록 단위 가치를 추정할 수 있는 선택실험법을 적용하였으며, 광주 및 전라남도 지역의 소득이 있는 1,000가구를 대상으로 지역별·연령별 표본설계를 하였다. 조사된 결과를 바탕으로 추정된 경제적 가치는 다양한 물부족 대응 프로젝트, 정책 등의 평가시 기초자료로 활용될 수 있을 것이다.

S사 연구소는 과제 차질율 감소와 과제 사업화율의 증대를 위해 기존 연구개발 프로세스의 분석을 통하여 신프로세스를 설계하였고 연구개발 업무에 대한 표준을 재정립하였다. 이를 바탕으로 1997년 9월 1일부터 과제 종합관리 시스템(SAP PS/DMS)을 전면 도입하여 적용하였다. 4년 6개월이 지난 현재 당시 도입된 신프로세스는 완전 정착단계에 있으며, 해외 연구소(유럽, 일본)를 포함한 Global R&D 체계를 구축하였다.

Currently, there is a drain of natural resources, environmental contamination, generation of waste, and problems of the earth's climate by CO₂ emissions according to mass production and overconsumption of mankind. It is effectuated by a linear economy that involves manufacturing products, use, and waste repeatedly; there is no guarantee in the lives of humans and the future of the globe if we do not find alternative proposals. For a sustainable developing society and to overcome the present global problems, we must successively change to a circular economy from a linear economy. The circular economy has the concept of an extended value chain in recovery, reuse, remanufacturing, and recycling, instead of discarding after the use of manufactured goods. New business models of circular economy have been realized to save the earth ecology and sustainable developing society in serious recognition of the linear economy system. New business models are established by creating a vision and developing a program, and by renovating technology, law, and financial support through a worldwide government policy.
