  • The purpose of this paper is to introduce the industrial security policies in Germany and to look for the implication for the development of korean industrial security. Due to highly developed economy and industrial technology, Germany has become the main stage for the industrial espionage for a long time. In Germany industrial espionage is classified into two categories; Economy-espionage and Competition-espionage. While economy-espionage is related to the Espionage of foreign intelligence agencies, Competition-espionage means the act of espionage, that is implemented by the private sector. When it comes to economy-espionage, prevention of economy-espionage is the duty of the State, because it threat the national interest. Otherwise, the private sector has to take the responsibility of prevention of competition-espionage. It goes without saying that, the state has to investigate the crime, when espionage happens. But Prevention is more important than investigation in this regard. For the realization of Public-Private-Partnership, the private sector should be the genuine counterpart of the Public through the sharing responsibility of industrial-espionage prevention. Another talking point this paper suggest, is the national ethic in connection with economy-espionage. The State could be not only a actor of espionage prevention, but also a perpetrator. The economy-espionage for the purpose of national interest would not be justified, unless it has nothing to do with national security.

  • Amid intensified global competition, securing high technologies is becoming a prerequisite towards achieving developed nation status. Korea has made tremendous efforts into developing technologies for decades and it has now obtained a leading position in many fields. As a result, however, Korea has become a major target of industrial espionage and not a few Korean businesses have already suffered from it. In order to effectively counter industrial espionage, this research explores the use of polygraph security screening as an internal control method through literature review, and discusses matters which need to be considered before the introduction of it into Korea, focusing on the accuracy of security screening. Since polygraph security screening generates deterrent effect by increasing certainty and celerity of punishment, it makes a valuable contribution to the control of industrial espionage. However, the most important problem with the use of the polygraph in security screening is errors of the examination. Thus, polygraph security screening should be used as a part of comprehensive security management program to reduce the possibility of errors. In addition, because factors such as countermeasures and examiner's experience are known to influence the accuracy of the examination, the issues surrounding them should also be addressed.

According to a survey conducted by KAITS(Korean Association for Industrial Technology Security) annual average of estimated damage by industrial secrets leakage is estimated to be "50 trillion won." This is equivalent to the amount of annual revenue of small businesses more than 4,700 units. Following this, industrial secrets leakage causes serious damages to competitiveness of nation and companies and economic. However investment and effort to the industrial secrets leakage crime is lack of level compared to the scale of damage. Actually, most companies except some major companies are lack of response action about industrial secrets leakage because of shortage of separate organization, workforce, budget for industrial secrets leakage security. This paper aims to understand the overall flow of the industrial secrets leakage crime through various taxonomy such as cause of occurrence and leakage pathway and grasp the condition of damage from industrial secrets leakage through analyzation of internal and external industrial secrets leakage crime. This is expected to be the basis for related research.
