The purpose of this study is to raise the necessity of ensuring sustainability of water infrastructures in economic, social and environmental sectors by using index that evaluates the sustainability centering on water supply and wastewater utilities. This study identified sub-indexes that should be stressed among different indexes in economic, social and environmental aspects and those indexes were compared by each clusters of cities. The principal component analysis was used to calculate the weights of the sub-indexes, and the k-mean cluster analysis was conducted to classify the clusters. As a result of the weighting analysis, financial independence, service revenue ratio, subsidy ratio, population coverage ratio, deterioration, stream/river ecosystem health and river water quality were found to be the major variables in assessing sustainability. Cities were then classified into two groups using the k-mean cluster analysis. The overall sustainability scored high in the economic sector was relatively satisfactory, but it was necessary to improve the environmental sustainability. The group with relatively good environmental sustainability showed low score in the overall sustainability and required improvements in the economic sector.
The purpose of this study is to use the EGARCH model and Granger causality test to analyze how the change in the BDI affects the Korean stock price volatility. The main analysis results are summarized as follows. First, according to the results of the mean equation, the change in the BDI is significant in large-cap stocks, as well as in the manufacturing, service, and chemistry indexes, but not in others. This implies that the Korean stock market does not respond appropriately to the maritime market situation; further, the increase in demand for raw materials has not led to a real economic recovery. Second, in the result of the variance equation, the coefficient on the change in the BDI is negative(-), and the change in the BDI is significant for all size indexes. Particularly, the change in the BDI has a greater impact on the volatility of small-cap stocks than that of large-cap stocks. The results of the analysis of the sector indexes were statistically significant for the service, financial, construction, and electric and electronics industries, but not for the manufacturing and chemical industries. In particular, the changes in the BDI have the greatest impact on the construction industry. Third, according to the Granger causality test results, the change in the BDI leads the financial industry and construction industry. There is, however, no relationship between the BDI and the other indexes. This shows that change in the shipping freight index can be used to predict the volatility in the Korean stock market. This can help investors and policymakers make better decisions.

Structural design requires simultaneously to ensure safety by considering quantitatively uncertainties in the applied loadings, material properties and fabrication error and to maximize economical efficiency. As a solution, system reliability-based design optimization (SRBDO), which takes into consideration both uncertainties and economical efficiency, has been extensively researched and numerous attempts have been done to apply it to structural design. Contrary to conventional deterministic optimization, SRBDO involves the evaluation of component and system probabilistic constraints. However, because of the complicated algorithm for calculating component reliability indices and system reliability, excessive computational time is required when the large-scale finite element analysis is involved in evaluating the probabilistic constraints. Accordingly, an algorithm for SRBDO exhibiting improved stability and efficiency needs to be developed for the large-scale problems. In this study, a more stable and efficient SRBDO based on the performance measure approach (PMA) is developed. PMA shows good performance when it is applied to reliability-based design optimization (RBDO) which has only component probabilistic constraints. However, PMA could not be applied to SRBDO because PMA only calculates the probabilistic performance measure for limit state functions and does not evaluate the reliability indices. In order to overcome these difficulties, the decoupled algorithm is proposed where RBDO based on PMA is sequentially performed with updated target component reliability indices until the calculated system reliability index approaches the target system reliability index. Through a mathematical problem and ten-bar truss problem, the proposed method shows better convergence and efficiency than other approaches.

가뭄은 홍수와는 달리 장기적이고 지속적인 피해를 유발하고, 지역의 경제에 타격을 주며, 생태계 및 환경을 파괴하는 자연재해로서 인간에게 오랫동안 고통을 준다. 이와 같은 가뭄에 대비하고 가뭄을 관리하기 위해 가뭄의 정도를 정량화하고자 하는 연구가 꾸준히 이루어져 왔다. 그 결과 다양한 가뭄지수들이 개발되었으며 이들을 이용해 가뭄감시를 수행하고 있다. 그중 Palmer의 가뭄심도(PDSI)가 가뭄감시와 관리를 위하여 가장 널리 사용되고 있음에도 불구하고, 물순환의 고려없이 기후적인 조건만을 이용하는 단점과 한계성이 여러 학자들에 의해 지적되어 오고 있다. 따라서 본 연구에서는 이러한 단점을 극복하기 위해 토양, 토지이용, 기후자료를 입력자료로 하는 분포형 장기유출모형인 SWAT모형을 이용하였다. 즉, SWAT 모형을 이용해 토양수(soil water, SW)를 구정하고, 이로부터 계산된 토양수분결핍을 근거로 토양수분지수(soil moisture index, SMI)를 산정하였다. 본 연구에서 제안한 토양수분결핍에 기초한 토양수분지수는 가뭄감시와 관리에 그 적용성 및 활용이 가능하리라 판단된다.

기존의 연구논문들에서는 1975년부터 1992년 사이의 OECD 국가들에서 집권정부별 국민들이 느끼는 행복감을 알아보기 위한 분석들이 주로 이루어졌다. 이러한 행복감을 알아보는 데에는 특히 인플레이션율과 실업률이 주요 변수로 활용되고 있다. 각국별로 살펴볼 때, 진보정부의 경우에 있어서는 실업률에 더 주안점을 두는 반면에 보수정부는 인플레이션율에 더 민감하게 대처함을 알 수 있었다. 이러한 점들을 살펴보면, OECD 국가들에서 빈곤층은 진보정부를 선호하고 상대적으로 소득수준에서 상위계층은 보수정부를 선호할 것으로 추정된다. 이 논문에서는 한국의 경우 시계열 관계상 진 보정부와 보수정부로 나누지 않고 행복감에 대하여 소비자심리지수를 대용변수로 사 용하였을 경우 경기회복에 따른 산업생산 증가와 이를 위한 정부지출이 중요한 변수 임을 알 수 있었다.
This paper investigates the cost structure ot the Korea and Japan railroad industry with respect to density, scale and scope economies as well as productivity growth rate using a generalized trans)og multiproduct cost function model. The paper then assumes that the Korea and Japan railway companies pi·educe three outputs (incumbent railway passenger-kilometers. Shinkansen passenger-kilometers, ton-kilometers of freight) using four input factors (labor, fuel, maintenance, rolling stock and capital). The specified cost function includes foul other independent variables: track lengths to reflect network effects, two dummies to reflect nation and ownership effects, and time trend as a proxy for technical change. The simultaneous equation system consisting of a cost function and three input share equations is estimated with the Zellner's iterative seemingly unrelated regression. The unbalanced panel data used in the paper, a total of 154 observations. are collected from the annual records of the Korea National Railroad (KNR) for the yews $1977{\sim}2003$, Japan National Railways (JNR) for the years $1977{\sim}1984$. seven Japan Railways (JR's) for the years $1987{\sim}2003$. The findings show that the Korean and Japanese railways exhibit product-specific and overall economies of density but product-specific diseconomies of scale with respect to incumbent railway passenger-kilometers, Shinkansen-kilometers and ton-kilometers. However, the railways experience mild overall economies of scale which result from economies of scope associated with the joint production of incumbent railway/Shinkansen and feight, freight/incumbent railway and Shinkansen except Shinkansen/incumbent railway and freight. In addition, the economies of density and scale in the KNR, JR east, JR central, and JR west companies at the point of the years $1990{\sim}2003$ average is generally analogous to the above results at the point of sample average. There also appear to be economies of ssope associated with the joint Production of the incumbent railway and Shinkansen in JR central but diseconomies of scope in JR East and JR West. The findings also indicate that the productivity growth rate of the privately-owned JR's is larger than that of the government-owned KNR.
Using careful background research and methodology, we proposed a revised sectoral index of vulnerability that is directly applied to two central labor examples: working hours and minimum wages. The valued calculated by each specific index represent the degree of weakness in corresponding conditions at the level of workplace units. Our proposed vulnerability index promises to be applicable to all business units under labor spot inspection. Also, it can be easily updated as the business environment evolves. The index is useful in selecting certain groups of business units and in evaluating the effectiveness of each regional government office.
In this study, a comparison has been made among the countries regarding recent ICT practices being performed based on the measures of relative efficiency and productivity growth that use multiple inputs and outputs. Efficiency measures a country's ICT performance relative to a benchmark at a given point of time and productivity measures a country's performance over a period of time. An output-oriented Data Envelopment Analysis and Malmquist Index has been used for comparison among 28 countries over the period 2008-2011 by incorporating 9 variables. The empirical findings disclose gross inefficiencies in national ICT practices, which show that there is room for enhancing output gains through increased efficiency in their operations. In addition, 13 countries have performed better than others in total factor productivity mainly because of their improvement in the underlying technological progress in ICT. For those technically inefficient countries, however, technical inefficiency may hamper the growth of total factor productivity of ICT practices.
R-indicator (representativeness indicator) is used to check the representativeness of samples when non-responses occur. The representativeness is related with the accuracy of parameter estimator and the accuracy is related with bias of the estimator. Hence, unbiased estimator generates high accuracy. Therefore, high value of R-indicator guarantees the accuracy of parameter estimation with a small bias. R-indicator is calculated through propensity scores obtained by logit or probit modeling. In this paper we investigate the degree of relation between R-indicator and different non-response rates in strata using simulation studies. We also analyze a modified Korea Economic Census data for real data analysis.
To assess the water resources sustainability, many indicators and methodologies have been suggested by international organizations and developed in other countries. However, in the previous studies, some of indicators were unsuitable for assessing the sustainability of water use and management in Korea. Thus, in this study nSl(Water Resources Sustainability Index), a multi-variable index, was created by consideration of environmental, social, and economical criteria. Relative weights for components, indicators and sub-indexes, were determined by employing the Analytic Hierarchy Process. In order to extract the indicators related with water resources sustainability, the data related with water resources and indicators suggested in various field were compared and thoroughly reviewed. These indicators were classified into four groups; Economic Efficiency Index, Social Equity Index, Environmental Conservation Index, and Maintenance Capability Index. The weight of each component were decided by the survey of 127 specialists in water resources and sustainability. The result of survey represented that efficiency and equity of water use and water quality for river restoration are major issues in enhancing the water resources sustainability In addition, it was found that investment and public participation should be considered for sustainable water use.
