The issues on the interconnection of telecommunications network are recently prevailed in the IT industry. In this study, we classify the network interconnection system into two categories: two way-same price model and two way-different price model. The purpose of this paper is to analyze economic characteristics of optimal settlement system according to each model. One of the most important policy implications we derive through this study is that symmetry between enterprises is required for policy maker or regulatory agency to set an efficient settlement system under two way-same price model, but that symmetry is not necessarily required under two way-sane price model.

최근 과학 IT 패러다임은 기존 하드웨어, 소프트웨어 중심에서 폭발적으로 증가하는 데이터를 활용하여 정치 사회 경제 등 제반 이슈와 연계된 분석 예측으로 진화하고 있으며, 모바일 인터넷과 소셜 미디어 등장으로 데이터가 경제적 자산이 되는 빅데이터 시대가 도래하였다. 급속히 변화하고 복잡해진 사회구조와 재난환경으로 인해 인력에만 의존한 재난관리의 사각지대가 대형재난으로 이어질 우려가 크므로 다양한 재난전조(前兆)를 체계적으로 관리하여 선제적으로 예방하는 체계가 필요하다. 본 연구는 인터넷에 존재하는 재난관련 언론보도, 민원, 제보, 소셜 미디어 등의 비정형 데이터와 재난관련 정형 데이터(DB)를 융합 분석하여 재난전조를 사전에 감지하고 위험요소를 신속히 제거하는 빅데이터 기반 재난전조감지 체계를 제안한다. 최근 피해가 급증하고 있는 도시내수침수 피해 위험 예방을 위해 제안한 재난전조감지 체계를 적용하여 피해발생 위험요소 및 전조, 긴급 이슈 등을 감지하는데 활용하는 방안을 제안한다. 이는 전조를 감지하고 사전 침수 피해를 예측하여 피해 최소화 및 복구비용 절감, 저감능력 강화의 효과뿐만 아니라 위험요인 사전 차단 및 확산방지가 가능할 것으로 기대된다.

The aim of this study is to investigate how social welfare expenditure affects to economic growth in Northern European countries, and such implication might be compared with Korean episode. ARDL cointegration model is employed for emplrical analysis. The model is usefully utilized to analyze short-run and long-run relationships of the variables in general. The result suggests that private welfare expenditure is effective in Korea and Finland even though the magnitude of effectiveness is quite a small scale. On the other hand, public welfare expenditure is effective in Denmark and Norway. However, none of social welfare expenditures affects in economic growth in Sweden. And, therefore, it could be concluded that although social welfare expenditures contribute to improve income inequality, these hardly support income-led growth strategy.

주식투자에 따른 체계적 위험인 베타는 실증분석에 따르면 장기적으로는 안정적이지만 단기적으로는 불안정하다. 본 연구에서는 3개월과 1년의 기간별로 추정된 규모별 및 업종별 포트폴리오 베타의 불안정성을 검토하고, 베타의 불안정성을 설명할 수 있는 거시경제변수를 찾아보고자 하였다. 베타추정시 시장수익률의 선택이 실증분석결과에 미치는 영향을 검토하고자 시장수익률로서 종합주가지수 수익률과 산술평균 수익률을 이용하여 베타를 추정하고, 이를 이요한 회귀분석 결과에 따르면 시장수익률로서 종합주가지수 수익률보다는 산술평균 수익률을 사용한 경우에 분석결과에 논리적 일관성이 있는 것으로 판단된다. 규모별 포트폴리오 베타와 거시경제변수간의 관계를 분석한 결과 금리차이와 수출비율은 소기업 포트폴리오 베타와는 음의 관계를, 대기업 포트폴리오 베타와는 양의 관계를 보이고 있다. 그리고 회사채금리는 소기업 포트폴리오 베타와 양의 관계를, 대기업 포트폴리오 베타와는 음의 관계를 보이고 있다. 거시경제변수와 업종별 포트폴리오 베타와의 회귀분석에서는 대부분의 거시경제변수가 일부 포트폴리오 베타와는 양의 관계를, 다른 포트폴리오 베타와는 음의 관계를 보이고 있다.

과학기술계 정부출연연구기관(이하 출연(연))은 과학기술의 연구개발을 통해 국가 및 산업계 발전에 기여하기 위해 정부가 설립하고 운영을 재정적으로 지원하는 기관으로 1966년 한국과학기술연구원 설립 이후 2017년 현재까지 50년에 걸쳐 총 25개의 기관이 설립되어 운영 중에 있다. 설립 목적에서도 확인할 수 있듯이 출연(연)은 연구개발 성과를 활용하여 기술이전 지원을 통한 기업체 경영 성과 달성, 전문 연구 인력 배출, 정부 정책 수립 및 지원을 통한 산업 경쟁력 강화 등의 다양한 경제적 파급효과를 창출해왔다.. 그러나 출연(연) 연구개발 성과의 경제적 파급효과를 종합적이고 체계적으로 파악하기 위한 논의는 비교적 미흡한 실정이다. 이에 따라 본고에서는 기계분야 K연구원의 사례를 중심으로 출연(연) 연구개발 성과의 경제적 파급효과 산출을 위한 분석 틀을 제시하였다. 경제적 파급효과 분석의 틀은 크게 출연(연)의 연구개발성과가 이전 확산되는 산업의 경제적 성장에 대한 기관의 기여도를 산출하는 '하향식 접근'과 기술이전 지원, 전문 연구 인력 배출 등 기관의 연구개발 활동의 경제적 파급효과를 개별적으로 산출하여 더하는 '상향식 접근 방법'을 제시하였다. 이러한 '하향식 접근'과 '상향식 접근'의 활용은 두 방식을 통해 산출한 경제적 파급효과를 상호 비교함으로써 출연(연) 연구개발성과의 경제적 파급효과를 종합적이고 체계적으로 분석할 수 있는 기반을 마련하는데 그 의의가 있다. 향후 본 연구결과가 다양한 출연(연) 연구개발 성과의 경제적 파급효과를 산출하는데 활용되기를 기대한다.

This paper analyses an impact of wage scheme and transparency of performance evaluation on the productivity. The main findings in this paper are as follows: First, the effect of wage scheme based on seniority system on the productivity is worse off than the performance pay. Second, there is a positive relationship between an incentive and the productivity, but, in the case of firms which individually informs the results of performance evaluation to their workers, it shows the hump-shaped relationship. Third, though the wage scheme is based on the performance, if the evaluation system is not transparent, the impact of incentive on the productivity is disappeared. Consequently, this paper implies that the appropriate incentive and the transparent performance evaluation system are required so as to improve the productivity.

2000년 남북정상회담 이후 여러 분야에서 남북한경제협력사업이 진행되어 오고 있다. 특히 물 관련 산업분야는 금강산관광, 개성공단, 경의선 및 동해선 철도 도로 연결사업 등과 같은 대규모 사업에 비해 미약하나마 임진강 유역 수해방지를 위한 협력체계가 어느 정도 진행되고 있다. 이 사업은 2000년 8월 29일부터 평양에서 개최된 제2차 남북장관급회담에서 합의되어 2004년 3월에는 남북경제협력추진위원회 제8차 회의에서 임진강 남북 공동 현지조사 등 수해방지 대책수립에 합의하고 동년 4월에는 임진강수해방지 실무협의회 제3차 회의를 통해 현지조사와 관련된 조사항목, 북측에 제공할 조사용 기자재 품목, 북측의 기상 수문 자료 제공 등에 대한 합의가 있었다. 이상과 같이 남북한 공유하천에 대한 협력체계도 타 분야와 마찬가지로 지속적으로 발전하여 보다 효과적인 협력체계 단계로의 진입이 예상되고 생활 공업용수 공급, 하천관리 및 골재개발 등 보다 넓은 영역에서 다양한 협력을 기대할 수 있을 것이다. 본 연구에서는 북한과의 수자원분야 협력사업이 확대될 경우를 대비하여 북한의 수문조사 체계의 일반을 분석하여 제시하고자 하였다.
