정부는 최근 인천, 부산, 광양 등 3개 지역 경제자유구역청을 조직$\cdot$인사$\cdot$재정 등에서 자율성과 독립적인$\cdot$허가권을 행사하는 특별지방자치단체로 격상키로 하였다. 외자유치를 통한 원스톱 행정서비스를 제공하기 위해서다. 현재는 외자유치시 각 상급 지자체를 돌아다니며 인허가를 받아야 하기 때문이다. 하지만 특별지자체는 통상의 지자체와 구별되기 때문에 상위 단체의 규제를 받지 않고, 외자유치 등의 특수 목적을 위해서는 최대한의 자율적 권한을 갖게 된다. 이렇듯 정부에서도 경제자유구역청에 많은 관심과 힘을 쏟고 있다고 할 수 있다. 3개 지역의 경제자유구역청 중 가장 왕성한 활동을 펼치면서 외자유치에 모범이 되는 곳이 있다. 바로 광양만권경제자유구역청. 지난해 3월에 개청되어 타 경제자유구역청보다 늦게 출발하였지만 그 결과는 정 반대다. 광양만권경제자유구역청의 초대 청장으로 부임한 백옥인 청장은 포스코터미널 등 8개 업체로부터 9034만달러의 투자를 유치하고 국내외 15개 업체와 2조 720억원에 달하는 투자의향서를 교환하는 등 광양만권을 발전시키기 위해 노력하고 있다. 나아가, 광양에 대한 국제 인지도를 높이고 도로 등 SOC를 확충해 기본적인 투자환경을 조성해 가면서, 동북아 경제 및 물류 거점도시로 발돋움하기 위한 구체적인 계획을 하나하나 펼쳐 나가고 있다.

Land is key natural resource that Chinese government actually owns. Real estate and land development have played an important part in China's urban development and economic development. The Chinese local governments' land development policies can mainly be characterized as the establishment of economic development zones and the development of new towns. Given the great importance of these measures, we can expect that these policies can generate noticeable impacts on land development and land price. However, little research has explored these impacts empirically. Using the data collected from land development projects of three districts in Linyi city-old town, new town, economic development zone, this paper attempts to investigate the impact of government development policy on land development and land price. This research chooses investment amount and land price as dependent variables. The multiple regression results demonstrate that the local government's land Development policies can affect land investment size and land price significantly. As we have noticed, the target of government development policy is to make use of urban land resources more scientifically and efficiently. Based on my empirical analysis, some useful insights can be provided for improving our understanding concerning the effects of these government land development policies.

구소련연방은 수십년 동안 경제적으로 또 어느 정도로는 기술적으로도 서방세계로부터 고립되어 있었다. 이 기간동안 러시아의 전기기술사들은 최고전압이 1,200KV에 이르는 대규모 특별고압 전력계통망을 설계, 건설하였으며 이 전력계통망은 러시아의 전력설비를 이용하여 건설되었다. 이러한 전력망 구축과 기술적인 문제해결 경험은 전세계의 송전기술자들에게 실제적인 흥미를 줄 수 있을 것이다.

It is possible to provide Smart Tourism Service through the development of information technology. It is necessary for the tourism industry to understand and utilize Big Data that has tourists' consumption patterns and service usage patterns in order to continuously create a new business model by converging with other industries. This study suggests to activate Jeju Smart Tourism by analyzing Big Data based on credit card usage records and location of tourists in Jeju. The results of the study show that First, the percentage of Chinese tourists visiting Jeju has decreased because of the effect of THAAD. Second, Consumption pattern of Chinese tourists is mostly occurring in the northern areas where airports and duty-free shops are located, while one in other regions is very low. The regional economy of Jeju City and Seogwipo City shows a overall stagnation, without changes in policy, existing consumption trends and growth rates will continue in line with regional characteristics. Third, we need a policy that young people flow into by building Jeju Multi-complex Mall where they can eat, drink, and go shopping at once because the number of young tourists and the price they spend are increasing. Furthermore, it is necessary to provide services for life-support related to weather, shopping, traffic, and facilities etc. through analyzing Wi-Fi usage location. Based on the results, we suggests the marketing strategies and public policies for understanding Jeju tourists' patterns and stimulating Jeju tourism industry.

1886년 고트리브 다이믈러와 칼 벤즈가 가솔린 자동차를 개발한 이후 100여년이 지난 지금 자동차는 비약적으로 진보, 발전하여 현대 산업사회와 개인의 생활에 있어 산업운송수단과 이동수단으 로서 필요불가결하게 되어 밀접한 관계를 갖고 있다. 우리나라 자동차 공업의 역사는 자동차가 사회적, 경제적 효용에 따라 그 생산과 보유대수가 날이 갈수록 증가 일로에 있으며, 자동차의 생산대수는 전세 계에서 년간 약 50,606천대('94년)로서 중요한 국가 기간 산업으로 자리하고 있다. 한편 전기, 전자공업의 발전에 따른 자동차의 Car Electronics가 많이 채용되게 됨에 따라 현재의 자 동차에는 대부분이 전자제어 System으로 구성되어 있다. 최근에는 Micro Processor를 이용한 전자부품이 많이 사용되어 전자파에 대한 문제가 다양하게 발생 하고 있다. 예를 들면 미국 캘리포니아주에서 전자점화제어장치와 연료분사 장치를 설치한 구미의 자동 차가 주행중 28MHz, 28W의 아마추어 무선을 탑제한 자동차가 통과할 때 엔진이 고르지 못한 보고가 있 었고, 화학섬유로된 옷을 착용한 전자부품이 다른 부품에 영향을 주는 사례가 맣아지고 있다. 따라서 자동차에는 여러가지의 전장품, 전자기기를 탑재하기 때문에 자동차 자체에서 발생하는 것과 외부로 부터 받는 전자장해 EMI(Electromagnetic Interference), EMS(Electromagnetic Susceptibility) 가 문제로 되어 자동차 및 부품 maker에 의한 EMC(Electromagnetic Compatibility) 평가의 중요성이 고조되고 있다. 차제무전기, 차제무전기, Car-Radio는잡음방해를 많이 받기도 하지만, 잡음원이 되기 도 한다. 또한 Engine 제어, 차속제어, Brake 제어등에 이용되는 전자제품은 방해에 의한 오동작 또는 파괴가 발생하여 주행기능, 안전성에 문제가 야기되지 않도록 해야 한다. 이러한 전자기 환경은 모두 RF(Radio Frequence)와 자동차에서의 전자파 장해 문제의 원이 될 수 있다. 자동차 및 그 부품의 전자기 방해에 관한 규격화는 1987년부터 괄목할 만하게 진행되어 이에 따른 규제 움직임이 IEC(International Electrotechnical Commission: 국제전기기술위원회) 산하의 하부기 구인 CISPR(International Special Committeeon Radio Interference: 국제 무선 장해 특별위원회)가 전자기 방해파에 대한 측정법 통일안을 제안 하였고, ISO(International Standardization Organiza- tion: 국제표준화 기구) 가운데 TC 22/SC3가 자동차의 전장품에 대한 장해를 논의히고 있다. 특히, 자동차의 EMC에 관한 국가 규격은 국제 규격에서 저술한 바와 같이 특별히 규정된 것이 없고 VDE(Verband Deutscher Elektrotechniker: 서독전기기술 협회)와 SAE(Society of Automotive Engi- neers: 자동차 기술자 협회)에서 비교적 활발하고 Jaso(Japanese Automobile Standards Organization: 일본 자동차 표준협회)에서 많이 진행중에 있다. 본 고에서는 자동차의 전자제어에 따른 잡음 발생 요인과 전자파 간섭 관련 자동차 규격과 시험평가 방법에 대해 간단히 소개 하였다.
