A Study on the Designated Manager System of Public Libraries in Japan (일본 공립도서관 지정관리자제도 연구)

  • The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.

Role Expectations and Cooperation of Staff Nurses and Clinical Research Nurses who take care of Clinical Research Patientser (임상연구환자를 돌보는 병동간호사와 임상연구간호사의 역할기대와 협력 인식)

  • This was an investigative study to identify the role expectations for clinical research related tasks that ward nurses can participate in and the awareness of cooperation between ward nurses and clinical research nurses (CRNs) and the obstacles for the same. The subjects were 66 ward nurses and 65 CRNs. The data were analyzed using descriptive statistics, the two-sample t-test, and the 𝑥2 test on SAS 9.3. As a result of this study, 4.56±0.41 ward nurses and 3.83±0.60 CRNs were found to have high role expectations of each other and statistically significant role expectations for ward nurses (p<.001). Significant differences were seen in the five categories of cooperation recognition between the two groups. Among the factors for cooperative disabilities, excessive work and lack of awareness of clinical research were ranked high. High role expectation becomes an element of role conflict. To organize the role of ward nurses and clinical research nurses in the new clinical research nursing work, procedures, establishing of effective practices, and the proper operation of an official system are expected to be necessary. To promote cooperation between the two groups, a culture of mutual trust and cooperation should be formed to enable each group to think of the other as partners and to recognize their expertise.

  • This research has the purpose to approach 'Audience participation theatre' through applying the concept of 'Hybrid' which newly come to the fore after 21st in a theatre space. In fact, 'Hybrid' has been suppling crucial power to create and pass a culture down for a long time, and it could not different to a theatre space. The hybridity in previous traditional theatre which is central 'text' and 'architectural theater' is limited movement only on the stage, such as 'an actor between presence and absence', 'a theatrical time between real and fiction' and 'an objet between An Sich(thing itself) and Fur Sich(thing with inner meaning). However after 20st's 'Avant-Garde' with 'decomposition sprit', the hybridity become broader from only on the stage to entire theatre space including auditorium caused by collapse the boundary between auditorium and stage. In other words, 'auditorium' and 'audience' are considered as 'a theatrical element' coequal with other elements, and it can create various special results through they are mixed equally. Therefore, 'Audience participation theatre' could regarded a kind of hybrid phenomenon between 'auditorium and audience' and 'actor and stage' which are most disparate relation, and it is also approached 'hybridized audience', 'hybridized space' and 'hybridized text' as a new identity.

Experiences of Military Prostitute and Im/Possibility of Representation: Re-writing History from a Postcolonial Feminist Perspective (기지촌 여성의 경험과 윤리적 재현의 불/가능성: 탈식민주의 페미니스트 역사 쓰기)

  • The purpose of this paper is to illuminate the implication of feminist oral history from a postcolonial feminist perspective as critically reexamining the relationship between hearer and speaker, representer and narrator, the said and the unsaid, and secrecy and silence. Based upon oral (life) history of a U.S. military prostitute (yanggongju), I tried to show the experiences of a historically-excluded and marginalized 'Other,' and then critically reevaluate the meaning of encountering 'Other', not just through the research process but also in the post/colonial society in Korea. The narrative of an old woman in the "kijichon" (a formal prostitute in U.S. military base) shows how woman has navigated the boundaries between inevitability/coincidence, the enforced/the voluntary, prostitution/intimacy, and military prostitute/military bride while continually negotiating as well as having conflict with various myths and ideologies of the 'normative woman,' 'nationhood,' and 'normal family.' In addition, her narrative which causes the rupture of our own stereotypical images of a military prostitute not only proves the possibility of reconstructing the self-identity of a subaltern woman, but also redirects the research focus from the research object to the research subject (ourselves). Consequently, the implication in feminist oral history is that feminist researchers who whish to represent the experiences of other should first inquire 'what/how we can hear,' 'why we want to know others,' and 'who we are,' while simultaneously asking if subaltern woman can speak.

A Study on the Revitalization of Digital Contents Industry (디지털콘텐츠 산업육성 사업 구조개편 방안 연구)

  • Due to the convergence of digital technology and the rapidly changing characteristics of the digital industry, the development projects in each technology field that have been carried out so far have blurred the boundaries of the business, dispersed business effects, and reached the limit in fostering a flexible industry that accommodates technological development. It appears that Therefore, the goal is to support the policy of the digital content development project by suggesting a plan to reorganize the structure and improve the management system of the digital content industry development project to effectively respond to the changing direction of the future digital content industry. Through structural analysis and diagnosis of government supported projects, it was proposed to reorganize the existing 19 key projects and 49 detailed projects into 7 key projects projects and 17 detailed projects. As a plan to improve the project management system, there are too many project implementation agencies and the absence of a general agency for detailed project support management, which limits the promotion of large-scale projects for organic linkage between projects and market creation. To improve this, a general agency that oversees the project management function was selected, and it was suggested that there was a need to unify project management into a general organization to manage the project efficiently.

A study on a reasonable modeling method of fully grouted rockbolt (전면접착형 록볼트의 거동 특성을 고려한 합리적인 모델링 방법에 대한 연구)

  • Rockbolts are the primary-supports in NATM tunnels and are widely used at tunnel construction sites. Among the rockbolts methods applied in domestic tunnel design, fully grouted rockbolts are the most representative and frequently used. Fully grouted rockbolts exhibit relative behavior between the bolt and the ground due to the grout material. However, during numerical analysis for tunnel design, fully grouted rockbolts are often modeled in a way that does not reflect their behavior characteristics. This may result in underestimating or overestimating the force of the supports. Based on a literature review, it was analyzed that fully grouted rockbolts are modeled using truss element or cable element. To analyze the effect of grout properties of cable elements on rockbolts behavior, this paper compared the behavior of rockbolts in two models: one estimating grout properties based on rockbolt pull-out test data, and another assuming complete adhesion between the rockbolts and the ground by applying large grout properties. Under identical tunnel conditions, the numerical analysis was conducted by modeling the fully grouted rockbolts differently using truss and cable elements, and the tunnel behavior was analyzed. The research results suggest that modeling fully grouted rockbolts as a function of the interface effect between the bolts and the ground, specifically considering grout, is desirable. The use of pull-out test data to simulate the behavior of actual fully grouted rockbolts was considered as a valid approach.

A Study of Zhuxi's Daoxuezhengzhi(道學政治) through his political frustration in the partisan struggle of 1196 Qingyuandanghuo(慶元黨禍) (1196년 경원당화(慶元黨禍)의 사상정국에서 주희의 정치적 좌절을 통해서 본 주희의 도학정치고찰)

  • The purpose of this study is to understand Zhuxi's Taoxuezhengzhi(道學政治) by reorganizing both his political opinion in each different political situation and his consistent political consciousness appeared in his whole political career. He concluded that the politics was the real problematic in Southern Sung, which made its structure distorted. This distorted structure of politics had widely rooted in whole sphere of society. In order to cure this political problematic, Zhuxi had focused on huangdi(皇帝) and chaoting(朝廷). That is why people is the basis of State and the result of politics, while huangdi and chaoting is the basis of politics and the beginnig of politics. According to Zhuxi, forming their political power group of their own will by using huangdi's power, the political elites close to only to huangdi made the function of chaoting unstable, with the result that the political decay produced. In chaoting, it resulted in the weakness of huangdi's power, the collapse of official discipline(紀綱), and the absence of public opinion(公論) and public aggreement(公議). Beyond chaoting, it resulted in the absence of political trust and the degeneration of public morals(風俗). In the Southern Sung were not altered the political orientation and culture based on the political decay, but only political orientation and characteristics of political elite only altered. This proves Zhuxi's approach that all problems in Southern Sung could resolve by the political approach. Zhuxi had suggested political issues in office. The alternatives for those political issues had basis of the theme, the one that saving people(恤民) is the purpose of politics. However his political ideas and the execution of them had been occsionally collapsed by the complex political structue, the mechanisms of political power, and the sameness and privatization of political geography in Southern Sung. Qingyuandanghuo(慶元黨禍) was the final stage of his political frustration, with the result that it led to the failure of Zhuxi's taoxuezhengzhi and interrupted the tradition of taoxue(道學) for the time being.

Analysis of Orthotropic Body under Ultimate Moment Load (극한(極限)모멘트 하중(荷重)을 받는 이방성(異方性) 구조체(構造體)의 해석(解析))

  • This dissertation presents an exact solution for the normal and shearing stresses of an orthotropic plane body loaded by a moment load. The solution satisfies the conditions of equilibrium compatibility equations concurrently and is governing for the body being in the elasto-plastic state. An Airy stress function is introduced to solve the problem related to an orthotropic half-infinite plane under a moment load. All the equations for orthotropy must be degenerated into the expressions for isotropy when orthotropic constants are replaced by isotropic ones. The author has evaluated all the equations of orthotropy and succeeded in obtaining exactly identical expressions to the equations of isotropy which were derived independently by of L'hosptials rule. The analytical results of isotropy are compared with the simple results of other investigator. Since moment Load under the elastic state and plastic state only is a particular case of moment load under the elasto-plastic state. All the equations of elasto-plastic state case are degenerated into the expressions for the each case. The formal solution is expressed in terms of closed form. The orthotropic constants are evaluated for two kinds and two different orientations of the grain of wood and two kinds of structures. The numerical results for orthotropy are evaluated for one kind and two different orientations of three-layered ply wood. The distribution of normal and shearing stresses are shown in figures. It is noted that the distribution of stresses of orthotropic materials depends on the type of materials and orientations of the grain and stiffening.

Case Study of Ancient City Wall Renewal in Gongju, a Historic Cultural City (역사문화도시 공주의 고도담장정비 사례 연구)

  • The purpose of this study is to propose guidance for wall renewal that is appropriate for an ancient city wall through application of advanced research and theories in wall design. It is a streetscape improvement project which forms part of the "Ancient City Image Finding Project". Study methods consist of advanced research classification, wall design theory contemplation, and analysis of the significance of designated ancient city areas and the "Ancient City Image Finding Project" status. Based on these methods, case study candidates were selected, case status and problems were identified, and improvement proposals were analyzed by comparing various features. Advanced wall research was classified into six categories including analysis of wall characteristics; wall design principle applications; wall structure, color, shape, and application; modern reinterpretation; palace walls; and house, temple, and village walls. The wall is an element of the streetscape improvement component of the "Ancient City Image Finding Project", with the characteristic of providing preceding experience in visual and cognitive awareness than interior structure. Case candidates for ancient city wall improvement are based on the composition distribution of the special conservation district in each ancient city as well as the conservation promotion district. Ultimately, the surrounding village of Gongju-si Geumseong-Dong Songsanri-gil, adjacent to the Royal Tomb of King Muryeong, was selected as the candidate. The "Ancient City Image Finding Project" of the surrounding village of Gongju-si Geumseong-Dong Songsanri-gil began with new Hanok construction. However, wall maintenance did not begin concurrently with that new Hanok construction. Support and maintenance took place afterwards as an exterior maintenance project for roadside structures. If the Hanok and wall were evaluated and constructed at the same time, the wall would have been built in unison with the size and design of the Hanok. The layout of the main building and wall of the Hanok is deemed to be a structure that is closed tightly because of its spatial proximity and tall height. Songsan-ri-gil's wall design should create a calm, subtle, and peaceful atmosphere with shapes, colors, and materials that express ancient city characteristics, but it is in an awkward position due to its sharpness and narrowness. The cause of the problem at Gongju-si Geumseong-dong Songsanri-gil, the case candidate, is that it is lacking significantly in terms of the aesthetic factors that traditional walls should possess. First, aesthetic consciousness seems to have disappeared during the selection and application process of the wall's natural materials. Second, the level of completion in design and harmony is absent. Maintenance guidance after analyzing the cause of problems in ancient city wall maintenance at Gongju-si Geumseong-dong Songsanri-gil, the subject area of research, is as follows: First, the Hanok design and layout of the wall and main gate should be reviewed simultaneously. Second, the one-sided use of natural stone wall in the Hanok wall design should be reexamined. Third, a permanent system to coordinate the opinions of citizens and experts during the planning and design phases should be employed. Fourth and finally, the Hanok's individuality shall be collectivized and its value as a cultural asset representing the identity of the community shall be increased.

The Research Trend and Narrative Expandability of Borderlands Studies in Europe and North America -A Review Article: Globalizing Borderlands Studies in Europe and North America (유럽과 북미에서의 접경지대 연구 동향과 서사의 확장성 -『유럽과 북미 지역 접경지대 연구의 세계화』 읽기)

  • The purpose of this article is to critically read Globalizing Borderlands Studies in Europe and North America to examine trends in border studies conducted so far in Europe and North America and to discuss the expandability and limitations of the narrative. It introduces a variety of case studies covering the borderlands of Europe and North America from ancient to modern times. It consists of a total of 10 chapters, in addition to the introduction chapter to clarify the purpose and definition of the collaboration and the short conclusion chapter on the prospects for the future of borderlands studies. This volume has some important implications for current borderland research in two main respects. First, it can introduce us we the areas and targets that the leading researchers from European and North American academia (usually the United States') have paid attention to. It also examines the current status of borderland research and predicts whether it will be possible to study various border areas where exist in other regions (especially in Asia) based on accumulating academic achievements, as well as the possibility of expansion of so-called 'globalization'. Second, it introduces the borderland as a conceptual space, beyond the border area as a physical space that is commonly thought of when it comes to 'border'. Cases of "conceptual borderlands" can be applied to a number of topics ranging from an individual's identities to the methods of governance, religions, economies, social institutions, families, labor issues, public health services and gender issues. There are, however, also some questions to be noted in the volume: the lack of consistent use of terminology, which can be considered general problems of collaboration studies; the fact that the authors still tend to understand borderlands within the imperialist discourse, perhaps because of their academic background is situated mainly in Europe and North America; the borderlands cases described here as the areas of conflict and struggle only. Nevertheless, the book is of significance in that it suggests a possibility of various borderlands studies and helps us to have better understanding of the current geopolitical situation imposed on the Korean Peninsula, which is located on the borderland between the continental and maritime powers.
