The characteristics of a helical turbine to be used for tidal stream energy conversion have been numerically studied with varying a few design parameters. The helical turbines were proposed aiming at mitgating the well known poor cut-in characteristics and the structural vibration caused by the fluctuating torque, and the basic concept is introducing some twisting angle of the vertical blade along the rotation axis of the turbine. Among many potential controling parameters, we focused, in this paper, on the twisting angle and the height to diameter ratio of the turbine, and, based on the numerical experiment, We tried to propose a configuration of such turbine for which better performance can be expected. The three-dimensional unsteady RANS equations were solved by using the commercial CFD software, FLUENT with k-${\omega}$ SST turbulence model, and the grid was generated by GAMBIT. It is shown that there are a range of the twisting angle producing better efficiency with less vibration and the minimum height to diameter ratio above which the efficiency does not improve considerably.

This study proposes a new methodology for quantitative rock classification in unsampled rock zone, which occupies the most of tunnel design area. This methodology is to train an ANN (artificial neural network) by using results from a drilling investigation combined with electric resistivity survey in sampled zone, and then apply the trained ANN to making a prediction of grade of rock classification in unsampled zone. The prediction is made at the center point of a shifting window by using a number of electric resistivity values within the window as input reference information. The ANN training in this study was carried out by the RPROP (Resilient backpropagation) training algorithm and Early-Stopping method for achieving a generalized training. The proposed methodology is then applied to generate a rock grade distribution on a real tunnel site where drilling investigation and resistivity survey were undertaken. The result from the ANN based prediction is compared with one from a conventional kriging method. In the comparison, the proposed ANN method shows a better agreement with the electric resistivity distribution obtained by field survey. And it is also seen that the proposed method produces a more realistic and more understandable rock grade distribution.

In an era of population decline, depopulated regions facing challenges in attracting inbound population migration must enhance urban vitality through the attraction of living populations. This study focuses on Busan, a city experiencing population decline, comparing the spatiotemporal distribution characteristics of registered residents and living populations in various administrative districts (Eup-Myeon-Dong) using mobile communication big data. Administrative districts are typified based on population change patterns, and regional characteristics are analyzed using indicators related to urban decline and vitality. Spatiotemporal distribution analysis reveals generally similar density patterns between registered residents and living populations; however, a distinctive feature is observed in the city center areas where the density of registered residents is low, while the density of living populations is high. Divergent trends in spatial patterns of change between registered residents and living populations show clusters of registered population decline in low-density areas and clusters of living population decline in high-density areas. Areas adjacent to declining living populations exhibit large clusters of population changes, indicating a spillover effect from high-density to neighboring areas. Typification results reveal that, even in areas with a decline in registered residents, there is active population influx due to commuting or visiting. These areas sustain an increase in the number of businesses, confirming the presence of industrial and economic growth. However, approximately 47% of administrative districts in Busan are experiencing a decline in both registered residents and living populations, indicating ongoing regional decline. Urgent measures are needed for enhancing urban vitality. The study emphasizes the necessity of utilizing living population data as an urban planning indicator, considering the increasing limit distance of urban activities and growing interregional interaction due to advancements in transportation and communication.
The security providers industry, often referred to as an industry with unconfined growth ceiling, has entered a remarkable mass-growth phase since the 1980. In the modern era, private-sector security increasingly cover functions relating to general security awareness (including counter-terrorism) in partnership with State bodies, and the scale of operations continue to accelerate, relative to the expanding roles. In the era of pluralisation of policing, there has been widening efforts pursued to develop a range of regulatory strategies internationally in order to manage such growth and development. To date, in South Korea, a diverse set of industry review studies have been conducted. However, the analyses have been conventionally confined to North America, Britain, Germany and Japan, while developments in other world regions remain unassessed. This article is intended to inform the drivers and determinants of regulatory reforms in Australia, and examine the effectiveness of the main pillars of licensing innovations. Over the past decades, the Australian regime has undergone a wave of reforms in response to emerging issues, and in recognition of the industry as a 'public good' due to underpopulation density and the resulting security challenges. The focus of review in this study was on providing a detailed review of the regulatory approach taken by Australia that has expanded police-private security co-operation since the 1980s. The emphasis was on examining the core pillars of risk management strategies and oversight practices progressed to date and evaluating areas of possible improvement in regulation relative to South Korea. Overall, this study has identified three key features of Australian regime: (1) close checks on questionable close associates (including fingerprinting), (2) power of inspection and seizure without search warrant, (3) the 'three strikes' scheme. The rise of the private security presence in day-to-day policing operations means that industry warrant some intervening government-sponsored initiative. The overall lessons learnt from the Australian case was taken into account in determining the following checks and balances that would provide the ideal setting for the best-practice arrangement: (1) regulatory measure should be evaluated against a set of well-defined indicators, such as the merits of different enforcement tools for each given risk, (2) information about regulatory impacts should be analysed by a specialist research institute, (3) regulators should be innovative in applying a range of strategies available to them by employing a mixture of compliance promotional strategies, and adjust the mix as required.
Some preliminary studies were conducted to find out whether the levee-burning could justifiable for the suppression of insect pests, particularly the smaller brown planthopper (Laodelphax striatellus F.). Density surveys on pests and their enemies (mostly spiders) were carried out upto the mid May at an experimental paddy field located in Suwon after of it's levee $(72\times1m)$ was burned on Feb. 20, 1987. Results were discussed in relation to density recovering of both pests and their possible enemies (spiders) and summarized as below. Not a single individual of any pest or enemy was found from the levee upto sometime after the levee-burning. Grasses started to grow more vigorously in burned ares than in unburned upto about 60 days after the burning. And densities of both pest and enemies grew higher in burned areas than in unburned from about 75 days after the burning (in Early may). It is suspected that all individuals of pests and enemies fond from the burned areas could have immigrated from the surrounding areas. If levee-burning was carried out in much wider areas, much longer time would be needed to recover the density of both pests and enemies to the center region of the burning. Wingless spiders would require even longer time than winged pest species to re-establish in the center region of the widely burned field. Pirata subpiraticus, the most abundant spider species in Korean paddy fields, starts to move about and searches for food at above $9^{\circ}C$ which is somewhat lower than the critical temperature for the pest species. Thus P. subpiraticus would require more food than other pest species early in the spring, and therefore, it would have lower probability to survive than pest species particularly in burned areas. Experiments for pest suppression with levee-burning would better be carried on in much wider areas, and its justification seems to be discussed after man other disciplines related to both pests and their natural enemies were throughly studied together with their density surveys. However, according to the present point of vie, the opinion that levee-burning is helpful for controlling pests which over winter on levee areas could not be justifiable.

In this study, we constructed a forest fire danger map in the Yeongdong area of Gangwon-do and Northeastern area of Gyeongsangbuk-do using a forest fire rating model and geographical information system (GIS). We investigated the appropriate positions of the automatic weather station (AWS) and a comprehensive network solution (a system including measurement, communication and data processing) for the establishment of an optimum mountain meteorological observation network system (MMONS). Also, we suggested a possible plan for combining the MMONS with unmanned monitoring camera systems and wireless relay towers operated by local governments and the Korea Forest Service for prevention of forest fire.
The private security industry in Korea has rapidly proliferated. While the industry has grown quickly, though, private security officers have recently been implicated in incidents involving violence, demonstrating an urgent need for systematic reform and regulation of private security practices in Korea. Due to its quasi-public service character, the industry also risks losing the public's favor if it is not quickly disciplined and brought under legitimate government regulation: the industry needs professional standards for conduct and qualification for employment of security officers. This paper shares insights for the reform of the Korean private security industry through a study of the licensing and training requirements for private security businesses in the United States, mainly focusing on the Private Security Officer Employment Authorization Act (hereinafter the PSOEAA) and the California system. According to the PSOEAA, aspiring security officers shall submit to a criminal background check (a check of the applicants' criminal records). Applicants' criminal records should include not only felony convictions but also any other moral turpitude offenses (involving dishonesty, false statement, and information on pending cases). The PSOEAA also allows businesses to do background checks of their employees every twelve months, enabling the employers to make sure that their employees remain qualified for their security jobs during their employment. It also must be mentioned that the state of California, for effective management of its private security sector, has established a professional government authority, the Bureau of Security and Investigative Services, a tacit recognition that the private security industry needs to be thoroughly, professionally, and actively managed by a professional government authority. The American system provides a workable model for the Korean private security industry. First, this paper argues that the Korean private security industry should implement a more strict criminal background check system similar to that required by the PSOEAA. Second, it recommends that an independent professional government authority be established to oversee and enforce regulation of Korea's private security industry. Finally, this article suggests that education and training course be implemented to provide both diverse training as well as specialization and phasing.

In this paper, the high-resolution Weather Research and Forecasting/Noah-MultiParameterization (WRF/Noah-MP) modeling system is configured for the Cheongmicheon Farmland site in Korea (CFK), and its performance in land and atmospheric simulation is evaluated using the observed data at CFK during the 2014 special observation period (21 August-10 September). In order to explore the usefulness of turning on Noah-MP dynamic vegetation in midterm simulations of surface and atmospheric variables, two numerical experiments are conducted without dynamic vegetation and with dynamic vegetation (referred to as CTL and DVG experiments, respectively). The main results are as following. 1) CTL showed a tendency of overestimating daytime net shortwave radiation, thereby surface heat fluxes and Bowen ratio. The CTL experiment showed reasonable magnitudes and timing of air temperature at 2 m and 10 m; especially the small error in simulating minimum air temperature showed high potential for predicting frost and leaf wetness duration. The CTL experiment overestimated 10-m wind and precipitation, but the beginning and ending time of precipitation were well captured. 2) When the dynamic vegetation was turned on, the WRF/Noah-MP system showed more realistic values of leaf area index (LAI), net shortwave radiation, surface heat fluxes, Bowen ratio, air temperature, wind and precipitation. The DVG experiment, where LAI is a prognostic variable, produced larger LAI than CTL, and the larger LAI showed better agreement with the observed. The simulated Bowen ratio got closer to the observed ratio, indicating reasonable surface energy partition. The DVG experiment showed patterns similar to CTL, with differences for maximum air temperature. Both experiments showed faster rising of 10-m air temperature during the morning growth hours, presumably due to the rapid growth of daytime mixed layers in the Yonsei University (YSU) boundary layer scheme. The DVG experiment decreased errors in simulating 10-m wind and precipitation. 3) As horizontal resolution increases, the models did not show practical improvement in simulation performance for surface fluxes, air temperature, wind and precipitation, and required three-dimensional observation for more agricultural land spots as well as consistency in model topography and land cover data.

It can be expected that intelligence and knowledge will be the core of the post-industrial society in a near future. Accordingly, the age of intelligence shall be accelerated extensively to find ourselves in an age of 'Communication' service enterprise. The communication actions will increase its efficiency and multiply its utility, indebted to its scientic principles and legal idea. The two basic elements of communication action, that is, communication station and communication men are considered to perform their function when they are properly supported and managed by the government administration. Since the communication action itself is composed of various factors, the elements such as communication stations and officials must be cultivated and managed by specialist or experts with continuous and extensive study practices concerned. With the above mind, this study reviewed our public service officials law with a view to improve it by providing some suggestions for communication experts and researchers to find suitable positions in the framework of government administration. In this study, I would like to suggest 'Occupational Group of Communication' that is consisted of a series of comm, management positions and research positions in parallel to the existing series of comm, technical position. The communication specialist or expert is required to be qualified with necessary scientific knowledge and techniques of communication, as well as prerequisites as government service officials. Communication experts must succeed in the first hand to obtain government licence concerned in with the government law and regulation, and international custom before they can be appointed to the official positions. This system of licence-prior-to-appointment is principally applied in the communication management position. And communication research positions are for those who shall engage themselves to the work of study and research in the field of both management and technical nature. It is hopefully expected that efficient and extensive management of communication activities, as well as scientific and continuous study over than communication enterprise will be upgraded at national dimensions.
