Assessment Level of Safe and Maintenance Based on Safety Inspection Data of Small Vulnerable Facilities in Domestic (국내 소규모취약시설 안전점검 데이터기반 안전 및 유지관리 수준 평가)

  • Recently, the need for new approaches and recognition of safety and maintenance has been raised for small vulnerable facilities in Korea due to the acceleration of aging facilities, various safety accidents, and increased frequency of use. In particular, small vulnerable facilities(SVF), including most social welfare facilities, are facilities used by many of the vulnerable groups, and safety management is very important. Therefore, this study investigated various statuses based on safety inspection results (31,114 cases) conducted over the past 13 years (2008-2020) for small vulnerable facilities in Korea, and evaluated the characteristics of each field and safety and maintenance performance level. This aims to present policy directions for strengthening safety management of facilities for the vulnerable by using basic data such as improvement of safety standards and maintenance strategies for small vulnerable facilities in Korea in the future.

A Study on the Improvement of Pedestrian Environment for the Mobility Handicapped on the Use of Personal Mobility Vehicle (개인형 이동수단의 이용에 따른 교통약자의 보행환경 개선에 관한 연구)

  • Recently, personal mobility has been spreading and using increasing, but the pedestrian environment is getting worse and accidents are also rapidly increasing. Therefore, this study conducts a status survey related to the elements of pedestrian disturbances in personal mobility and identifies the problems. The following measures are presented to improve the pedestrian environment for the mobility handicapped through expert opinion surveys. The movement of individual mobility means in the walking space is prohibited, and the speed limit shall be stipulated to enable the mobility handicapped to walk safely and conveniently. Parking spaces will have to create obstacle zones in the parking area next to the roadway or at the border of sidewalks and roads, and regulations are needed to collect illegally parked vehicles. It is necessary to switch from the existing automobile-oriented road to the road structure considering the use of low and medium-speed vehicles.

  • Environmental designers in Korea have shown interests in Environomental Psychology and Behavior Studies (EPBS) since 1970's. However, many designers, who have expected a great deal of contribution from the EPBS, have disappointed due to their overexpectation and misunderstanding on the EPBS. This study intends to analyse the nature of the EPBS and to investigate the potential contribution of the EPBS to the field of environmental design. The EPBS are able to help designers by providing scentific data in each stage of the design process. Further, most design theories and principles are based on the findings of the EPBS. Thus the development of the EPBS has great potential of contribution to the development of design theories arid principles Due to the scientific nature of the EPBS, however, the EPBS have difficulties in supplying scientific data within relatively short period, which make most designers impatient. Designers should understand the scientific nature of the EPBS and be patient in expecting usable outcome from the EPBS. Further, Designers should not expect the EPBS give them design soultion itself.

Improvement of Fall Prevention Method in Construction Site through Comparison with Advanced Countries' Cases (해외 사례 비교를 통한 건설현장 추락재해 예방기법 개선방안)

  • Although the domestic industrial accidents have been decreased gradually, deaths in the construction sites have been occupied 49.9 percent of the total industry and deaths from fall accident have been accounted for 59.7 percent of the construction industry. In order to prevent fall accident, various safety activities and policy have been carried out. However, the impact on the domestic construction industry was inadequate. On the other hand, in advanced countries, such as the United States, Japan, EU, and Singapore Industrial accidents have been lower than domestic industry due to safety activities, the regulations and policies appropriate for each country's situation. In this study, we compare the major points of the Industrial Safety and Health Act in developed countries with those in South Korea to reduce the number of falls, and propose a revision. As a result of conducting research, three revisions have been proposed as 1) Enhance standards for fall height, 2) Improvement of upper safety rail height on guardrail, 3) Revision and research on Horizontal Sarety bar attachment system. This study will be utilized as a basic study for the analysis of cases in advanced countries.

City Primary Principles of Administrative City in Korea (행정중심복합도시 도시조성 이념)

  • Cities are not built simply for amusement, but to tackle external factors faced by societies and built based on theoretical arguments. In order to construct a city and develop it, we have to understand the grounds and reasons for doing so, and have to think through how to build a city that corresponds with what contemporary societies are looking for. Therefore, this study identifies the philosophical implications by reviewing theories and compares these implications with the Urban Charters, in order to propose processes of change for the philosophy of city construction. As a result, it was found that cities are based on ideas that correspond to the common values of the era, within a frame of areas and relationships, under complicated sociological, economical and humanities environments. The results are supported through case studies of urban areas, buildings and facilities in the Administrative City in Korea. This study is meaningful because it establishes philosophies of city construction by comparing and analyzing their charters with the sociological phenomena in the 20th century, and because its research target is the Administrative City to which the philosophy of the 21st century's has been applied since the beginning of the construction. We have to take different points of view corresponding to the changes and development of cities.

Fire Safety Analysis of Fire Suppression System for Aircraft Maintenance Hangar Using Fault Tree Method (Fault Tree를 활용한 항공기 격납고 소화시스템의 화재 안전성 분석)

  • An aircraft maintenance hangar is a building that stores, maintains, and inspects expensive aircraft. The frequency of fire occurrence is low, but the resulting human and material damage can be very serious. Therefore, in this study, we conducted a qualitative analysis of the fire safety of the currently operating fire suppression systems for aircraft maintenance hangars using the Fault Tree method, and then performed a quantitative analysis using the failure rate data for the derived basic events and analyzed the importance of the minimal cut sets. As a result of the qualitative analysis by the minimal cut set, it was found that there were 14 accident paths that could be expanded to a large fire, due to the fire control failure of the aircraft hangar fire suppression system. The quantitative analysis revealed that, the probability of the fire expanding into a large one is $2.08{\times}E-05/day$. The analysis of the importance of the minimal cut set shows that four minimal cut sets, namely the fire detector and foam head action according to the zone and blocking of the foam by the aircraft wing and the fire plume, had the same likelihood of causing the fire to develop into a large one, viz. 24.95% each, which together forms the majority of the likelihood. It was confirmed for the first time by fault tree method that the fire suppression system of aircraft maintenance hangars is not suitable for fires under the aircraft wings and needs to be improved.

A Study of Improvement Direction of Inspection Diagnosis Report and Bridge Maintenance Detailed Guidelines (교량 점검진단 보고서 및 유지관리 세부지침 개선 방향 연구)

  • After the collapse of the Seongsu Bridge in 1994, the 「Special Act on the Safety Control and Maintenance of Establishments」 was enacted in Korea, and many efforts have been made in the field of safety inspection and maintenance of facilities. Among these facilities, a total of 33,165 bridges, which account for the largest share next to buildings, are currently in use, and 28,150 bridges of type 2 and 3 account for about 85% of the total. However, compared to the relatively more important type 1 bridges, type 2 and 3 bridges, which occupy most of the bridges, have insufficient maintenance status regarding inspection and diagnosis. This reason appears in the subjective judgment and records of the inspection performer when performing inspection and diagnosis of bridges, and in the inspection and diagnosis report form that has not been systematically established. Therefore, in this study, we intend to derive an improvement (draft) of the inspection and diagnosis report that can be systematically and continuously utilized by correcting and supplementing the problems of the existing inspection and diagnosis report.

Affinity Analysis Between Factors of Fatal Occupational Accidents in Construction Using Data Mining Techniques (데이터마이닝 기법을 활용한 건설 중대 재해요인 간 연관성 분석)

  • Governments and companies are trying to reduce occupational accidents in the construction industry; however, the number of disasters are not decreasing significantly. This study aims to identify the correlation between factors affecting construction disasters quantitatively. To this end, 1,197 cases of serious disasters provided by Korea Occupational Safety and Health Administration (KOSHA) were analyzed using affinity analysis, one of the data mining techniques. The data from KOSHA were preprocessed and analyzed with variables of accident type, project type, activity type, original cause materials, sensory temperature, time of the accident, and fall height, and the association rules were derived for fall accidents and the others. For fall accidents, 64 association rules with lift ratios of 1.38 or greater were derived, and for the other accidents, 59 association rules with lift ratios of 1.54 or greater were derived. After analyzing the derived association rules focusing on the relationship among accident factors, this study presented the significance of applying the affinity analysis to address the study's limitations. The significance of this study can be found in that the correlation among factors affecting construction accidents is presented quantitatively.

  • As the incidence and mortality of serious disasters in the construction industry are the highest, various efforts are being made in Korea to reduce them. Among them, risk assessment is used as data for disaster reduction measures and evaluation of risk factors at the construction stage. However, the existing risk assessment involves the subjectivity of the performer and is vulnerable to the domestic construction site. This study established a DB classification system for risk assessment with the aim of early identification and pre-removal of risks by quantitatively deriving risk factors using BIM in the risk assessment field and presents a methodology for risk assessment using BIM. Through this, prior removal of risks increases the safety of construction workers and reduces additional costs in the field of safety management. In addition, since it can be applied to new construction methods, it improves the understanding of project participants and becomes a tool for communication. This study proposes a framework for deriving quantitative risks based on BIM, and will be used as a base technology in the field of risk assessment using BIM in the future.

  • The history of modernization of Korea is divided into two folds of the colonial era in the 20's and the economic development era in the 60's. Most of the spaces built in the process of modernization were public spaces developed by the drive of the government. These spaces of modernization are functionality-oriented public places of production and at the same time, and they are the spaces of national power to symbolize the identity of national authorities. Along with changes in the society, modern spaces were reduced down to monument buildings without functionality and this requires new definition to renew the identity of modern spaces. Small stations, power plants, mines, warehouses, abandoned factories, and etc... the study has paid attention to the process of changing thought, one of the main characteristics of modernization, the relations of modern concepts projected in the spaces, framework of modern society, and placeness in the process of framework building and relations of people in the spaces with video records on the process of rebuilding new identity of modern spaces and memories of the spaces. The relations of modern spaces and memory were explored in < Seoul Station > while the relations between modern spaces and records and place identity were explored in < Onyang Folk Museum > and < Okpo Shipyard > respectively. In the relations between space identity and memory in each space, the ironic relations of power in modern spaces (placeness) and personal narrative (memories) were explored with oral narrative and video footage.
