Issues and Improvements in Extended Application of LID technologies (국내 LID 기법 적용확대의 문제점 및 개선방안)

  • 우리나라의 경우 비점오염원에 의한 오염부하 기여도가 점차 증가하면서 '06년 관련 법규 개정을 통해 일정 규모 이상의 개발사업에 대해서는 비점오염저감시설 설치를 의무화하였으며, '11년 기준 국내에는 약 6,000여개 이상의 저감시설이 설치되었다. 해당 시설에 대한 모니터링 결과 장치형에 비해 자연형이 처리효율 및 유지관리 측면에서 유리한 것으로 보고되면서 환경부는 개발사업에 대해 저영향개발기법(LID)의 적용을 의무화하는 방안을 추진 중이다. 개발사업에 있어 LID는 토지이용기법을 통해 우수 유출과 오염원 유출을 저감하고자 하는 기법으로, 비용 및 유지관리 측면에서는 유리하나 기존 단위시설 적용기법에 비해 계획적인 요소가 강해 적용 확대 및 의무화가 용이하지 않은 한계가 있다. 따라서, 본 연구에서는 LID 적용 확대와 관련된 문제점을 분석하고 적용 의무화를 위해 필요한 대안을 모색해 보고자 하였다. 이를 위해 해당 기법 자체가 가지는 한계와 제도적인 문제점을 분석하였으며, LID 기법의 확대 적용을 위해 필요한 대안을 제안하였다. 분석 결과, LID 기법은 기존 장치형 시설에 비해 계획기법의 측면이 커 기술개발이 어려울 뿐만 아니라, 저감시설의 적용여부에 대한 검증도 곤란한 것으로 분석되었다. 또한, 처리효율 계량화가 어려워 오염총량제와 연계된 오염부하 삭감효과 인정이 곤란해 확대 적용에 한계가 있는 것으로 나타났다. 상기의 분석결과에 근거할 때, LID 기법의 확대 적용은 국내의 제도적 여건 및 LID 기법 자체의 한계를 감안하여 단계적으로 추진되어야 할 것으로 판단되며, 조속한 확대 시행을 위해서는 다음의 방안 마련을 제안한다. 첫째, 적용 여부에 대한 판단이 모호한 단점을 보완하기 위해 적정 적용여부를 심의할 수 있는 인증제도 도입을 제안한다. 이 제도는 친환경건축물인증제도 등 기존 유사 제도에 항목을 추가하는 방법과 별도의 제도를 신설하는 방법이 가능할 것이다. 둘째, 처리효율 정량화를 위해 기존 농도 위주의 처리효율 개념을 벗어나 유량 개념의 처리효율 산정이 필요하다. 즉, 처리용량 범위내에서 외부에 유출없이 우수저류 및 침투가 가능한 경우 전량 처리되는 것으로 간주하는 방식이다. 연구결과로 제안한 LID 기법 적용에 대한 인증제도 마련과 유량개념의 처리효율 산정방안이 도입된다면, 보다 조속한 시일내 LID 기법의 확대 적용이 가능할 것이다.

Analysis of Factors and Preventive Effects of Crack in Educational Facilities Using Quadrant Analysis Techniques (사분면 분석기법을 활용한 교육시설 균열하자 발생 원인 및 예방효과 분석)

  • Since 2007, the government has been actively working to enhance the quality of public buildings, as evidenced by initiatives like the "National Basic Architecture Plan" and, since 2014, the "Building Service Industry Promotion Act." Despite these efforts, educational facilities continue to experience more frequent defects compared to large-scale apartment constructions. This study aims to analyze the primary causes of crack formation in educational facilities, employing the 2×2 MATRIX and IPA techniques to develop efficient crack prediction models. The research includes a review of relevant literature and an analysis of data from the Office of Education spanning 2019 to 2021 to pinpoint significant defects. Subsequently, 15 factors related to crack defects were identified through surveys and expert consultations. The 2×2 Matrix analysis of these factors highlighted the challenges in work processes and the effectiveness of preventative measures for crack formation, focusing on key areas for improvement. The findings from this study are anticipated to significantly contribute to the prevention and management of structural cracks in educational facilities, ensuring their long-term integrity.

  • The purpose of this study is to make objective decisions in the use of closed schools through the development of utilization indicators for the efficient use of closed schools, which is expected to increase continuously. The research phase was largely carried out by drawing preliminary indicators for use in closed schools, drawing final indicators using big data, and quantifying indicators, and finally objectifying them through quantification. The institution intends to apply and verify the facility based on future indicators. This study has implications for the application of big data analysis methods that have not been attempted in planning and research for the use of closed school facilities to date.

Structural Cost Optimization Techniques for High-rise Buildings Frame Systems Using High-strength Steels (고강도강재를 사용한 건물골조방식 초고층건물의 구조비용 최적화)

  • Use of high-strength steel members in building of high-rise buildings and large scale structures is expected to increase the effectiveness of structural design by reducing the weight and cost of structures. So far, high-strength steel members have been used in a very limited way because it is hard to select the proper strengths of steel members in a systematic way with the consideration of the structural cost. In this paper, therefore, a structural optimization technique based on Genetic algorithm is developed for effective use of high-strength steel members in structural design of high-rise buildings with the form of building frame system. The stability and efficiency of the technique is evaluated by using to a 35-story building. As a result, a stable and reliable optimal solution was obtained with a difference of 2.63% between individual and mean optimal structural costs.

  • The contemporary domestic construction landscape has witnessed a contraction, primarily attributed to the operational challenges faced by construction entities and a downtrend in the initiation of new projects. In light of this, domestic construction enterprises are ardently seeking avenues to economize whilst simultaneously amplifying the quality across diverse construction genres. Value engineering (VE), heralded for its prowess in not only cost mitigation but also in accelerating project timelines and bolstering construction quality, has been extensively adopted in refining finishing tasks. However, its application to framework enhancements remains conspicuously limited. Particularly in factory edification, framing emerges as a pivotal process exerting significant influence over the entire construction continuum. Thus, it becomes imperative to integrate VE techniques at the inception phase of framing. This would facilitate a meticulous examination of design schematics and on-site conditions, paving the way for alternative strategies that condense construction durations, economize on costs, and augment work efficiency, all the while upholding paramount standards of quality and safety. Such a venture stands to be foundational in expediting construction timelines, fostering economic efficiency, and buttressing construction safety protocols.

  • The objective of this study is to observe today's situation and direction in relation with the natural air-conditioning and heating system to expand the architectural utilization of natural management for human comfort and energy conservation in architectural design. Also this study to provide the fundamental knowledge and. design-techniques on environment-friendly architecture in connection with 'natural idea in architecture'. In accordance with this intention, this thesis is composed of the following contents : 1) to understand the fundermental concepts about natural air-conditioning and heating system, 2) to review the traditional characteristics in Korean and Southeast Asian architecture related to natural air-conditioning and heating system, 3) to examine modern design-techniques in relation with natural air-conditioning and heating system in the selected area, 4) to attempt to synthesize the whole situation. Environment-friendly architecture using natural ideas and design-techniques in architecture is very important architectural aspect in a current architecture, also for the future. In spite of general considerations, it is expected that this study is use to understand the principle and practical application of natural air-conditioning and heating system in architectural design.

A Study on Planning Ecological School Buildings by Traditional Construction Techniques -Focused of the buildings of traditional education institutions- (전통 건축기법을 이용한 친환경학교건축 계획방향에 관한 연구 -전통 교육건축을 중심으로-)

  • The purpose of this study was to discuss how traditional construction practices could be applied to school buildings. The spatial arrangement and constituents of Seoweon and Hyanggyo buildings were analyzed, and the spatial arrangement and ground plans of current schools were analyzed as well. As a result, it's found that how the characteristics of traditional architecture should be reflected in today's school design is one of critical matters that need an immediate attention. Based on the case study, there are some suggestions about the application of traditional construction techniques to school buildings: (1) The link between internal and external spaces should be stressed. The type of spatial configuration the could ensure nature accessibility is required. (2) The use of environment-friendly materials is recommended, and classrooms should be arranged in a way to let them function as multipurpose educational spaces. (3) It's not advisable to construct school buildings according to the sung-Confucianistic construction techniques of traditional educational institutions, but there should evidently be a change in tasteless school buildings, They should be built in small size and in consideration of harmony with nature and ecosystem, and boarding schools should be constructed in a more careful and discreet manner.

A Study on Building Maintenance Institutionalization by Comparing with the Foreign Countries' Cases (국내외 건축물의 유지관리 운영실태의 비교분석에 의한 건축물 유지관리 제도화 방안 연구)

  • Under the 'Sustainability Paradigm', the building maintenance system is getting more important because more efficient maintenance means more sustainable building. This paper aims at improving present building maintenance system by comparing with the foreign developed countries' systems. The comparing countries are selected according to the level of building maintenance. As the results, 4 countries including USA, England, Germany, and Japan become the benchmark. The results show that building maintenance regulations are various by social, economic, and cultural characteristics. In addition, though building maintenance policy must be established, first of all, the related regulations and policy targets are prepared before the enforcement of maintenance regulation. The results provide some policy implications: 1. Building maintenance must be controled under the condition that a building can guarantee the safety of people and function of it. 2. Building maintenance system should contribute to the desirable urban environment and architectural culture.

  • 산업과 생활수준의 향상에 따라서 도로나 철도 등의 기간산업에 대한 고속화 및 대용량화가 요구되고 있다. 특히 철도에 있어서는 선형의 직선화 및 복선화계획이 진행되면서 터널건설이 증가하고 장대터널이 요구되고 있는 실정이다. 이에 따라 철도터널의 환기 및 방재 시스템의 설계기법에 관심이 고조되고 있으나 현재의 국내 철도 터널은 대부분 오래 전에 건설된 것이며 또한 환기설비를 요구할 만큼의 장대터널이 없기 때문에 이를 고려하지 않고 있다. 그래서 국내의 철도터널 환기설계 기술은 미약한 상태로 현재 발주되는 대부분의 공사를 외국의 용역사의 설계에 의존하고 있는 실정이다.
